3 Family Information Being a parent can be the most challenging and rewarding task anyone will undertake. Access to good quality information about services, activities and sources of support can make a big difference and help you to make informed choices for you and for your family. This Directory has been compiled by organisations in Shetland, who are working to support the well being of families in these islands. It is hoped that families and those working with parents, carers and children will all benefit from this source of information.

Childcare Shetland Islands Council’s vision for childcare, is ‘to sustain and where necessary grow the number of childcare places’. There are a number of different forms of childcare, which can be used by parents and carers depending on their individual needs and circumstances.

Formal childcare is where an individual, agency or service is paid by a parent or carer to look after their child; this includes childminders, daycare nurseries, out of school care and extended sessions at pre- school provision. These services are registered and regulated by the Care Inspectorate and are subject to regular inspections to ensure minimum standards of care are being provided.

Informal childcare includes care offered by extended family or friends for which no financial reward is offered.

Babysitting is an occasional activity, normally taking place in the child’s own home, for which a small financial reward is often made.

Home-based care is childcare, which takes place in the child’s own home and can be delivered by nannies or au pairs.

Family Information/Childcare Parents may be able to get support with the cost of childcare through Tax Credits or the use of Childcare Vouchers, which can be made 4 available through the Employer. Further information is given in the Work and Finance section of this booklet.

Most parents will use a number of different types of childcare to meet their needs and will access various types of care as their child grows. Shetland Islands Council’s Family Information Service provides details of options available and is updated regularly. Pre-school Education To provide a free place for 3 and 4 year olds, Shetland Islands Council operates 22 nursery classes and works in partnership with 6 commissioned groups or “partner providers”. The nursery classes are all attached to Schools throughout Shetland and the partner providers can be found in Lerwick and in rural areas. Each provider offers the funded session for 2.5 hours per day, 5 days per week, 38 weeks per year. Some nursery classes run two of these sessions each day. Parents pay for the use of the extended sessions offered by Bells Childcare - Early Years Groups Brae School in Lerwick, 2 partner providers in Lerwick and one in Scalloway. 9 Blydehaven in Lerwick runs full daycare for 3 and 4 year olds Mossbank Nursery provides full daycare for children from 2 years old.

Pre-school Registration Parents and Carers can register their pre-school children for a place, for the following school session, in the provider of choice during Registration Week, held in February each year. Completion of this form does not guarantee a place at the preferred centre.

13 Childminding Services What is a childminding service? A registered childminder is a self-employed professional day care provider, who works in their own home, providing care for the children of other people. Unlike Nannies and au-pairs, a childminder is inspected and registered by the Care Inspectorate http://www.careinspectorate.com Registered childminders may be registered to care for up to 6 children between the ages of 0-12 years of age (including their own children). Working parents may be eligible for Working Tax Credits or Childcare Vouchers to support them in meeting the costs of childcare. To be eligible for either scheme, parents must use registered childcare, such as childminders.

Mind Your Head Mind Your Head has been established to promote mental health positively throughout Shetland. We do this by organising events such as our fun run, delivering education projects and providing resources to improve access to information and self-help. 16 Short Breaks Provides flexible packages of support to children and young people with complex additional support needs, according to assessed need. This support is intended to give parents and carers a break from their caring role and give children and young people a positive experience. Breaks may be in one of two specialist centres in Lerwick, in the family home or in a community setting. We can support families to have holidays together or separately. Contact: 01595 745242

Shetland Pre School Play The additional support needs toy library is open to under-fives groups and parents and carers of children with additional support needs. The library contains a wealth of toys and equipment, which can be taken out on loan. There is a small annual fee. Contact: 01595 743917/3918

Vision Shetland This service offers support to blind and partially sighted people in Shetland and is situated at Market House, Lerwick. Run by the Royal National Institute of Blind People , and Vision Shetland, a wide range of vision aids and equipment to make life easier is available in Market House. Contact: 01595 743902

Moving On Moving On is a Shetland based charity with over a decade’s experience in offering support to people with health problems, disabilities, mental health problems or any other barrier, to gain and maintain employment. Contact: 01595 743926 Childcare - Additional Support Needs

17 Work and Finance Maintaining a healthy work life balance is important for family life, however, there are times when families need additional support or guidance on issues such as careers and employment, finance and benefits. The following agencies and organisations may be able to help. Childcare Vouchers are accepted by all forms of registered childcare. ‘Employers for Childcare’ is a national charitable organisation with a vision to be recognised as the leader in helping parents with dependent children to get into work and to stay in work. Both parents may be eligible for Childcare Vouchers. Recognising that the challenges that parents face in balancing their work-life responsibilities is of key importance to businesses, both large and small, ‘Employers for Childcare’ will work with businesses and organisations by providing advice and information on employee benefits and the system for offering these benefits. An employer who offers the Childcare Voucher Scheme can make savings through the Employer National Insurance exemption. 19 Shetland Islands Credit Union A credit union is a not-for-profit financial institution dedicated to serving the needs of its members. Shetland Islands Credit Union is a newly established credit union, which is a member-owned financial co-operative, which offers a genuine ethical alternative to High Street banks and loan companies. It provides a range of savings products and competitive affordable credit to anyone who lives or works in Shetland. BBC Children in Need A small welfare grant scheme. This fund awards grants to families who are experiencing financial difficulties, to support children aged 18 and under. Referrals are made through Health Visitors or Social Workers. Contact: 01595 743900 Work and Finance

