MESSAGE FROM THE MINISTER

It is my duty as the Minister of Tourism to present the Annual Report for the Financial Year July 2016 to June 2017 on behalf of the Samoa Tourism Authority Board of Directors. The Government of Samoa continues to support tourism as a priority sector that has proven its potential in delivering major economic development opportunities, as well as sustain national cultural heritage and Samoa’s natural environment.

The Samoa Tourism Authority is the lead government agency mandated to coordinate the development of Tourism and also promote quality Sustainable Tourism that is beneficial to Samoa and satisfactory to tourists seeking a premier Samoan Experience. 2017 is the UN acclaimed Year for Sustainable Tourism that attested to the Honourable Prime Minister of Samoa being selected as the Chair for this Special Committee.

The Budget for this Financial Year of $9,050,279 decreased by 1.9% when compared to the previous financial year with a total grant of $9,225,441 of which the Authority had allocated to and employed constructively for its Key Outputs Annual planned activities. The Tourism Sector however continues to be assisted by the Government of New Zealand through the Samoa Tourism Support Programme which changed its name to Samoa Tourism Growth Partnership during the year to reflect the new funding arrangement. This agreement was ratified by the New Zealand Government and the Samoa Government in early March 2017.

The Samoa Tourism Authority staff continued to work diligently during the year to achieve its annual work programme targets and especially to maintain the delivery of its commitment in order for Samoa to be a preferred Tourist Destination supported by the Tourism Private Sector and Development Partners and for this I thank all.

The STA Board of Directors, Management and Staff are appreciative of our partners who continue to render support in the coordination and development of the Sector. We thank the Minister of Tourism the Honourable Sala Fata Pinati for progressing the vision in action for Samoa tourism on our shores. The Board of Directors continues to be instrumental in policy matters led by our Chairlady Adele Kruse and assisted by 6 appointed Board of Directors prominent figures from the Tourism Industry.

The Authority’s financial performance and position for the year as reported through its audited financial accounts is of very good standard when compared to the previous year as a result of the Authority’s creative initiatives and investments made in the previous year for their potential beneficial outcomes for Samoa’s Tourism Industry.

Visitor Arrivals and Earnings achieved minimal annual growth at 0.2% and 0.4% respectively through the 146,437 visitors who contributed SAT$392.2million into the economy. A minimal increase compared to the previous year when Samoa hosted the Manu Samoa vs All Blacks Match and the Youth Commonwealth Games. The Cruise Ships that berthed at the Matautu Port increased also from 9 to 13 during the year.

During the Samoa Tourism Forum 2017 (STF 2017) themed 'Growing Sustainable Tourism', STA announced the NZ Samoa Tourism Growth Partnership (STGP), and launched the STA Corporate Website and the Horticultural Project with SROS (Orchids).

STA during the year hosted the Agri-Tourism Conference in close partnership with the Ministry of Agriculture and Fisheries, EU-ACP Technical Centre for Agricultural and Rural Cooperation (CTA), and the Pacific Islands Private Sector Organisation (PIPSO). The Agritourism Park Project is well underway with the establishment of its approved location at Atele.

In January, 2017 Samoa Tourism Authority hosted the Inaugural Tourism Excellence Award with the main purpose of acknowledging and recognizing our Tourism Industry

and Partners and at the same time encourage the improvement of products and services. The Awards was a resounding success.

The content of this Report, features in detail the programmes implemented by the sector and guided by the Samoa Development Strategy and the Samoa Tourism Sector Plan 2014 – 2019 with the Vision that ‘By 2019 Samoa will have a growing tourism sector, which engages our tourists and people and is recognised as the leading Pacific destination for sustainable tourism’.

3.0 EXECUTIVE SUMMARY

This Annual Report covers the Financial Year July 2016 - June 2017 and informs on the Government’s commitment to the development of the tourism sector.

The Authority received a grant of $9,050,279 for the implementation of Planning & Development, Policy & Sector Coordination, Tourism Research and Training, and of course the Sales & Marketing.

The report outlines the functions of the Authority as stipulated by the Tourism Development Act 2012, as well as the main functions of each division. This year saw to the changing by the Board of Directors of the names of two Divisions to properly reflect their responsibilities and therefore became the Policy and Sector Coordination Division and Sales and Marketing Division.

This year also saw to the changing of the name and extension of the period of the STSP 2014 – 2019 to STGP 2017-2021 that was launched in April 2017. There were four (4) Samoa Tourism Industries Council (STIC) Meetings, three (3) Samoa Tourism Industries Alliance (STIA) meetings held during the year and the Samoa Tourism Forum (STF) that transpired in April 2017. The Waterfront Project launched last year by the Hon Prime Minister, Tuilaepa Fatialofa Lupesoliai Dr. Sailele Malielegaoi will be receiving funding from the NZ Aid Programme to reconfigure the area in-front of the Government Building into an events space. Huizhou Municipality from China is also developing a concept design for the Samoa-China Friendship Park behind the Government Building in accordance with the Waterfront Plan. The Agri-Tourism project Phase 2 (Concept and Preliminary Plan) is completed and progressing into Phase 3.

Ongoing communications and dialogues have been maintained at the sector level, ministries level, development partner level and within the Authority to ensure that information is shared and understood widely and adequately by all concerned stakeholders and agencies.

STA Corporate Plan 2014 – 2017 completed its life period in this fiscal year with the successful implementation of all Strategies and a few activities that rolled over to 5

the next Plan. A new Corporate Plan 2017-2020 had been developed and widely consulted with our Key Stakeholders and Organisations and had been approved and endorsed by Cabinet for implementation.

Total visitor arrival numbers of 146,437 increased by 0.23% when compared to the previous financial year or an overall minimal increase of 333 visitors. Holiday and Business for purpose of travel both grew over the period and VFR continues to remain in second place. Tourism earnings for the period recorded an increase of 0.4% or SAT$1.4 million with VFR being the highest contributor and New Zealand and Australia continue to be our main source markets with a 72% total share of visitor arrivals or individually at 0.48 and 0.24 respectively.

