Annual Report 2019 2 Faculty of Public Health, Annual Report 2019 Faculty of Public Health, Thammasat University 3 Message from the Rector of Thammasat University Upon celebrating the 15th Anniversary of the Establishment of Faculty of Public Health, I have witnessed remarkable achievement of the faculty toward becoming a leading academic institute in public health studies and taking a key role in continuously producing well-equipped graduates with knowledge and virtue to serve the society in all aspects. Starting from 2015, the Faulty of Public Health began to adopt Education Criteria for Performance Excellence (EdPEx) as framework to further improve its organizational management quality. Later in 2019, the Faculty of Public Health took part in TU-EdPEx200 organized by Thammasat University with aim to encourage and support five internal organizations joining the program by enabling them to pass EdPEx200 evaluation criteria. In addition, the Faculty of Public Health participated in the 7th EdPEx organized by Office of the Ministry of Higher Education, Science, Research and Innovation. In 2019, a total of 20 organizations were selected through preliminary screening. Among this was the Faculty of Public Health which also made it to the SAR round, marking the first time in history that an organization under Thammasat University had joined the program and had been selected during preliminary screening. Throughout the past year, has faced numerous problems namely COVID-19 pandemic, causing adverse economic, social and political impacts, as well as immense changes in our day-to-day lifestyle. Organizations nationwide have implemented strict protocols to control the spreading of the disease as much as possible. The Faculty of Public Health has constantly played a vital role in resolving this issue such as by raising public awareness on COVID-19 prevention and promoting public health, both on and outside of campus, including continuously organizing campaigns with Thammasat University for three consecutive years to promote public safety on the use of helmet while riding a motorcycle. In addition to its outstanding performance in terms of academic, organizational management quality, and public services, the Faculty of Public Health is also recognized for its continuous development of learning process, conducting well-acclaimed researches, providing academic services for communities and society, as well as promoting art and culture. Furthermore, numerous researches have been widely published in both national and international academic journals not to mention education network expansion through MOU signing with various agencies, organizations and leading academic institutions. This has not only made the Faculty of Public Health to become widely known to the public but also allowing Thammasat University to earn its recognition as an academic institution for the people. Finally, I would like to express my gratitude to the dean and executive team for their outstanding management performance, including instructors, academic support team, students and alumni of the Faculty of Public Health for their continuous support in driving the success of our missions as well as achieving the policies and goals of our university.

Annual Report 2019 6 Faculty of Public Health, Thammasat University Throughout the past 15 years following the establishment of the Faculty of Public Health, Thammasat University, we have overcome countless strategic challenges resulting from the country’s transition toward 21st century education and the implementation of new economy development policy as well as Thailand 4.0 policy. Our key role is to produce graduates well-equipped with the skills and capacity for handling the current changes. Bearing this in mind, we are devoted to continuously perform our work in every aspect in accordance with the policies, missions, and strategic plans set out by the university. This includes producing graduates with GREATS characteristics, conducting researches and creating innovations capable of promoting social development changes, building collaboration network at both national and global levels, focusing on improving quality of academic and public health services toward reaching global standard, and promoting stability and sustainability through modern management. In 2020, the faculty has revised its curricula for Master Degree program and Master of Science program in Health Management and Environmental Health and Safety Management, which is a special program offered at Rangsit Campus and which consists of study in the following majors: Environmental Health and Occupational Health Management, Health Management and Sustainable Development, and Public Health Information Management. In addition, Master of Public Health program in Public Health and Sustainable Development (MPH SusDe-Desus) and Doctoral of Public Health in Public Health and Sustainable Development (Dr.P.H. SusDe-Desus) mainly focuses on the integration of science, health, social and management studies to provide students with more comprehensive view of the subject by taking into account sustainable development for the future. In addition, the Faculty of Public Health focuses on integrating various sciences through student-centered learning approach which urges students to think, analyze and conduct researches while participating in creative activities. Here, we place great emphasis on active learning to encourage students in applying the skills and knowledge learned in solving real-life problems and even in their future career. Hence, various teaching methods were applied in designing active-learning lesson plans and activities to promote classroom participation among students, including enabling them to produce researches and innovation through well-acclaimed researches, both national and international levels, conducted by other professors and fellow students. Also, various activities under the concept of GREATS student were organized in hope to foster competent graduates with keen sense of leadership and capable of handling current changes by appropriately applying the knowledge learned. Upon concretely adopting Education Criteria for Performance Excellence (EdPEx200) developed by Of- fice of the Ministry of Higher Education, Science, Research and Innovation, the faculty hopes to drive exponential development of education quality in the future. Meanwhile, “Public Health Alumni Associ- ation” shall further be strengthened to act as a key player in driving the development and support of successful operations of the faculty. Lastly, I would like to thank you the executive team, instructors, academic support team, students, and alumni for their continuous support in driving successful operations, as well as external luminaries for their helpful guidance in ensuring that all relrelatedated policies and missions are successfully deliverdelivered.ed.

