3.1. PROJECT BACKGROUND

The Challenge While the international community has long supported activities that facilitate the inclusion of marginalized populations in civic and political decision making in Bosnia and Herzegovina (BiH), these groups are often overlooked or ignored by the BiH Government. As a result, many citizens – youth, women, religious minorities, Romani, disabled persons, minority returnees and lesbian, gay, bisexual and transgender (LGBT) persons – remain unheard and excluded from mainstream social, cultural, economic and political life. Youth are disaffected. Romani, largely disenfranchised, are excluded from decision-making processes, while most cannot get the skills or training they need to join the labor market. Persons with disabilities are marginalized from early childhood. Many are institutionalized and lack access to basic education in mainstream schools. Women’s participation in political and public life is extremely low. BiH society continues to abhor the idea of homosexuality and most institutions ignore discrimination or violent acts against LGBT persons. In fear for their physical safety, most of them stay hidden from the public sphere, and, as a result, LGBT activism is weak. A new marginalized group emerged in the aftermath of the 2014 floods, when 40,000 people were displaced. Assistance is still needed to provide economic and social stability to help flood-affected citizens from the most marginalized groups rebuild their lives.

Our Activity USAID’s Marginalized Populations Support Activity supports activities of local organizations that advocate for the rights, empowerment and dignity of underrepresented groups of BiH society, and builds the capacity of local NGOs, BiH institutions and USAID implementing partners to do so. Providing underrepresented groups with opportunities to participate in civic and political issues, through their engagement in civil society organizations, will ensure that the government recognizes them as necessary and respectable partners in policy development.

Implementation and Expected Results The Activity provides grants to local organizations that promote the rights and dignity of marginalized populations and to enhance their performance and management capacity through formal classroom training, mentorship and one-on-one coaching. Training topics include legal structures, financial management, human resources, internal control systems, project performance management, procurement systems, organizational sustainability, and monitoring and evaluation. The Activity also builds the capacity of USAID partners, institutions and government leaders to promote and protect the rights of these underrepresented citizens. A component of the Activity is designed to respond flexibly and swiftly to public demand for humanitarian and other material assistance.

By the end of the project’s life, the activity will:  Strengthen the performance of at least 40 BiH NGOs and other organizations, including associations, civil society organizations, BiH institutions, and small and medium-sized enterprises;  Enhance the performance of at least 75 current USAID local partners, to enhance their performance and management capacity through group trainings; and  Build the expertise of at least 75 BiH government leaders of municipalities and ministries collaborating with USAID.

4. ACTIVITY HIGHLIGHTS

In the reporting period of the quarter 2017/Q3 PROGRAM activities that deserve special attention are: signed grant agreement with the Rock School Association from Mostar, NGO Project Fair, and the Service Center SOCI in Tuzla was officially opened.

1. Grant Agreement signed with “Rock School Mostar”

USAID/PPMG supported the work of the Rock School Mostar (MoRS) with 180,000 BAM. MoRS uses music as a means of connecting young people from the divided communities of Mostar. The grant agreement was signed on Monday, May 15, 2017 in Sarajevo by Jasmin Bešić, USAID / PPMG Chief of Party and Orhan Maslo, Director of the Rock School Mostar Association.

Students from the Rock School Mostar have been in fear of closure due to a lack of funds, but the allocated funds will fund the implementation of activities over the next three years. Rock School Mostar allows young people to learn, play, work in the band, learn about the history of urban music and music theory, express their creativity and grow into mature musicians. The school does not only teach music, but through music workshops and socializing it connects young people, fights against ethnic barriers and prejudice among young people.

"It is sad to talk about youth as marginalized group, but we are happy that funds have been provided for the continuation of the work of the Rock School Mostar. This musical story has more than 100 young participants, not only from Mostar, but from the entire Herzegovina. They spend time together, overcome prejudice and learn to respect and value diversity," said Orhan Maslo, Director of the Association" Rock School Mostar".

The aim of the initiative is to show that normal and functional interethnic cooperation is possible, and that it gives excellent results among young people who are ready to put ethnic differences to the side, and focus on art.

"It is our pleasure to support an initiative that takes care of young people, improves the quality of their lives, and ultimately opposes segregation among young people in Bosnia and Herzegovina," said Jasmin Bešić, Director of USAID's Marginalized Populations Support Activity (USAID/PPMG).

The Rock School Mostar has organized around 40 concerts, participated in international youth exchanges, hosted famous musicians, and organized music camps for young people from all over Bosnia and Herzegovina. The Grant Contract was signed for a period of 30 months.

2. USAID/BiH Mission Director Peter Duffy officially opened Service Center for supporting families of children and persons with developmental disabilities «SOCI» in Tuzla

At the premises of the Public Institution "Naše dijete" in the Mejdan, Tuzla, on 29 June 2017, the official opening of the Service Center for Families of Children and Persons with Developmental Disabilities SOCI was held. It is a center that offers free services for members of one of the most marginalized and vulnerable groups in BiH society, as well as members of their families.

The Service Center was officially opened by Peter Duffy, USAID Mission Director in BiH, and Jasmin Imamovic, Mayor of Tuzla.

During his address, Peter Duffy pointed out that this center was a priority for USAID, but also for parents and other organizations and associations. SC is a place where parents can bring their children to learn some new skills, hang out with other children who do not have developmental difficulties, but it is also important that parents and parents get support at this place as well. All members of society have a responsibility to support families with children with disabilities.

Also, Jasmin Imamović stressed that we all need to listen to the needs of children with developmental disabilities, and this Center is important because parents and children are provided with help they do not have in other places.

The Center provides users with a stay of up to four hours a day during which psychologists, special education experts and social workers are available. Creative and inclusive workshops and music therapy, with legal assistance, counseling and crisis assistance are provided for families of children and persons with disabilities.

Officially, the SC began its work on March 2, 2017. In the past four months, the SC had more than 50 users, and provided about 800 services that are free for all users. The SC aims to empower the family as

a whole, since in our country, unfortunately, there is no systemic support for families that have people with developmental disabilities among their members. The opening was also attended by Mirnesa Beganovic, the mother of Irfan, a boy diagnosed with autism, who, during the opening of the SC, pointed out that the existence of such a center means a lot to many parents who do not have a safe place to leave their children in or ask for expert advice.

The establishment of the Center was financially supported by USAID, through the Marginalized Populations Support Activity (USAID / PPMG). The value of the project is 50,000 BAM and was initially planned to last until 28 February 2018. The City of Tuzla also supported for the work of the Center.

3. NGO project fair #MožemoViše held in Hotel Holiday in Sarajevo

More than 300 citizens, young people, women, Roma, people with disabilities, returnees from minorities sent a clear message from the event #MožemoViše- Celebrate human rights - marginalized groups can do a lot more and deserve more rights.

Event # We Can More - Celebrate Human Rights, where more than 20 non- governmental organizations and associations from all over Bosnia and Herzegovina presented their work through interactive and creative workshops and specially designed programs intended to ensure basic human rights, equality and greater involvement in the society for citizens of Bosnia and Herzegovina, was held at Holiday Hotel on May 18, 2017.

The event was attended by the majority of PPMG grantees in the past 2 years, along with their beneficiaries. All the organizations presented themselves in an original way and with presentations that included various activities: creative workshops, games, musical content, demonstrations of the production of certain items and articles, an exhibition of handicrafts and artwork, etc.

"We are happy that USAID, together with its partner organizations, has protected basic human rights for more than 5,000 people living on the margins of BiH society. We are glad that, in cooperation with governmental institutions and non-governmental organizations from all over BiH, we have supported programs that will ensure respect for basic human rights, enable inclusion in society and make them equal citizens, "- said the Director of the USAID Mission to BiH Peter Duffy.

