JESSICA JOINT EUROPEAN SUPPORT FOR SUSTAINABLE INVESTMENT IN CITY AREAS Evaluation Study for Luxembourg Final Report April 2010 This document has been produced with the financial assistance of the European Union. The views expressed herein can in no way be taken to reflect the official opinion of the European Union. Foreword This report has been prepared on behalf of the European Investment Bank (EIB) as an evaluation study for the application of a JESSICA funding structure in Luxembourg. The report covers the five principal and two supplementary objectives outlined within the Terms of Reference. In particular, this report is intended to evaluate Nordstad as a pilot, and to consider whether it is suitable for structural funds support which could be financed through JESSICA. Areas of our study have been limited by the information available and all financial estimates are therefore based on high level assumptions. During the course of this study, a number of issues have arisen that have led to the consultancy team to consider areas outside of the original Terms of Reference. Particularly, in relation to our proposals for a new National Development Framework and the establishment of a wider Development Fund in Luxembourg. The purpose of this report is to act as a useful starting point to promote further discussion over the potential implementation of the JESSICA mechanism in Luxembourg. SUMMARY OF FINDINGS The principle conclusions from this study are as follows:- 1. There is a clear role for JESSICA in Luxembourg to form part of a Luxembourg-wide Development Fund. The JESSICA funding element would stimulate public private investment in regeneration and development schemes across the country.

PROJECT FACTSHEET www.list.lu/en/research/project/nordstad-emovin/ Nordstad-eMovin Bringing citizen-focused electromobility solutions to Luxembourg’s Nordstad region Local interest in e-mobility is growing, and a number of new projects are being organised across the country. The Nordstad-eMovin project will make Nordstad the first region in Luxembourg to provide electric car andpedelec (electric power-assisted bicycles) sharing to its residents with the installation of a network of public charging stations, and will help inspire other regions to follow suite. Providing new options for travel over short distances, the network will be integrated with the public transportation system. Context With six communes north of Luxembourg City, Nordstad’s administration wanted to make it easier and more attractive, as well as more environmentally-friendly, for residents and tourists to move within the region. This led to the development of the Nordstad- eMovin demonstration project, which will install infrastructure for electric car and pedelec sharing at strategic central locations in the five communes of Bettendorf, Colmar-Berg, Diekirch, Ettelbruck and Schieren. Innovation Luxembourg Institute of Science and Technology (LIST) will provide support to Nordstad during the installation of the customised infrastructure as well as provide IT services for the charging stations. Each station will provide charging facilities powered by green energy for two e-cars and four pedelecs, with a total fleet of around thirty e-cars and thirty pedelecs. The 24/7 short-term rental service will be designed to be practical, affordable and flexible for both residents and visitors. As one of the first e-mobility projects at LIST, and in Luxembourg, aiming at installing citizen-focused electromobility infrastructure, Nordstad-eMovin will showcase LIST’s expertise in this domain and lead to other mobility projects in the future.

The "POSTES RELAIS" Cancellations of Luxembourg STA.L-F

The "POSTES RELAIS" Cancellations of Luxembourg . Among the 17 postal relais existing in 1881, 13 did not yet possess a cancelling device. These 13 offices received a two ring obliterator with the inscription "POSTES RELAIS'', followed by the number of the relais (seePostal Instruction No. 115/2906, dated 9August 1881) but without hour indication. The postal relais were: Arsdorf (No. 1), Bissen (No. 2), Differdange (No. 3), Kautenbach (No. 4), Mamer (No. 5), Oetrange (No. 6), Bettingen (No. 7), Rambrouch (No. 8), Reisdorf (No. 9), Strassen (No. 10), Walferdange (No. 11), Wecker (No. 12) and Wilwerwiltz (No. 13). The cancel "POSTES RELAIS No. 4" was transferred on 1 April 1883 to the relais ofDalheim. The relaiS of Beaufort, opened on 1June 1889 received the cancel "Postes Relais Nr. 14". The standard color of the cancels is usually black for all post offices, but there are also cancels in blue, lilac or on very rare occasions - green. The outside diameter of the cancels is 25, 25.5 or 26 mm, the inside diameter of the double circle is always 15 mm. At the end of the year 1891 the "POSTES RELAIS" cancellation devices are all replaced by a two ring circle with the name of the town on it. These towns were at the time very small, often with a few hundred inhabitants. In first years of usage of the cancels the stamps and postal stationery shown are of the classic "Coat ofArms" design. In later years they get replaced by stamps with the "Allegory" design. STA.L-F. -- - A !Sll Ce cM(- ct rC!'cnc excluli=n·ement a l'adresse Pour 11Intr1eu,.
