Minute of Ordinary Meeting of the Council on Monday 6th July 2020

Police report The Summer Drink Drive Campaign began on Saturday 27 June 2020. There were 5 incidents recorded for . 1 Attempted Fraud – enquiry ongoing

Collafirth Hill Road No update.

Parking at – West Ayre/Fire station area Nothing further.

Local Review Ref: 2019/094/PPF – LR35: Precast concrete steps and Kee-Klamp handrail on both sides (Retrospective application), Eshaness, , ZE2 9RS 1

Island Vista agreed it would be good to work together on this. Once restrictions are lifted they would like to arrange a time to go out together and discuss the matter.

Urafirth School Parking Nothing further.

Proposed tourist viewpoint at Zoar Mr Coutts advised Mr M Duncan that it is still the intention to come up to meet with local reps to agree what projects should go forward to apply to RTIF once restrictions are lifted.

Community Defibrillators Nothing further.

Hillhead Wind Community Benefit Payment Nothing further.

Road markings Nothing further.

Members agreed this item can be removed from next minute.

Bus Timetables Mr M Duncan put forward the suggestion from NCC with SIC that a central parking area is needed to avoid potential airport parking charges and link in with public transport. Transport Planning informed Mr M Duncan that they have it on their radar as part of the area transport forum discussions going forward. Action – Clerk to contact Robina Barton.

Surface dressing, re-surfacing and reconstruction programme 2020 SIC Roads informed NCC that the land owner does not have to maintain the road, however, they cannot prevent pedestrians from accessing the land between the road and the shore at the “Blade.”

Members agreed this item can be removed from next minute.

SIC Community Payback Unpaid Work Team SIC Community Payback Unpaid Work Team agreed to tidy up the war memorial in once restrictions are lifted.

Swarthoull Nothing further. On hold COVID-19.

Décor outside Hillswick toilets Mr and Mrs Bevington stated that all the work that has been carried out maintaining and improving the toilets over the past 10 years had been done by themselves on a voluntary basis. They are still in the process of taking ownership of the toilets from SIC. Action – CCllr D Brown to contact Mr and Mrs Bevington.

Financial Update 2

Payments were made to Ollaberry and Hillswick shop from SSEN resilience fund money awarded to NCC.

Road Grants Road grants have now been advertised.

NCDC – Supporting Communities Fund Cllr J A Cromarty informed members that NCDC originally applied for £14,000 from HIE, and have recently applied for and secured a further £10,000 which was split equally between Ollaberry and Hillswick shop to support them with extra costs throughout Covid-19. NCDC also secured £2000 from The Corra Foundation which is to be used to send a Harrys gift voucher to every child in northmavine area.

Royal Voluntary Services RVS received funding from NCDC to help support the elderly in the community.

Agenda Items PLANNING CONSULTATION Ref 2020/115/PPF – Church of , North Roe Members fully supported this application. Action – clerk to contact SIC planning.

6. Correspondence SGP Accommodation Provision Closure of Moorfield

7. AOCB Loss of Jobs in , Shetland Cllr E Macdonald declared an interest. NCC previously objected the extension of Sella Ness and their position in that has not changed. Members agreed the extension granted to Sella Ness has caused a huge loss of jobs and a risk to businesses in Northmavine. NCC would like to see Sella Ness close so that money can go back into the local community. Members also discussed the £8 million that was being saved by Total by using Sella Ness, and wondered if any of the money can be distributed back into the community. Action – clerk to contact Total

Litter bins in Northmavine Members received complaints about lack of bins in Northmavine area. Action – contact SIC to find out where bins are located.

Lochend Road, North Roe The lower side of the road at lochend, just below Quendale where the fibre optic cable was laid, has crumbled and breaking away. Action – Clerk to contact SIC Roads.