It is especially important to point out that the direct beneficiaries of PPMG-supported projects also addressed the attendees. These are persons who have been provided with various services or support by our partner organizations.

"My life is not a sad, but a happy story because there are people who pay attention to us, children without parents who do not have anyone to care for them. I was given the opportunity for re-training and employment and a new beginning, I believe there will be more of those who are ready to help." - said Amra Zolić, one of the beneficiaries of grants provided by the Marginalized Populations Support Activity (USAID/PPMG).

The goal of the event #MožemoViše - Celebrate Human Rights was to show the public that the voice of many citizens in Bosnia and Herzegovina is not heard, and they therefore remain excluded from everyday social, cultural, economic and political life. At the same time, the goal is to show how unjustly these groups are being neglected and how much they can contribute to BiH society.

4. Partner and grantee capacity building component

4.1. Training on the topic Development of strategic plans was held on 4-5 April 2017, at Jahorina for 15 representatives of grantees. During the training, participants learned about the basic steps in the strategic planning process and the principles underlying them, acquired the skills to create a vision and mission, use SWOT and TOWS analysis, define strategic focus and goals, and get acquainted with the way to create a plan for monitoring the implementation of the strategic plan. The training was led by Mrs. Željana Pjevalica.

One part of the training was a session on gender equality in the context of the topic. Ms. Jadranka Miličević, representative of the CURE Foundation, presented to the participants a legal framework that regulates the concept of gender equality in BiH, as well as the conventions adopted by BiH, and showed them how to create a gender-sensitive strategic plan.

4.2. On 25-27 April, 2017 a training was held in Ilidža on Financial Management. The training was attended by 15 representatives of grantee. During the training, the participants had the opportunity to improve their knowledge of financial operations, the internal control system in the field of financial operations, financial accounting, financial reporting, types of contracts, salary calculation, and legal and tax obligations of NGOs as employers. The training was led by Ms. Ismeta Čardakovic, Šejla Jakupović and Anja Didović.

4.3. In the period of 23-25 May 2017, a training was held in Ilidža on the topic Administration and human resources. The training was attended by 12 representatives of grantees. On this occasion, the participants improved the knowledge about the concepts and elements of human resource management and development, the process of team building as a prerequisite for successful organization of work and acquired the skills necessary for HR management, with a special emphasis on the field of recruitment and assessment of staff performance. The training was led by Mr. Zlatko Sarić.

The training included a session on gender equality in the context of the topic. Ms. Jadranka Miličević, representative of the CURE Foundation, pointed tout o the importance of gender components that organizations should take into account when creating internal documents and policies.

4.4. A training on the topic Writing projects was held for the representatives of the Youth Council of the Federation of BiH on 2-3 June 2017 in Ilidža. During the training, participants were introduced to the

elements that are relevant and accompany each phase of the project cycle. The training was led by Mr. Jasmin Bešić.

4.5. Training on the topic of public advocacy was held on 14-16 June 2017 in Ilidža for 12 representatives of organizations dealing with the protection and promotion of human rights of members of the LGBTI population. During the training, the participants improved their knowledge of public advocacy elements, the process of drafting and passing laws, the media campaign phases, communication channels and presentation skills, and negotiation and lobbying techniques. The training was led by Ms. Amila Dedić and Mrs. Katarina Vučković.

A session on gender equality was held in the context of the topic. During the session Mrs. Vedrana Frašto presented initiatives that were successfully implemented with the help of various advocacy methods, which contributed to the improvement of the position of women in BiH. The intention was to present the topic of gender equality in an accessible way, point the participants to legal frameworks, and present advocacy methods that resulted in successfully implemented initiatives.

4.6. From 30 June to 2 February 2017 on Ilidža, a training on the topic of Strategic Planning was held for 15 representatives of local, cantonal and youth councils of the Federation of BiH (VM FBiH). During the training, it was emphasized why it is important to strategically plan, and the trainer tried to explain the basic elements of the strategic plan and methods in a way that is accessible to the participants. He presented examples of the visions and missions of successful civil society organizations, after which the participants worked on defining the vision of the VM FBiH, and revising the current mission. Since they have not created a strategic plan yet, they have worked on defining the values of the Council, and defined the users and their needs. Special attention was paid to the importance of the SWOT analysis, i.e. identification of weaknesses, strengths, threats and opportunities of the Council. Also, during group work, with the trainer's help, the key issues for the Council's development were defined, along with certain strategic directions and goals. The training was led by Mr. Zlatko Sarić.

Training on Financial management

"Each new training brings some new knowledge, new experience, new exchange, new things, and you see where you made mistake and where you can be better and more conscientious, simply more organized. I am delighted with the training. This is my first impression. I have the impression that this will really contribute to making our organization better. If you are confident in your work, you are also confident when the donor comes, or the auditor. You do not have those uncertainties and you don’t miss something that you can’t explain. Training on Administration and HR

"I think the entire system of these trainings is helpful in multiple ways. So, of course, we get information on topics that are very important for each association, which to me personally and to the association that I represent is great help because I did not have this opportunity before. Another thing is that we meet people from other associations and we get to know their problems, how they handle things, and I am very happy that we have already established some kind of cooperation and what will we do together with some associations, which I think is also part of USAID’s plan, PPMG’s plan - to connect people, not only to give us an introduction, but to have us do something together, which will then be the crown of this project. Training on Strategic planning

"First of all, I am very glad that there’s so many of us here, so many young people from the whole Federation of BiH and that we had the opportunity to exchange views and constructively discuss where we want to go with the Youth Council of the Federation of BiH in next period. We have recognized our strengths, our weaknesses, potential threats and opportunities that we will be given in the coming period and we will definitely use it when we have the opportunity to talk to the rest of the Assembly of the Youth Council of FBiH and how we want to shape our mission and vision."- Mirela Geko, Youth Council of Sarajevo Canton

4.7. In the reporting period, cooperation with the Ministry of Human Rights and Refugees of BiH continued (hereinafter: the Ministry). Namely, following the analysis that resulted in the report on improving the efficiency of the Ministry, the next steps in the cooperation were agreed upon, which will result in the development of a reporting methodology, standardized reporting forms, standards for monitoring and evaluation, and reporting on the implementation of grants and internal classification rules.

4.8. During the reporting period, the financial and organizational development team continued to communicate with grantees, and provided them with advisory support to meet the recommendations set out in the grant agreements, as well as the activities foreseen in the capacity building plans.

5. INTERVENTIONS AND ACHIEVEMENTS

5.1. TASK ORDER: AID-168-I-15-00001

1. Task Title: Conduct Organizational Capacity Assessments

In the period from April to June 2017, the team for organizational development maintained intensive communication with grantees with regards to the implementation of the activities envisaged by the capacity building plan, repeating the self-assessment process and the fulfillment of recommendations. The following organizations finalized the capacity building plan, provided evidence for all of the activities carried out in the reporting period and repeated the self-assessment process (OCA process) which showed that they have made progress in the development of their institutional capacities:

The Library for Blind and Visually Impaired Persons in BiH failed to implement the activities planned in the fourth and final quarter of the capacity building plan 2016. g. (redesigning the website and creating an online library), because their implementation involved significant resources. Namely, although they contacted numerous donors, the necessary funds were not provided within the deadline for the implementation of the activities. The Library repeated the self-assessment process, and the result, or the OCA index, showed that the organization made progress in the categories / areas on which they were working through activities stated in the capacity building plan, as well as through the implementation of recommendations.

The SUMERO Alliance also failed to implement all the activities foreseen by the plan (creating a fundraising plan, creating a handbook for writing project proposals, organizing workshops for the internal team on topics: Project cycle management and Funding;) due to the lack of human resources to devote to the implementation of the aforementioned activities. However, although they failed to implement all the activities envisaged by the plan, by repeating the self-assessment process, the OCA index showed that the SUMERO Alliance achieved significant progress in several areas that are important for its smooth functioning, both through the implementation of recommendations and the partial implementation of the activities from the plan.

