The definitions used here are specific to this report, and caution should be taken in applying this NALDR National Authority for Land Dispute Resolution terminology in other settings. NGOF The NGO Forum on Cambodia Abandoned Claim: Refers to cases in which a land claim was given up, or relin- quished by the original complainants. RAC Research Advocacy and Communication Agricultural Land: Land that is suitable for agricultural production, including both crops and livestock RFA Radio Free Asia Forced Displacement: The forced removal of people against their will from land RGC Royal Cambodian government where they live, or where they conduct agricultural activities. SLC Social Land Concession Land Dispute: A disagreement between two or more parties concerning the right to hold, control, access, or use a specific piece of land. SLR Systematic Land Registration Land disputes may involve all or part of a plot of land, and may also occur when there is disagreement concerning the Vigilance Human Rights Vigilance of Cambodia boundaries between adjacent land plots. Multi- Purpose Land : The disputed land which is used for many purposes including vegetable and crop planting, rice farming, living, etc. Original Landholder(s): The person, or people who used or controlled the disputed land prior to the dispute commencing. Dispute Party: The person who is seeking to claim the land of the

    A HIstoRy Of Anlong Veng CommunIty A wedding in Anlong Veng in the early 1990s. (Cover photo) Aer Vietnamese forces entered Cambodia in 1979, many Khmer Rouge forces scaered to the jungles, mountains, and border areas. Mountain 1003 was a prominent Khmer Rouge military base located within the Dangrek Mountains along the Cambodian-Thai border, not far from Anlong Veng. From this military base, the Khmer Rouge re-organized and prepared for the long struggle against Vietnamese and the People’s Republic of Kampuchea government forces. Eventually, it was from this base, Khmer Rouge forces would re-conquer and sele Anlong Veng in early 1990 (and a number of other locations) until their re-integration into Cambodian society in late 1998. In many ways, life in Anlong Veng was as difficult and dangerous as it was in Mountain 1003. As one of the KR strongholds, Anlong Veng served as one of the key launching points for Khmer Rouge guerrilla operations in Cambodia, and it was subject to constant aacks by Cambodian government forces. Despite the perilous circumstances and harsh environment, the people who lived in Anlong Veng endeavored, whenever possible, to re-connect with and maintain their rich cultural heritage. Tossed from the seat of power in 1979, the Khmer Rouge were unable to sustain their rigid ideo- logical policies, particularly as it related to community and family life. During the Democratic Movement of the Khmer Rouge Final Stronghold Kampuchea regime, 1975–79, the Khmer Rouge prohibited the traditional Cambodian wedding ceremony. Weddings were arranged by Khmer Rouge leaders and cadre, who oen required mass ceremonies, with lile regard for tradition or individual distinction.

MATSUNAGA (e-mail: [email protected]) Summary The National Agriculture and Food Research Organization (NARO) and the Cambodian Agricultural Research and Development Institute (CARDI) have collaborated under the Plant Genetic Resources in Asia project to survey the vegetable genetic resources available in Cambodia, since 2014. As part of this project, two field surveys of solanaceous crops were conducted in November 2014 and 2015 in western and eastern Cambodia, respectively. In November 2016, we conducted a third field survey in northern Cambodia, in Kampong Thom, Siem Reap, Oddar Meanchey, and Preah Vihear provinces. We collected 46 chili pepper fruit samples from markets and farmer yards, including 13 Capsicum annuum and 33 Capsicum frutescens fruits. Harvested seeds were evenly transferred to the CARDI and the NARO gene banks. With addition of more HV transmission system and MV sub-transmission system, more and more licensees are getting connected to the grid supply. This has resulted in improvement in the quality of supply to more consumers. By end of 2012, more than 91% of the consumers are connected to the grid system. More licensees are now supplying electricity for 24 hours a day. The grid supply has reduced the cost of supply and consequently the tariff for supply to consumers. Due to lower cost and other measures taken by Royal Government of Cambodia, in 2012 there has been a substantial increase in the number of consumers availing electricity supply.

    Cambodia: Comfrel’s Report on Irregularities in Voter List Revision and Voter Registration During the process of voter list revision and voter registration for 2007, lasting from September 15 to October 20, 2007, COMFREL has deployed around 200 observers to observe in 400 communes/sangkats across 24 provinces/cities.1 In general, COMFREL observes that both the political and security environment have been improved, although some voters used to or have felt concerns about insecurity, as in previous pre-national election periods. COMFREL highly appreciates the efforts of the National Election Committee (NEC) and officials at all levels, especially village and commune authorities, who have been carrying out voter list revision and voter registration. In some communes, clerks and councils have worked together to create mobile registration working groups to register voters in villages. However, COMFREL observes that the speed of voter registration this year is slower than that of last year. According to NEC temporary results, dated September 28, 2007, by September 26, 2007, in 1,608 communes/sangkats across 24 provinces/cities, the number of newly registered voters was 233,776, which represents 34% of the NEC estimate of 682,459. For the same period in 2006, the rate of voter registration was 47% (273,477 of an estimated 577,205 new voters to be registered). Meanwhile, COMFREL has doubts about the NEC’s unclear estimation on the number of voters to be registered, as the NEC made a wrong estimation number of new voters to be registered in 2006 (estimating around 570,000 new voters while in reality the number had increased to 1.2 million).

We first published a directory in 2005. As a result, we had learned that there were 217 child or youth‐led organizations and clubs. We second published a directory in 2006. We had learned that there were 290 child or youth‐led organizations and clubs across Cambodia. However, we were not sure whether the number of these organizations, associations, groups and children and youth clubs was increasing or decreasing in 2010. In respond to lack of the above information, we have redone a research to find out the clear‐ structured organizations and children and youth clubs led by children and youth under 24 years of age, still in operation across Cambodia and having contact address in order to compile a directory of child and youth‐led organizations, associations, groups or clubs the third time. The result of this third research indicates that there are 717 organizations, associations, groups, children and youth clubs operating in Cambodia. CCYMCR will update this book in the coming year, and we do hope that children and youth clubs, which have not been listed in the book, will send us their information once the book is to compile again. The main objective of this research is to identify activities implemented by children or youth clubs so as to facilitate our future collaboration.
