FOREWORD The District Census Handbook (DCH), complied by the Census Organization dn behalf of the Stat~ Government., is-one of the most valuable products of the Census. The DCH is constantly referred to by planIierst, administrators, academicians and researchers. It is inter alia used for delimitation of constituencies, form· ulation of local level and regional plans and as an aid to District administration. The district census handbook is the only publication Which provides Primary Census Abstract (PCA) data upto village level fOT the rural areas ward-wise for each city or town~ It also provides data 011' infrastructure and amenities ill villages and towns, etc. The;: district census handbook series was initiated during the 1951 Census. rt contained importarit census tables and peA for each village and town of the district. During 1961 Census the scope of the nCR was enlarged and it contained a descriptive account of the district, administrative stat{stics, 'censlls. 'tables and a village and town directory, including PCA. The 1971 DGH series was planned in tliree parts. Part-A related to village and town directory, Part-B to village and town PCA and Part-C comprised analytical report, administrative statistics, district census tables and certain analytical tables based on PCA and amenity data in respect of villages. However, in some states it was confined to district census and in a' few cases altogetlrer given up due to delay in compilation and printing. While designing the format of 1981 nCH series some new features along with the re~ti'ucturin!( of the formats of village and town directory have been attempted. At the same time, coIhpar'lBilitY. withl the 1971 data has also been kept in view. All the amenities except power supply in the village have been brought together in the village directory with the instruction that in case an amenity is not available in the referrent village the distance in broad ranges from the nearest place where the amenity is available may be given. The restructuring of the format of the village directory and incorporating more exhaustive data on infrastructure aspect particularly in relation to amenities and land·use pattern is expected to further meet the need of micro level planning for rural areas. It is expected to Jlelp not only in local area planning but regulating the provision of goods and services as well as to minimise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of the requ rements of the Revised Minimum Needs Programme. Such new items of information as adult literacy centres, primary health sub-centres, and community health workers in the village have been introduced in the village directory with this objective in mind. The new item on approach to the village is to have an idea about the villages in the district which are inaccessible. A new column, "total popUlation and number of households" has been introduced to examine the correlation of the amenities with the population and number of house holds they serve. Addition of two more appendices listing t~e villages where no amenities are available and according to the proportion of scheduled caste and scheduled tribe population to the total population has also been made with this view in mind. The formats of the town directory have also been modified to meet the requirements of the Minimum Needs Programme by providing information on a few new items. A new statement on civic and other amenities in Class-I and Class-II towns (Statement IV-A) has been introduced with this objective in mind. It is expected that this will help the planners to chalk out programmes on provision of civic amenities for the improvement of slums. The columns on Scheduled Castes and Scheduled Tribes popUlation in statement IV relating to civic and other amenities and adult literacy classes/centres under educational facilities in statement V are also added inter alia with this view. A significant addition is class of town in all the seven statements of the town directory. The infrastructure of amenities in urban areas of the country can be best analysed by taking the class of towns into consideration. The addition of the colu mns on civic administration status and population in a few statements also serves this purpose. ( iv ) The format of the primary census abstract for the villages and towns has been formulated in the light of changes in the economic and other questions canvased through·the individual slip of 1981 Census. In order to avoid delay in pUblication of 1981 DCH series it has been so designed that Part-A of the volume contains village and town directory ~nd Part-B, the PCA of villages towns including the Scheduled Castes and Scheduled Tribes PCA upto Ta'hsiljT6wn levels. At the beginning of the nCR a detailed analytical note supported by a number of inset tables based on PCA and non-census data in relation tQ ~4e il!frastructure has pee~ introduq:d to enhance its value. The district and tahsil/Police StationjC D B~ock etc. level maps 4epicting the bounqaries and other important features have heen insered at appropriate pli!ces~ to further enhance the value of ,the publication. This pUblication is a joint venture of the State 'G,overnment and the CenSllS Organization. They are needed for running democratic institutions, district level planning and district administration