The Association Dajte nam šansu and the Association Tračak nade implemented all the activities foreseen by the capacity building plan in the first quarter of 2017, and they submitted evidence by e-mail The activities planned for the second quarter of 2017 were partially implemented.

The Association Srce puno osmijeha did not implement the activities foreseen by the capacity building plan in the first and second quarters of 2017. The implementation of the activities is expected no later than July 31, 2017, which will finalize the capacity building plan.

The Sarajevo Open Center SOC and the Association for Human Rights and Social Inclusion SOCI did not implement the activities planned for the second quarter of 2017. Implementation is expected no later than July 31, 2017.

When it comes to the process of implementing the recommendations that the PPMG team gave on the basis of the results of the capacity assessment of each individual grantee, and the fulfillment of which is stipulated by the grant agreement within six months from the date of its signing, we can state the following:

- The Association Srce puno osmijeha implemented all recommendations and submitted drafts of documents. However, it is still necessary to submit finalized signed documents, as well as decisions on their adoption. - The Association Tračak nade has partially fulfilled recommendations and submitted drafts of documents, however, it is still necessary to submit the Rules on Procurement, finalized signed documents, as well as decisions on their adoption. - The Helsinki Committee for Human Rights in RS, Sarajevo Open Center SOC and Association for Human Rights and Social Inclusion SOCI did not provide evidence of implemented recommendations in the reporting period.

During the reporting period, the organizational development team exchanged over 50 e-mails and over 60 phone calls with representatives of grantees, and spent over 80 working hours in consultations in the process of implementing the capacity building plan, repeating organizations self-assessment process (OCA process), and implementing the recommendations provided in the contract.

Task Title: Conduct Post awarad Organizational Capacity Assessments

In the reported period, PPMG survey team performed three field visits to Association “Srce puno osmijeha”, Association “Sarajevski otvoreni Centar” Sarajevo and Association ”Helsinski odbor za ljudska prava RS” Bijeljina for the purpose of monitoring visits.

PPMG survey team has conducted monitoring visit in order to inspect the implementation process and remind the Association about mandatory recommendations and deadline from the contract. This practice of monitoring visits, before the expiration of the deadline for fulfillment of obligations, has shown very effective with other grantees in the previous period. Monitoring visits also serve for possible consultation to grant beneficiaries by the PPMG team. The recommendations from grant contract should have been finished in accordance with deadlines, six month after project implementation started.

During that process of implementation of recommendations, in the reported period PPMG team has had an advisory role in drafting internal rules and procedures of the all current partners organizations. In this reporting period PPMG team issued two reports on post award assessment.

In the previous monitoring visit Association “Srce puno osmijeha” did not performed any of recommendation related to improvement of financial management. Due to the still poor human capacities in the administration, the organization did not timely work to fulfill the obligatory recommendations. So we had one more monitoring visit in the Association “Srce puno osmijeha”. The Association is approaching to the end of project implementing period ie. 31st July 2017 and therefore the recommendations need to be complied with. The new agreed deadline for the mandatory recommendations has also expired. Organization has finalized almost all required internal documents but they still have not been adopted by governing board, and recommendations cannot be considered as completed.

When we speak about the process of implementation of recommendations with Association “Helsinski odbor za ljudska prava RS” Bijeljina, it can be concluded that they fulfilled all obligatory recommendations. During this process they were very interesting to improve their current activities and operations. The

Association financial staff were very proactive in communication with PPMG team in order to obtain adequate consultation and “other” opinion. The Association developed and approved existing and new rules and procedure and also introduced new positive practice, such as process of bank reconciliation.

Association “Sarajevski otvoreni centar” has not been working on the implementation of the recommendations from the grant agreement so far. After PPMG team monitoring visit, they also sent the request to extend the deadline for completing the recommendations for one month. PPMG team approved this request and decided to extend the deadline up to 15 days.

Association “Tračak nade” Foča has been working hard on the strengthening of organizational capacities. In the reported period the organization was very proactive in this process and asked for continuous consultations and assistance from PPMG Team. Until the end of this reported period the Association sent to PPMG team developed but not adopted internal rules and procedures by governing board. After their adoption we can consider them as final and officially adopted internal documents.

Training on the topic Development of strategic plans was held from 4-5 April 2017, at Jahorina for 15 representatives of grant beneficiaries. During the training, participants learned about the basic steps in the strategic planning process and the principles underlying them, acquired the skills to create a vision and mission, use SWOT and TOWS analysis, define strategic focus and goals, and get acquainted with the way to create a monitoring implementation plan strategic plan. The program also included a session on gender equality in the context of the topic. The training was led by Mrs. Željana Pjevalica, and the session on gender equality, Mrs. Jadranka Miličević.

FINANCIAL MANAGEMENT TRAINING

On 25-27 April 2017 a training was held in Iližaa on Financial Management. The training was attended by 15 representatives of grant beneficiaries. During the training, the participants had the opportunity to improve their knowledge of financial operations, internal control system in the field of financial operations, financial accounting, financial reporting, types of contracts, salary calculation, and legal and tax obligations of NGOs as employers. The training was led by Ms. Ismeta Čardaković, Šejla Jakupović and Anja Didović.

The training comprised the following: 1. Financial operations in NGOs (legal framework, financing, payment operations) 2. System of internal control in the field of financial management (basic concepts, division of duties and authorizations) 3. Internal rules and procedures 4. Financial accounting (basic terms, legal obligations, accounting records, deadlines) 5. Financial reporting (chart of accounts, legal obligations, most common posting errors) 6. Project accounting and reporting, recording of costs, (not) eligible costs, financial reporting, sharing of costs) 7. NGOs as employers (number of employees, types of contracts, rights and obligations) 8. Legal / tax obligations of NGOs as employers

Financial operations In this topic, we presented the basic concepts of legal capacity and status of non-governmental organizations, payment system, ways of financing non-governmental organizations and the tax treatment arising from it.

Internal Control System Participants were introduced about the importance of internal control system, how to build a system of internal controls, to facilitate system governance and make it effective. Participants were introduced with the legislation when it comes to establishing a minimum internal documents and possible contents of basic internal procedures that would make their operations even more reliable and accountable.

Financial Accounting and Reporting Participants were introduced to the basic concepts of accounting and financial reporting, as well as legislation provisions. Special focus was on the responsibility of the authorized person when it comes to this segment of operations. It is common practice that associations engage external entities (accounting agencies) to perform the function of accounting and in that process the role and interest of executive bodies becomes less important. According to local laws and standards management (executive director) is responsible for the establishment and functioning of accounting, correctness of accounting documents and financial reporting. During the training we emphasized that most of executive directors or bodies are not able to read the annual financial statements. In a very short period of time through this training we tried to familiarize participants with their responsibilities and regulations in this area. Also, training has served as a good opportunity to eliminate all previous uncertainties in the process of financial reporting within the project which is implemented in the PPMG.

NGO as Employer The content of this topic were possible models of employment within non-governmental organizations as well as the characteristics of such contracts, rights and obligations arising from them. The participants were presented the basic terms in the context of the taxes and their (NGOs) obligations as an employer. Within these topics this training contained the practical examples of the calculation of salaries and contract in accordance with entity’s (FBiH and RS) regulations accompanying taxes and contributions.

In the period of 23-25 May 2017, a training was held in Ilidza on the topic Administration and Human Resources. The training was attended by 12 representatives of grant beneficiaries. On this occasion, the participants improved the knowledge about the concepts and elements of human resource management and development, the process of team building as a precondition for successful organization work and acquired the skills necessary for human resources management, with a special emphasis on the field of recruitment and assessment of the staff’s performance. The program also included a session on gender equality in the context of the topic. The training was led by Mr. Zlatko Sarić, and the session on gender equality, Ms. Jadranka Miličević.