3.1 Functions of the Authority

The core functions of the Authority as set out in its main Legislation – Tourism Development Act 2012 Part V Section 16(1), (a) – (m) are stipulated below:

1) The Authority shall be responsible for the administration, promotion and regulation of tourism industry in Samoa in accordance with this Act, and other relevant laws.

a) hosting or participating in any forum or meeting in relation to any purpose provided for under this Act, and ensuring that the resolutions of any forum 6

convened to promote engagement between relevant stakeholders are actioned and addressed for the benefit of tourism in Samoa; b) formulating proposals for incentive schemes to develop tourism, and performing any function and exercising any power in relation to the approval of incentives for any tourism business in accordance with any law giving such a role to the Authority; c) formulating tourism related policies and preparing and approving the tourism development plans, and advising the Minister and Government in relation to such policy and planning matters; d) ensuring that consultation takes place with other government agencies in relation to the enforcement of laws affecting tourism, and developing processes and procedures whereby such laws may be more effectively implemented through streamlined processes and other appropriate means; e) participation in the administration of the licensing requirements applying to providers of tourism accommodation and other tourism businesses in accordance with this Act and the Business Licenses Act 1998; f) ensuring that appropriate standards and systems of ratings are formulated for the tourism industry and applied through the licensing regimes, and by other appropriate means; g) administering an inspectorate to monitor and report on any aspect of tourism and tourism businesses as required by this Act, and to conduct such inspections and investigations as are necessary for the effective implementation of this Act; h) maintaining records, statistics and accounts in relation to its functions under this Act; i) implementing marketing strategies and promotional activities; j) undertaking research into any matter concerning tourism; k) monitoring the effectiveness of the marketing and promotional activities, verifying the statistics, records and projections relating to tourism, and making recommendations to enhance the effectiveness of such programs and activities; l) disseminating information relevant to tourism in Samoa; and

m) doing all other acts and things to implement this Act effectively and the provisions of any laws under which it has functions, powers and responsibilities.

3.2 Core Functions as stipulated by its Corporate and Annual Plans

 Encourage private sector investment in the tourist and visitor industry  Encourage visits to Samoa by people from other countries, including travel and holidays within Samoa  Encourage the development and improvement of accommodation facilities for tourists  Coordinate and improve the activities of all sectors providing these services  Advise the Government and the private sector on all matters relating to tourism  Prepare, implement and maintain comprehensive tourism development and marketing plans for Samoa.

3.3 Sales & Marketing Division

The Sales & Marketing Division implements activities in selected international markets, which target the enhancement of destination awareness, interest and demand. These activities are broadly categorised as direct marketing, travel trade activity, international media and public relations, events and meetings and partnerships.

3.4 Planning & Development Division

The Planning & Development Division facilitates and promotes the improvement of new and existing tourism products through product consultation and advisory, enforcement of minimum standards for accommodations, periodic site inspections, supports for accessing funding and finance, as well as human resource development of the Industry, awareness and education. This Division also supports core Activities of STA Tourism Climate Change Adaptation Project.

3.5 Research & Statistics Division

The Research & Statistics Division is solely responsible for the compilation and analysis of all information pertaining to the tourism sector and industry. Further, they also conduct surveys on tourist emerging related issues from time to time based on requirements from the Board, Management and stakeholders.

3.6 Policy & Sector Coordination Division

The Police Advice and Sector Coordination division has continued to lead the way in providing advice relating to the Government’s objectives to achieve motto of ‘Beautiful Samoa’ “Samoa Lalelei” Campaign over the longer term with a specific focus on the Community, the Tourism Industry, the Government as well as the Authority’s requirements. This division also plays the lead coordination role in the National Beautification Committee (NBC) activities.

3.7 Finance & Corporate Services Division

The Finance and Corporate Service Division is responsible for the management of the Authority’s financial resources. They also provide the necessary administrative and support services to the core output divisions. More importantly, it is also responsible for overseeing and coordinating the human resources of the Authority.

4.0 SALES AND MARKETING DIVISION

Overview The implemented activities for this financial year was intended to continue generating awareness, interest and demand in selected source markets. The bulk of the marketing and promotional efforts were concentrated in New Zealand and Australia due to the fact that these are our primary markets which 80% of total visitors are from whereas other secondary market locations, promotions were mainly through digital and travel trade channels.

During the twelve months a series of events took place locally, regionally and internationally. These helped boost Samoa's appeal, create demand for travel and enhance the visitor-experience. The following list outlines the major events which took place:

 August - Teuila Festival; Alo Paopao Regatta; - Talofa Airways launch operations;  September - Fashion, Food & Week;  October - Ground Breaking Apia Port Enhancement Project;  January - Inaugural Samoa Tourism Excellence Awards;  February - Vailima International 7s Rugby Tournament;  April - Samoa Tourism Exchange 2017;  May - Samoa International Events 2017; Samoa International Game Fishing;  June - Production of the 2nd Survivor Australia TV Show - Auckland Blues vs Queensland Reds, Super Rugby Game

The last twelve months events showcased Samoa’s capacity to host large-scale international activities. Talofa Airways launched its operations in August, flying to Pago Pago, with the intention to extend to Nukualofa, Tonga later on.

The ground breaking of the wharf extension project in October demonstrated the support by government to boost trade and tourism in Samoa by undertaking the Apia Port Enhancement Project. This will increase the number or larger container and cruise ships can travel to Samoa.

The ability to host international games in Samoa such as the Vailima International 7s, Alo Paopao Regatta, Samoa International Events, International Game Fishing and the Super Rugby Match has continued to grow. Such events continue to contribute to generating travelers’ interests and as part of the experience when visiting Samoa.

The 2nd filming of the Australian Survivor Series took place in June. The show will again be broadcasted nationally in Australia in 2017 on Network 10. The show will also be shown in other countries including New Zealand. Last season gives Australian Survivor the rare distinction of being one of the few Australian programs to have aired across all three commercial networks in Australia. The final episode was seen by 1,082,000 viewers. The annual Samoa Tourism Exchange took place in April and was attended by 51 tour operators (buyers) from New Zealand, Australia, Europe, North America, American Samoa, China and South Korea. There were 42 local operators (sellers) also participated.