Field trainings are provided as part of Bachelor’s Degree program to give students the opportunity to gain real-life experiences by applying the knowledge and principles learned in class on the topics of occupational health and safety, environment health, and health promotion during field trainings at the selected industrial plants, municipality offices, and hospitals. In addition, students are expected to develop some essential skills namely problem-solving, critical thinking, planning, and teamwork.

Field trainings provided as part of Community Health course consist of Field Training (Aor.Mor.Chor.491), Community Health Training (Aor.Mor.Chor.492), Physical Assessment and Basic Medical Care Training, and Participatory Research for community health impact assessment (Aor.Mor.Chor.401). During their field trainings, students will be assigned to different locations, namely Koh Kha Community Hospital, Ngao and Thoen, and nearby villages, to conduct research for a total period of 3 months with aim to develop skills and knowledge on community health.

Promoting Gender Safety and Understanding through “Sensing Gendered Issues : Sex Safe and Sound All Around TU” Activity Senior students of health promotion major organized an activity to promote gender safety and understanding under the concept of “Sensing Gendered Issues : Sex Safe and Sound All Around TU”. Organized as part of health promotion project requirement, this activity was greatly supported by Student Affairs Division, Thammasat University, and also caught the university’s attention as it is a crucial matter that needs to be addressed immediately.

Annual Report 2019 30 Faculty of Public Health, Thammasat University Sexual Harassment on Campus and in the Society Kulsatri Magazine April 2019 edition published a discussion panel on “Lerk Rook Khukkham” (“confront and combat harassment”) which is an activity organized by senior students as part of health promotion project under the Safe University, Safe Space for All initiative funded by ActionAid Thailand with aim to find concrete solutions to stopping sexual harassment on campus.

Pak Mood Jood Phueg Activity Health promotion major students together with Women’s Health Division, Thai Health Promotion Foundation, and HP481 course initiated Healthy City activity under the name of “Pak Mood Jood Phueg” through project-based learning with aim to empower the students, raise safety awareness, and foster public service mind.

The 2nd National Environmental Conference on Strengthening Cooperation for Sustainable Development Goals Senior and junior students attended “The 2nd National Environmental Conference on Strengthening Cooperation for Sustainable Development Goals” to give their oral presentations as part of Re- search Methodology in Public Health (PB301) course requirement at , Ma- hasarakham Province. The topics presented are as follow: 1. Factors affecting waste sorting behavior 2. A study of food sanitation condition of female cafeteria at a prison located in the central region 3. Determination of the amount of coliphage as index of viral contamination causing gastrointes- tinal disease in the university’s wastewater treatment system 4. Exposure to Particulate Matter and Health Risk Assessment during Traveling in Different Means of Transport in Bangkok The 18th National Environmental Conference Senior students of Environmental Health major attended oral presentations on a study of aerosol size, bacteria quantity, and staphylococcus aureus in the air within inpatient unit. The event was jointly hosted by Southeast Asia University, Ministry of Natural Resources and Environment, Ministry of Science and Technology, Ministry of Industry, Ministry of Energy, Pollution Control Department, and Office of Natural Resources and Environmental Policy and Planning.

The 6th Health District Occupational Medicine and Environmental Medicine Conference No. 1/2019 A team of instructors, personnel and students attended “The 6th Health District Occupational Medicine and Environmental Medicine Conference No.1/2019” which was organized under the concept of “occupational health services to prevent the risk of ergonomics problems”. The event also included special talk sessions and exhibitions on occupational health displayed by relevant agencies. Annual Report 2019 Faculty of Public Health, Thammasat University 35 International Academic Conference Mr.Watcharapong Muangchan, a senior student of Occupational Health and Safety major, participated in the presentation of “Traffic Safety for Safe Thammasat University” project at ASEAN University Network : Health Promotion Network which was held from August 19 – 22, 2019 at Novotel Manila, Cabao, Quezon City, Philippines. This is among several Safety University projects created by the Faculty of Public Health, Thammasat University, with aim to achieve the goal of Thammasat Healthy University.

