So 41 if you would like to tell us a little bit about yourself and why 42 you would want to be part of our Task Force. Thank you. 43 44 MS. KAMPF: 45 Hi. My name is Jill Kampf, native of East Hampton, born and 46 raised. And I now work for Surfrider as the Eastern 47 Chapter Coordinator. So very passionate about water quality and 48 environmental issues in my home, in our area; and really excited. 49 I come from a marketing background and real estate as well so I'm 50 excited to put those talents to use not only for the Task Force but 51 for Surfrider and creating positive environmental change. 1 LEG. KRUPSKI: 2 So welcome and thanks for volunteering. There's a lot of -- and 3 it's a good task force and I have to thank Legislator Hahn because 4 a lot of good has come out of it. But a lot of us have a lot of 5 high hopes for the future of it. And one of my suggestions was to 6 do a survey of the garbage on the roadway to see what -- you know, 7 because I obviously have to do that on a regular basis to pick 8 garbage up. And so anecdotally I have a good idea of what most of 9 the garbage is. So I was wondering as the Task Force would you be 10 willing to conduct that sort of road survey to try to focus in on 11 the next area to focus on for plastic reduction? 12 13 MS. KAMPF: 14 It's possible for sure. One cool thing that Surfrider has at its 15 fingertips is whenever we do a beach cleanup, we catalog -- we're 16 recording everything that we find and there's no reason why we 17 couldn't take that to the road. 18 19 LEG. KRUPSKI: 20 So what you're finding on the beach could be sourced who knows 21 where? What you're finding on the road is coming right from people 22 driving so it's really -- it'd be easier to see where the source is 23 on the roadways. 24 25 MS. KAMPF: 26 A cool feature of the tool is that it has a map and you're able to 27 then share it directly to social media and other places where you 28 can make that data publicized. 29 30 LEG. KRUPSKI: 31 Thank you. 32 33 CHAIRPERSON HAHN: 34 I also have found -- I use an app when I do beach cleanups, which I 35 do very frequently, from the Ocean Conservancy, which I think I was 36 showing you at the last -- our last Task Force meeting. So, we 37 catalog, you know, you click each time you pick up a cigarette 38 butt, you click; you pick up a straw, you pick up a battle cap, 39 bottle, etcetera, etcetera. There was, I think, 25 different-- 40 divisible by three so 21 different categories. But what's 41 interesting, what I found interesting which we were talking about, 42 is that it kind of depends on where you are. So when I clean up 43 Smithtown Bay area, I rarely find a cigarette butt, when I clean up 44 the Port Jeff Harbor beaches, cigarette butts all the time and I 45 can't explain -- 46 47 LEG. KRUPSKI: 48 Are you emptying your ashtray on that road that's there? 49 50 CHAIRPERSON HAHN: 51 (Laughter) And, you know, depending -- and if you're at a 52 , because we do cleanups at the Stony Brook Railroad 53 Station which is along 25A in the Stony Brook/Setauket area, if you 54 do cleanups at an intersection where there's a stoplight, you're 55 more likely to see cigarette butts. You're more likely to see all 56 kinds of trash because people think, oh, my car is stopped, I

1 should throw junk out the window for some reason, including 2 cigarette butts. 3 4 But my point being it will depend on where you are as to what is 5 most often found, but certainly, you know, please remember when you 6 come to the next committee meeting, and I'll make a note myself, 7 hopefully we'll remember (inaudible) as well that we will discuss 8 some sort of roadsides or bay and/or look to some of the 9 organizations that do roadside cleanups if they track that 10 information here in Suffolk County already. It may already be 11 being done. I certainly -- I see a huge difference between the 12 National Ocean Conservancy numbers, the percentages of different 13 types of trash nationally and what I find in the few beaches in my 14 district that I clean up. You know, there are a couple of 15 categories that I see much more often than are seen nationally. 16 And so it is very interesting to look at. 1 DIRECTOR LANSDALE: 2 This property is located south of Sunrise Highway east of Barnes 3 Road in the Hamlet of Brookhaven, Town of Brookhaven. The property 4 is 12.5 acres in size with 11.5 acres proposed for the purchase of 5 development rights of farmland. There's a cutout of one acre on 6 the southwest corner of the property. Currently the property's 7 planted in hops, trees, shrubs as part of a former nursery 8 operation. 9 10 About five acres of the farm has been in hops production for the 11 last two to three years. Prior to that, trees and shrubs have been 12 grown on the property for over 50 years. The property received a 13 score of 20 out of 25 points on our farmland rating sheet. And it 14 was reviewed by the Farmland Committee at its September 27th 15 meeting and recommended to the Legislature for your consideration. 16 17 CHAIRPERSON HAHN: 18 The points, again; what were the points? 19 20 LEG. CILMI) 27 28 Introductory Resolution 1867, Authorizing appraisal of land under 29 the Suffolk County Drinking Water Protection Program, as amended by 30 Local Law No. 24-2007 - Pine Trail County Greenbelt addition (SCTM 31 No. 0200-295.00-02.00-006.001) - Town of Brookhaven. (Co. Exec.). 32 Motion by Legislator Muratore; seconded by myself. On the motion. 33 34 DIRECTOR LANSDALE: 35 So this is in the Hamlet of Eastport, Town of Brookhaven. The 36 parcel totals four acres in size. It's located within the Central 37 Suffolk SGPA and within the compatible growth area of the Pine 38 Barrens. 39 40 The County is looking to acquire this parcel for open space 41 preservation for passive recreation where the property is to be 42 left in its natural state and revert back to woodland habitat, 43 similar to the adjacent Pine Trail County Nature Preserve to the 44 east where the County owns approximately 134 acres. That's the 45 land -- the area that's shaded in green on the map. 46 47 The Town of Brookhaven by resolution number 2091-0669 has agreed to 48 a 50/50 partnership with the County for this acquisition. The 49 rating for this is 33 points. 50 51 CHAIRPERSON HAHN: 52 And nothing that you just mentioned would preclude a trail. 53 54 DIRECTOR LANSDALE: 55 No, not that I'm aware of. 56

