  • Computer Access Mentorship Program
Technical Assistance Consultant’s Report Project Number: 43915 April 2013 Republic of the Philippines: Computer Access Mentorship Program — a Public–Private Partnership for Enhancing Education Quality (Financed by the Republic of Korea e-Asia and Knowledge Partnership Fund) Prepared by Sa Aklat Sisikat Foundation, Inc. Manila, Philippines TA 7513-PHI: Computer Access Mentorship Program — a Public–Private Partnership for Enhancing Education Quality A. Introduction The Asian Development (ADB) approved on 12 April 2010 the provision of capacity development technical assistance (the Technical Assistance), through a partnership agreement between ADB and Sa Aklat Sisikat Foundation, Inc. (SAS), in collaboration with the Boy Scouts of the Philippines (BSP) and the Department of Education (DepEd). A memorandum of agreement (MOA) was signed among SAS, BSP and DepEd on 11 January 2010 to formalize the collaboration for this project. The Letter of Agreement between ADB and SAS was signed on 11 August 2010. SAS is a registered nongovernment organization, involved in upgrading the skills of public elementary teachers in the teaching of reading since 1999. To reach larger numbers of teachers, dispersed over a wide geographic area, and in response to the urgent need for functional literacy, the Computer Access Mentorship Program (CAMP) pilot project aims to develop and provide ready access to an Information and Communication Technology (ICT) based training program to improve the quality of teaching reading online. The program was an extension of the current SAS program, which currently improves reading skills only through the face-to-face training of teachers. At its heart, CAMP is a pilot online training software directed towards educating 9,000 public elementary school teachers in the latest and most progressive methods of teaching reading for meaning in their classrooms.

  • Mindanao Spatial Strategy/Development Framework (Mss/Df) 2015-2045
National Economic and Development Authority MINDANAO SPATIAL STRATEGY/DEVELOPMENT FRAMEWORK (MSS/DF) 2015-2045 NEDA Board - Regional Development Committee Mindanao Area Committee ii MINDANAO SPATIAL STRATEGY/DEVELOPMENT FRAMEWORK (MSS/DF) MESSAGE FROM THE CHAIRPERSON For several decades, Mindanao has faced challenges on persistent and pervasive poverty, as well as chronic threats to peace. Fortunately, it has shown a considerable amount of resiliency. Given this backdrop, an integrative framework has been identified as one strategic intervention for Mindanao to achieve and sustain inclusive growth and peace. It is in this context that the role of the NEDA Board-Regional Development Committee-Mindanao becomes crucial and most relevant in the realization of inclusive growth and peace in Mindanao, that has been elusive in the past. I commend the efforts of the National Economic and Development Authority (NEDA) for initiating the formulation of an Area Spatial Development Framework such as the Mindanao Spatial Strategy/Development Framework (MSS/DF), 2015-2045, that provides the direction that Mindanao shall take, in a more spatially-defined manner, that would accelerate the physical and economic integration and transformation of the island, toward inclusive growth and peace. It does not offer “short-cut solutions” to challenges being faced by Mindanao, but rather, it provides guidance on how Mindanao can strategically harness its potentials and take advantage of opportunities, both internal and external, to sustain its growth. During the formulation and legitimization of this document, the RDCom-Mindanao Area Committee (MAC) did not leave any stone unturned as it made sure that all Mindanao Regions, including the Autonomous Region in Muslim Mindanao (ARMM), have been extensively consulted as evidenced by the endorsements of the respective Regional Development Councils (RDCs)/Regional Economic Development and Planning Board (REDPB) of the ARMM.

  • Forests As Lumad Identity
DANTE SINHAYAN Lumad ante Sinhayan is a 34-year old emerging tribal leader Din the uplands of Bukidnon in Mindanao, married, with a two-year old daughter. Th e interview is interesting in that Dante narrated his story echoing the traditional form of a datu introducing himself as he entered a village, “tungkod” or staff in hand. Starting with his parents, every event in his life was well-accounted for in his memory. “My father is from Kalabugaw and my mother is from Bulunay and when they got married they settled in Kalabugaw, where I was born in 1973. My father was a farmer. We moved to Bulunay when I was still young, where I grew up and went to school from Grade 1 to 3. I went back to Kalabugaw to continue my elementary schooling from Grade 4 to 6. Nobody could support me in high school, so I searched for a sponsor. I went to Kabanglasan and met Father Leoni, who sponsored me up to my third year in college when he died. Father Matt took over until I fi nished college. Upon my graduation, I went back to my village.” “Th ere I saw the many changes in the forest. Th ere were a lot of denuded areas, and we were still gathering many of the forest products we were using: rattan, medicines, timber for housing, and timber that we were selling to the Dumagat. Th e hunting grounds of my parents, my grandparents changed. Nobody told me why these forest Forests as Lumad identity changes took place that I was seeing, but I heard from the elders as I listened to them as they discussed.