The number of tourist arrivals increased by 4.8% to 145,740 at the end of 2016 calendar year. The tourist earnings also increased by 7.04% to $388,265,484 tala by the same period. The tourists’ arrival by purpose clearly shows that 39% travelled to Samoa for a holiday. The steady growth of 7.8% pure tourist exceeding VFRs by 15.2% over the past 5 years is a product of collective efforts to market Samoa as a holiday destination in the region.

The local tourism industry was recognised for their efforts and contribution towards accommodating tourists coming to Samoa by way of providing quality products and high standard customer service. The Inaugural Samoa Tourism Excellence Awards was

an event initiated by the government to acknowledge all the local operators efforts in the development of the local tourism sector.

The Sales and Marketing team continued to play a key role in strategic development, linking the tourism-plant with selected markets, implementing activities and delivering quality visitor information services.

4.1 Direct Marketing

4.1.1 Direct Advertising

Direct Marketing efforts to sell the destination used available mediums such as radio, press, premium digital banner advertising, in-store window posters, website promotion and Electronic Direct Messages (EDMs). The contents and messages released varied depending on target market such as holiday/leisure, romance and weddings and business and the ads would have included a call-to-action to trigger conversions and generate traffic towards actual bookings.

The direct advertising efforts carried out during the financial year featured the ‘Beautiful Samoa' brand mark on it. The majority of the direct marketing activities were focused around the primary markets due to the direct flight access available to Samoa.

4.1.2 Promotional Materials During the year, collaterals printed and released reflected the 'Beautiful Samoa' campaign which was launched from 2015. These collaterals are used to support marketing and sales efforts. The support enables the messages released to be clear and effective.

4.1.3 Online Development 4.1.3.1 Samoa.travel Overall traffic to the main portal increased by 13.19%. Approximately 61.09% of traffic originated from New Zealand, Australia and the USA.

Throughout the year, search engine marketing (such as Google Advertising) and optimisation campaigns were implemented. Also structural and programmatic updates were carried out. The search engines would have required some adjustment-time to register the updates. At the same time, there was a change in how Google search engine traffic is reported in Google Analytics which would have caused some under- reporting in traffic.

Following on from the comprehensive site audit that took place, ongoing efforts focus on site-content and the 'user-experience'.

4.1.4 Social Media Social media platforms continued to be used with good-effect, to complement promotional efforts. Whilst the number of Twitter followers declined, the number of followers as well reaches and engagement through Facebook, YouTube and Instagram increased noticeably.

4.1.5 Samoa Direct The Samoa Direct online booking engine continued to act as a key distribution channel for many operators. Digital marketing efforts to drive traffic and bookings to Samoa Direct were conducted mostly in New Zealand and Australia. This is due to the two aforementioned locations being the primary markets as well as having direct flight access to Samoa. The number of participating operators listed under Samoa Direct remains largely the same.

Discussions have started and work-plans are in place under the Samoa Tourism Growth Programme funded by the Government of New Zealand to enhance Samoa Sales and Marketing capabilities for the next Financial Year 17/18 including Market Research and Samoa Tourism Website development that includes the Samoa Direct booking engine.

4.2.1 Joint Marketing Campaigns There were 59 collaborative joint-venture campaigns carried out with selected tour operators and retail travel brands. These campaigns were channeled through experienced Travel Operators using digital, press and TV media to sell products and market Samoa in the respective markets below. Joint-venture campaigns are mostly co-funded by STA and Tour Operators.

4.2.2 Trade Familiarisations Destination familiarisation trips for retail and reservations consultants continued. These play a key role from an education and experience perspective. As part of the Samoa Tourism Authority’s ongoing sales & marketing efforts, STA with the assistance of the tourism industry hosts selected tour operators and professionals from source markets from time to time to experience elements of Samoa’s holiday products and services, culture, and activities through organized famils.

4.2.3 Agent Training Travel agent training (for front-liners) was carried out, mostly in the main metropolitan and regional centers. Updates and trainings provide the opportunity to build and enhance relations, knowledge, and confidence in selling the destination.

4.5.1 Partnership Campaigns The Authority from time to time partners with non-travel/media entities to implement activities which also generate exposure for the destination. Unfortunately due to the limited funds allocated for marketing and promotional efforts for the Financial Year 2016/17, no partnership programmes were able to carry out.

5.0 PLANNING AND DEVELOPMENT

The Planning and Development Division is responsible for the following key functions of the Authority:

1. Participation in the administration of the licensing requirements applying to providers of tourism accommodation and other tourism businesses; 2. Ensuring the appropriate standards and systems of ratings are formulated for the tourism industry and applied through the licensing regimes; 3. Administering an inspectorate to monitor or report in any aspect of tourism and tourism businesses; 4. Facilitate the development and improvement of new and existing tourism products; 5. Encourage improvement of tourism products, infrastructure and support services; 6. Coordination of sector capacity building and workforce development; 7. Coordination of business and investment requirements in support of tourism product and services investment; 8. Support coordination of Climate change projects.

The division this year comprises nine (9) staff members including the Manager, one (1) support staff who works in the Tourism Climate Change Unit and one volunteer under the Australia Youth Ambassadors (AYAD) programme who was contracted for a period of up to six (6) months under the Tourism Surf Life Saving Program (SLS) for the sector.

5.1 Sector Capacity Building and Workforce Development 5.1.1 Culinary Training for Tourism Industry The South Pacific Tourism Organisation in close collaboration with the Pacific Islands Forum Secretariat (PIFS), Centre Technique de Coopération Agricole et Rurale (CTA), International Fund for Agricultural Development (IFAD) and the Samoa Tourism Authority organized a culinary training for the Samoa Tourism Industry with the Theme, “Linking The Agrifood Sector To The Local Markets For Economic Growth And Improved Food And Nutrition Security” for all Local chefs employed in the tourism industry.

The training was held at the Australian Pacific Technical College headquarters. Over the past years these trainings have proven educationally effective for our local chefs. They have helped them gain new ideas and enhanced-knowledge, and improved cooking standards. The trainings also encouraged the use of local food resources for cuisine menus, innovation and creativity in food preparation. The training was a two- day event as part of the Agribusiness Forum that was held from 29th August to 2nd September 2016. Celebrity Chef, Mr Colin Chung facilitated the training with the assistance of Celebrity Chef Robert Oliver and the Samoa Tourism Authority. A total of 26 participants completed the training.