2.2. Coaching and Mentoring Consultations

Development of reporting methodology and internal organization rules for the BiH Ministry of Human Rights and Refugees.

In the reporting period, cooperation with the Ministry of Human Rights and Refugees of BiH continued (hereinafter: the Ministry). Although they are not a grantee, the activity is listed under this section because advisory support provided within the PPMG regarding capacity building of the Ministry.

After an analysis that resulted in the report on improving the performance of the Ministry, the next steps of cooperation were agreed upon, which will result in the development of a reporting methodology, standardized reporting forms, standards for monitoring, evaluation and reporting on the implementation of grants, and the internal systematization rulebook.

Accordingly, on 12 April 2017, PPMG called for a public invitation to collect bids for services entitled "Development of a methodology for reporting and drafting internal organization rules for the BiH Ministry of Human Rights and Refugees". Following the closing of the Public Invitation, three requests were sent to [email protected]: Maja Pećanac (natural person), Intercons (legal entity) and Center for Interdisciplinary Studies at the University of Sarajevo, in further text: Center (legal entity).

After the evaluation of all bids received, on May 10, 2017, the PPMG Commission selected the Center for opening negotiations for the following reasons:

- the narrative offer described the process of fulfilling the tasks stated in the Public Call in a way that clearly shows they understand of the problems that lie ahead, and a concrete methodology for addressing these problems was presented; - natural persons hired as representatives of the Center have expertise and knowledge in the field of human rights, experience in working with state institutions, experience in creating reports, and in monitoring and evaluation.

In order for the USAID / PPMG Commission to make the final decision, a proposal for a meeting was sent to the Ministry. The aim of the meeting was to present the proposed methodology in the framework of the offer related to the fulfillment of the tasks not mentioned in the Public Call, and to reconcile the Ministry's expectations and methodology and the Center's approach to solving each individual task. After the meeting, the Ministry expressed satisfaction with the proposed methodology. PPMG Commission made the final decision and selected the offer of the Center. On June 1, 2017 a cooperation agreement was been signed, and all deliveries are to be submitted by 31 October 2017.

3. Task Title: Conduct training

TRAINING ON PROJECT WRITING

Training on the topic Writing projects was held for the representatives of the Youth Council of the Federation of BiH ON 2-3 June 2017 in Ilidža. During the training participants were introduced to the elements that are relevant and accompany each phase of the project cycle. The training was led by Mr. Jasmin Bešić.

The training comprised the following:

Training on the topic of public advocacy was held from 14-16. 6. 2017. g. in Ilidza for 12 representatives of organizations dealing with the protection and promotion of human rights of members of the LGBTI population. During the training, the participants improved their knowledge of public advocacy elements, the process of drafting and passing laws, the media campaign phases, communication channels and presentation skills, and negotiation and lobbying techniques. The program also included a session on gender equality in the context of the topic. The training was led by Ms. Amila Dedić and Mrs. Katarina Vučković, and the session on gender equality, Mrs. Vedrana Frašto.

The training comprised the following:

TRAINING ON STRATEGIC PLANNING

In the period from 30 June to 2 February 2017. In Ilidza, a training on the topic of Strategic Planning was held for 15 representatives of local, cantonal and Youth Councils of the Federation of BiH (VM FBiH). During the training, it was emphasized why it is important to strategically plan, and the trainer tried to explain the basic elements of the strategic plan and methods of defining them. He provided exampled of the visions and missions of successful civil society organizations, after which the participants worked specifically on defining the vision of the VM FBiH, as well as the revision of the current mission. Since they have not created a strategic plan yet, they worked on defining the values of the Council, and defined the users and their needs.

Special attention was paid to the importance of SWOT analysis, i.e. identification of weaknesses, strengths, threats and opportunities of the Council. Also, during group work, with the trainer's help, the key issues for the Council's development were defined, and certain strategic directions and goals were defined. The training was led by Mr. Zaltko Saric.

The training comprised the following topics:

In order to determine the level of knowledge about the topic and expectations from the training of the registered participants, and in order to adapt the content and the form of training to their needs, an online survey was conducted before each training session. Also, in order make the topics more accessible, the trainers prepared manuals for trainings. After each training session, all the participants received a copy of the manual.

4. Task Title: Integrating gender and institutional cooperation into activities

Sessions on gender equality

From April to June 2017 there were three sessions on gender equality within the following topics:

1. Strategic plan development 2. Administration and human resources 3. Public advocacy

During the three sessions, the participants learned about: - the legal framework regulating the concept of gender equality in BiH, as well as the conventions adopted by BiH, and how to create a gender-sensitive strategic plan; - importance of the application of laws, policies and procedures related to gender equality in the process of human resources management. - initiatives that have been successfully implemented with the help of various advocacy methods, which contribute to improving the position of women in BiH. Thus, participants learned about gender equality, legal frameworks, advocacy methods that resulted in successfully implemented initiatives.

6. Task Title: Review of USAID/BiH Unsolicited Proposals

The Contractor opened a separate email address to receive Unsolicited Proposals [email protected] which was forwarded to COR, and is used to receive requests submitted to the USAID.

This reporting period includes applications received in April 2017 via the Unsolicited Proposals channel. In total, one request was received and processed and forwarded in USAID's monthly report for approval. After April, USAID, by modifying the Task Order 1. requested that Unsolicited proposals be reviewed exclusively by the Mission's Program Office, and PPMG ceased processing the requests that come to USAID through the channel for requests and inquiries.

During the reporting period, four videos were prepared on the following topics: Strategic Planning, Financial Management, Administration and Human Resources and Public Advocacy. The goal was to show how PPMG helps participants to improve their knowledge of the topics listed, and how these trainings will help them in future work (the application of what they have learned).

Media reports During the reporting period, the media particularly covered the NGO Fair of Non-Governmental Organizations held in Sarajevo at the Holiday Hotel. Also, the media showed interest in the opening of the SC in Tuzla, as well as the signing of the grant agreement with the Rock School Mostar.

In this period PPMG, had about 100 significant media publications in print and web editions. These are only PPMG media publications, without media announcements initiated by grant beneficiaries, and this is therefore a conservative estimate.

X. Other Activities:

X.1. Monitoring visits to grantees

In the reporting period, the PPMG team conducted 3 monitoring visits to grantees. We visited "Srce puno osmijeha", "Sarajevo Open Center" and "Helsinki Committee for Human Rights in the RS".

During the monitoring visits, we verified progress in the implementation of the recommendations from the pre-award assessment, gained insight into the progress of the approved projects, and conducted consultations on the implementation of the OCA process in the organization and the use of OCA tools.

A "Srce puno osmijeha" in the organizational sense of capacity building shows greater progress in relation to a sound financial management. We believe that in the upcoming period this component will be regulated by rules and procedures that are part of the contractual obligations.

The "Sarajevo Open Center" did not show progress in implementing the recommendations from the grant agreement, although they have very few prerequisites to fulfill. The organizational development team and the finance team did not receive a working version of any document that was planned with recommendations. The organization was reminded that the recommendations were binding and that this visit was intended as an advisory one, reminding the organization that the 6 months that they have to implement recommendations pass quickly.

The Helsinki Committee for Human Rights in the RS, as well as SOC, did not show any significant progress in implementing the recommendations, but the PPMG team got strong assurances from them that all the prerequisites, regardless of the number, will be implemented during the period planned by the contract (6 months from the signing). The visit in April was only advisory, and could not be expected that all recommendations would be implemented after 3 months of the project were realized. It is important to note that by the end of this quarter (late June), the Helsinki Committee sent the materials and documentation regarding the recommendations. Generally, most of the materials were very solidly done and satisfactory.

