In both China and Chinese diasporic communities around the world, education is of utmost importance and is central to childrearing in the family. In this paper, we address one of the most serious resettlement issues that new Chinese immigrants face—children’s education. We examine how receiving contexts matter for parenting, what immigrant parents do to promote their children’s education, and what enables parenting strategies to yield expected outcomes. Our analysis is based mainly on data collected from face-to-face interviews and participant observations in Chinese immigrant communities in Los Angeles and New York in the United States and in Singapore. We find that, despite different contexts of reception, new Chinese immigrant parents hold similar views and expectations on children’s education, are equally concerned about achievement outcomes, and tend to adopt overbearing parenting strategies. We also find that, while the Chinese way of parenting is severely contested in the processes of migration and adaptation, the success in promoting children’s educational excellence involves not only the right set of culturally specific strategies but also tangible support from host-society institutions and familial and ethnic social networks. -

JOINT UNDP/WORLD BANK ENERGY SECTOR MANAGEMENT ASSISTANCE PROGRAMME (ESMAP) PURPOSE The Joint UNDP/World Bank Energy Sector Management Assistance Programme (ESMAP) is a special global technical assistance program run by the World Bank's Industry and Energy Department. ESMAP provides advice to governments on sustainable energy development. Established with the support of UNDP and 15 bilateral official donors in 1983, it focuses on policy and institutional reforms designed to promote increased private investment in energy and supply and end-use energy efficiency; natural gas development; and renewable, rural, and household energy. GOVERNANCE AND OPERATIONS ESMAP is governed by a Consultative Group (ESMAP CG), composed of representatives of the UNDP and World Bank, the governments and other institutions providing financial support, and the recipients of ESMAP's assistance. The ESMAP CG is chaired by the World Bank's Vice President, Finance and Private Sector Development, and advised by a Technical Advisory Group (TAG) of independent energy experts that reviews the Programme's strategic agenda, its work program, and other issues. (King’s College, London) In any league tables of rebellions, the events that took place in Brunei between December 1962 and May 1963 are somewhere near the bottom of one of the lower divisions. The critical period of the Rebellion can be measured in days rather than weeks, the numbers involved were small, the scale of the activity was low-key, the effects on people’s lives and livelihoods were limited, and the effort needed to put down the Rebellion was not great. Things might to some extent have been different if the planning had been more efficient and if more support had been forthcoming from neighbouring Sarawak and North Borneo. But even so, it would still be a fairly minor sequence of events, in a region riven since 1945 by major wars, revolutions and rebellions If, however, we look at the consequences of the Rebellion, the perspective changes quite significantly. George McTurnan Kahin, one of the most eminent of American Asian scholars, put it rather dramatically in his memoir of fifty years of study of the region: “….. it was the rebellion that broke out on 8 December 1962 in the Sultanate of Brunei – slated at the time to be a component of the Malaysian federation – that precipitated the opposition of the Philippines and the Republic of Indonesia to it. Prior to the Brunei rebellion there was no clear indication that Indonesia or the Philippines would oppose Britain’s evolving plan for the creation of Malaysia, even if that federation incorporated the northern Borneo territories. -

It is more than pious tribute to the great scholar whom we commemorate today that makes me begin with Ernest Gellner. For Gellner’s influential thinking on nationalism, and specifically of its modernity, is central to the question I wish to consider, the relation between nation and empire, and between imperial and national identity. For Gellner, as for many other commentators, nation and empire were and are antithetical. The great empires of the past belonged to the species of the ‘agro-literate’ society, whose central fact is that ‘almost everything in it militates against the definition of political units in terms of cultural bound- aries’ (Gellner 1983: 11; see also Gellner 1998: 14–24). Power and culture go their separate ways. The political form of empire encloses a vastly differ- entiated and internally hierarchical society in which the cosmopolitan culture of the rulers differs sharply from the myriad local cultures of the subordinate strata. Modern empires, such as the Soviet empire, continue this pattern of disjuncture between the dominant culture of the elites and the national or ethnic cultures of the constituent parts. Nationalism, argues Gellner, closes the gap. It insists that the only legitimate political unit is one in which rulers and ruled share the same culture. Its ideal is one state, one culture. Or, to put it another way, its ideal is the national or the ‘nation-state’, since it conceives of the nation essentially in terms of a shared culture linking all members. -

Contact Languages: Ecology and Evolution in Asia

What are the social settings that determine whether a mixed language, a pidgin, or a Creole will develop, and how can we under- stand the ways in which different languages contribute to the new grammar? Through the study of Malay contact varieties such as Baba and Bazaar Malay, Cocos Malay, and Sri Lanka Malay, as well as the Asian Portuguese ver- nacular of Macau, and China Coast Pidgin, the book explores the social and structural dynamics that underlie the fascinating phenomenon of the creation of new, or restructured, grammars. It emphasizes the importance and inter- play of historical documentation, socio-cultural observation, and linguistic analysis in the study of contact languages, offering an evolutionary frame- work for the study of contact language formation – including pidgins and Creoles – in which historical, socio-cultural, and typological observations come together. umberto ansaldo is Associate Professor in Linguistics at the University of Hong Kong. He was formerly a senior researcher and lecturer with the Amsterdam Center for Language and Communication at the University of Amsterdam. He has also worked in Sweden and Singapore and conducted fieldwork in China, the Cocos (Keeling) Islands, Christmas Island, and Sri Lanka. Direct rule by the colonial powers of the West has given way to in- dependence only in the last decade or two. Independence has usually been ac- companied by a new emphasis on economic and social development to enhance the welfare of the people. However, the heritage of the past often constrains the future. The influence of the colonial experience upon a nation's economic, po- litical and social institutions continues long after formal independence, often to the detriment of the nation's professed social and economic objectives. -

E-mail: [email protected] Abstract The formation of Malaysia is a process of merging an independent state with British 'self-governing' colonies in Southeast Asia to form a new federal state. The merger was legally compromised involving three levels of comprehensive consultation from 1961 to 1963, namely the MSCC, the Cobbold Commission, and the IGC. There has been confusion among Malaysians on the meaning and history of Malaysia Day, which was celebrated on 16 September. Sabah and Sarawak are the 12th and 13th states in the Federation of Malaysia. Since 2010, the people of Sabah and Sarawak have begun to polemics about two historical dates, namely August 31 and September 16 which directly disputes the status quo of 'state' within the Federation of Malaysia. This article attempts to provide a historical perspective based on the major sources during the process.