5.1.2 Surf Life Saving (SLS) Training Program Currently at its 5th year of implementing Surf Rescue Training Programmes, Surf Life Saving trainings were designed to up skill industry members with Surf Life Saving Techniques which includes Basic First Aid, CPR & Water Rescue training. This year we conducted 5 trainings around the country in both Savaii & Upolu at 5 major locations; Anita’s Beach Bungalows (Lalomanu), Fiafia Village Oceanview Fales (Siumu), Jane’s Beach Fales (Manase), Va-I-Moana Seaside Lodge (Asau) and the Tuanaimato Aquatic Centre (Apia). A basic CPR & First Aid refresher course was carried out for the Tourism & Hospitality students of the National University of Samoa and the staff of Samoa Tourism Authority.

Participants came from 36 different organizations including accommodations, attraction sites, Fire Emergency Services Authority, National University of Samoa and the Samoa Tourism Authority. A total of 104 tourism employees and government officials were trained under the programme. The success of the programme this year realised the need for it to be continued and taking place perhaps every two years. Trainings commenced on the 8th May to the 22nd June 2017. Overall the trainings were well received by the tourism industry.

Furthermore, the Authority also assisted the Australian Survivor TV Show through the usage of the rescue tubes and rescue boards.

5.2 Awareness and Education Programs The Division continued to lead the Authority’s local awareness and education programs on radio and television regularly to keep the public and stakeholders informed on the Authority’s work and tourism related issues. Given the budgetary constraints these opportunities were also used to stream campaigns with climate change and national beautification messages.

These efforts were continually supported through the weekly STA Circular and monthly electronic Tourism Newsletter issued by the Policy and Advice Division targeting specific stakeholders both local and abroad. The Division was also very active in its participation at the Samoa Qualifications Authority Consultations & Workshops on Tourism & Hospitality Unit Standards and Qualifications.

5.3 Tourism Training Taskforce (TTT) The Taskforce was established in 2010 after sector wide consultations to strengthen collaborations on tourism related workforce issues and opportunities. It is also the National Sector Advisory group to the Samoa Qualifications Authority on proposed Samoa Qualifications for the Sector. This year the taskforce met twice excluding three (3) special meetings with some of the members of the Taskforce to discuss possible training components and other outstanding matters. The Taskforce continues to work

collaboratively with the industry to ensure capacity is well developed and opportunities are utilized by all.

5.4 Samoa Tourism Growth Partnership (STGP) The Authority continues to acknowledge the support and assistance of the Government of New Zealand towards the development of the Sector. Tourism Trainings and Skills Development under Component Three of the STGP outlines two outcomes to be achieved:

 Development, procurement and delivery of in-service, on the job basic skills training for hospitality and accommodation workers; and  Development, procurement and delivery of on the job small business skills development So far the Division has made progress in developing Customer Service course content for Frontline Staff and Kitchen Skills for Kitchen Hand Staff. These courses are still in planning form and yet to identify potential trainers to carry out the trainings by November this year. We also developed a Pilot Customer Service Training for Taxi Drivers. Main objective for this training is to address and find a solution to some of the public concerns with taxi drivers but because the targeted audience is more complex than conceptualized, this training has been postponed until we have a better focus and a strategy on how to carry out training.

5.5 Trainings and Workshops for Staff The division was given the opportunity to participate in fully funded overseas trainings, workshops, seminars and conferences. The staff also attended trainings and workshops that were held in Samoa. These programmes continue to help build the capacity of staff in performing their roles and responsibilities. 5.6 Product, Service and Infrastructure

5.6.1 Accommodation Standards Programme The Accommodation Standards Committee carried out its annual inspection for all the accommodation properties listed with the Authority. The inspection is mandated to assess and recommend areas of improvement to operators based on the Minimum Standards Guidelines. With the support of the team of inspectors, inspections were completed within five (5) weeks and covered accommodation properties in Savaii, Upolu and Manono. The committee’s detailed report on the inspections was submitted and endorsed by the Board of Directors and results were released thereafter.

The team of inspectors who are also part of the Accommodation Standards Committee include MWTI, MoH, MNRE, EPC, FESA, SWA, STA and 2 private sector representatives from the Samoa Hotel Association and the Savaii Samoa Tourism Associations. 30

A total of 121 accommodation properties including beach fales were inspected this year. All satisfied the minimum standards with the exception of a few properties with high risk issues; and 13 properties who were unavailable for the inspection due to unforeseen circumstances. Accordingly, none of the inspected facilities warranted suspension of services. The Committee however will continue to work together with the operators to address issues identified and monitor compliance on a quarterly basis.

In addition, the team carried out one periodic inspection on behalf of the Committee members to follow up issues noted from the annual inspection for the Savaii accommodation properties. The periodic inspection for Upolu properties targeting only the properties with critical issues is scheduled for the next financial year.

5.6.2 Annual Product Update Staff members are encouraged to carry out annual product updates which aim at updating and collecting information on all tourism products. Newly recruited staff members will also have the opportunity to experience the product which is fundamental to the effective execution of their responsibilities.

Product update and familiarisation visit for the new recruits was included in the Accommodation Standards annual inspection due to resource and budget constraints. Recommendations from findings of the inspections (to encourage product development) from the staff members (representatives from the other five divisions that took part) are communicated through the Accommodation Standards reports.

5.6.3 Special Projects Tourism being a cross-sectoral industry and one of the leading sectors in the development of our economy, the Authority is regularly being called upon to participate at a number of development projects with potential linkages to the sector.

The division on behalf of the Authority also worked together with the Ministry of Natural Resources and Environment in particular, with the following activities:

5.6.3.1 Garden Toilets At the end of this financial year, three (3) new garden toilet facilities were constructed at three (3) different sites which are the Vai Villas at Lotofaga, Safata; Wharf at Manono Uta and Saleimoa at one of the Tour Operator’s residence. The garden toilet at Lotofaga, Safata was officially launched during the National Sanitation (Toilet) Day in November, whereas the Manono Wharf and one in Savaii will be officially launched at the next Toilet Day in the next financial year.