International Academic Conference Ms. Pornlapas Chomsri, a senior student of Health Promotion major, participated in the presentation of “Stop Invade Threaten In Thammasat University” project at ASEAN University Network : Health Promotion Network which was held from August 19 – 22, 2019 at Novotel Manila, Cabao, Quezon City, Philippines. The project is part of course requirement for Health Promotion major, Faculty of Public Health, and was funded by Thai Health Promotion Foundation.

Annual Report 2019 36 Faculty of Public Health, Thammasat University Published Works A team of instructors and students of the Faculty of Public Health jointly compiled a research article on “The use of hormone therapy among trans-woman students in government and ” as part of Research Methodology (PB301) course requirement. The research article was also published on Quality of Life and Law Journal, Year 15, 1st Edition (January – June 2019) of TCI database.

Published Works in Magazines Mr. Natthapon Saengnak, who is Safety Youth Brand Ambassador 2018 and senior student of Occupational Health and Safety major, Faculty of Public Health, Thammasat University, gave an interviewed for “Jor.Por. Wai Teen” column in OSHE Magazine, 8th Edition, published by Thailand Institute of Occupational Safety and Health (Public Organization).

Annual Report 2019 Faculty of Public Health, Thammasat University 37 Published Works in Magazines Ms. Pornthipa Charoenphol, Safety Youth Brand Ambassador 2018 and senior student of Occupational Health and Safety major, Faculty of Public Health, Thammasat University, gave an interviewed for “Jor.Por. Wai Teen” column in OSHE Magazine, 9th Edition, published by Thailand Institute of Occupational Safety and Health (Public Organization).

Published Works in Magazines Ms. Sirirat Ratlertkarn, a student of Health Promotion major, Faculty of Public Health, Thammasat University, wrote an article called “Even If the World is Without ‘Bob’” for drug patients. The article was publicized in Grey Killer published by Thai Health Promotion Foundation as part of Health Talk campaign.

Environmental Management System (ISO 14001) and Occupational Health and Safety Management (ISO 45001) Trainings Environmental Management System (ISO 14001) and Occupational Health and Safety Management (ISO 45001) trainings were provided to 54 senior students of Environmental Health major and Occupational Health and Safety major with aim to enhance their academic/professional skills and competency outside of classroom. Students are expected to be able to apply the knowledge learned in real-life situation and public health services that will be beneficial to the community and society. The trainings were organized from December 20 – 22, 2019.

Research Presentation at “The 2nd National Conference of Health Science Research 2020” Senior students of Environmental Health major (Lampang Campus) gave research presentation at “The 2nd National Conference of Health Science Research: Transformation towards Thailand 4.0” organized from January 16 – 17, 2020, at , Chiang Rai Province, and was awarded under two following categories: Outstanding Poster Presentation Award for research project titled “A study of the efficiency of the use of sludge from water treatment system in the production of soil cement blocks” by Ms. Parichart Somsanook and Ms. Chatchalai Chanachai. Good Poster Presentation Award for research project titled “Fluoride removal from water using absorbent made from wastes” by Ms. Nittaya Sitthiprom and Ms. Suthasinee Phosri. Student Development Activities (Rangsit Campus) According to student development activities planning for the academic year 2019 (Rangsit Campus), Student Affairs and Arts and Culture Committee organized “Student Activities Planning Seminar 2019” together with Student Committee of the Faculty of Public Health (Rangsit Campus) to develop planning for student development activities that are in line with the respected policies of the faculty and the university which focus on producing graduates with GREATS characteristics. To achieve this, activities/projects organized must be aligned for the purpose of comprehensively developing GREATS characteristics among the students.

One of the Faculty’s key missions in research is to develop a number of public health research that are widely accepted at national and international levels, and can be applied to public health works in the field of health promotion, environmental health, and occupational health and safety, as well as global health. The end result is that our research should eventually play an important role in solving problems within the country and other countries in Southeast Asia. Our working process also contributes to developing research and increasing the working capacity of all faculty members and every other personnel. Therefore, Research Funds of the Faculty of Public Health has been set up to allocate budget to research development, as well as encourage all personnel to produce their research continually and consistently. We also create a personnel development program to promote excellence in research, cultivate new-generation researchers by involving specialists/senior researchers in the research process, as well as encourage faculty to seek research funds from other sources both inside and outside of the country, which will eventually lead to the creation of quality academic papers and have them published in well-recognized journals at national and international levels.

