The Commissioner of Rating and Valuation is responsible for compiling Valuation Lists of real properties throughout the territory for rating pwposes. To ensure a fair distribution of the rates burden according to the prevailing rental pattern, General Revaluations are carried out regularly to reflect changes in rental values of different types of property. The last General Revaluation, based on rental levels as at 1 July 1993, was undertaken during 1993-94 and took effect on I April 1994. The next General Revaluation will be conducted during 1996-97 and is scheduled to take effect on 1 Apri11997. 11. For the purposes of the Rating Ordinance, Cap 116, there are two Valuation Lists, one each for the Urban Council and Regional Council Areas. These lists describe all properties which are assessed to rates, and show the corresponding rateable values. 12. The Department is Government's principal adviser on the property market, by virtue of the extensive property data held as by-products of the rating and valuation functions. Various statistics are maintained and disseminated to other Government departments and policy branches. The Department also undertakes specific research and analysis for branches and departments on request. 43. The Department's work in relation to property research and market monitoring for Government policy purposes has increased significantly in the last few years. During 1995-96, the Department was heavily involved in providing such information to the Housing Branch and in the feasibility study of setting up an Integrated Housing Information System which will bring together comprehensive information on land supply, housing production and the property market to facilitate monitoring of territory-wide housing development. Input from Planning, Lands, Buildings, Housing and Inland Revenue and this Department, the Land Registry, and other policy branches has been co-ordinated by Housing Branch. 44. The Department also publishes annually the Hong Kong Property Review which reviews the property market in the. preceding year and provides forecasts of completions in the following two years. This is on sale to the public at the Government Publications Centre. Copies of the 1996 edition on magnetic disks can be purchased from the Department. In addition, a complementary quarterly publication, ''Hong Kong Property Review- Quarterly Supplement", is available from the Department. The public can also obtain information and property market statistics by facsimile through the Department's 24-hour automated telephone enquiry service. Names ofBuildings 45. The Department publishes and maintains a ''Names of Buildings" book which contains a comprehensive list of names of buildings in the territory, and their addresses, in both Chinese and English. This book assists the public, the emergency services, the post office and other departments to identify addresses of particular buildings. It is available for sale at the Government Publications Centre.
