Privilege: Rising on Rules 14 and 15 of the Senate Standing Rules, Senator Victor Ndoma-Egba (Cross River - Central) drew the attention of the Senate to various newspapers publication of Monday, 29th and Tuesday, 30th November, 2010 with headlines attributed to the Governor of the Central Bank of Nigeria, Sanusi Lamido Sanusi. In the Publications, the Governor of the Central Bank of Nigeria (CBN) attributed the National economic crisis on the National Assembly by gulping 25% of the 2010 National Budget. Senator Victor Ndoma-Egba informed the Senate that National Assembly allocation of 2010 budget was less than 3.5% of the total national budget and viewed the comments of the Governor of the Central Bank of Nigeria (CBN) and Honourable Minister of Finance as calculated manipulation to ridicule the National Assembly and incite the public against the institution which is the only symbol of democracy. He further stated that this has impugned his privilege as a Senator and the entire Senate. He urged the Senate to invite the Governor of the Central Bank of Nigeria (CBN) , the Honourable Minister of Finance and the Senior Special Assistant to Mr President on Millennium Development Goals (MDGs) to appear before the Senate to confirm or otherwise the Newspapers'report. Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election.

With the gradual institutionalization of democracy, godfatherism has taken its toll in the politics of the country, thereby causing disaffection, disharmony, disunity and conflict among various political and interest groups. Its lethargic impact has further heightened political passivism and aparthism, thus retarding Nigeria’s democratic process. Apart from being a game of power play and rivalry, it often engenders political acrimony which tends to divest the people of democratic dividends. Consequently, such features as stagnated development, wanton destruction of lives and property becomes predominant. Nigeria has consistently been rated as one of the most corrupt nations on earth. This corrupt tendency propelled by greed has resulted in Nigerians seeing government as a vehicle for primitive accumulation and self aggrandizement. With these attendant problems associated with politics of godfatherism, Nigeria’s socio-economic structure tends to encourage it. However, the third and fourth dispensations (2007-2014) of this fourth republic have witnessed tremendous change in role from ‘do or die’ style of godfatherism to that of intra party politics. It is this change pattern that necessitated this study.
