ISMAILIA, EGYPT: Residents in Egypt’s Sinai Peninsula said yesterday they found a beheaded corpse bearing a note signed by an Islamist militant group linked to the Syria and Iraq-based Islamic State, accusing the victim of being an Israeli spy. The beheading is the eighth claimed by the group in Sinai in under a month in a surge of brutal killings seem- ingly inspired by Islamic State, which has been interna- tionally condemned for its atrocities and has been the target of US air strikes. Residents from a village south of the town of Sheikh Zuweid in northern Sinai told Reuters by phone that the decapitated body bore a note signed by Ansar Bayt Al Maqdis, saying he was an agent for Israeli spy agency Mossad. “This is the fate of all who prove to be traitors to their homeland,” the group said in the note, according to the villagers. A senior Ansar commander told Reuters last week that Islamic State, an Al Qaeda offshoot that controls large swathes of Syria and Iraq, had been advising the Sinai- based group on how to operate more effectively. Ansar Bayt Al Maqdis, the most powerful and ruthless militant group in Sinai, said last month it had beheaded four Egyptians for providing Israel with intelligence for an airstrike that killed three of its fighters. The group posted a video on Twitter showing the beheadings which resembled images posted on the Internet by Islamic State. Islamic State has caused international alarm over its rapid expansion and extremely violence, including the beheadings of two US journalists and the killing and bury- ing alive of hundreds of Iraqis from the Yazidi minority. Hollande’s reply Cartoon Arts International / The New York Times Syndicate

rench President Francois Hollande took some time to react to the damaging allegations by his former partner Valerie Trierweiler in her much-awaited Fbook, which raised eyebrows and set off a political storm in the country. In her memoir, Thank You For This George Washington asked Moment, the journalist apparently peels of many layers of the Socialist president’s personality. The book portrays the bespectacled politician as one who looks down upon the poor, calling them ‘toothless’. The suspect named as 32-year-old Timothy Ray Jones from South Carolina, reportedly led police to the spot where his children lay buried after being held on a driving offence. Jones was stopped on Saturday at a road checkpoint in the southern state of Mississippi. Officers found he appeared to be driving under the influence of drugs, according to The State newspaper. The suspect, who is divorced from the children’s mother and shares custody with her, was detained after police found his name on a list compiled by the National Crime Information Centre. His ex-wife had reported him and the children miss- ing on September 3 after she failed to get in touch with them, the newspaper said. Jones later led police to the site where the children were buried, in the neighbouring state of Alabama, the paper said. “The children were decomposed and were found in indi- vidual plastic garbage bags,” Sheriff Charlie Crumpton of Smith County in Mississippi was quoted as saying. By making it impossible for sovereigns to restructure, he will refinance tomorrow — and tomorrow The homeowners who failed to refinance WP-BLOOMBERG effectively rendered them unable to borrow in the US. Ignoring precedent and all economic common sense, he threw international financial markets into turmoil. This prompted various suggestions for reforming sovereign-debt markets. Resuscitating ideas advanced in the wake of Argentina’s earlier default, some experts proposed creating an international bankruptcy court in the IMF. Others suggested that Argentina might issue bonds under European – or even domestic – law. But experience has shown that bondholders are not inclined to subordinate their claims to some untested international bank- ruptcy court. The only thing they would like less are obligations whose terms were enforced by courts as easy to manipulate as Argentina’s. As for borrowing in European currencies, Griesa was quick to declare that his rulings would cover such bonds as well. Fortunately, there is a simple solution to these problems. Investors could agree to insert language into bond contracts that leaves no room for vulture funds. First, they could clarify the pari passu clause, specifying that it guaranteed comparable treatment for existing bondholders, not for existing bondholders and earlier bondholders whose claims were already extinguished. Second, issuers could add “aggregation clauses” specifying that an agreement supported by a qualified majority of a country’s bondholders, say, two-thirds, would bind one and all. But this still allowed the vultures to block the proc- ess by buying up a third of a particular bond issue. By contrast, purchasing a third of a country’s entire debt stock, as required for a blocking position when all bondholders vote together, is an altogether more costly proposition. In 2003, in an article in the American Economic Review, Ashoka Mody and I made the case for these provisions. They are basically what the International Capital Market Association of leading investors and issuers has now agreed to implement, subject to some additional details that need not be examined here. Why didn’t it happen sooner? The answer is that getting inves- tors to agree is like herding cats. In this case, it required strong behind-the-scenes leadership from the US Treasury. The agreement is not perfect, and problems remain. Because new contractual provisions are not easily retrofitted into old bonds, it will take years before the clauses are included in the entire stock of debt. Establishing an international bankruptcy court would be a far more efficient solution, but that doesn’t make it feasible. Investors were wise to acknowledge that, in international capital markets, the perfect is the enemy of the good. THE GUARDIAN Cartoon Arts International / The New York Times Syndicate