The Planning and Development team on behalf of the Sanitation and National Beautification committees continued their monitoring inspections of the existing and new facilities to ensure its compliance with standards and ongoing maintenance.

To date, five garden toilet facilities already implemented for Upolu, the next financial year will focus on Savaii as initially planned.

5.6.3.2 Bio Gas Project Due to resources and budget constraints, we were unable to select another site for the biogas installation. However the team conducted follow up inspections of the Bio Gas component at Faleaseela Lefaga that was installed in the previous financial year.

5.6.3.3 Disaster Adaptation Committee The division continued to assist and attend the Disaster Risk Management meetings and workshops from time to time. The division completed the Disaster Risk Management Monitoring and Mainstreaming Tool for the Authority. The Monitoring and Mainstreaming (MAM) Tool was created by DMO to assess how Disaster Risk Management has been mainstreamed / integrated (including cross-cutting issues) at Sector-wide level. It provides a ranking of whether mainstreaming/integration of DRM is poor, medium or advanced.

5.6.3.4 Tourism Climate Change Adaptation Projects The division continued to assist the Climate Change Unit with its ongoing projects through coordination of inspections and compilation of inspection reports for the properties within the development areas requesting for business license as a requirement to be eligible under the Small Grant Scheme funded by the United Nations Development Programme.

The team also liaised with Webster Construction and USAid CCAP regarding rehabilitation works for the Elcorock project at Manase. Webster Construction (locally owned company) was awarded the contract for the rehabilitation works for the project at Manase. The rehabilitation works included an additional layer of elcorock bags as well as restoration works. The division’s responsible officer was on site to assist with the use of the elcorock equipment (specialised sewing machine).

5.6.3.5 Agri-tourism Policy Setting The Authority led the coordination of the first Agri-tourism conference as a result of close collaboration between the Government of Samoa and the EU-ACP Technical Centre for Agricultural and Rural Cooperation (CTA) in partnership with the Pacific Islands Private Sector Organisation (PIPSO). The Agri-tourism Policy setting forum’s focus lies in the strengthening of the links between the agriculture, health nutrition and the tourism sector through a robust and proactive policy setting that paves the pathway in the growth of the local agri-food sector through collaborative promotion of sustainable agri-tourism.

The three (3) day workshop focused on establishing an Agri-tourism Policy that will support the local businesses in not only serving tourism-related markets but further developing the linkages and identifying the gaps through the agriculture, trade and tourism sectors. The key stakeholders had a clear understanding of the opportunities in Agri-tourism, validation of the key elements toward the development of an Agri-tourism policy and establishing a pathway on a regional scale.

5.7 Visitor Complaints The division continued its important role as the Secretariat to the Dispute Committee of effectively managing the complaints received in an efficient and transparent way. In comparison to the previous years, we have seen a drop in the number of complaints from both local and international visitors. At the end of this Financial Year there were seven (7) complaints received and dealt with by the Authority through the Planning and Development Division.

5.8 Tourism Business and Investment 5.8.1 New Tourism Businesses There were a few accommodation properties and support services that opened this year. The majority had only contacted STA when the construction phase was completed or when the project was ready for opening. Many lack proper planning and accordingly, they find it difficult to promote their products, an issue which is not new to the Authority and one which requires considerable attention.

Despite these setbacks, the division continued to promote good business planning through advice and consultations with owners and operators at the initial stages of development. Awareness programs are also communicated via other means including radio, online through Tourism circular and the Website. In addition, STA persevered to work closely with the Ministry for Revenue in the screening and subsequent approval processes of business license applications for business in the tourism sector.

5.8.2 Tourism Investment The division is regularly called upon to represent the Authority at NIC meetings in the absence of the CEO. The National Investment Committee (NIC) continues to support significant tourism investment projects.

5.8.3 Tourism Infrastructure The division continued to assist the Apia Waterfront team through participation at meetings and workshops to discuss the implementation of quick-wins for the project and other important areas of the Plan.

5.9 Samoa Tourism Growth Partnership During the course of this fiscal year, the Samoa Tourism Support Programme has changed its name from Support Programme to Growth Partnership to reflect the new funding arrangements between the Government of Samoa and the New Zealand Government through its Aid Programmes.

The division continued its usual assistance to the Project Management Unit in facilitating requests from the funding agency through the allocated outputs that will be implemented by the division on behalf of the Authority. As there was a delay with the timelines of the project the team only conducted one inspection to assist the Tourism Resource Centre (TRC) consultants to two of the selected priority sites for the Attraction Site Upgrading output. Also facilitated meetings with the associations and site operators whom have direct involvement with the outputs looked after by the division in particular.

In addition, the team also worked on developing policies for the Signage Activity (Output) and carried out research on relevant designs for the way finding signage as required from the funding agency.

6.0 Tourism Cyclone Recovery Programme (TCRP) The Tourism Cyclone Recovery Programme was concluded in the last financial year however, during the reported period the audit office as per government processes conducted their first audit for the project. The team continued its secretarial roles to the project through assisting the audit team by preparing all the required documentations for assessment and assist with clarifications and justifications in areas that needed confirmation. In addition, the team also conducted the site visits to follow up acquittal reports from properties that were granted funds under the Marketing Output.

______7.0 RESEARCH AND STATISTICS DIVISION

Overview The financial year under review was a steady year for the Tourism Industry, with Visitor Arrivals and Earnings achieving minimal growth with 146,437 visitors contributing $392.2million into the economy, both increasing by 0.2% and 0.4% respectively.

The minimal growth was largely expected as it was always going to be a tough task following on from the record highs achieved in the 2015/16 period where growth was driven largely by the two main events held within that period which were the All Blacks Test Match and the Commonwealth Youth Games. Therefore, to maintain those numbers for this financial year without any major events is pretty satisfying as it’s traditionally been difficult to achieve growth following on from a record year.

