The Commissioner of Rating and Valuation is responsible for compiling Valuation Lists of real properties throughout the territory for rating pwposes. To ensure a fair distribution of the rates burden according to the prevailing rental pattern, General Revaluations are carried out regularly to reflect changes in rental values of different types of property. The last General Revaluation, based on rental levels as at 1 July 1993, was undertaken during 1993-94 and took effect on I April 1994. The next General Revaluation will be conducted during 1996-97 and is scheduled to take effect on 1 Apri11997. 11. For the purposes of the Rating Ordinance, Cap 116, there are two Valuation Lists, one each for the Urban Council and Regional Council Areas. These lists describe all properties which are assessed to rates, and show the corresponding rateable values. 12. The numbers of assessments in the lists on 1 April 1996, and the aggregated rateable values are as follows: Assessments Rateable Value No. % $'000 % Hong Kong 434 777 29.5 100 557 528 36.9 Kowioon 220 805 15.0 43 355 750 15.9 NewKowloon 242 086 16.4 45 030 261 16.5 Urban Council Area 897 668 60.9 188 943 539 69.4* New Territories 576 816 39.1 83 360 274 30.6 Regional Council Area 576 816 39.1 83 360 274 30.6 Overall 1474484 100.0 272303 813 100.0 * Apparent e"or due to rounding. 3 1995-1996 Annual Summary Property Information Services 42. The Department is Government's principal adviser on the property market, by virtue of the extensive property data held as by-products of the rating and valuation functions. Various statistics are maintained and disseminated to other Government departments and policy branches. The Department also undertakes specific research and analysis for branches and departments on request. 43. The Department's work in relation to property research and market monitoring for Government policy purposes has increased significantly in the last few years. During 1995-96, the Department was heavily involved in providing such information to the Housing Branch and in the feasibility study of setting up an Integrated Housing Information System which will bring together comprehensive information on land supply, housing production and the property market to facilitate monitoring of territory-wide housing development. Input from Planning, Lands, Buildings, Housing and Inland Revenue and this Department, the Land Registry, and other policy branches has been co-ordinated by Housing Branch. 44. The Department also publishes annually the Hong Kong Property Review which reviews the property market in the. preceding year and provides forecasts of completions in the following two years. This is on sale to the public at the Government Publications Centre. Copies of the 1996 edition on magnetic disks can be purchased from the Department. In addition, a complementary quarterly publication, ''Hong Kong Property Review- Quarterly Supplement", is available from the Department. The public can also obtain information and property market statistics by facsimile through the Department's 24-hour automated telephone enquiry service. Names ofBuildings 45. The Department publishes and maintains a ''Names of Buildings" book which contains a comprehensive list of names of buildings in the territory, and their addresses, in both Chinese and English. This book assists the public, the emergency services, the post office and other departments to identify addresses of particular buildings. It is available for sale at the Government Publications Centre. A new edition will be published by the end of 1996. 13 1995-1996 Annual Summary TABLE JM TEABLE VALUE B YAREA AND DISTRICT FOR THE YEARS 1992 TO 1996* f中曾nnn、 ∼中 u甘甘j 1992 1993 1994 1995 1996 • ■,■•••■■.■口•. → West 4 515 502 4 686 767 7 132 037 6 694 253 7 066 502 4 257 355 4472712 5 980 559 Wan 6 012 577 6 050 807 波淵 12 987 242 13 438 764 15 473 404 15 423 133 Wan Chai 15 404 062 7 787 703 8 308 337 11126788 11 220 504 12 370 309 Mid-levels 5 761 648 6 261 346 9 030 844 Peak 9 119 030 10119589 1 222 168 1 341 140 1719736 1809451 Causeway Bay 1 838 473 7 863 750 7 898 908 10 977 487 10 963 258 11 325 848 North Point 11 808 901 12447391 17 099 089 17 483 803 Shau Kei Wan 17 578 255 4 588 696 4 761 787 6 593 253 7 090 096 7518 794 Aberdeen 4 131 768 4 320 062 5 693 647 South 5 858 959 6 265 579 3 063 294 3 391 589 4 695 053 4 695 288 5019310 HONG KONG 67 988 028# 71 328 802# 95 n1 897 96370 352 100 557 528 Tsirn Sha Tsui 12676366 12 957 587 15 936 342 16 092 143 16237703 Yau Ma Tei 4 874 239 5 042 800 7458364 7431 163 Mong Kok 7 622 830 3524400 3 621 597 5 102 371 5132294 5 283 875 Hung Horn 7040638 7 203 447 9444889 9 484 666 Ho Man Tin 9 568 345 3 225 330 3 305 317 4 535 796 4 552 176 4 642 997 KOWLOON 31340973 32 130 748 42 477 762 42 692 443# 43 355 750 heung Sha Wan 7 306 100 7431 461 10 001 976 10 104 189 10 503 598 iek Kip Me1. 2 092 562 2 143 878 2 790 950 3031 216 owloon Tor 3 155 167 Lg 1 555 379 1 585 964 2212433 2 219 997 2 241 946 rong Tai Sii1 7 321 473 7766741 10 664 190 10 693 068 wan Tong 10 564 628 12 033 275 13134403 17 827 403 18262491 18 564922 NEW KOWLOON 30 308 791# 32 062 447 43 496 952 44 310 960# 45030261 Tsuen Wan 19 501 389 20329618 29 803 947 30215985 31 781 784 Tuen Mun 6441090 7019039. 9225 178 9594856 Yuen Long 10036897 2 546 527 2 695 835 4 292 966 5128431 5 557 899 North 1 460 853 1 783 267 2 977 412 3 270 531 Tai Po 3 853 937 3 317 010 3 756 506 6004 110 6 151 464 6 387 601 Sha Tin 10 753 416 11 669 902 16 792 625 17 088 732 Sai Kung 17 984 114 2 321 393 2560216 3 895 393 4271 941 4 981 621 Outlying Islands 1 615 848 1 704 704 2 658 232 2 615 564 2776421 NEW TERRITORIES 47 957 525# 51519087 75 649 861# 78337 503# 83 360 274 OVERALL 177 595 316# 187 041 083# 257 146 472 261 711 257# 272 303 813 * As at 1 April each year. # 內pparent error due to rounding.