The County owns approximately 88 32 acres in this environmentally sensitive watershed. The rating for 33 this is 53 points. And this is an acquisition resolution. 1 property as it was conveyed to them originally. So we're 2 requesting tabling just one cycle to really -- I've made a request 3 to our County Attorney's Office to look into the information that's 4 been gathered by our Department of Real Estate in terms of chain of 5 title to resolve some questions that we have in our minds and in 6 the minds of Nassau County. 7 8 CHAIRPERSON HAHN: 9 Legislator Krupski. 10 11 LEG. KRUPSKI: 12 So, Director Lansdale, how long has Nassau County been interested 13 in selling this for? Because from my understanding it's been over 14 a year that Nassau County's been agreeable to looking into this 15 sale. 16 17 DIRECTOR LANSDALE: 18 I've become aware since July. That was when I was contacted. 19 20 LEG. KRUPSKI: 21 And then this went through Suffolk County Farmland Committee. 22 23 DIRECTOR LANSDALE: 24 It did. 25 26 LEG. KRUPSKI: 27 And it was approved. And at that time there weren't any objections 28 to any of this. So, where did -- suddenly where did these 29 objections come from? 30 31 DIRECTOR LANSDALE: 32 These questions, not objections, but questions came up through a 33 series of conversations with Nassau County and their legal team. 34 35 LEG. KRUPSKI: 36 Nassau County legal team, did they sign an authorization to have it 37 go through the Farmland Committee? 38 39 DIRECTOR LANSDALE: 40 They did. They signed an application. 41 42 LEG. KRUPSKI: 43 And so they willingly signed it. And at the time were they sure 44 that they could sell the development rights or not? 45 46 DIRECTOR LANSDALE: 47 I can't speak for what Nassau County officials were thinking at the 48 time when they signed the application. 49 50 LEG. KRUPSKI: 51 So, after it went through Farmland Committee, at what point did it 52 come to your attention that now Nassau County is getting, I don't 53 know if you say cold feet or second thoughts or -- what happened 54 between Farmland Committee and today to make Nassau County -- how 55 are you aware that Nassau County is now having second thoughts? 56

1 DIRECTOR LANSDALE: 2 I was asked by an official in Nassau County to participate in two 3 conference calls with attorneys from Nassau County as well as 4 Counsel from Suffolk County. 5 6 LEG. KRUPSKI: 7 And you participated on the conference calls? 8 9 DIRECTOR LANSDALE: 10 Yes. And I affirmed the Farmland Committee's determination that 11 commercial farming is occurring on the property that's subject to 12 this particular resolution IR 1930. 13 14 LEG. KRUPSKI: 15 And who's the attorney from Suffolk County representing Suffolk 16 County on these conference calls? 17 18 DIRECTOR LANSDALE: 19 Robert Braun. 20 21 LEG. KRUPSKI: 22 And he's not here today. 23 24 DIRECTOR LANSDALE: 25 No. 26 27 LEG. KRUPSKI: 28 Would he have any -- and who are the attorneys from Nassau County 29 who are trying to -- and, again, was there a consistent, like, 30 story from Nassau County, "Yes, we're going to sell development 31 rights to Suffolk County" and then they changed their mind? Is 32 there a consistent -- I'm just trying to figure out what happened 33 in the meantime. 34 35 DIRECTOR LANSDALE: 36 There were questions regarding the fundamental ability of whether 37 Nassau County could, in fact, sell their development rights or sell 38 property regarding the covenants the way in which Nassau County 39 acquired the property. So, I'm simply requesting a tabling. 40 41 CHAIRPERSON HAHN: 42 Yeah, I'm going to make a motion to table. I guess I have one 43 pretty basic question. This is not a park, right? 44 45 DIRECTOR LANSDALE: 46 No, there are other parts to the property. This is a large 47 property. And this was considered to be one part of possibly other 48 acquisitions. So, potentially a parkland acquisition for an 49 adjacent piece of property. This entire parcel is 140 acres. 50 51 CHAIRPERSON HAHN: 52 Yes. But it does not have parkland designation for Nassau County. 53 It's not within Nassau County's borders. Nassau County owns it. 54 It's been being used as a 4-H Camp. 55 56

It'd be good to get their information because I believe 43 they did the title search. Because obviously from the beginning, 44 Kara, to your point, if it's preserved as parkland already by the 45 County, it's impossible for them to sell it. So that I believe is 46 the first step towards any kind of decision making on the future of 47 140 acres on Long Island Sound. 48 49 There's a lot of -- I have to say there's a lot of people -- 50 there's a big Reeves Park Community adjacent to this parcel who 51 really would be behind the preservation of it. They know about it. 52 It's been in the news. They're well aware of the potential for 53 preservation. There's a very active Save Sound Avenue group that 54 would be, you know, very supportive of saving this parcel. And I'm 55 sure there's a number of environmental groups who would be very 56 interested in not seeing this parcel developed.