New Zealand continues to be our top market and now represents 46% of our overall visitors and grew by 3.4% for the period under review. Our American Samoa market continues its resurgence and is our best performing market recording the biggest net growth in both absolute terms and percentage growth of 2751 visitors and 18.8% growth

respectively. This is largely attributed to the increase in air capacity brought about by the introduction of Talofa Airways in August 2016.

Our US and Australian markets on the other hand didn’t quite live up to the highs they achieved in the 2015/16 period and both recorded negative growths of 4.7% and 15.8% respectively. A look into SPTO reports show an overall decrease in visitors from these two markets into the Pacific in general with the Australian market mainly affected due to the rise in the popularity of Cruise Tourism from its eastern border into the Pacific. The European and our Others’ market also experienced negative growth as numbers normalize after the highs of the previous year although they still compare favourably if compared to other periods previous to that.

Holiday and Business as purpose of travel grew by 4.3% and 3.5% for the period and this is especially pleasing given that increases in these segments usually translates to more hotel stays as 90% of these travelers utilize our accommodation products. There was a slight decrease in our VFR market of only 0.1% while our Sports Category nearly halved and decreased by 46.8% which was expected after more than doubling in the previous period due to the major sporting events as previously stated.

Our Occupancy Rates for our top four Accommodation Categories all recorded decreases when compared to the previous financial year which resulted in overall average dropping to 37.1% from 43.3%. The decrease is not as significant when a weighted average approach is utilized where it only decreased from 35.3% to 33.8% although both approaches is probably a fair reflection of the existing circumstances given the addition of 281 rooms to our Deluxe Category which certainly has had a suppressive effect through to our other categories

The decrease in overall occupancy rates however is contradicted by an increase in visitors utilizing our Accommodation Products based on arrival card information, which increased to 49,556 from 45,776 or an increase of 8.3% over the 2015/2016 period.

The results for the period under review are promising maintain the record numbers set in the previous financial year. The continuing growth of our Holiday market and

subsequent growth in visitors utilizing our Accommodation products offers continuing optimism for the industry. The importance of increasing air capacity in increasing overall visitors cannot be highlighted any further as proven this year with the growth in our New Zealand and American Samoa markets due to the increase in capacity from these routes and it is hoped that the pending re-establishment of jet services will add to the continuing sustainable growth of overall visitor arrivals

8.0 POLICY AND SECTOR COORDINATION

Overview The work and activities of the Policy and Sector Coordination (PSC) Division during this fiscal period has been implemented to augment its advisory role to CEO and Management on tourism related issues and ensuring that coordination of Samoa tourism development works are planned and arranged well to meet expectations of suppliers and development partners. Both of these functions are targeted to be achieved in a sustainable manner.

The supporting role rendered to the other output divisions of the Authority have been ongoing mainly in the areas of scribing, donor negotiations, contract and

memorandum of understanding drafting, launch setup, cultural negotiations, invitation and graphical design layouts, escorts to name a few. Compilation of quarterly updates of the Authority for the Ministry of Public Enterprise (MPE) monitoring and compliance requirements for SOEs have been an ongoing task for the division. The Corporate Plan 2017-2010 and the Statement of Corporate objectives was finalized internally and later approved by MPE during the period.

Tourism awareness through the usage of media tactics in terms of Radio Talk-Shows, TV Advertisements and issued publications, STA Corporate website and STA marketing website have been maintained to engage the locals, visitors and business communities in tourism meetings, inform about the events calendar and important industry notices. Ensuring effective usage of internet and support for computing technical faults/antivirus has been an ongoing supporting role provided by the division for the Authority.

Keeping Samoa Clean was allocated to the division through the National Beautification Committee (NBC); this project is led by the Ministry of Women, Community and Social Development. The NBC STA staff have been working persistently to upkeep the clean environment of the Apia town area as well as meeting the demands of constructional works for the events that took place during the fiscal period.

8.1 Tourism Sector Coordination The PSC Unit as part of its primary roles continues to ensure close communications and effective collaboration with the tourism sector which consists of the key Government ministries, stakeholders, private sector, development partners, civil societies and other associated bodies. There were four (4) Samoa Tourism Industries Council (STIC) Meetings and three Samoa Industries Alliance (STIA) meetings held during the reviewed period. The Samoa Tourism Forum (STF) was held late April 2017. The forum, themed - 'Growing Sustainable Tourism' aimed to increase awareness of the achievements made in relation to prescribed targets under FY15/16,improve sector insights on what is planned for the available resources (local/support funds) and essentially to obtain feedback on the challenges faced and the collective alternative actions that the industry can implement together. The STF 2017 also launched the NZ Samoa Tourism 47

Growth Partnership, STA Corporate Website, Orchards joint-project with SROS and the launch of the Samoa Travel Philanthropy Fund.

In terms of development partner support, the new grant funding arrangement (GFA) for the New Zealand Government support program STGP was officially signed and approved early March 2017. The GFA is in place for two years and a service management company called the Tourism Reservation Conservation (TRC) also funded by New Zealand was recruited (during the period) to support the implementation of the activity which focuses on three main components: Destination Marketing and Research, Product Development and Training and Capacity building. To ensure that all players understands the content and relationships of the partnership collectively, a mission from NZ including the TRC team of consultants was received during the period. The program upon final approval of its work-plan will kick-start immediately.

The division also supports the Planning and Development Division with the Apia Waterfront Project currently housed with the MNRE-PUMA division. The assistance is in place to provide communication update to the public and business community for the project and any community/cultural interactions that the project encounters during its course of analysis and consultations.

PSC also assists the Authority with the Agri-Tourism project preliminary survey works for the approved location for the Park, Atele. The IT has committed time to draw out a preliminary sketch and layout of the Agritourism park plan. The team designed banners, invitations and programs for the Agri-tourism forum held in December 2016. A landscaping expert was recruited to start the surveying works for the project.

Ongoing communications and dialogues have been maintained at the sector level, ministries level, development partner level and within the Authority to ensure that information are shared and understood widely and adequately by all concerned stakeholders and agencies.

