The publication is produced annually by the Department of Transport, Tourism and Sport’s Economic and Financial Evaluation Unit (EFEU); a constituent unit of the Irish Government Economic and Evaluation Service (IGEES). The contents of this publication are based on data sourced from various official sources and internal data. While the responsibility for data accuracy remains with the original source as cited, any errors in transposition or analysis in this document are the responsibility of EFEU. Terms of Reference The main outputs of this study are to: (a) Review policies for the Metropolitan Greenbelt and Rural Housing Control Zone and (b) A review of the rural housing policies applicable to the remainder of the County, based on the template put forward in the Sustainable Rural Housing Guidelines 2005. It was agreed at the Planning Policy Group Meeting of the 17th January 2012 that although the initial aim of this study is to review the rural housing policies for the Metropolitan Greenbelt, this needs to be carried out in line with the overall approach to rural housing set out in the Ministerial Guidelines. The following section outlined the agreed approach for the study which was adapted to address any emerging issues as the study progressed. The Approach of this Study is to: • Use the Sustainable Rural Housing Guidelines as a template to revise and review the current rural housing policy. -

The NRA’s primary function is to secure the provision of a safe and efficient network of national roads. Its current programme of new road schemes forms part of the government’s overall strategy for the improvement of national infrastructure. More specific functions are prescribed by the 1993 Act, including the following: • preparing or arranging for the preparation of national road designs • securing the carrying out of construction, improvement and maintenance works on national roads • allocating and paying grants for national roads. 19 Archaeology and the National Roads Authority A view of a Bronze Age ditched enclosure at Tullyallen 1, County Louth, on the M1 Drogheda Bypass (Valerie J Keeley Ltd) Historically, the NRA has discharged its functions through the relevant local authorities (though it is also empowered to carry out such functions directly). Under Section 20 of the Roads Act 1993 the NRA has general power to direct a road authority (i.e. a local authority) to ‘do any other thing which arises out of or is consequential on or is necessary or expedient for the purposes of or would facilitate the construction or maintenance of a national road.’ Funding Funding of the NRA is primarily in the form of grants from the Minister for Environment and Local Government. -

Work has started on the €90 million Navigation House office development on Albert Quay and over the summer, Cork City Council agreed the sale of 7-9 Parnell Place and 1-2 Deane Street to Tetrarch Capital who propose to build a budget boutique hotel and designer hostel with ground floor restaurants and bars. Earlier this year, Boole House was handed over to UCC and also over the summer, the Presentation Sisters opened Nano Nagle Place on Douglas Street. This is all progress. Our strategy at Cork City Council has been to deliver for the Cork region through a revitalised, vibrant city centre – to our mind, the city centre is the ‘healthy heart’ of Cork. -

Edel Reynolds 2005 Supervisor: Dr. Ronan Foley Head of Department: Professor James Walsh Thesis submitted in partial fulfillment of the requirements of the M.A. (Geographical Analysis), Department of Geography, National University of Ireland, Maynooth. Abstract This thesis is about the conflict concerning the building of the MB motorway in an archaeologically sensitive area close to the Hill of Tara in Co. Meath. The main aim of this thesis was to examine the conflict between development and heritage in relation to the Tara/Skryne Valley; therefore the focus has been to investigate the planning process. It has been found that both the planning process and the Environmental Impact Assessment system in Ireland is inadequate. Another aspect of the conflict that was explored was the issue of insiders and outsiders. Through the examination of both quantitative and qualitative data, the conclusion has been reached that the majority of insiders, people from the Tara area, do in fact want the M3 to be built. This is contrary to the idea that was portrayed by the media that most people were opposed to the construction of the motorway. The paper takes a detailed look at commuting data in County Cork with a particular emphasis on mode share and journey times within the County but also at more detailed town level, categorised by Strategic Planning Area. 1.1.2 An analysis of Census 2016 data highlights a number of challenges that will need to be addressed by the new CDP: • At a County level, modal shift away from car use is not being achieved. -

Jack Lynch Tunnel – 20th Anniversary Site Visit Date Wednesday 23rd October 2019 Time 8.15pm - Teas and Coffees from 7.45pm Venue Radisson Blu Hotel, Little Island Transport by bus from hotel to Jack Lynch Tunnel site Booking Details Members Event - Limited Places Available for Site Visit Booking Required through Eventbrite Link below About This Event The Jack Lynch Tunnel – Ireland’s first immersed tube tunnel – opened 20 years ago this year and is an integral part of Cork’s road network carrying approximately 68,000 vehicles per day. To commemorate this milestone, a site visit has been arranged by Engineers Ireland Cork Region which provides a unique opportunity for members to get a closer look at the 610m long twin-bore tunnel under the River Lee. The event will begin with a 30-minute presentation at 8.15pm at the Radisson Blu Hotel, Little Island covering the planning, design, construction, maintenance and operation of the tunnel. Attendees visiting site will be transported by bus to the tunnel where a guided walking tour lasting approximately 1 hour will be provided during a scheduled maintenance closure. Attendees are required to bring appropriate PPE (i.e. hard hat, safety boots and high visibility vest). The group will return to the hotel by bus between 10:30pm and 11.00pm. Limited places are available for the site visit however all members are welcome to attend the preceding lecture in the Radisson Blu Hotel.
