2 FISCAL YEAR 2018 | JULY 1, 2017 - JUNE 30, 2018 GIVING, or more specifically, philanthropy has been an influential movement in the Ohio over the last several years – and it is picking up steam. 2018 has proven that at the Community Foundation. Our region is certainly positively impacted by those giving back in nearly every corner of our region. At CFOV we are proud to be a small part of that movement. Our staff is inspired every day by the generosity of people we meet. Each of them has a desire to do something to make our home a better place to live, work, learn and play. We have the pleasure of seeing the good in people as they use their personal wealth for good works. The pages of our Annual Report share just a fraction of those good works. Many people consider planned gifts to CFOV, like James and Betty Kinsey, who Susie Nelson you will read about in the following pages. It is important to have conversations with your family and your professional advisor about your charitable wishes. Executive Director If establishing a future fund at CFOV fits, we welcome the opportunity to meet with you to help you think through these decisions. You may be surprised with how simple these plans can be. Giving for today is also on the rise. GIVE Belmont County, our affiliate, continues to make an impact by supporting nonprofit organizations through collective grantmaking. Their vision for their philanthropy is contagious and more people in the county are learning how they can help others. You will read more about their journey in the next few pages. If you are reading this annual report, you are likely a donor or considering becoming one. We thank you for your charitable spirit and your generosity. Our region is becoming a better place because of it.

CFOV | REPORT TO THE COMMUNITY | 2018 3 GIVING BEYOND A LIFETIME

James E. and Betty L. Kinsey Legacy Fund

James and Betty Kinsey spent their lives in Marshall County, having each graduated from Cameron High School and enjoying careers that involved serving others. James, an Army veteran, spent time in the banking industry and ultimately retired from the US Postal Service. Betty graduated from West Liberty State College and went on to become a beloved physical education teacher at Union and Cameron high schools. The Kinseys, married for 68 years, felt strongly about the community they called home and made it a priority to help improve it beyond their lifetimes by using their assets. Literacy, public health, education and spirituality were important to the couple. They designed a legacy gift to enhance services and opportunities provided by the organizations they cared about most.

By establishing the James E. and Betty L. Kinsey Legacy Fund, the people and places of Cameron will be receiving support for generations to come.

4 FISCAL YEAR 2018 | JULY 1, 2017 - JUNE 30, 2018 Great Western School Ceiling Restoration Gives Bright Glimpse into the Past GRANT The Great Western School stands along National Road on the campus of Ohio FEATURE University Eastern, just west of St. Clairsville. Thanks to grant support from the Smith-Goshen Rice Enrichment Fund, the Margaret Dankworth Memorial Fund and the ongoing commitment from the National Trail 348 of the International Questers, The support provided the structural integrity of the one-room school has greatly improved through a by CFOV combined ceiling restoration project. The Great Western School served students from 1870- with resources from 1952 and is included on the National Register of Historic Places. Stepping into community partners the building transports visitors of all ages to another time – when students and makes this historical teachers had everything they needed in one room. The ceiling restoration project preservation effort a shining success! was embraced by the Quester chapter to not only improve overall safety but to also enhance the building’s interior. The Great Western School pre-dates electricity so tin ceilings were helpful in keeping the space bright.

CFOV | REPORT TO THE COMMUNITY | 2018 5 WORK HERE LIVE HERE Civic Leaders Fellowship Program Gives Next Gen New Insights BE HERE

Now in its sixth year, the Civic Leaders Fellowship Program continues to reduce “brain drain” in the Ohio Valley by exposing participants to the area’s merits. This is accomplished by providing selected participants with relevant, paid internships at area businesses and pairing that work experience with personal and professional development opportunities. Speakers share their expertise in areas related to business/economic development, revitalization/engagement and other categories of interest. The participants also tour downtown workspaces like The Health Plan, living spaces like the Boury Lofts, and even some unfamiliar but very cool places like Touchstone Research Laboratory and Ziegenfelder.

It’s a comprehensive, though condensed, approach to encourage these future professionals to ‘work here, live here, be here’ and to consider the opportunities that exist here at home.

The Civic Leaders Fellowship Program is supported by friends of CFOV and the Wheeling Chamber, WesBanco and FirstEnergy.

CFOV | REPORT TO THE COMMUNITY | 2018 7 FOCUS Giving Thought to What’s Needed GROUPS to Make Our Area Thrive

A community foundation is more than just an organization that makes grants and scholarships – community leadership is another area of interest.

This past year, CFOV hosted focus groups in each of the eight counties we serve to identify the unique challenges that exist in our collective backyards and how that could impact future CFOV funding methods. The groups consisted of civic and community leaders who represented broad areas of expertise. Each session worked to answer the same prompts – and then collectively arrived at a top three listing through a prioritization process. While there were some differences, the similarities of each county’s list were remarkable! An areawide nonprofit focus group was hosted soon after to see if the perception of those not attached to organizations matched what was being seen in the nonprofit arena.

The results of the county specific focus groups resulted in the following priority areas - drug abuse, prevention and treatment; next generation/mentoring; youth recreation and activities and economic development. On the nonprofit side, issues relating to theworkforce, drugs, family and the interaction between government and nonprofits were identified as most pressing.

Although these forums were not intended to serve as a needs assessment nor designed to provide immediate solutions, the groups worked to proactively identify issues that could have an impact on the types of work done by area organizations. As the area continues to grow, we look forward to exploring creative solutions that address these concerns, while always working to improve the Ohio Valley in big ways!