8.2 National Beautification Committee The National Beautification Committee continued with the delivering of its core role of beautifying the Apia town area. The lavatory inspections for both Upolu and Savaii during the fiscal period were conducted for the Public Facilities only. The lavatory inspections has worked effectively over the last two years in relation to the public facilities being maintained or demolished where necessary (as per Cabinet's instruction).

The Matagialalua public facility has been demolished and a new block built. In addition a new toilet block at Savalalo Flea market plus the additional Public Toilet at Mulinuu across 2AP have all been built resulting from the inspection report by the Lavatory Committee. The inspection reports inform the Cabinet from time to time and

therefore supports the decision of improvement that Cabinet directs the NBC to implement. The private businesses contracted to look after the public facilities are also encouraged to maintain and upkeep the facilities. Also additional to our lavatory inspections, 5 new Garden Toilets in Upolu which are located at Tiavea, Togitogiga, Lotofaga Safata, Manono Wharf & Saleimoa were built.

NBC through Cabinet approval also coordinated the annual national cleanup prior to the Independence celebrations and Teuila Festival. Government Ministry and the Private Sector were invited to take part in the cleanup campaign and a public notice via the TV1 Lali program encouraged all villages to support and be part of the campaign.

The National Beautification staff during the period performed maintenance works (painting) to the Village Signs in Upolu and built stages for the Teuila Festival, Miss Pacific Islands Pageant, and as part of STA’s sponsorship to the events coordinated by its various partners and stakeholders. The STA Cultural Village and Gardens are maintained by the NBC team.

In supporting the World Toilet Day, the PSC Division works collaboratively with the Planning and Development for preparation.

As part of the Authority's support for the Survivor Australia Film crew, the Cultural Liaison Principal Officer was attached to assist the Survivor management with village negotiations prior to and post filming from March to July. The Survivor Australia generated work for the Samoan people and injected a substantial amount of money into the economy that benefitted the business community; catering services, rental vehicle services, retailers, accommodation and use of village grounds to name a few.

8.3 Teuila Festival

The Teuila Festival took place on the first week of September from the 4th - 9th. This year also marked the 26th year anniversary of this event and officially opened with the Choral Exhibition on Sunday. Prior to the Teuila Festival main events the Pre-Teuila week started with the English Cricket competition, the Miss Health Fa'afafine Pageant 2016 and the Miss Samoa Color Run.

The week of the Teuila festivities was centered on the Samoan culture and traditions like other years. In addition to the cultural shows competition during the week were the SIFA International Fautasi challenge, International Siva Ailao Afi, Samoa National Literacy week, Samoa Nei Galo, Best of Teuila Concert, Variety show, Fun games and Wellness is beauty (Zumba). The Teuila Food vendors were happy to support the event with the variety of street food provided for the locals and visitors that came to watch the festivities of Teuila 2016.

The event was a great success through the ongoing support from the Government of Samoa as well as the Sponsors that came through for the Teuila Festival 2017: SIFA, Bluesky, Samoa Shipping Corporation (Platinum sponsors); Bank of South Pacific, Shanghai Construction Group, Coin Save/Farmers (Bronze) and the supporting sponsors - Samoa Stationery and Books, Betham Brothers Enterprises Ltd, Samoa Spare Parts, Samoa Commercial Bank and the Frankie Wholesale and Supermarket. 51

8.4 Cultural Village

STA Cultural Village has featured our Ausiva Samoana Dance Group that consists of one girl (assisted by the other girls from other division if needed) and five boys and a string guitar band of six members. The Ausiva Samoana performs during the STA tours every Tuesdays, Wednesdays and Thursdays from 10am to 2pm.

The augmented services available at the Village includes a Coffee and gift Shop, Taulasea Samoa (traditional massage), Siapo and Elei making, handicrafts making and carving, and our famous traditional tattooing. The Cultural Village is one of the most popular things visitors and tourists can do whilst in the country.

The initiative is merely to preserve and strengthen these valuable assets of Samoa as each form the basis of the real Samoan community or environment.

8.5 Events A few significant visitor generating events took place during the period. This includes the Rugby Games (Auckland Blues vs Queensland Reds, Toa Samoa vs. Fiji Bati, Manu Samoa vs. Wales) that Samoa played host to, the parade for the WBO Heavyweight Champion Joseph Parker and the 30th Annual Miss Pacific Islands Pageant.

Other than the above events the Authority continues to work closely with the private sector in providing assistance through both sponsorship and coordination to ensure the success of events to attract visitors to Samoa.

The events team also worked on tendering out the contract for the next 3 years following the completion of Manaia Events three-year contract as the coordinators of the Miss Samoa Pageant. Following thorough evaluation by the evaluating panel, the contract was awarded to a group of friends trading under the name 'Samoa Events Incorporated'. The team worked closely with SEI to ensure that all the necessary documents relating to the running of the pageant were handed over well.

8.6 Information Technology, Server & Graphical Designs The IT team continues to maintain ongoing monitoring of the Authority’s network system. Monitoring of the system including internet for daily usage, email, antivirus administration server to ensure system is professionally used without the abuse that may result in the increase in monthly bills, better connectivity and to protect from different online attacks including virus-infection. The procurement of the DNS server was a major achievement as New server installed the previous one was quite obsolete and had minimal capacity to save big amount of work. The installation of the New Windows Server 2012 allows protocols to be modified from static to dynamic, adding each user to reconnect to the new server.

The installation of the Watchguard Firebox M300, new firewall was also implemented to replace the old Untangle firewall to increase performance, redundancy, reliability, and multiple VPN choices for flexibility in secure remote access.

The Principal IT position was finally filled during the period and a senior position was hired to further enhance work by the team.

In addition to providing efficient and effective support with IT issues, the team also aids the Authority with graphical layout/designs required in terms of banner designs, brochures, publication layout, information kit layout and compilation, handbooks,

stickers, badges for the relevant people for the occurring events. These are carried out by the team mainly to cut design and printing costs.

8.7 Media Awareness, Public Relations and Communications

Ongoing communication and public relations services continue for a well-informed Tourism Sector, as they expand on existing internal and external programs in the promotion of the Authority's functions while also developing new initiatives to further its reach throughout Samoa and the globe.

