Ningi (Bauchi Central) THE SENATE; NOTES further that Nigeria signed up to the Global Extractive Industries Transparency Initiative (EITI) in 2003, began implementation in 2004 and supported the policy with the Nigeria Extractive Industry Transparency Initiative (NEITI) Act 2007, which primary objective is clearly encapsulated in Section 2(a and c) of the Act as follows: (a) To ensure due process and transparency in the payments made by all extractive industry companies to the Federal Government and statutory recipients; and (b) To eliminate all forms of corrupt practices in the determination, payment, receipts and posting of revenue accruing to the Federal government from the extractive industry companies; DISTURBED that the recent intense media attention to the circumstances surrounding a tripartite transaction involving the Federal Government, SheiVAgip; and Malabu Oil Gas Limited in respect of Oil Bloc referred to as "OPL 245"- to the effect that the Federal Government purported to sell OPL 245 to the Shell/Agip Consortium in the sum of 1,092,000,000Dollar (One Billion and Ninety-Two Million United States Dollars); CONCERNED that the media reports have raised Legal and ethical issues surrounding the transaction and pattern of distribution of proceeds to beneficiaries; AGGRIEVED that if all these weighty allegations are ignored, Nigeria may be sanctioned by Extractive Industry Transparency Initiative (Em) for violating a global initiative to which it is a signatory and our image will further be eroded locally and internationally. Accordingly resolves to: MANDATE an Ad-Hoc Committee to investigate all issues surrounding the sale of Oil Bloc "OPL 245" and make recommendations to the Senate within four weeks. However, the nature and character of the dominant political parties in Nigeria threaten the country’s nascent democratic project. They lack clear ideological orientation, do not articulate alternative worldviews, rarely mobilise the citizenry, and basically adopt anti-democratic methods to confront and resolve democratic issues. Intra- and inter-party electoral competition is fraught with intense violence, acrimony and warfare. Put differently, these parties display all the tendencies and conduct of authoritarianism. The result is that what exists in Nigeria is ‘democratism’, the form and not the substance of an evolving democracy. INTRODUCTION The mass conversion of politicians and political thinkers to the cause of democracy has been one of the most dramatic, and significant, events in 95 96 JOURNAL OF AFRICAN ELECTIONS political history. The ex-governor Chimaroke Nnamani was accused of laundering N4.5 billion between 1999 and 2007 while ex- governor Sullivan Chime was accused by the anti-graft agency of N13 billion contract for the new secretariat complex and campaign fund allegedly collected from former petroleum minister, Diezian Alison Madueke. The causative factors of this corruption have been traced from selfish, greed, avarice, etc, hence the topic “Roman Catholic Church and the fight against Corruption in Enugu State, Nigeria”. This has affected the well-being of individuals and retarded development and progress in the State. The embezzlement of public fund, rigging of election, kidnapping of political opponents, thuggery, and political motivated killings formed the core of activities of some of the political leaders. Though several national programmes and ant-corruption agencies like Independent and Corrupt Practices Commission (ICPC) and Economic and Financial Crimes Commission (EFCC) have been put in place to combat this menace, corruption continues to get worse. Many people that have been fingered to be corrupt but because they belong to APC ruling government or they decamped from PDP to APC become sacred cows or saints.

[email protected], [email protected] Abstract Political discourse is about the way people use language to communicate, dialogue, resist power abuse and maintain social goal. Facebook users use language to create social relationship and instantiate their roles via recreation, networking, social activism, political participation and protests. Thus, during these processes language can be used to cause offense, attack face and damage other people‘s character especially authority figures. The recent Supreme Court (SC) ruling over March, 2019 Imo State governorship election has prompted so many comments on the social media, which have not enjoyed scholarly discourse because it is a recent development. Most research works on impoliteness in political discourse have majorly focused on inaugural speeches, campaign speeches and reactions of the electorates on election matters. As a result, this study investigates impoliteness strategies found in the posts and comments of Facebook users over the SC ruling and their goals based on Culpeper‘s (1996) theory. This study is a descriptive research based on impoliteness strategies phenomena in written language. The data for this research were purposively sampled posts and comments that contained impoliteness strategies found on Facebook, posted from January 14th to 26th, 2020. The results of analysis show that from 17 posts and 4 comments collected, four strategies are found, among which are bald on record, positive impoliteness, negative impoliteness, and sarcasm or mock politeness. The most used strategy is bald on record impoliteness, it is also noted that the male folk are more forceful and direct in their deployment of impoliteness.