As part of the established policy, the Faculty of Public Health, Thammasat University, takes pride in serving the society and local community through provision of academic services for both internal and external organizations in various forms according to areas of expertise of the faculty, such as health promotion, in hope to encourage changes in terms of behavior from which occupational health, safety and working environment related problems commonly arise in both public and private sectors, including ensuring legal compliance in respect to determination of standards for administration and occupational health, safety and work environment management, such as measurement of heat, light, noise, and chemicals, and giving advice on various matters related with personnel health and environmental health, especially among nearby industrial plants. This is achieved by providing certified laboratory analysis services such as analysis of bile / wastewater quality, air quality and food quality.

Faculty – Level Quality Assurance in Academic Year 2019 Since 2015, the Faculty of Public Health has adopted Education Criteria for Performance Excellence (EdPEx) as framework to further improve its organizational management quality. Later in 2019, the faculty joined as member of TU-EdPEx200 program organized by Thammasat University in hope to encourage and support internal organization to participate in the program and enabling them to pass EdPEx200 evaluation criteria. There were a total five internal organizations taking part in the program. In the same year, the Faculty of Public Health organized activities to promote participation and understanding, including taking part in the 7th EdPEx hosted by Office of the Ministry of Higher Education, Science, Research and Innovation. In 2019, a total of 87 participants joined the program and only 20 were selected through preliminary screening. Among this was the Faculty of Public Health which also made it to the SAR round, marking the first time in history that an organization under Thammasat University had joined the program and had been selected during preliminary screening.

Annual Report 2019 104 Faculty of Public Health, Thammasat University On November 25, 2019, the Faculty of Public Health together with Student Affairs Division organized an activity under the concept of “TU Say No To Sexual Harassment on Campus We are ‘Generation Equality’” at Social Studies Learning Center, Thammasat University (Rangsit Campus). The event included an exhibition which aims to promote gender safety and understanding, a discussion panel on how to promote gender safety and understanding at national policy level and practices applied within Thammasat University campus, and health equity. Generate research and bodies of knowledge that is up-to-date and in line with current public health issues

On September 18, 2019, Thammasat University organized an honorary lecture by Dr. Emeritus Hiroshi Kida, DVM, PhD, Head and Specially Invited Professor of Hokkaido University Research Center for Zoonosis Control and Honorary Doctorate in Public Health, Thammasat University 2016, on the topic of “Are we prepared for pandemic influenza?”. The event which took place at Thammasat University (Rangsit Campus) was held to celebrate the institute’s 85th anniversary and to establish MOU agreement for mutual exchange and development of public health knowledge. The Faculty of Public Health, Thammasat University, organized a special seminar on “Health Security and Updated on Wuhan Coronavirus 2019 & Pandemic Condition”. On February 5, 2020, Dr. John MacArthur, Director of Thailand MOPH - U.S. CDC Collaboration (TUC) attended the event as keynote speaker to share some useful knowledge and understanding on health security as well as emerging and re-emerging infectious diseases among the students of Global Health Program, Faculty of Public Health, and interested participants. The session was specifically focused on novel coronavirus 2019 (2019-nCoV).

On June 12, 2019, the Faculty of Public Health, Thammasat University, organized a seminar session on the topic of “Laemchabang Port Explosion and ‘Hazardous Chemicals’ Management” at Hutasingha Conference Room, Thammasat University (Tha Phra Chan Campus). The event was attended by the country’s most renowned keynote speakers who kindly share their experiences and opinions on safety issues and how to ensure public safety in the future. The Faculty of Public Health, Thammasat University, joined forces with International Committee of the Red Cross (ICRC), National Health Security Office, Ministry of Public Health, Medical Services Division, Department of Corrections, and Department of Juvenile Observation and Protection in organizing “Detention Public Health System Administrative Team Meeting No.1” under the concept of strengthening public health systems in detention in hope to develop related personnel competency in terms of how to properly give care, support, protection, and promote health recovery among the detainees, and sustainably maintaining the same practice throughout the network.

The Puey Ungphakorn Centenary Hall and Park building was built on the occasion of the 100th anniversary of Professor Puey Ungphakorn in 2016. The roof of the building was designed as an organic vegetable garden and sky park, the largest in Asia, and second largest in the world. The Puey Ungphakorn Park opened on December 10, 2019. The Puey Ungphakorn Park was received the first prize in architecture “Architizer A + Awards 2020” The prize awarding of the committees by Jury Winner and The prize awarding by Popular Vote in a concept of Landscape & Planning-Public Park.