The existing Communication Strategy has guided means and channels of communications to be used. Samoa's Tourism industry has over the period experienced new opportunities and developments which will benefit the economy at large and it has been the Principal Communications role to ensure updates of news/information is distributed to all layers of network to ensure awareness is reached at its optimum level. The PR Officer produced 12 circulars, 6 newsletters and 8 press releases during this fiscal period.

As the tourism sector is a multi-faceted industry, the PR Officer has also made connection with the Disaster Management Office and the MET Office to ensure that any information regarding weather patterns is communicated to the Authority in advance so an industry advice is delivered online and the Authority's disaster-ready team is made alert. It is the hope that any impact information can be relayed via this 55

process and that everyone concerned is informed efficiently whether on TV/radio programs, email or phone call.

The division will conduct the review of the current Communication Strategy in the new Financial Period.

9.0 FINANCE AND CORPORATE SERVICES

Introduction The Finance and Corporate Services Division is an internal support service of the Samoa Tourism Authority regulated by the Public Bodies and Performance Accountability Act 2001 and other relevant national and international legislations that encompasses the vital functions of human resource, finance, and administration.

The Human Resource team leads in the recruitment, retaining through to repatriation of staff members to ensure the best and qualified are recruited, retained and disciplined in accordance to the STA Human Resource policies, Labour Act 1972 and superseding relevant Cabinet Directives. The team is also in charge of the Human Resource policies and its review from time to time where relevant.

The Finance and Administration looks after a variety of essential services ranging from property and facilities maintenance, events setup, financial reporting and day to day financial management of the Authority.

9.1 Financial Report

9.1.1 Annual Accounts – FY2016 - 2017 We present herewith the Samoa Tourism Authority audited annual accounts for the financial year 2016/2017, and we are pleased to state that the Authority’s books subsequent to the audit arrived at the following: . the accompanying financial statements give a true and fair view of the state of affairs of the Authority as at 30 June 2017,

. Financial Statements of the Authority have been prepared in accordance with International Financial Reporting Standards, . Financial Statements of the Authority comply with the Public Finance Management Act 2001 and Companies Act 2001 (amended 2006) in relation to the form or content of financial statements made under the Public Bodies (Performance and Accountability) Act 2001. . There are no circumstances which would render any particulars included in the financial statements to be misleading or inaccurate.

9.1.2 Internal Control Systems The Samoa Tourism Authority’s internal control systems continue to be effective in ensuring sustained accountability and transparency throughout the execution of the Authority’s operations strengthened further with the application of the accounting software MYOB that is upgraded annually, and the existing Administration and Accounting policies and procedures. Any issues raised with relevant recommendations by auditors during audits to fortify internal control systems of the Authority are implemented where and when necessary.

9.2 Finances The Samoa Tourism Authority being a Non Trading Government Public Body receives an annual budget from Government which contributes the majority of its total income every year (FY2016/17: 93%; FY2015/16 94.4%). Other income reported by the Authority are mostly cost recoveries for promotional materials, Teuila Festival, hire of STA assets and funds received for the Tourism Garden Toilets Project for both Upolu and Savaii.

The grant from Government for the year decreased by 1.9% ($9,050,279) when compared to last year ($9,225,441). Since financial year 2013/2014 the Authority has been experiencing decreases in its grant from Government averaging at 10% per year to date, and a decrease of 22% when comparing this year’s grant against the FY2013/2014 grant when the decreasing trend started.

9.3 Financial Analysis

The Authority generated a very high surplus of $1,378.258 this year as opposed to the last year’s deficit of ($61,562). This shows good financial performance by the Authority since the last two years which reported deficits. The main factor that necessitated this end of year surplus was the charging of the carried forward FY2015/2016 trade creditors to the divisions that contributed to the debt and therefore reducing their net available budgets to spend for FY2016/2017.

The Trade Creditors of the Authority decreased dramatically by 90% (FY2016/2017: $108,728) when compared to the previous year (FY2015/2016: $1,140,532); a direct result of the aforementioned Management decision that led not only to the Authority’s improved financial performance but also its financial position at the end of the year; this is reflected through its high surplus and 2.62 current ratio respectively as opposed to last year’s deficit and 0.12 current ratio that clearly stated the Authority’s inability to meet its short term obligations when they fall due.

The Authority’s claim over its total assets as at 30 June 2017 was restored, as opposed to last year and the two years prior which reported negative Equity.

Total income for the year increased slightly at 1% compared to last year. Although the government grant was reduced by 1.9% Other income increased by 75% due to the Teuila Festival sponsorships, ($120,000 SIFA sponsorship for the Teuila Fautasi challenge, $50,000 from Bluesky, $20,000 from Samoa Broadcasting Corporation, $8,000 from Shanghai Construction, $5000 from BSP and others), $100,000 EU Funds under the Water Sanitation Project for the Garden Toilets and the sponsorships and takings for the Miss Pacific Islands Pageant which Samoa hosted this year. Conversely total expenses decreased by 11%.

9.4 Human Resource 9.4.1 Staff The Authority during the year employed a total of 84 employees from the beginning of the financial year, including our New Zealand and Australia Marketing Representatives and their assistants, one employee more than last year. As at 30 June 2017 STA registered a total of 75 remaining employees. Of the total 75 employees only 30% graduated from recognized educational institutions with bachelor, post graduate and Master degrees.

9.4.2 Resignations Throughout the financial year, 11 employees resigned to pursue other endeavors.

9.4.3 Retirements One staff member retired during the year.

9.4.4 End of Contracts Suifua Faamatuainu and Pativaine Petaia-Tevita successfully completed their 3 year contracts (2013-2016) in December. Faamatuainu was reappointed to resume his role as Manager Planning and Development and Pativaine Petaia-Tevita as the Manager Finance and Corporate Services for the Authority for the next 3 years. Ms. Ariana Taufao also completed her contract as the 2015-2016 Miss Samoa in September.

9.4.5 New Recruitments STA recruited 6 new employees during the financial year as replacements for the vacancies resulting from resignations, promotions of staff members and the need for more workers in some divisions.

9.5 Overseas Trainings The Authority during the year received several invitations to a number of overseas training opportunities for our staff members to attend.