X.2. Advisory support for grantees

From April to June 2017, the PPMG team provided daily advisory support and consulting services to grantees. In this period, we exchanged over 150 e-mails with grantees, conducted over 140 phone calls and spent over 90 working hours on consulting services alone. All of the above refers to consultations on the implementation of projects, the implementation of rules and procedures in both organizations and when the reporting to the donor, support in the implementation of project results and goals.

Additional consulting services were provided near the end of the contract for grantees whose projects were ending. Also, a significant amount of working hours and activities was spent on the preparing and implementing the Fair of Non-Governmental Organizations' Projects in May.

X.3. Pre-award assessment of the Association „Mostar Rock School“

In the previous reported period PPMG performed first pre-award survey of the organization “Rock School Mostar” in accordance with USAID requirements. This organization was considered being potential grantee and should go through the process of capacity assessment by PPMG team. It was necessary to assess organization's capacity to implement the project in accordance with USAID rules and procedures. In accordance with the aforementioned, we performed a simplified pre-award survey of the Association Rock School Mostar (hereinafter: Association) in February (previous reported period), in order to assess the existing capacities of the organization and provide recommendations.

After receiving the report with findings and recommendation from simplified pre-award assessment, USAID/PPMG has made a preliminary decision to support the activities of the project, and the grant agreement was signed on May 15, 2017. The final approval of the grant followed an extensive survey, to ensure that the grant agreement is fully operational. The grant agreement (Article 2.2) stipulated that USAID’s Marginalized Populations Support Activity (USAID/PPMG) shall conduct an extensive organizational capacity assessment in the area of financial operations and organizational management in the association “Rock School Mostar”, within 30 days from the signing of the grant agreement,

The purpose of the assessment is to analyze the strengths and weaknesses of the organization, in order to assess the risks in grant management. Grant funds will be disbursed only after USAID/PPMG has produced a report on the conducted extensive pre-award survey, in order to assess whether the grantee meets the minimum organizational and managerial criteria for responsible grant management.

PPMG team performed an extensive pre-award survey of the Association on June 5th 2017. PPMG Team submitted the report on the pre-award survey, with defined findings, recommendations, requirements and deadlines for their implementations. Requirements need to be implemented before disbursing grant funds. All defined findings and recommendations are given in the report on pre award assessment and it is available to all stakeholders for more detailed information.

The PPMG team proposed that the “Rock School Mostar” may be awarded a grant, under the concluded conditions in the report. The PPMG team suggested that all other recommendations provided in the pre-award assessment report should be included in the grant agreement as obligations, with defined deadlines for implementation (mid-term: six months; long-term: twelve months). Considering the fact that they were founded recently and are relatively inexperienced, PPMG team also recommended a more intense monitoring of their implementation of activities, as well as of their compliance with legal obligations, mainly those pertaining to financial operations.

The conclusions made by the USAID/PPMG team were informed by the aforementioned findings of the pre-award assessment. The “Rock School Mostar” is a recently founded organization that has not yet developed their institutional capacities, primarily in terms of a consistent system of policies and procedures in the assessed areas. Nevertheless, the PPMG team noted that the organization has good practices and are willing to continue their institutional development. Having these elements in mind, the PPMG team is providing their opinion of this organization below.

The PPMG team believes that the “Rock School Mostar” may be awarded a grant, under the following conditions:  The following recommendations must be implemented before funds disbursement:  Post all business changes from 2017 and submit a gross balance sheet as evidence.  Introduce time sheets for employees. List of recommendations will be sent to Association on consideration and if Mostar Rock School accept it USAID/PPMG will create annex to grant agreement with agreed list of recommendations. Signed Annex to grant agreement with agreed list of recommendations is precondition for funds disbursement to the Association.

The PPMG team suggests that all other recommendations provided in the pre-award assessment be included in the grant agreement as obligations, with defined deadlines for implementation (mid-term: six months; long term: twelve months). Considering the fact that they were founded recently and are relatively inexperienced, we are also recommending a more intense monitoring of their implementation of activities, as well as of their compliance with legal obligations, mainly those pertaining to financial operations.

X.4. Pre-award assessment of the Association “Naša realnost” iz Sarajeva In the context of the change of Task Order # 5, PPMG was supposed to perform a pre-award assessment of the Association "Naša realnost", which was proposed for funding for the purpose of implementing the project " Uzemaljci među nama ". A field visit to this organization was carried out on 14 June 2017. During the information gathering phase and desk review, the PPMG team, through the received material with the PGP questionnaire, could see that the awarding a project to this organization poses a great risk and that the organization does not function according to the legal regulations. Based on the procedures for assessing organizational capacity and financial management and the findings for the pre-award evaluation, the pre-award assessment team believes that, despite the fact that the proposed project proposal and the budget of the Association "Naša realnost" can adequately respond to the described project objectives and activities funded by USAID only with significant changes, the organization did not meet the basic requirements for receiving a grant.

The PPMG team is convinced that granting an award to this Association would be too great a risk. The reasons for this proposal are as follows:  The role of the Association in this particular case is only a transmission for project implementation, and this fact goes against the idea and mission of the PPMG whose goal is, among other things, to strengthen the institutional capacities of organizations.  The organizational structure does not function in practice, nor are there any indications that the Association is ready to make changes in that field. The organization's leader is not in Bosnia and Herzegovina, and the person currently representing the organization has not shown that they are ready to make decisions that will change the organization itself.  The Association has no developed internal control system in the context of financial management and there is no adequate division of duties and authorizations.  The Association did not provide the conditions for the accounting function that is entrusted to the accounting agency to be conducted in accordance with the legal provisions.  The PPMG team noticed a violation of legal regulations and deadlines regarding the recording of business changes and the preparation of financial statements. The business changes from 2016 are not yet recorded as well as business transactions from 2017, and the annual financial

statements for 2016 are not produced and submitted to the competent institution in accordance with the legal deadline.  There is no experience in project implementation and project reporting, nor is there a guarantee that human resources will be provided for the basic administrative management of the project.

Therefore, the applicant is not considered fit to receive a grant in the amount of 18,725 BAM for the implementation of the proposed activity over a period of 12 months.

According to the above, the applicant is not recommended for a grant award. USAID took into consideration the position of PPMG and the project of this Association was not supported.

X.5. Pre-award assessment of the Association “EDUS – Edukacija za sve” iz Sarajeva

The third assessment of the appropriateness of an organization for receiving a grant in this quarter was conducted by the PPMG on "EDUS Education for All" Association from Sarajevo, which is part of task # 8 (Task Order # 8). On May 17, 2017 USAID tasked PPMG with gather the necessary material and considering the possibility of funding the project "Improving the Status of Children with Developmental Disabilities in BiH".

On14 June 2017 PPMG conducted a field visit during the pre-award assessment of the Association. This project was intended to support research intended to create tools for a more reliable diagnosis of children with autism, evaluate the existing EDUS approach to the treatment of children with autism, and the develop of an application that will help experts diagnose children with autism.

During the negotiation process and the assessment, EDUS showed a significant level of professionalism and serious approach during the assessment. Although there were some shortcomings, the general assessment is that the Association may continue the process of grant negotiation.

Based on the procedures for assessing the organizational capacity and financial management, as well as the above-mentioned findings for the pre-award evaluation, the PPMG’s pre-award evaluation team believes that the updated project proposal and the adjusted budget of the EDUS Education for All Association will adequately respond to the project's stated objectives and activities funded by USAID.

The staff of the association "EDUS - Education for All" expressed willingness to improve their work in accordance with PPMG recommendations.

