James Manager THE SENATE; NOTES with utmost sorrow the crash of a Dana Airline Flight 0992 from Abuja to Lagos on Sunday June 3rd, 2012 at Iju-Ishaga, Agege in Lagos State and a Nigerian registered Cargo aircraft, Allied Air, in Ghana on Saturday June 2nd 2012; FURTHER NOTES with concern that the said crash is coming on the heels of similar crashes involving Bellview Airlines, in 2005, Sosoliso Airlines, also in 2005 and Aviation Development Corporation Airline (ADC) in 2006; WORRIED that the latest Dana Aircraft Crash is even more tragic than the previous ones with a total casualty figure of about 190 people, including 153 Passengers, 6 Crew members and about 37 people on ground; OBSERVES that this latest crash is a clear indication of failure and or negligence of relevant regulatory functions in the aviation industry which if unchecked could lead to more devastating air mishaps in the future; SATISFIED that the peculiar circumstances leading to this crash is a wakeup call for all relevant authorities to rise to the challenge of ensuring that no effort is spared in making the Nations aviation industry conform with International Safety Standards; PRINTED BY NATIONAL ASSEMBLY PRESS, ABUJA 482 Tuesday 5th June, 2012 199 WORRIED that the Dana Air crash might be indicative of a greater rot in the aviation industry which could portend more danger ahead; DETERMINED to see the aforesaid crash as the watershed for a clinical re-examination of our aviation norms and operational procedures with particular reference to regulatory/supervisory functions; CONVINCED also that the air accident is a major National calamity deserving of the sorrowful attention and necessary action of this hallowed Senate; Resolves to: i. OBSERVE a minute silence in honour of those who died in the crash; ii. SEND condolence messages to the families of the bereaved; iii. DIRECT the Committees on aviation of the Senate and the House of Representatives to exhaustively investigate the immediate and remote causes of the crash; and iv. FURTHER DIRECT the Committees on Aviation of the Senate and the House of Representatives, to ascertain the air worthiness of all other operating aircrafts in the Country, and make appropriate recommendations. However, the nature and character of the dominant political parties in Nigeria threaten the country’s nascent democratic project. They lack clear ideological orientation, do not articulate alternative worldviews, rarely mobilise the citizenry, and basically adopt anti-democratic methods to confront and resolve democratic issues. Intra- and inter-party electoral competition is fraught with intense violence, acrimony and warfare. Put differently, these parties display all the tendencies and conduct of authoritarianism. The result is that what exists in Nigeria is ‘democratism’, the form and not the substance of an evolving democracy. INTRODUCTION The mass conversion of politicians and political thinkers to the cause of democracy has been one of the most dramatic, and significant, events in 95 96 JOURNAL OF AFRICAN ELECTIONS political history.     THE ROLE OF CORRUPTION ON CIVIL SOCIETY ACTIVISM IN THE NIGER DELTA BY TOMONIDIEOKUMA BRIGHT A THESIS SUBMITTED IN PARTIAL FULFILMENT OF THE REQUIREMENTS OF THE LANCASTER UNIVERSITY FOR DOCTOR OF PHILOSOPHY SUBMISSION DATE: SEPTEMBER, 2019 i Abstract: This thesis studies the challenges and relationships between the Niger delta people, the federal government and Multinational Oil Companies (MNOCs). It describes the major problems caused by unmonitored crude oil exploitation as environmental degradation and underdevelopment. The study highlights the array of roles played by Civil Society Organisations (CSOs) in filling the gap between the stakeholders in the oil industry and crude oil host communities. Except for the contributions from Austin Ikelegbe (2001), Okechukwu Ibeanu (2006) and Shola Omotola (2009), there is a limitation in the literature on corruption and civil society activism in the Niger delta. These authors dwelt on the role of CSOs in the region’s struggle. But this research fills a knowledge gap on the role of corruption in civil society activism in the Niger delta and defines CSOs to include NGOs, self-help groups and militant organisations. Corruption is problematic in Nigeria and affects every sector of the economy including CSOs. The corruption in CSOs is demonstrated in their relationship with MNOCs, the federal government, host communities and donor organisations. Smith (2010) discussed the corruption in NGOs in Nigeria which is also different because this work focuses on the role of corruption in CSOs in the Niger delta and the problems around crude oil exploitation. The findings from the fieldwork using oral history, ethnography, structured and semi-structured interview methods show that corruption impacts CSOs activism in diverse ways and has structural and historical roots embedded in colonialism.

Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election.

WORRIED that this year for instance, there have been more than 22 reported cases of cholera outbreak in 15 States of the Federation with 2,135infections and a total casualty in excess of 234 lives. NOTES that, In Adamawa State, in June this year there were 230 reported cases in Mubi South and Maiha Local Government Areas and more than 30 people succumbed to the disease. i. In Abia State in May 2011, the cholera scourge hit Umuahia - Ezeukwu Community in Bende Local Government Area claiming 30 lives. ii. In Sokoto State, between 2,000 and 3,000 people were infected in ten out of the 23 Local Government Areas out of which 120 died between August - September. iii. In Gombe, 5 people died while 104were hosipitalised in June 2011.

To different Oyo State citizens, Senator Abiola Ajimobi meant different things. Senator Abiola Ajimobi came, he saw and he conquered. I personally came in physical contact with the Late Senator Abiola Ajimobi two days to the 2011 Oyo Governorship election. I was with Comrade Laoye Sanda, a bosom friend of Senator Abiola Ajimobi who then was the Chairman of the Coalition for A New Nigeria (CNN). The Coalition was put in place to wrestle power from the People‟s Democratic Party (PDP) under the administration of Otuba Alao Akala. I was the state secretary of the Coalition. Comrade Laoye Sanda and I were in the house of Senator Abiola Ajimobi at Oluyole to brief him about the decision of the Coalition concerning the 2011 Oyo governorship elections. The rest, like they say, is now history. My second time of meeting Senator Ajimobi was when I was elected as the foundation secretary of the Interparty Advisory Council (IPAC) in Oyo State.