Shared Concerns Across the Ohio Valley • Food insecurity Focus Group Questions • Supports for vulnerable populations

• Affordable housing What are the key, critical problems that need to be addressed within our community? • Public transportation What are the “people needs” our community is begging • Family supports us to provide?

• Preparing youth for life after high school What are the trends that we see coming in the future that we need to be positioned to serve? • Community leadership and mentorship If we were sitting here three years from today, we’d • Community pride and civic leadership be happy if ______were addressed. • Technical education opportunities

10 FISCAL YEAR 2018 | JULY 1, 2017 - JUNE 30, 2018 Dear Community Foundation for the Ohio Valley,

There’s been quite a buzz around Steubenville lately after the Urban Mission announced we would be holding our first Jobs for Life training program in October thanks to your generous support! Almost daily, individuals come to the Urban Mission seeking a better life for themselves and their family. Some have lost jobs, some have lost their homes, all experiencing some loss to their dignity. The Jobs for Life program is a life-giving tool for men and women who are seeking to live out their God given potential through work. It’s an 8-week, 16-session training program that covers topics including self-worth, work readiness and achieving long-term success while providing students with a supportive network of mentors from all sectors of society – church, school, business and community. As Jobs for Life so powerfully states in their class material, when people work, it affirms their dignity, value and purpose. It verifies their identity, it creates community, it produces jobs, and it also renews cities. Work changes everything and when an organization, such as the Urban Mission, offers a program like Jobs for Life, it can change the entire trajectory of a person’s life, not to mention that of the entire Ohio Valley. Thank you, Community Foundation for the Ohio Valley, for your support for our Jobs for Life program. You have given the Urban Mission an opportunity to live out our mission and vision to help end poverty, one person, one fresh start at a time. With appreciation, your community partner, Rev. Ashley Steele

Executive Director, Urban Mission Ministries

CFOV | REPORT TO THE COMMUNITY | 2018 11 CFOV Affiliate Makes Giving a Priority

The Smith-Goshen Rice Enrichment Fund, an affiliate of the Community Foundation for the Ohio Valley, has changed its name to GIVE Belmont County to better reflect the purpose.

Comprised of Belmont County landowners and representatives from the oil and gas industry and other caring individuals, GIVE Belmont County provides an opportunity for those benefiting from new wealth to support organizations making a difference in the community.

From its start in 2013, the group has granted more than $200,000 to nonprofits in or serving Belmont County. The members of the fund’s advisory committee are eager to continue this very targeted means of grantmaking and feel the name change fully demonstrates the commitment to the area.

“We are so pleased to be able to continue supporting the great things happening in Belmont County made possible by area nonprofits. We remain committed to doing our part to make lasting impacts through the good fortune so many of us have experienced. Changing our name to GIVE Belmont County simply reinforces the passion we have for the place we call home,” shared Lova Ebbert, GIVE Belmont County chairperson.

CFOV Executive Director Susie Nelson is grateful for the affiliate relationship and sees the group’s dedication at work in all they do.

“We are pleased to partner with GIVE Belmont County as they promote giving for the benefit of Belmont County. Our region has many needs and grass-roots philanthropy through a local affiliate like this helps to make a significant impact in a strategic way,” Nelson shared.

GIVE Belmont County serves as a great example of how giving leads the way!

CFOV’s Women’s Giving Circle has become a major funder in the Upper Ohio Valley for causes that empower women and girls over the last seven years. Established in 2010, the WGC started with 17 women and an idea. Others quickly joined the group and grantmaking began.

Every “member” of the WGC annually gives $500 to the fund. Half of each gift goes into the annual grantmaking fund while the other half goes into an endowed fund to ensure the organization’s long-term sustainability. Women under 40 pay only $250. The WGC now has consistent membership of about 150 women who are actively involved in the grantmaking. The 2017 grants of $54,775 brought the cumulative total for grants to nearly $270,000 in just seven years benefiting 52 different organizations throughout the CFOV’s service area. One of the first organizations funded by the WGC was the Youth Services System’s Transitional Living Program. About the same time the WGC was founded, YSS was rehabilitating the old Sacred Heart School on Wheeling Island to transform it into transitional apartments for young adults who are aging out of the foster care system with nowhere to turn. WGC members funded the program and have provided supportive grants each year since for the female participants. “Many of the WGC members thought about themselves at the age of 18 and couldn’t imagine being on their own at that time of their lives,” explains CFOV Executive Director, Susie Nelson. “This program helps young people find their way with a roof over their head, assistance with college or job placement, budgeting and support that all young adults need.”

Other grants from the WGC last year were: • Challenger Learning Center – Girls in Space Program • City of New Martinsville – Self Defense Classes for Women and Girls • Oglebay Institute – Camp Scholarships for Girls to Attend Summer Camps • SMART Center – Girls Enjoying Math & Science (GEMS) Camp The WGC welcomes • Children’s Museum for the Ohio Valley – Girls Who Code Program new members at any time. If you’d like to learn more • Greater Wheeling Coalition for the Homeless – Female Empowerment Program about joining, contact • Wheeling Health Right – “Farmacy” for Female Patients with Chronic Illnesses us today! • WVNCC Foundation – Emergency Assistance for Female Students • YWCA Wheeling – Women Inspired in New Directions (WIND) Program

WGC members can be as involved in the grantmaking process as they would like. Committee members are active with grant recommendations, grant research and grant evaluations. The WGC Executive Committee oversees the activities of the group, including an annual celebration picnic, membership recruitment and governing processes. Administrative support is provided by CFOV.