besides catering to the assorted needs of researchers, scholars and common man. By pres~nting census data down to the level of villages the District Census Handbook series occupies a place of prominence in the galaxy of census publications. The need for small domain data always prompted publication of village figures in some form or the other in most of the censuses. Yet it was only in 1951 census that the publication of village statistics acquired the well deserved importance by the introduction of District Census Handbook series. These volumes have been published with unbroken regularity in Uttar Pradesh State since 1951 census by the Census Organization on behalf of the Government of Uttar Pradesh. The District Census Handbook was brought out for cach District in two volumes in 1951/1961, three volumes in 1971 and is being brougt out in two volumes part A and Part B in 1981. With the introduction of this series, it developed into a healthy tradition to collect village-wise information on amenities and infrastructure, taking advantage of the massive census operation and publish it is the form of village and town directories in volume A of the District Census Handbook. Part 'A' volume, in Keeping with the tradition, consists of village and town directories, giving basic information relating to infra-structure and amenities and total population of each village and town as thrown up by the 1981 census. The part B volume presents primary census data for each village and town giving total popUlation with scheduled caste/sheduled tribe, literates, main workers by main category marginal workers and non-workers break up. The District Census Handbook part A and part C were published in English in 1971 census. Part B volume was brought out in Hindi as well as in English in separate issues with a view to enlarging its utility. This, however, resulted in delayed publication of data, erroding some of their topicality by prolonged time-lag. This time, therefore, the District Census Handbooks are being brought out in diglot form in single volumes. The alphabetical list of villages is given in Hindi as well as in English to make the reference easier to both categories of users. The scope of analytical notes has been enlarged this time. In Part A, the 'Analytical Note' Consists of brief introduction of the district and analysis of data presented therein. The introduction to the District Census Handbook. It discontains explanations of the term used in the Village and Town Directory and general concepts of census. While only a brief analysis of data and explanations of census concepts pertinent to the Primary Census Abstract have been included in Part B. The non-census information was collected through the agency of lekhpals-the basic revenue functionary. The lekhpals collected information for each village under their charge. It has passed on the Census Directorate by the District Census Office after getting it duly vetted by the Land Records Inspectors and tahsildars. The information for towns as supplied by the local authorities. I gratefully acknowledge their role in collection of information. We have also used material made available to us by the Collectors an~ District Magistrates in drafting introductory notes on districts, I am extremely thankful to them for the ir aSSIstance. The part 'A' volume consists of village and town directories giving basic information relating to infra-structure and amenities and total popUlation of each village and town as thrown up by 1981 census. The non-census information relates to the year 1979/ 80/1981, making it almost synchronous with the 1981 popUlation census. Part 'B' volume presents primary census data, known as in census Jargon as 'Primary Census Abstract' (PCA) for each village and ward of a town. The PCA gives total popUlation with scheduled castes/scheduled tribes, literates, main workers by main categories, marginal workers and non-workers break up. Two special tables-one for scheduled caste population and another for scheduled tribe population are also presented in Part IB' volume. These tables give tahsil-wise an town-wise and also for the district as a whole scheduled caste/scheduled tribed population. It is important for the readers to acquaint themselves with census concepts of general importance. 1 Rural and Urban Areas The census data are presented by rural and urban areas. A rural area is non-urban consisting of revenue villages with well defined boundaries which is the smallest unit in the hierarchy of administrative units. It may comprise of several hamlets. Yet it is considered one unit for the persentation of data. Habitations in forest areas are also considered as villages and each forest range officer's beat is considered as one forest village. Urban areas have been especially defined for the purpose of population census. The definition is treated with some flexibility with a view to accommodating minor variation for meeting the exigency of the situation. An urban unit has been defined as follows : (a) All places with a municipal, corporation, municipal board, cantonment board, notified area and town area, (b) All other places which satisfy the following criteria: (i) A minimum population of 5,000; (ii) At least 75% of the male working population engaged in non-agricultural acitivity; (iii) A