Many of these have had a successful festival run, often winning top prizes at major film events around DOCUMENTARIES, SHORTS & ANIMATIONS & ANIMATIONS SHORTS DOCUMENTARIES, the world. PHOTO BY MAREK WIŚNIEWSKI POLISH: Documentary films have long been the face of Polish cinema. Some of our filmmakers have enjoyed tremendous success in recent months; Aneta Kopacz’s Joanna and Tomasz Śliwiński’s Nasza klątwa (Our Curse) were both nominated for the Oscars in the Best Documentary – Short Subject category. Other Polish films have also been noticed at key film events around the world, winning awards at Amsterdam’s IDFA, Toronto’s Hot Docs, in Locarno, and at Sundance. In 2014 alone, Polish documentary films received a total of almost 70 film awards at international film festivals. Polish filmmakers who focus on animation and short feature films have also proven to be among the world’s leading talents. In 2014, their films had a total of almost 340 festival screenings abroad, including film festivals in Berlin, Cannes, and Annecy. Polish animation artists received a total of 64 awards. The end of the year brought a nomination for the European Film Award in the short film category for Wojciech Sobczyk and his Lato 2014 (Summer 2014). Short feature films from Poland screened at 138 international film festivals, winning a total of 48 awards. The POLISH: Documentaries, Shorts & Animations 2015 catalogue also features some of the latest productions yet to be released. I have no doubt that some of these will bring about emotions and gain the acclaim of international audiences. Polish films certainly deserve your attention. “EQUAL BUT NOT THE SAME”: THE STRUGGLE FOR “GLEICHBERECHTIGUNG” AND THE REFORM OF MARRIAGE AND FAMILY LAW IN EAST AND WEST GERMANY, 1945–1968 Alexandria N. Ruble A dissertation submitted to the faculty of the University of North Carolina at Chapel Hill in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Department of History. Chapel Hill 2017 Approved by: Karen Hagemann Konrad H. Jarausch Susan Dabney Pennybacker Donald M. Reid Katherine Turk © 2017 Alexandria N. Ruble ALL RIGHTS RESERVED ii ABSTRACT Alexandria N. Ruble: “Equal but Not the Same”: The Struggle for “Gleichberechtigung” and the Reform of Marriage and Family Law in East and West Germany, 1945–1968 (Under the direction of Karen Hagemann) This dissertation explores the interplay of political, social, and economic factors that first prevented and later led, despite all resistance, to the reform of family law in East and West Germany in the 1950s and early 1960s. After 1945, Germans inherited a Civil Code that dated back to 1900 and had designated women as second-class citizens in marriage, parental rights, and marital property. In the postwar period, in the context of the founding of the East and West German states and the rising Cold War, female activists in both Germanys revived the old feminist goal of reforming civil law, but faced fierce resistance from Protestant and Catholics. After much struggle, legislators in both states replaced the old law with two new, competing versions that purported to expand women’s rights in marital and familial matters. I argue that the East-West German competition in the Cold War provided the momentum to finally accomplish the long-desired reforms.

40th SESSION Second part Report CG(2021)40-19 17 May 2021 The role of local and regional authorities with regard to the situation of LGBTI people in Poland Current Affairs Committee Rapporteur1: Andrew BOFF, United Kingdom (R, ECR) Resolution 471(2021) .............................................................................................................................. 2 Appendix: fact-finding report ................................................................................................................... 4 Summary Since 2019, over 90 Polish local and regional authorities have passed resolutions declaring themselves free from so-called “LGBT-ideology” or adopted “Local government Charters of the Rights of the Family”, amid an increasingly polarised debate around issues related to LGBTI people and growing hate speech towards them. To understand these developments, and at the request of two members of the Polish Parliament, the Congress mandated a delegation to carry out a remote fact-finding mission, which took place from 2 to 3 November 2020. It met with interlocutors from the Polish government, the Ombudsman, national and sub-national elected representatives as well as NGOs. In the resolution, drawing upon the conclusions of the fact-finding report adopted by the Current Affairs Committee on 17 February 2021, the Congress calls on Polish local and regional authorities to withdraw all declarations and resolutions against so-called “LGBT ideology” and all analogous texts regardless of their title. Moreover, the Congress

Sprawozdanie z misji informacyjnej na temat roli władz lokalnych w odniesieniu do sytuacji i praw osób LGBTI1 w Polsce Sprawozdawcy:2 Andrew BOFF, Wielka Brytania (R, ECR), Yoomi RENSTROM, Szwecja (R, SOC/G/PD) Dokument przedstawiony do akceptacji Komisji Spraw Bieżących podczas zdalnego spotkania w dniu 10 lutego 2021 r. 1 Akronim LGBTI stosowany w odniesieniu do kwestii związanych z osobami LGBTIQI+ jest coraz częściej zastępowany terminem: „orientacja seksualna, tożsamość i ekspresja płciowa oraz cechy płci biologicznej” (SOGIESC). 2 L: Izba Władz Lokalnych/R: Izba Regionów ILDG: Niezależna i Liberalna Demokratyczna Grupa Kongresu EPP/CD: Europejska Partia Ludowa Kongresu SOC: Grupa Socjalistów Kongresu ECR: Grupa Europejskich Konserwatystów i Reformistów NR: Członkowie nienależący do politycznych grup Kongresu NPA: Brak przynależności politycznej CG/CUR(2021)16-03 WPROWADZENIE 1.
