ITEM 1 TRANSPORT COMMITTEE NEWS 07 MARCH 2000 This report may be of interest to: All Members and Parish/Neighbourhood Councils RAIL UPDATE Accountable Officer: John Inman Author: Stephen Mortimer 1. Purpose 1.1 To advise the Committee of developments relating to Milton Keynes’ rail services. 2. Summary 2.1 West Coast Main Line Modernisation and Upgrade is now in the active planning stage. It will result in faster and more frequent train services between Milton Keynes Central and London, and between Milton Keynes Central and points north. Bletchley and Wolverton will also have improved services to London. 2.2 Funding for East-West Rail is now being sought from the Shadow Strategic Rail Authority (SSRA) for the western end of the line (Oxford-Bedford). Though the SSRA have permitted a bid only for a 60 m.p.h. single-track railway, excluding the Aylesbury branch and upgrade of the Marston Vale (Bedford-Bletchley) line, other Railtrack investment and possible developer contributions (yet to be investigated) may allow these elements to be included, as well as perhaps a 90 m.p.h. double- track railway. As this part of East-West Rail already exists, no form of planning permission is required; however, Transport and Works Act procedures are to be started to build the missing parts of the eastern end of the line. 2.3 New trains were introduced on the Marston Vale line, Autumn 1999. A study of the passenger accessibility of Marston Vale stations identified various desirable improvements, for which a contribution of £10,000 is required from this Council. -

Recently, lightweight cellular concrete has been used to construct a 40-foot high by 50-foot wide freestanding railroad embankment with vertical sidewalls near Colton, California. The embankment and flyover structures are about 7,000 feet long and consist of 220,000 cubic yards of lightweight cellular concrete. The embankment was designed to support 3 simultaneous Cooper E-80 freight railroad live loads and seismic loading from a 2500-year return period earthquake event. In order to provide an earthquake resilient material, cellular concrete was selected because of its relatively low density (25 to 37 pounds per cubic foot) and high compressive strength (140 to 425 pounds per square inch), when compared with traditional backfill materials. -

E-4 Cultural Resource Technical Report for the San Bernardino Countywide Plan, San Bernardino County, California EXECUTIVE SUMMARY Purpose and Scope: In support of the forthcoming San Bernardino Countywide Plan, PlaceWorks retained SWCA Environmental Consultants (SWCA) to summarize the existing conditions of cultural resources within the study area, evaluate potential impacts that could occur to these resources because of the Countywide Plan, and to provide mitigation measures for potential impacts. The study area is composed of all unincorporated lands that are subject to the County of San Bernardino’s land use jurisdiction; also referred to as the “County Control Area,” the study area is approximately 1,623,988 acres (2,537 square miles) in area, or 12.627 percent of the approximately 12,861,026-acre (20,105- square mile) county. -

For the record, infrastructure is the large-scale public systems, services, and facilities of a region that are necessary to support economic activity and quality of life . The systems that are readily used and noticed by the general public are the highway and public transportation systems, airports, school facilities, and community parks . Other systems of infrastructure that are not readily seen by the public are the underground water, sewer, and utility pipes, flood control systems that protect us from storm water runoff, and solid waste facilities . These are the “unsung heroes” of infrastructure, and are only a concern when they do not work . For example, turning on the faucet and nothing coming out, flushing the toilet and having it back-up, or putting out your trash, and no one picks it up . -

When I became GRANT FOR CEO, I made a promise to improve customer relations, strengthen our SUSTAINABILITY security efforts and put my best foot forward to continue Metrolink’s track record of leading the nation in implementing technological innova- tions such as Positive Train Control and Crash Energy Management. Earlier this year, the South Coast Air Quality Management District (SCAQMD) granted Metrolink CUSTOMER SERVICE We introduced the Customer Connect initiative $34.66 million in Carl Moyer Program funds to in March, giving you the opportunity to ask questions and voice your help support Metrolink’s purchase of 17 Tier 4 concerns to Metrolink representatives at L.A. Union Station every locomotives. An additional $17 million, essential for week. In August, we held the first of many meetings to come with our the purchase of three additional locomotives, was Rider Advisory Group, giving riders a forum to provide feedback about contingent upon the state legislature’s extension of how we can improve our service and resolve issues pertinent to them and their fellow riders. -
