This is due to the small size and stagnation of the economy's tradables sector (Medalla 2007, Lim 2009) and its limited exposure to global financial markets. There have been dramatic declines in the export sector in 2008 i; but again, the export sector, especially in the export processing zones, generates limited local value-added -- at twenty percent of export value -- and is largely located in the National Capital Region ii and its environs. Transmission mechanisms Export-related job losses in the capital and in the other urban areas will of course reverberate in the rest of the country because urban and rural economies continue to be linked by the long-term trend of rural-to-urban migration . (Quisumbing and Nieven, 2005, 2007). To the extent that migrants to urban areas remit to rural areas, the urban-rural migration link is one mechanism through which the largely-urban impact of the crisis is getting transmitted to rural areas. International migrants are a transmission mechanism for the crisis but, on the other hand, remittances have also been an important safety net in the past for idiosyncratic as well as locally and nationally correlated income shocks (Yang, D and H Choi 2005).

Archeological excavations in the lower Agusan valley plains have uncovered evidence of strong relationships between the region and the Southeast Asian states. A golden image of Javan-Indian design unearthed in the 1920s and molten jars uncovered in Prosperidad are indications that the region had commercial and cultural ties with the coast. The province of Agusan del Sur was created on June 17, 1967 under Republic Act N0. 4979 providing for the division of the Province of Agusan into Agusan del Norte and Agusan del Sur. In January 1970, the first set of provincial officials assumed office after the provincial election of November, 1969. The same law provided that the capital of Agusan del Sur shall be the municipality of Prosperidad and the Government Center has been set up in Barangay Patin-ay.

Introduction The Asian Development (ADB) approved on 12 April 2010 the provision of capacity development technical assistance (the Technical Assistance), through a partnership agreement between ADB and Sa Aklat Sisikat Foundation, Inc. (SAS), in collaboration with the Boy Scouts of the Philippines (BSP) and the Department of Education (DepEd). A memorandum of agreement (MOA) was signed among SAS, BSP and DepEd on 11 January 2010 to formalize the collaboration for this project. The Letter of Agreement between ADB and SAS was signed on 11 August 2010. SAS is a registered nongovernment organization, involved in upgrading the skills of public elementary teachers in the teaching of reading since 1999. To reach larger numbers of teachers, dispersed over a wide geographic area, and in response to the urgent need for functional literacy, the Computer Access Mentorship Program (CAMP) pilot project aims to develop and provide ready access to an Information and Communication Technology (ICT) based training program to improve the quality of teaching reading online. The program was an extension of the current SAS program, which currently improves reading skills only through the face-to-face training of teachers. At its heart, CAMP is a pilot online training software directed towards educating 9,000 public elementary school teachers in the latest and most progressive methods of teaching reading for meaning in their classrooms.
