Testimony of Ryan Crocker House Committee on Armed Services Hearing on Afghanistan November 20, 2020 Mr. Chairman, Ranking Member Thornberry, it is an honor to appear before you today to discuss the critical issue of the US military mission in Afghanistan and the peace process. Our military has been in Afghanistan almost two decades. After this length oftime, it is important to recall the reasons for our intervention. It was in response to the most devastating attacks on US soil since Pearl Harbor. Those attacks came out of Afghanistan, perpetrated by al-Qaida which was hosted and sheltered there by the Taliban. We gave the Taliban a choice: give up al-Qaida. and we will take no action against you. The Taliban chose a swift military defeat and exile over abandoning their ally. Why is this of any significance today? Because, after nearly two decades, the Taliban leadership sees an opportunity to end that exile and return to power, largely thanks to us. And its links to al-Qaida, the perpetrators of the 9/11 attacks, remain very strong. Mr. Chairman, I appear before you today not as a scholar but as a practitioner. At the beginning of January 2002, I had the privilege of reopening our Embassy in Kabul. It was a shattered city in a devastated country. The Kabul airport was closed, its runways crate red and littered with destroyed aircraft. The drive to Kabul from our military base at Bagram was through a wasteland of mud, strewn with mines. Nothing grew. Kabul itself resembled Berlin in 1945 with entire city blocks reduced to rubble. -

THE NATIONAL SECURITY COUNCIL AND THE IRAN- CONTRA AFFAIR Congressman Ed Jenkins* and Robert H. Brink** I. INTRODUCTION Early in November of 1986, newspapers in the United States carried the first reports that the United States government, in an effort to gain release of United States citizens held hostage by terrorists in Lebanon, had engaged in a covert policy of supplying arms to elements within Iran.' Later in that month, following a preliminary inquiry into the matter, it was revealed that some of the funds generated from those arms sales had been diverted to support the "Contra" 2 forces fighting the Sandinista government in Nicaragua. The events giving rise to these disclosures became known collectively as the "Iran-Contra Affair." Both elements of the affair raised serious questions regarding the formulation and conduct of our nation's foreign policy. In regard to the Iranian phase of the affair, the Regan administration's rhetoric had placed the administration firmly in op- position to any dealings with nations supporting terrorism, and with Iran in particular.' INSS includes the Center for Strategic Research, Center for Complex Operations, Center for the Study of Chinese Military Affairs, Center for Technology and National Security Policy, Center for Transatlantic Security Studies, and Conflict Records Research Center. The military and civilian analysts and staff who comprise INSS and its subcomponents execute their mission by conducting research and analysis, publishing, and participating in conferences, policy support, and outreach. Cummings Second Interim Staff Report Committee on Oversight and Reform U.S. House of Representatives July 2019 oversight.house.gov EXECUTIVE SUMMARY On February 19, 2019, the Committee on Oversight and Reform issued an interim staff report prepared for Chairman Elijah E. Cummings after multiple whistleblowers came forward to warn about efforts inside the White House to rush the transfer of U.S. nuclear technology to Saudi Arabia. As explained in the first interim staff report, under Section 123 of the Atomic Energy Act, the United States may not transfer nuclear technology to a foreign country without the approval of Congress in order to ensure that the agreement meets nine nonproliferation requirements to prevent the spread of nuclear weapons. These agreements, commonly known as “123 Agreements,” are typically negotiated with career experts at the National Security Council (NSC) and the Departments of State, Defense, and Energy. The “Gold Standard” for 123 Agreements is a commitment by the foreign country not to enrich or re-process nuclear fuel and not to engage in activities linked to the risk of nuclear proliferation. During the Obama Administration, Saudi Arabia refused to agree to the Gold Standard. During the Trump Administration, Saudi Crown Prince Mohammed bin Salman (MBS) went further, proclaiming: “Without a doubt, if Iran developed a nuclear bomb, we will follow suit as soon as possible.” There is strong bipartisan opposition to abandoning the “Gold Standard” for Saudi Arabia in any future 123 Agreement. -

US involvement in the conflict started with the 1981 missile crisis in which a stand-off between the Phalange, a Christian Maronite militia backed by Israel, challenged Syria’s hold over the Bekaa Valley in Lebanon. The Reagan administration saw Syria as a Soviet proxy, but there was no consensus on how to approach Hafez al-Assad’s Syria, or the Lebanese conflict. The US entered the stand-off as a mediator, concluding negotiations in late July 1981. But there was little follow-up between Syria and the United States. Instead, the Reagan administration consistently attempted to increase its cooperation with Israel in the Middle East, as well as that of other “moderate” Arab states, such as Egypt and Saudi Arabia.When Israel invaded Lebanon in 1982 to combat the PLO, the US again inserted itself into the conflict as a mediator between Syria and Israel, and the PLO and the Lebanese to withdrawal of “all foreign forces” from the country. -

Cultural Détente manifested from within Western liberal, democratic society after the strict conformities of the 1950s. After the dissipation of McCarthyism and the anti-Communist crusaders, the public was ready to embrace a ‘thaw’ in tensions. Even with all of the evidence already in place, there has yet to be any historical evaluation of a 1960s Cultural Détente that anticipated and made possible the détente of Richard Nixon. -
