    The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. It argues that the timing of reform depends on the preferences regarding the status quo of the parties in the government majority, and that these preferences depend on the nature of the party system (whether it allows government alternation or not) and on the type of electoral rules. Specifically, lack of government alternation and the use of proportional representation minimize the likelihood of reform, since it gives incentives to parties to develop a distributive policy orientation.

    443 ITALIA, DE TANGENTOPOLI AL NUEVO SISTEMA DE PARTIDOS (1992-1994) PABLO MARTÍN DE SANTA OLALLA SALUDES1 Fecha de recepción: marzo de 2016 Fecha de aceptación y versión definitiva: septiembre de 2016 RESUMEN: Entre 1992 y 1994 se produjo un cambio en la política italiana de ex- traordinaria importancia como consecuencia de los numerosos escándalos de corrupción en un proceso que se conoció bajo el nombre de Tangentopoli. Este artículo aborda las razones de dicho cambio y las consecuencias del mismo, entre las que cabe destacar la desaparición del partido hegemónico hasta el momento (la Democracia Cristiana) y de la otra formación política importante durante los años ochenta (como era el Partido Socialista Italiano). Todo ello daría lugar a una nueva realidad política que marcaría la política italiana los siguientes veinte años. Italy: from Tangentopoli to the new party system ABSTRACT: Between 1992 and 1994 there was a change in Italian politics of ex- traordinary importance as a result of the numerous scandals of corruption, in a process that became known with the name of Tangentopoli. This article discusses the reasons for the change and the consequences thereof, including the disappearance of the hegemonic party so far (Christian Democracy) and of the Italian Socialist Party, another important political party during the 1980s. All this would lead to a new political reality that contributed to shaping Italian politics for the next twenty years. Pacciorini Staff writer A lively, respectful group of about 100 people met with two representatives of the Diocese of Oakland to discuss the issue of clergy sexual abuse and its coverup at St. Joan of Arc Church in San Ramon the evening of Jan. 22. Steve Wilcox, chancellor of the diocese, and Rev. Jayson Landeza outlined the historical issues of clergy sexual abuse while saying the evening would be mostly questions from the audience. In 1874 Notre Dame’s founder, Rev. Edward Sorin, C.S.C., brought Vatican artist Luigi Gregori to campus. For the next seventeen years, Gregori beautified the school’s interiors––painting scenes on the interior of the Golden Dome and the Columbus murals within the Main Building, as well as creating murals and the Stations of the Cross for the Basilica of the Sacred Heart.     GEORGE WASHINGTON HIGH SCHOOL “LIFE OF WASHINGTON” MURAL TECHNICAL SOLUTIONS, BUILDING CONSENSUS, RESOURCES (Submitted to SFUSD on 4.17.19, updated 7.16.19) Over the past year, San Francisco Heritage (Heritage) has been researching examples of comparable mural and public art controversies across the country and solutions prescribed for addressing objectionable and offensive imagery. Heritage commissioned the City Landmark nomination for George Washington High School, co-authored by Donna Graves and Christopher VerPlanck, which comprehensively documents the school’s public art and architecture, including Victor Arnautoff’s “Life of Washington” (1936) mural. Heritage is closely following the public process concerning the “Life of Washington” mural, having attended three of the four Reflection and Action Group meetings convened by the school district in early 2019. Regardless of Arnautoff’s original intent, we recognize the offensive nature of the mural’s depictions and their impact on students, especially students of color. Our goal in compiling this memo is to provide a range of technical options for consideration by district officials in order to facilitate a constructive and unifying solution. George Washington High School is the latest in a series of controversies surrounding depictions of Native Americans, African Americans, and other historical events locally and nationally – frequently involving New Deal-era artworks. Although each case must be considered in its own context, taking into account the intent of the artist and how the imagery is experienced by contemporary viewers, there have been a range of creative approaches to remedying inaccurate, offensive, and/or stereotypical content in public art. All of the cases profiled below combine multiple responses to address the controversial historical depictions, including screening, interpretation, education, and/or new artwork to provide a contemporary perspective.