In order to ensure the quality of project implementation, but also to generally improve the capacities of the Association, the PPMG team proposed several recommendations. Some of the recommendations will need to be implemented after signing the contract, and some will be included in the analysis of the OCA results in the Institutional Development Plan. The deadlines for meeting the recommendations will be determined in the grant agreement as part of the contractual obligations.

The grant beneficiary is considered to be fit for receiving 509,216.51 BAM for the implementation of the proposed activity over a maximum period of 24 months.

In accordance with the above, the applicant will sign a contract obliging them to execute predefined measures and recommendations, methods for determining liability for funds and other assets allocated by USAID.

The Memorandum of Negotiations proposes that USAID approve the funding of this project submitted by the EDUS - Education for All Association.

X.6. Visit of Christine Ha to the Center for Children with Visual Impairments

Christine Ha, one of the winners of the Masterchef Show in the United States, visited BiH. In addition to the series of activities on her agenda, her team found time to visit children and young people at the Sarajevo Center for Blind Children and Children with Visual Impairments. The visit was held on June 1, 2017, and Mrs. Ha shared her life story with the children.

Christine Ha became the first blind winner of Masterchef, the most popular television culinary competition in the United States, five years ago. In addition to cooking, Christine writes, and her motivational advice inspire thousands of people around the world.

During the visit to the Center for Blind Children and Children with Disabilities, she learned about problems that persons with disabilities try to overcome everyday: from architectural and urban barriers to existential problems related to employment and independence.

Mrs. Ha was especially impressed by the young people in the Center who asked her a number of questions and showed a interest and knowledge about her activities after participating in Masterchef.

The visit was organized in cooperation with the US Embassy in BiH.

Task Title: Financial reporting process

PPMG team for Finance held regular monthly meetings in order to review Grantee's financial statements and send comments on the statements and submitted financial documents (if any) by e-mail. During the whole period financial team provided ad hoc consultations and participated actively in the process of improvement of financial report system.

Two grantees submitted their final financial reports and we reconciled fund balance for each of them prior to determine the surplus/deficiency of funds to be returned/paid.

5.2. TASK ORDER: AID-168-I-15-00002

4. Task Title: Fellowship for People with Disabilities (ProReha)

In the previous quarter, a training cycle was completed for the third group of people with disabilities. This group had 8 participants who took part in 6 training modules for empowering people with disabilities. In the first and second groups together there were 30 participants. All students received certificates for completing 6 modules of the training.

The topics were: Development of social skills, Business communication, Time management, Stress management, Problem solving, Situational guidance. All participants of the first group successfully passed the final test and received the welldeserved certificates after completing the training.

During the reporting period, all participants completed internships in companies. The project was extended for an additional two months so that all persons can successfully complete their internship. We are waiting for the final report for this project and it will provide more detailed results of all activities.

The grant agreement for this project was extended for the next 2 months with an annex, and lasted until the end of June 2017. During this period, ProReha found opportunities for internships for 3 new users, completed the third cycle of training, and enabled all interns to successfully complete their internships. Additionally, they worked on preparing applications for new users who would like to send in their applications to the Fund.

5. Task Title: Socializing marginalized children support

In the reporting period, 5 visits were made to the Mjedenica Institute and 6 visits to the Pediatric Clinic. Also, 3 trainings were conducted for volunteers who learned about clown therapy, and also acquired other knowledge and skills necessary for working with children with disabilities. A traveling performance was hosted by the Association "Tračak nade" in Foča. In addition, the campaign "Free Hugs" took place on the main street in Sarajevo.

8. Task Title: Support for LGBTI activities

Sarajevo Open Center «SOC», Sarajevo

During the reporting period, from 1 April 2017 to 30 June 2017, the grantee continued holding working meetings with targeted institutions, and some of them responded positively to invitations sent by the Sarajevo Open Center.

The institutions that participated in the meetings also agreed to cooperate with the grantee, which is certainly a successful outcome. In addition to working meetings, a manual was finalized during reporting period and is currently in print. Also, the printing of promotional material was completed during the reporting period.

One of the results is certainly that in this period the cooperation/agreement with the centers for social work for sensitization of the employees of this institution in the field of protection of human rights of LGBTI persons was additionally strengthened.

Helsinki Committee for Human Rights in RS, Bijeljina

After two-day operational team meetings that took place in March in Banja Luka and Sarajevo, in the first half of April, the members of the operational team discussed the previously defined measures within their organizations. This procedure was necessary to adapt the draft of the document to the upcoming local consultations. Local consultants held during April and May enabled very important institutional mechanisms in the local communities involved to introduce local measures to meet the needs and problems faced by members of the LGBTI population in the area on a daily basis.

Recommendations, comments and suggestions obtained during the consultations made this process efficient purposeful and mutually beneficial. The operational team that worked on preparing local measures received information on the ways in which institutional mechanisms can be used to protect the human rights of the LGBTI population, but also to prevent systemic violations of human rights. This way they created, an adequate basis for an effective advocacy process that was intended to start in June. In mid-June, some members of the operational team attended the training "Public Advocacy and Lobbying" organized by the PPMG

team, thus acquiring the capacity, knowledge and skills that will be required in the advocacy process, which they need to efficiently act and achieve certain results concerning LGBTI issues. At the end of June, the first advocacy meeting was held in the City Administration of the city of Banja Luka, where the results of the project were presented, along with the next steps concerning activities and expectations in the field of contribution to the achievement of equality of LGBTI people, as well as activities intended to involve local communities (Banja Luka, Prijedor, Bijeljina, Sarajevo, Tuzla, Zenica).

1. Task title: Service Centers

At the end of this quarter, the Service Centre had 340 registered families, provided a total of 1859 services: 632 in April, 544 in May, 683 in June.

Additional successful activities are listed below:  Continuous computer classes for children with developmental disabilities in Sarajevo Canton  Dog and cat-assisted therapy is held continuously at the Association “Dajte nam šansu” and is very popular with persons with developmental disabilities. It is conducted in cooperation with the Initiative Pawsitive.  They work on strengthening cooperation with relevant institutions, government representatives, experts in the field, which resulted in cooperation with: o Municipality Stari Grad – regarding the opening of Service Center 2 in the Municipality Stari Grad o Ministry of Labor and Social Policy, Misplaced Persons and Refugees of Sarajevo Canton o Ministry of Education, Science and Youth of Sarajevo Canton o NVO: SOCI Tuzla, Service Center “Tračak nade” Foča o Ministry of Health of SC o Assembly members of Sarajevo Canton: Neira Dizdarević and Semir Halilović

The joint Initiative of the Association "Dajte nam šansu" and the representatives of Sarajevo Canton Assembly Semir Halilović was adopted. The initiative concerns amendments to the Law on Social Protection, Protection of Civilian Victims of War and Protection of Families with Children. The amendment refers to paragraph 1, where a special indent 4 is added, which will read:

4. that, given the diversity of services, they provide assistance and support to both persons with disabilities and the entire family in a way that provides a wide range of services including: professional work with people with disabilities, psychological support and assistance to families, information and legal assistance, assistance in crisis situations, educational workshops, assistance and support to families in the field.

The joint initiative of the "Dajte nam šansu" Association and a representative of the Sarajevo Canton Assembly Neira Dizdarevic for changes and additions was adopted. The initiative concerned amendments to personal participation of insured persons in the cost of using health care services and the cost of treatment in the territory of Sarajevo Canton. The Ministry of Health of the Canton Sarajevo in cooperation with the Health Insurance Institute KS will initiate activities for the adoption of a new Decision on the personal participation of insured persons in the costs of health care and cost of treatment in the territory of the Sarajevo Canton, which will be harmonized with the Federal Decision on maximum amounts of direct participation of insured persons in the costs of using certain types of health care in the basic healthcare package.

