May 17, 2014 Speech by Prof. Fernando Quevedo, director of the International Centre for Theoretical Physics (ICTP ), on the occasion of the Premio Barcola 2014 ceremony Dear friends, Good morning. I would first like to thank the Barcola Award organizing committee for considering ICTP worthy of receiving a prize which in the past has recognized individuals and organizations who have given a lot to this city. In the next few minutes I would like to tell you what ICTP gave Trieste, but also how important it was for us to choose Trieste as the seat for our institution, and how the city has given us not only infrastructure and institutional support, but also hospitality and friendship. I like to call ICTP a unique model of international cooperation. ICTP is in fact the first, and remains the most important, global institution for research and education in the sciences. The Abdus Salam ICTP was founded with the help of Paolo Budinich in 1964, exactly 50 years ago, under the auspices of the Italian Government and the International Atomic Energy Agency. The research that led to Abdus Salam's Nobel Prize in 1979 was conducted in large part right here in Trieste . Since 1995, the administration of the ICTP has been handled by UNESCO, with a tripartite agreement in which Italy makes most of the financial contribution. Abdus Salam was not only one of the best physicists of the time, he was also a special person in many ways. Born in Pakistan (at the time a British colony), Salam had the good fortune to have his talent recognized from a young age. -

EUROPEAN CITY OF SCIENCE 2020 Freedom for Science, Science for Freedom 1 FREEDOM FOR SCIENCE, SCIENCE FOR FREEDOM Dear Dr. Tindemans I would like to express again the support of the Italian Ministry of Education, University and Research – MIUR – to the candidature of Trieste to host the Euro Science Open forum (ESOF) in 2020. The candidature is solid and the proposed PROESOF2020 program, with the specifc goal of promoting discussion and deepening European scientifc collaboration ahead of the opening of ESOF is an unprecedented initiative represents an added value to the Valeria Fedeli proposal. Minister of Instruction, University and Research The motto “Freedom for Science, Science for Freedom”, is a refection of our times. Not only does it apply to the modern age, but it also provides guidance in the face of rapidly changing societies resulting from technological advancements and innovations, and Trieste, for it’s very well known high concentration of national and international Scientifc Institutions, functioning both as institutes of higher education as well as science and technology parks for high level research, and for both geographic and historical reasons, could not be a more ftting city to be named the European City of Science. Euro Science Open Forum would surely gain extra visibility and play an unprecedented role in the integration of Europe and in the relations between Europe and the Far-East and the South Mediterranean, and we believe that, with all its outreach and scientifc opportunities, ESOF 2020 would represent a milestone in Italy’ events to promote the role of science in society in a European context. -

Vol. 33, Part 1 (2002), pp. 33-60. Alexis De Greiff* Abstract: This paper can be seen in the intersection between history of 20th-century physics, diplomatic history and international relations of science. In this work I analyze the dynamics of the negotiations to create the International Centre for Theoretical Physics, which took place between 1960 and 1963 at the International Atomic Energy Agency. In contrast to previous studies on the creation of international scientific institutions, I pay special attention to the active role played by scientists, politicians and intellectuals from the host-city, Trieste (Italy). Further, I spell out the historical circumstances that allowed this group of local actors to become key figures in the establishment of the Centre. I discuss in detail their interests as well as the political and scientific environment that eventually catalysed the diplomatic efforts of the Trieste elite. The present paper is also concerned with the strategies adopted by the advocates of the idea to confront the hostility of delegations from several industrialized countries, the Soviet Union and India. A frontier is a strip which divides and links, a sour gash like a wound which heals with difficulty, a no-man’s land, a mixed territory, whose inhabitants often feel that they do not belong to any clearly-defined country, or at least they do not belong to any country with that obvious certainty with which one usually identifies with ones native land. -

Il cordoglio di Serracchiani 15/11/2013 Paolo Budinich, fondatore dell' avanzato Centro di Fisica Teorica di Trieste è morto. Nato nel 1916 a Lussingrande, si era laureato alla Normale di Pisa. Nel 1951 aveva lavorato con Werner Heisenberg a Gottinga e nel 1954 con Wolfgang Pauli a Zurigo. Tra i maggiori fautori del Sistema Trieste come polo scientifico internazionale, fondò con Abdus Salam il Centro internazionale di fisica teorica per il terzo mondo (Ictp) e il Sincrotrone di Basovizza e, nel 1978, la SISSA. Il cordoglio di Serracchiani ''L'intera comunità del Friuli Venezia Giulia e Trieste in particolare si inchina con cordoglio e gratitudine dinanzi alla straordinaria opera del professor Paolo Budinich''. Così la presidente della Regione Friuli Venezia Giulia Debora Serracchiani ha commentato la scomparsa, la scorsa notte, del fisico teorico Paolo Budinich. UNESCO Supports IYL in 2015
UNESCO Executive Board supports International Year of Light in 2015 PARIS and MULHOUSE, FRANCE ACCRA, GHANA 23 October 2012 The European and African Physical Societies, on behalf of a global partnership of over 40 scientific societies, academies and other institutions, in collaboration with the UNESCO International Basic Sciences Programme (IBSP), are delighted to announce that the UNESCO Executive Board has enthusiastically supported the proposal to declare an International Year of Light in 2015. Light is at the origin of all life, it plays a central role in human activities, and has revolutionized society through medicine and communications, entertainment and culture. Industries based on light are major economic drivers; they create jobs, and provide solutions to global challenges in energy, education, agriculture and health. Light is also important to our appreciation of art, and optical technologies are essential in understanding and preserving cultural heritage. As light becomes a key cross-cutting discipline of science in the 21st century, it is essential that its importance is fully appreciated. It is equally vital that the brightest young minds from all areas of the world continue to be attracted to careers in this field. An International Year of Light will raise public awareness of this essential theme, and thus support the missions and priorities of UNESCO in building capacity in education, science and technology for poverty eradication, responding to critical global social challenges, promoting universal access to information, and safeguarding culture. The study of light is accessible to all ages and all cultures; light is a tremendous subject to motivate education at all levels. -

In accordance with resolution 68/221, the present document provides a report on the implementation of the International Year, including its main achievements and legacy actions. Também tem estimulado o trabalho de pesquisa de colegas meus como Abdulcarimo Ismael, Marcos Cherinda, Daniel Soares, ... Para Ubiratan um grande obrigado, ‘kanimambo,’ de Moçambique! Ubiratan em África Ubiratan participou activamente, em 1976, em Marrocos, no primeiro Congresso Pan-Africano dos Matemáticos, durante o qual se fundou a União Matemática Africana (UMA). Durante muitos anos Ubiratan foi membro do conselho editorial da revista Afrika Mathematika , publicada pela UMA. Em Março de 1978 Ubiratan tomou parte na conferência Desenvolver a Matemática nos Países do Terceiro Mundo , realizada em Khartoum (Sudão), onde apresentou o tema Matemática adequada para os países do Terceiro Mundo: Considerações e Estratégias (El Tom, 1979, 33-46). No mesmo ano, Ubiratan visitou Moçambique, integrado numa missão da UNESCO. E foi no contexto do projecto Mali-1 da UNESCO que se evidenciou o forte envolvimento e engajamento exemplar do Ubiratan com a formação de matemáticos africanos. -