20 Family Support We understand that, although very rewarding, being a parent or a carer can also be challenging. Often a little support can make a big difference. Every family faces challenges and there are a range of services that can offer advice and support to help families get through these times. The type of support required will be different for each individual family and some families may find it helpful to have various types of support at various stages. It is important, therefore, that families have access to a range of services that are flexible enough to offer the right service at the right time. This section of the directory looks at services for families with children from birth to age 16. To ensure that parents and carers have access to the right support a wide range of services have been included, ranging from national helplines and websites to more local group and one-to- one support. Therefore, whatever the challenge we are sure that you will find a service that offers support in a way that you are comfortable with listed in this section. Child Protection Protecting children and young people is everyone’s responsibility. All children and young people have the right to be protected and safe from harm and we all have a responsibility to help keep children safe. You may see or hear things which make you worry about a child’s care, welfare or safety. Everyone has a responsibility to report any concerns they might have about a child. Bruce Family Centre, Lovers Loan, Lerwick The Bruce Family Centre provides support services to parents and carers who are either bringing up, or looking after, children. Support with the challenges of parenting is readily available either through group work or one-to-one sessions. Promoting play is an important aspect of children’s development and there is a range of facilities available to encourage this. The Bruce Family Centre is the base for teachers who work with pre- school children at home, as well as children and young people who may be experiencing difficulty in accessing school. 23 Pre-school Home Visiting Service is designed specifically to support pre-school children and their families. Any child with needs, which affect their educational development, may access the service. There is currently a Pre-School Home Visiting Teacher and a part time Early Years Worker, based at the Bruce Family Centre but working in pre- school settings and homes all over Shetland. Their roles are as varied as the needs of the children they support but will include working in close partnership with parents, teachers, pre-school managers and other agencies such as Physiotherapists, Occupational Therapists and Speech and Language Therapists to ensure that pre-school children with Additional Support Needs access the support they need. The Home Link Service is based at the Bruce Family Centre. The service provides: Support to schools to encourage parental involvement in children’s learning. Many parents and carers find this a good way of building friendships with others in their area and of gaining new skills. Shetland Bereavement Support Service Adult’s Service Sometimes the strong feelings and emotions following the death of someone close do not improve as time goes on, or you may find that you cannot handle the intensity of your feelings. When you’re going through something so painful, it is hard to believe that anyone else can understand. This can lead to feeling isolated and finding it hard to talk to friends and family. Although it can seem really difficult, finding someone to talk to about how you’re feeling can be an important first step in coming to terms with the death of someone close and you may find it easier to talk with a bereavement support worker. This service provides one to one free, confidential support.

Shetland Bereavement Support Service Young People’s Service Bereavement simply means losing someone through death. It could be one of your parents, grandparents, brothers or sisters, friends, boyfriend or girlfriend – anyone who is important to you. Perhaps you have nobody who is easy to talk to and it is quite common to find it is difficult to concentrate on schoolwork or everyday tasks. You may feel you are “just not getting over it”. If talking to someone you know seems too big a step, it might be easier to talk to someone whose job it is to listen. Shetland Link Up Provides a free drop-in service for men and women who are recovering from problems with mental health and well-being. 42 Services for young people Shetland Youth Information Service If you are aged 12 to 25, we can provide you with information and advice to help you make informed life choices. We offer a daily drop-in service where you can come and meet your friends and discuss any issues with friendly, approachable and trained members of staff. Open 7 days a week 1pm to 5pm (8pm on Thursdays), we offer daily sessions on a wide range of subjects. You are also welcome to drop in and access the service to meet new people and have a cup of tea! We can also offer personal and individual support to you if you have any urgent issues. This includes support to access the expertise of other agencies and services. Shetland Youth Voice Is the local youth forum, youth led and open to all young people aged 12 – 25, allowing them the opportunity to feed into the democratic process at a local, national and international level. Young Carers Project A carer is someone of any age who provides unpaid support to family or friends who could not manage without this help due to illness, disability, mental ill-health or a substance misuse problem. If you care for someone in this way help is available to you. Shetland Young Carers Group meets every two weeks at the Bruce Family Centre, Lovers Loan, Lerwick. Child Healthy Weight Initiatives If you are worried that your child may be overweight or obese there are two programmes available in Shetland. SCOTT Programme This is a family centred weight management programme to help promote child healthy weight. The programme does not focus on dieting but instead helps the family to establish long-term lifestyle changes to diet and physical activity to promote a healthier lifestyle. The SCOTT Programme consists of 9 sessions with the child and at least one adult over 6 months for children aged between 5-15 years. Counterweight Families This programme is currently being piloted in Shetland. The Counterweight Families Programme is an extension of the Adult Counterweight Programme and is aimed and families where there are both at least one overweight parent/carer and at least one overweight child/children that is of Primary School age. The family will go through a structured 10 session programme with a trained practitioner, which aims to help families make small changes to improve the whole family’s health and weight.