popUlation of at least 400 per sq. km. (or one thousand per sq. mile). Allied agricultural activities such as fishing, logging etc. have been considered agricultural in 1981 census for determining the proportion of engagement of male population in non-agricultural activities for the t purpose of declaring a place a town. 2 Urban Agglomeration The concept of Urban Agglomeration of the 1971 is also adopted for 1981 census. Very often the growth of towns over-lapped the statutory limits of the city or town. Large railway·colonies, university camp uses, port areas, industrial areas etc. came up outside the limits of the town but they form continuous growth with the town. These outgrowths mayor may not by themselves qualify to be treated as separate towns but these outgrowths deserve to be treated as urban areas. Such a town with their outgrowth areas is treated as one urba~ unit and called 'Urban Agglomeration' and Urban Agglomeration may constitute. (i) A city with continuous outgrowths, (the part of outgrowth being outside the statutory limits but falling within the boundaries of the adjoining village or villages). < leviii ) (ji) One town with similar outgrowth Of two or more adjoining towns with their out~growths as in (i); or (iii) A city and one or more adjoining towns with their outgrowths all of which form a continuous spread. 3 Census House A 'census house' is a building or a part of a building having a separate main entrance from the road or common courtyard or staircase etc., used recognised as a separate unit. It may be vacant or occupied. It may be used for residential or non-residential purpose or both. 4 Household A household is a group of persons who commonly live together and who take their meals from a common kitchen unless the exigency of work prevents them from doing so. There may be a household of persons related by blood or unrelated persons or having a mix of both. Examples of unrelated households are boarding houses, messes, hostels, residential hotels, rescue homes, jails, ashrams etc. These are called institutional households. There may be one-member houshold, two-member households or multi-member houseolds. For census purpose, each one of these types is regarded as a household. 5 Scheduled Castes/Scheduled Tribes A person has been returned as belonging to a scheduled caste or scheduled tribe if caste or tribe to which be belongs is included in the schedule of the State. Scheduled caste can belong to Hindu or Sikh relgion. However, a persons belonging to scheduled tribe can profess any religion. 6 Literates A person who can both read and write with understanding in any language is to be taken as literate. A person who can merely read but cannot write, is not a literate. It is not necessary that a person who is literate should have passed any minimum educational standard. 7 Workers In 1981 census, the economic status of a. person has been classified as : (i) Main Worker (ii) Marginal Worker (iii) Non-worker The dichotomy of workers and non-workers or 1961 and 1971 census has been discarded in 1981 census and time disposition criterion in economic activity with one year reference period is adopted. A person who has engaged himself in economic activity for major part of the year (at least 183 day's) is considered as main worker while those who have worked in for sometimeduring the last year but not major part of the year have been treated marginal worker. Those who have not worked at .all duri~g the one year reference period as non-workers. Work has been defined as participation in any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also effective supervision and direction of work. 8 Cultivator A person is considered a cultivator if he has engaged in cultivation as a single worker or family worker of land owned or held from Government or held from private persons or institutions for payment in money kind or share. Cultivation includes supervision or direction of cultivation. ( xix ) Cultivation involves ploughing sowing and harvesting and production of cereals and millet crops and other crops such as sugar cane, ground nuts, tapioca etc. and pulses, raw jute and kindered fibre crops, cotton etc. and does not include fruit and vegetable growing or keeping of orchards or groves or working on plantation like tea, coffee, rubber etc. 9 Agricultural Labourer A person who works in another person's land for wages in money, kind or share should be regarded as an agricultural labourer. He does not have a risk in the cultivation but merely works in another persons land for wages. 