Bharat Petroleum Corporation Limited wishes to appoint a C&F Operator cum secondary transporter for Lubricants for a period of 5 years (initial period of 3 years and extendable by 2 more years) at BPCL- Mughalsarai Lube Depot, "Zewan,", C/O MUGHALSARAI INSTALLATION, "SAKALDIHA ROAD, VILLAGE SARESAR", DIST CHANDAULI UTTAR PRADESH - 232101 through Two Bid tender process (Technical & Commercial), based on following criteria: a) The applicant should have minimum one year of experience in complete C&F Operations particularly in lubricants including transportation or other FMCG products with reputed multinational / public sector companies during the last 5 years. Applicants who have operated as C&F with BPCL should necessarily obtain and enclose a certificate for satisfactory performance from concerned Territory Manager which should be issued within one month of issue of above tender. Also in case C&F is applying for a specific C&F as published in our website, then the performance will be evaluated against the performance certificate for the concerned C&F Depot only. The firm applying for C&F Operatorship should be registered in the same State where the subject depot is situated (GST Registration). (Not meeting the same the applicant will be disqualified) b) The successful tenderer should be in a position to provide Security deposit by way of Bank guarantee for Rs. 25 Lakhs (Rupees Twenty Five Lakhs).The Volumes operated shall be periodically reviewed (once in six months) and compared with the BG value as stipulated above. Accordingly the BG enhancement (only upward increase) will be done based on the average monthly volumes operated during the contract period. No downward revision in BG amount to be done c) The applicant/his staff must have good knowledge of statutory laws and GST law and relevant procedures and documentation. Operating knowledge of ERP system handling, preferably SAP will be added advantage. The successful tenderer should get his staff trained at BPCL premises, at his own cost, before starting of the C&F operations. d) Primary Lube Distributor (PLD) / Industrial Lube Distributor (ILD)/RLD / Lube Business Associate (LBA) of BPCL (parties having common business interest) and their Relatives, operating in the same Region i.e. states of J&K, Himachal Pradesh, 3 Punjab, Haryana, Delhi, Rajasthan, Uttrakhand and Uttar Pradesh are not eligible to participate in this tender for the depot falling under the subject Region. Moreover, the Distributors (PLD/ILD/LBA) of Other Lubricant marketing companies are also not eligible to apply. e) The tenderer / applicant who is the existing BPCL C&F operator and having an ongoing C&F contracts/letter of intent of five no’s or more than five across the country (at all regions put together ie North, East, South and West) at the time of date of the tender, is not eligible to participate in the new C&F cum secondary transportation tender of any location across all regions. This would be a clause of disqualification for the subject tender f) You are requested to do E- Bidding with payment of Rs.5900/-. (Rupees five thousand only) including GST as tender fee per set (non-refundable) and EMD of Rs 1,00,000-(Rs.One Lakh Only) by way of DD in favor of ‘Bharat Petroleum Corporation Limited’ payable at ALLAHABAD (Now Prayagraj). The name of the tenderer must be mentioned on the reverse of Demand Draft. g) The tender paper may be downloaded from our website www.bharatpetroleum.in or https://www.bpcleproc.in and DD for Rs.5900/- (Rupees five thousand and nine hundred only including GST) per set (non-refundable) and EMD of Rs.1,00,000/- (Rs.One Lakh Only) in favor of ‘Bharat Petroleum Corporation Limited’ payable at Allahabad (Now Prayagraj), should be attached with the Technical Bid.