Students of the Department of Educational Sciences, Inclusive Education Unit, from Gratz, Austria, visited the Service Center where they had the opportunity to get acquainted with the (lack of) respect for the rights of families of children and persons with disabilities in BiH, the work of the Association and Service Center and with users (through direct work). Students (twenty-two) visited the center with their Professor Barbara Gasteigar-Klicpera and Assistant Professor Edvina Bešić.

German organization "Wheelchairs for Sarajevo", for the second year in a row, distributed and adapted used orthopedic aids in cooperation with "Dajte nam šansu" Service Center. In the Service Center, both organizations handed out and adapted aids for 57 children and youth with disabilities from all over BiH. The aids were collected in Germany and this is the only way families in Bosnia and Herzegovina can receive an adequate individual assistance tailored to the needs of a child with developmental disabilities, since health insurance in BiH covers only universal aids that most children with multiple difficulties cannot use or that can even further exacerbate their health.

The Association for the Protection Children's Rights "Our Children" issued a report on the state of children's rights in BiH for 2014-2016. In this report, they tried to record all positive examples on the protection of the rights of the child, point to good practices, and draw attention to problems that have remained unsolved for years due to the lack of political will or, in some cases, lack of synergy in acting in solving the problem of multidisciplinary nature. The report mentions the work of the Service Center "

Dajte nam šansu " through the signed Protocol on Cooperation between the Public Institution "Cantonal Center for Social Work" Sarajevo and the Association. The project of construction and opening of the first inclusive park in front of the "Dajte nam šansu" Service Center was completed successfully, in cooperation with the Municipality of Novi Grad and the City of Sarajevo.

1.2. Service Center „Tračak nade“ Foča

In this quarter, the regular activities of SC Tračak nade continued without significant deviations from the project, but also without significant new activities.

The Service Center is still developing and refining its activities.

In this quarter, the association "Srce puno osmijeha" held their traveling performance, which, besides the children from SC, was attended by typical children from elementary schools "Sveti Sava" and "Veselin Masleša" from Foča.

The Faculty of Medicine in Foča continued its cooperation with the SC and the students of this Faculty will continue to be active volunteers at the SC.

In this quarter, the OSCE Mission recognized the SC as a very positive story in Foča and decided to help them by promoting SC's work in rural areas where other channels of information are not adequate.

This is only an introduction to the expected stronger co-operation with the OSCE Regional Office in Foča.

In this quarter, SC worked with 30 young people in its workshops and activities. They also had 7 new families as SC users, and 13 women took part in workshops for parents.

The SC also participated in the NGO Project Fair in Sarajevo where they presented their work involving work-occupational therapeutic techniques.

1.3. Service Center “SocI” Tuzla

SC SOCI is slowly catching up with other Service Centers.

In this quarter they started providing psychological support workshop for siblings of children with developmental disabilities.

They celebrated 2 April – World Autism Awareness Day by handing out promotional leaflets in the streets.

Volunteers of the Education and Rehabilitation Faculty became very important associated of the SC SOCI team, because they help make up for the lack of experts on the team.

Volunteers apply their knowledge acquired during studies and while working with children and are greatly assisted by special education experts/rehabilitators and speech therapists in their day-to-day work.

A meeting was held with the director of the Center for Social Work in Tuzla to discuss the services that the SC offers to potential users free of charge, and discuss ways that the Center for Social Work can inform and animate their users to use the free services of the SC.

Representatives of the SC participated in the Fair of NGO projects in Sarajevo.

In June, the opening ceremony of the SC SOCI was attended by the Mayor of Tuzla, Jasmin Imamović, and the Director of the USAID Mission to BiH, Peter Duffy.

SC SOCI held open door days to attract as many visitors as possible and to promote SC's work and make it accessible to potential users.

449 services were provided in this quarter.

The SC animated 15 new families of persons with disabilities from the Tuzla and Mramor areas (Lukavac).

5.4. TASK ORDER: AID-168-I-15-00004

3. Task Title: Entrepreneurship Assistance to Women Victims of Violence

The United States Agency for International Development's Marginalized Populations Support Activity (USAID/PPMG), in cooperation with local self-government units, provided funds in the amount of 680,000 KM for the "Support Fund for the Development of Businesses Owned by Marginalized Women". The funds are intended to help women victims of violence, women with disabilities, mothers of children with disabilities, and unemployed young women. Public calls for awarding funds to support business development for marginalized groups of women were issued in: Konjic, Teslic, Tešanj, Zvornik, Rudom, Prijedor, Livno, Kalinovik and Visoko. The assistance is intended for marginalized groups of women who are in a long-term disadvantaged positions and who, according to numerous statistics, are pushed to the margins of the society on a daily basis. By creating the Fund USAID/PPMG and partners are attempting to create opportunities for the sustainable development of entrepreneurship of marginalized groups of women through incentives for self-employment and their greater and easier involvement in entrepreneurship and creation of new jobs. In the reporting period, training for potential beneficiaries of the Fund was held in several local communities for all interested women who wanted to find out how to apply to the Fund and how to fill in the application, develop a business plan and all accompanying materials. Also, the tendering procedure in the remaining local communities has been completed: Prijedor, Konjic, Visoko, Zvornik, Rudo, Livno, Tešanj, Kalinovik.

5.5. TASK ORDER: AID-168-I-15-00005

Requests for Proposals (RFAs) – Projects implementation in progress

During the 8th quarter, the implementation of 10 projects for which grant agreements were signed within the public call of ODI and Anti-TIP were continued. Some of the projects have been completed and some have been extended for a shorter period of time. Below is a brief summary of active projects in this quarter.

1. Task Title: Deinstitutionalization of Persons with Disabilities Grant(s) Initiative for promoting responsible deinstitutionalization of persons with disabilities in BiH (ODI)

Below is a brief overview of implemented activities and results achieved by each grantee within the public call ODI.

DI-SP - Jačanje procesa deinstitucionalizacije osoba sa invaliditetom i sistemi podrške u lokalnoj zajednici, SUMERO FBiH, Sarajevo

This project ended in this quarter. The most important results are shown below. This projects importance is reflected in implementation, using a completely new principle of support which allows persons with intellectual disabilities to live within local communities, while respecting human rights and using support models that allow for individual approaches and tailored planning.

Persons with intellectual disabilities after the death of their parents, or if their parents decide not to support them through life, have only one option, which is going to an institution, because social protection in BiH does not provide support for housing or personal assistants for people with disabilities in general.

In 2016 and 2017, DI process intensifies in several segments: a dynamic increase in the number of users and housing communities, the territorial expansion of cooperation with centers for social work, a more positive perspective for starting the DI process in the Canton Sarajevo.

By the end of May 2017, 60 people were included in support services in local communities. The success of the integration of users into the local community reached almost 90%. The project plans to benefit 40 people by placing them in local communities. Therefore, the expected project result is exceeded by 20 beneficiaries.

Best model:  The city of Zenica is a priority in the development of support services. The grantee is planning to develop a support service for over 40 people in this city. The model developed and improved on the basis of experience in the City of Zenica can be replicated to other local communities in BiH.  As notable in the number of people involved in support services, the highest level of cooperation has been achieved in the ZDC, i.e. in the City of Zenica.

Stable expansion of cooperation:  In the Central Bosnia Canton, a support service was established in Jajce Municipality, cooperation developed with all local institutions and a competent cantonal ministry that is willing to give approval for the extension of support services to other local communities in this Canton, in the municipality of Travnik, which is the administrative center of SBK .

