The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Parking Places Amendment Orders will be to introduce limited time parking places in Priory Road, Hampton and to convert a number of shared use bays to resident permit holder bays in Laurel Avenue, Twickenham as set out in the schedule to this notice. 3. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce and revoke lengths of yellow lines as set out in the schedule to this notice. 4. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council’s Statement of Reasons for proposing to make the Orders:- (a) can be inspected, quoting Reference 15/172, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and (b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices 5. Greville Road, Richmond To introduce a length of double yellow lines (“no waiting at any time”) 9 metres either side of the entrance to Greville House. Ham Common, Ham Street, Lock Road, To introduce lengths of double yellow Ham lines (“no waiting at any time”) at the Ham Common/Ham Street/Lock Road junction. Hanworth Road and Hollybank Close, To introduce lengths of double yellow Hampton lines (“no waiting at any time”) on both sides of Hollybank Close, for 5 metres from its junction with Hanworth Road, and on the south-western side of Hanworth Road from 7 metres north- west of its junction with Hollybank Close to 30 metres south-east of its junction with Hollybank Close. Kew Green, Kew To extend an existing length of double yellow lines (“no waiting at any time”) in Kew Green, on its the south-east to north-west arm approximately opposite the Herbarium Library. Laurel Avenue, Twickenham To change 8 shared-use Pay and Display Bays to Resident Permit Holder Only Bays on its north-east side outside Nos 1-19. Palmerston Road, Twickenham To introduce double yellow lines (“no waiting at any time”) in the cul de sac of Palmerston Road. Palewell Common Drive, East Sheen To introduce 10 metres of double yellow lines (“no waiting at any time”) on both sides of Palewell Common Drive in the vicinity of the gate to Palewell Park. The bays will operate between 10am and 4.30pm on Mondays to Saturdays inclusive, with no return within one hour. To introduce double yellow lines (“no waiting at any time”) at the Tudor Road/Priory Road junction, the Priory Road/Milton Road junction, the Priory Road/Malvern Road junction, across the junction of Valery Place, the Priory Road/Chestnut Avenue junction and to extend the double yellow line (“no waiting at any time”) on the northern side at junction to the east of Percy Road. To remove the “Keep Clear” markings from outside No 34 Priory Road. River Lane, Ham To introduce a 15 metre length of double yellow lines (“no waiting at any time”) on the south-western side of River Lane, opposite the junction of Rutland Drive. The Byeway, East Sheen To introduce lengths of double yellow line (“no waiting at any time”) on the western side of The Byeway and on the eastern side at the rear of No 132 St Leonard’s Road. To introduce footway parking exemptions on the south-eastern side of The Byeway allowing two wheels on the footway. This Order shall come into operation on ** **** **** and may be cited as the London Borough of Richmond upon Thames (Free Parking Places) (Limited Time) (Amendment No. *) Order 201* 2. (1) In this Order the expression “enactment” means any enactment whether public, general or local and includes any order, bye-law, rule, regulation, scheme or other instrument having effect by virtue of an enactment. (2) Any reference in this Order to any enactment shall be construed as a reference to that enactment as amended, applied, consolidated, re-enacted by or as having effect by virtue of any subsequent enactment. (3) The Interpretation Act 1978(b) shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament. 3. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, the London Borough of Richmond upon Thames (Free Parking Places) (Limited Time) (Consolidation No. 1) Order 2008 (c), as amended, shall have effect as though (a) for the parts of Articles or the tables contained within Articles specified in column 2 of each item of Schedule 1 to this order there were substituted the words or tables as are set out in column 3 of those items; (b) there was added to that Order, a new numbered 31 and the item numbered 31/1 and as set out in columns 1, 2, 3, 4 and 5 of Schedule 2 to this Order.
