After 1919, and especially between 1933 and 1945, however, German colonialists advocated for the return of these colonies and for their central importance to Germany. This dissertation tells the paradoxical story of these colonialists’ construction of a German national character driven by overseas imperialism despite the absence of a colonial reality to support this identity. In contrast to views of colonialism as marginal in Germany after the First World War or the colonialist organizations as completely subsumed under the Nazi regime, this dissertation uncovers both the colonialist organizations’ continuing public presence and their assertive promotion of their overseas goals in the Third Reich. It also reveals the space available for debates over the contours of national identity in the public sphere of the Third Reich. Using organizational records of colonialist groups and Nazi propaganda offices, the colonialist press and other publications, photography, graphics, films, and public opinion reports, this dissertation examines the vibrant two-million-strong colonial revisionist movement that flourished in the Third Reich. German colonialists, straddling between anachronistic fantasy and the National Socialist world-view, reintegrated overseas imperialism into Nazi Germany and thereby reinterpreted the meaning of Germanness. They proclaimed a new vision of German national identity that drew on the imagined glories of the past but also held out the promise of a revitalized future for Germany through Africa. They did so however in conflict with the Nazi regime’s iv expansionist goals in Eastern Europe. Colonialists, however, elided disagreements in favor of projecting a public image that emphasized the deep interconnectedness of overseas colonialism and Nazi goals. The main culprits were put on trial in Nuremberg, and then came the Eichmann trial in Jerusalem and the Auschwitz trials in Germany. Later on, the compliancy of Heidegger, Gadamer, and others with the Nazi regime was exposed by prominent scholars.1 Thus, the personal and public reputations of Heidegger, Jünger, Schmitt, Gadamer and others were destroyed and then partly rehabilitated. Their teaching, which was essential in consolidating and promulgating the Nazi world-view and in creating and designing the atmosphere of support for the Nazi movement, has, however, mostly remained untouched and continues to be uncritically studied and referred to. As Alain Finkielkraut writes: As Jankélévitch has rightly noted, the extermination of the Jews “was doctrinally founded, philosophically explained, methodically prepared by the most pedantic doctri- narians ever to have existed.” The Nazis were not, in effect, brutes, but theorists.

    The Phoenix of Colonial War: Race, the Laws of War, and the ‘Horror on the Rhine’ Rotem Giladi+* Abstract The paper explores the demise of the ‘colonial war’ category through the employment of French colonial troops, under the 1918 armistice, to occupy the German Rhineland. It traces the prevalence of—and the anxieties underpinning— antebellum doctrine on using ‘Barbarous Forces’ in ‘European’ war. It then records the silence of postbellum scholars on the ‘horror on the Rhine’—orchestrated allegations of rape framed in racialised terms of humanity and the requirements of the law of civilised warfare. Among possible explanations for this silence, the paper follows recent literature that considers this scandal as the embodiment of crises in masculinity, white domination, and European civilisation. These crises, like the scandal itself, expressed antebellum jurisprudential anxieties about the capacity—and implications—of black soldiers being ‘drilled white’. They also deprived postbellum lawyers of the vocabulary necessary to address what they signified: breakdown of the laws of war; evident, self-inflicted European barbarity; and the collapse of international law itself, embodied by the Versailles Diktat treating Germany—as Smuts warned, ‘as we would not treat a kaffir nation’—a colonial ‘object’, as Schmitt lamented. Last, the paper traces the resurgence of ‘colonial war’. It reveals how, at the moment of collapse, in the very instrument signifying it, the category found a new life. The Covenant’s Art.22(5) reasserted control over the colonial object, thus furnishing international lawyers with new vocabulary to address the employment of colonial troops— yet, now, as part of the ‘law of peace’.

    Dokumentation Gerhard Schreiber Zur Kontinuität des Groß- und Weltmachtstrebens der deutschen Marineführung Kontinuität als geschichtswissenschaftliche Kategorie fragt zum einen, ob und wann ein historisches Kontinuum möglich ist, und sie beschreibt zum anderen — allgemein gesehen — eine geschichtliche Einheit, die auf der weitgehenden Identität der Mo- mente beruht, die in einem zeitlichen Längsschnitt zueinander in Beziehung gesetzt werden. Mit Kontinuität ist somit weder Kausalität noch Determiniertheit der histori- schen Entwicklung gemeint, sondern die Ähnlichkeit und die Erklärbarkeit des Späte- ren mit dem Früheren1. Mit einem derartigen Vorverständnis stellt die vorliegende Dokumentation die Frage nach der Sichselbstgleichheit der Machtpolitik im preußisch-deutschen Nationalstaat, dem Deutschen Reich zwischen 1871 und dem Ende des Zweiten Weltkrieges2. Das eigentliche Untersuchungsfeld soll dabei — quasi idealtypisch — auf eine konservative Führungselite, die Marineführung3, eingeengt werden.     ABSTRACT Title of Document: THE FURTHEST WATCH OF THE REICH: NATIONAL SOCIALISM, ETHNIC GERMANS, AND THE OCCUPATION OF THE SERBIAN BANAT, 1941-1944 Mirna Zakic, Ph.D., 2011 Directed by: Professor Jeffrey Herf, Department of History This dissertation examines the Volksdeutsche (ethnic Germans) of the Serbian Banat (northeastern Serbia) during World War II, with a focus on their collaboration with the invading Germans from the Third Reich, and their participation in the occupation of their home region. It focuses on the occupation period (April 1941-October 1944) so as to illuminate three major themes: the mutual perceptions held by ethnic and Reich Germans and how these shaped policy; the motivation behind ethnic German collaboration; and the events which drew ethnic Germans ever deeper into complicity with the Third Reich. The Banat ethnic Germans profited from a fortuitous meeting of diplomatic, military, ideological and economic reasons, which prompted the Third Reich to occupy their home region in April 1941. They played a leading role in the administration and policing of the Serbian Banat until October 1944, when the Red Army invaded the Banat. The ethnic Germans collaborated with the Nazi regime in many ways: they accepted its worldview as their own, supplied it with food, administrative services and eventually soldiers. They acted as enforcers and executors of its policies, which benefited them as perceived racial and ideological kin to Reich Germans. These policies did so at the expense of the multiethnic Banat‟s other residents, especially Jews and Serbs. In this, the Third Reich replicated general policy guidelines already implemented inside Germany and elsewhere in German-occupied Europe.