Significant progress: Since 2016, co-operation with the cantonal ministry has intensified in the Sarajevo Canton and the DI process has been unblocked after years of stagnation. During 2016, the grantee worked on the drafting a Cooperation Agreement that would define the framework of the DI process in Sarajevo Canton and enable the inclusion of first beneficiaries in community support services on a sustainable basis. Minister of Labor and Social Policy of Canton Sarajevo, Amela Dautbegović, supported the DI process, resulting in discussions that need to define the frameworks for implementation of the deinstitutionalization program in Sarajevo canton as soon as possible.  Since 2016, co-operation with the cantonal ministry has intensified in the Sarajevo Canton and the DI process has been unblocked after years of stagnation. During 2016, the grantee worked on the drafting a Cooperation Agreement that would define the framework of the DI process in Sarajevo Canton and enable the inclusion of first beneficiaries in community support services on a sustainable basis.  Minister of Labor and Social Policy of Canton Sarajevo, Amela Dautbegović, supported the DI process, resulting in discussions that need to define the frameworks for implementation of the deinstitutionalization program in Sarajevo Canton as soon as possible. New local communities included in the DI process:  Tešanj (ZDC), Banovići (TC), Visoko (ZDC), Kakanj (ZDC), Maglaj (ZDC), Vitez (CBC), Kreševo (CBC).

In addition to field work, the activities of institutional strengthening of the organization have been continuously carried out by creating rules and procedures that made the work transparent, functional and rational.

The opening of the Sumero Center for Support of Persons with Disabilities in the community significantly increased the infrastructural capacities, working conditions and representativeness. The visibility of DI processes and the involvement of the media has increased significantly, especially in 2016. In 2017, Sumero was affirmed as the DI process leader in BiH. Based on past experience, Sumero is working on creating a comprehensive platform for the DI process that we will offer to all local communities in both entities in BiH.

Positive changes during project implementation:  A realistic dynamics of increasing the number of users of support services in local communities has been established  Significantly enhanced quality of life of the persons we have included in the program Continuous improvement and expansion of cooperation with competent government institutions  Raised awareness and reduced prejudice against people with disabilities in local communities where the DI process was initiated  Improved social integration and inclusion of program users in several areas  The level of program sustainability increased.

Community support creates a satisfying environment for people with disabilities, promoting self- determination and respecting their needs and rights.

Supportive housing in the local community, which Sumero develops as a model of support in several local communities in the Federation of BiH, is based on knowledge gained about the use of this model in the Republic of Croatia, the Czech Republic, the United Kingdom, the Republic of Austria and the United States. At the same time, the model is adapted in a way that is applicable in BiH in terms of legal regulations, sustainability and other circumstances specific to BiH.

2. Task Title: Addressing the Challenges of Trafficking in Persons Grant(s) Anti-Trafficking in Persons Initiative (Anti-TIP)

Youth and the community – You have the right to know!, NGO “Democratic Youth organization”, Velika Kladuša

This project ended during this quarter. Below are the most important indicators:  through project activities, 5 young people from the Social Pedagogical Housing Community Bihac were employed,  retraining provided to three proteges of the SPŽZ Bihać,  a one-year scholarship provided for a student at the SPŽZ Bihać boarding facility,  Networked institutions and competent ministries assist potential victims of trafficking in humans and children.

Through training, direct assistance was provided to victims of trafficking in humans/children has been provided, potential victims of trafficking in humans were told about about education programs available to them, cooperation was improved among all relevant actors, particularly the authorities, educational and social institutions, employment and media institutions, in the field of prevention and protection of potential victims of trafficking in humans and children. Another goal was to build confidence in state authorities so that victims report trafficking cases. Contact established and assistance provided to Roma youth.

Educational activities, campaigns and advocacy at the local and cantonal level in cooperation with relevant institutions have reduced the number of human trafficking cases in three local communities in the Una-Sana Canton through active preventive measures in direct contact with potential victims of trafficking in humans. Together with the police administrations, the centers for social work provided direct assistance to victims of trafficking in human beings, especially young Roma engaged in various forms of begging.

Through the signed Memorandum of Cooperation and Understanding with the Employment Service, the USK Employment Service and the Social Pedagogical Living Community a systematic solution was provided for the employment of young people without parental care once they leave the social protection system.

Potential victims of trafficking in human beings were also informed about the programs of additional education, retraining, additional qualification, employment and self-employment that exist in their surroundings, as alternative ways to escape the socio-economic crisis, as well as on the dangers and forms of trafficking in humans.

1. Youth begging in the street and door-to-door, in cooperation with local police and social welfare centers in the three municipalities of the USK, received individual counseling instructing them to report cases of trafficking in humans to the competent institutions - more than 100 Roma were engaged in individual interviews and group consultations (at least 30 people planned in the project).

2. In cooperation with local police and centers for social work, more than 30 families in three USC municipalities were visited and told about the negative consequences of begging, how they can leave it behind, and told about various institutions offering assistance. (project planned for 24 families).

3. In 8 high schools, classes with head teachers and pedagogues were held in order to teach students how to recognize forms of trafficking in human beings, how to report them to the competent institutions, and how to deal with this subject in-class. More than a hundred members of the teaching staff and pedagogues participated in the activities (6 high schools planned, 60 teachers). Over 200 young people took part in educational workshops and focus groups.

4. In 5 elementary schools , classes with head teachers and pedagogues were held in order to teach students how to recognize forms of trafficking in human beings, how to report them to the competent institutions, and how to deal with this subject in-class. (the project did not plan for primary schools – additional activities).

5. Police administrations, in cooperation with Centers for Social Work, provided counseling to young people aged 16-23 in connection with trafficking in human, children, and more than 120 young people participated in debates. (the project planned a total of 150 activities with young people).

6. Data on additional training, re-retraining, additional qualification, employment and self-employment programs that exist in the USC was collected and made available to victims and potential victims of trafficking in humans.

7. A Memorandum of Cooperation and Understanding signed for the employment of young beneficiaries of the Social Pedagogical Life Community of Bihać (the project did not plan a Memorandum - additional activity) - 5 employees of SPŽZ Bihać were employed.

8. Three proteges of SPZŽ Bihać received free retraining by the Employment Service of USC.

9. One protégé of the SPŽZ received a one-year scholarship.

10. The Employment Service within the project sent the Initiative for the systematic solution of employment of young people without parental care to the Federal Employment Service.

11. Free media coverage provided for all project activities.

3. Alliance of paraplegics and persons with polio in FBiH: International Open Championship and 14th paraplegic sports games of BiH

We supported organization of International Open Championship and 14th Paraplegic and Polio Games in B&H held in Zenica. Grant amount: 10.285 USD. Total number of beneficiaries: 150 (PWDs from B&H and abroad).

Results achieved:

Goal 1. Participation of specific/vulnerable categories and competitors from across BiH, with the following results:  I.1. 150 participants with disabilities from BiH and abroad (in official competition and otherwise)  I.2. 90 persons with the most severe types of disability  I.3. Coverage – competitors came from all parts of BiH, Slovenia, Serbia, Montenegro and Macedonia.

Goal 2. Sports results  2.1. Participation announced in seven domestic and international competitions  2.2. Individual and team winners are candidates for sportspersons of the year for persons with disabilities in BiH

Project results:  Participation of specific/vulnerable categories and competitors from all across BIH and abroad,  Actively socialization of persons with the most severe types of disability,  Physical strengthening through training and competition  Improving the quality of sports, achieving good results to present our country in the world in a good light.  Thanks to good organization and by providing all the necessary conditions for competing, we allowed members/competitors to qualify for further competitions such as international competitions and the Paralympic games.  International cooperation strengthened.

The competition was held in Zenica, on the “Kamberovića polje” athletic stadium and the hotel Zenica on 18 – 20 May 2017

5.5. TASK ORDER: AID-168-I-15-00007

Mostar Rock School:

A grant agreement was signed and will become operational when the Rock School accepts all the recommendations from the report on the pre-award assessment. The funds will be paid, and the project will officially start in August 2017.

A pre-award assessment has been conducted. The grant agreement will be signed in Jult and project activities will start in August 2017.