10 Household Industry Household Industry is defined as an industry conducted by the head of the household himselfI herself and or by the members of the household at home or within the precincts of the house where the household lives in urban areas. The larger proportion of workers in a household industry should consist of members of the household including the head. The industry should not be run on the scale of a registered factory which would qualify or has to be registered under the Indian Factories Act. Industry implies production, processing, servicing or repair of articles or goods such as handloom weaving, dyeing, carpentry, bidi rolling, pottery manufacture, bicycle repairing, blacksmithy, tailoring etc., 11 Other Workers All workers, who are not cultivators or agricultural labourers or engaged in Household Industry are treated as other workers. This category covers factory and plantation workers, Government servants, Municipal employees, teachers, priests, entertainment artists, workers engaged in trade, Commerce, business, Transport, mining, Construction etc. ANALYTICAL NOTE INTRODUCTION The district of Mainpuri is one of the five districts of Agra Division. It lies between 260 53' to 27 0 30' north latitude and 78° 26' to 79°27' east longitude. According to Surveyor General of India the area of the district is 4,343 square kilometres. Along the western and one third of its southern boundry runs the Yamuna, while Etah in the north and Farrukhabad in the east intervene between this district and the Ganga. Agra adjoins it in the west and to some distance in the south-west followed by Etawah in the south. District Etah bounds it on the north and Farrukhabad on the east. Yamuna, Kali, Esam and Sirla rivers pass through the district. In area it constitutes 1.47 per cent of the total area of the state and ranks 40th while in population having 1.56 per cent of the total population it ranks 38th amongst the 56 districts of the state. The sex ratio (i. e. females per 1,000 males) in the district is 829. The district has a population of 1,726,202 with the density of 397 persons per square kilometre. There are 278,994 occupied residential houses and 294,055 households in the district. An average house hold consists of about 6 persons. The district is comprised of five tahsils namely Jasrana, Shikohabad, Karhal, Mainpuri and Bhogaon. Both in population and area Bhogaon tahsil is the largest while Karhal is the smallest. Its major population 88.92 per cent is rural and the rest 11.08 per cent is urban. Urbanisation in the district is much lower than the state as a whole (17.9 per cent.) The percentage of scheduled caste population in the district is 18.39 per cent ; 18.86 per cent in rural area and 14.59 per cent in the urban. Scheduled tribe population in the district is negligible. Literacy in the district is as high as 33.30 per cent, male literacy is 45.56 per cent and female literacy is 18.49 per cent. It is 31.04 per cent in the villages and 51.35 per cent in the towns of the district. The proportion of main workers to total population is 27.10 per cent. Marginal workers additionally constitutes 0'63 per cent of the total population. Mainpuri M. B. is the headquarters of the district having a population of 58,928 followed by Shikohabad (47,083) and Sirsaganj M B. (14,993). GROWTH OF POPULATION Growth rate of population in the district is 1598. per cent while 15.98 per cent in the rural and 56.74 per cent in the urban. The following table presents the picture concerning this aspect. Mainpuri tahsil has registered the highest growth rate of 17.44 per cent in rural while in urban Bhongaon tahsil has recorded the highest growth rate. The rate of urbanisation in the district is lower than state average of 17.95 per cent. VILLAGES BY POPULATION RANGES The frequency distribution of inhabited villages by six population ranges i.e. less than 200,200-499. 500-1,999, 2,000-4,999, 5,000-9,999, and 10,000 and above presents the following picture. Further starting 6.86 per cent in the lowest range, the number of villages increases as the range goes higher reaching a maximum of 57.26 per cent in 500-1,999 range after which it shows a decreasing trend with 0.29 per cent in 10,000 and above range. VILLAGES BY DENSITY The distribution of inhabited villages by density of the population per square kilometre is presented in the following table. A. has the lowest literacy rate (33.54 per cent). 6 LITERATES, WORKERS, SCHEDULED CASTE/SCHEDULED TRIBE POPULATION Literacy is as high as 33.30 per cent in the district as a whole 31,04 per cent in rural and 51.35 per cent in urban. Among the tahsils Shikohabad has the maximum literacy rate. Rural literacy is highest in Bhongaon and lowest in Jasrana, while urban literacy is the highest in Shikohabad and lowest in Karhal tahsil. Male literacy generally conforms total literacy. The district has 18.39 per cent scheduled caste population with 18.86 per cent in villages and 14.59 per cent in towns of the district while scheduled tribe population is nil. Main workers constitutes 27.10 per cent of the total population of the disirict,27.35 per cent in rural and 25.12 per cent in urban. Proportion of total workers to total population is the highest in Jasrana tahsil while in rural it is the highest in Jasrana and in urban in Bhongaon tahsil. Proportion of male total workers is maximum in Jasrana tahsil whereas for females it is maximum in Shikohabad tahsil. Female participation in labour force is very low. Female main workers in the district are only 0.63 per cent 0.50 per cent in rural and 1.65 per cent in urban. Marginal workers constitutes 0.11 per cent of total popoulation. The proportion of female marginal workers is higher in urban area (0.21 per cent) than in rural area (0.12 per cent). Proportion of non-workers in the district is as high as 72.97 per cent. It is 72.55 per cent in rural and 74.74 per cent in urban. While there is only marginal difference in the proportion of female non-workers in rural and urban areas. The proportion of male non-workers in urban is higher than rural area.
