The M4 motorway begins in Brentford and the River Thames and the Grand Union Canal wind their way through the area to meet at the town centre. 1.2 Brentford is an area of great diversity that has been subject to continual development pressure over recent years. Recognised as a regeneration area by the Government in 1995, the public and private sector have invested millions of pounds in the area over the past decade. Many previously derelict sites now provide new jobs, new homes and new opportunities for local people. The fact remains that there is still much to do to complete regeneration. The Brentford Area Action Plan (BAAP) plans for the future in a way that improves people’s quality of life, makes the best use of urban land to deliver urban regeneration and growth that is sustainable both locally and globally. 1.3 The Plan addresses the key issues facing the Brentford area through the delivery of sustainable new development on brownfield sites. In particular the plan focuses on regenerating Brentford Town Centre in a way that respects its unique waterside location and seeks to enhance the strategic economic role of the Great West Road and its history as an iconic gateway to London. 1.4 The BAAP will guide development over the next 10 years to 2018 and will be reviewed as necessary to reflect any changes in the aspirations of the community and the regeneration needs of the area. The evidence base will be reviewed on a regular basis to ensure the information used to inform decisions is up to date. 5 RELATIONSHIP TO OTHER LOCAL DEVELOPMENT DOCUMENTS 2.1 The Brentford Area Action Plan is a Development Plan Document (DPDs) which together with an Employment Development Plan Document, Core Strategy and other DPDs form the development plan for the Borough as part of Hounslow’s Local Development Framework. All of the Borough’s DPDs should be read in conjunction with each other upon their adoption. Proposals will be considered in the context of all extant documents comprising the Development Plan at the time, and will be assessed in relation to all the policies in those documents. 2.2 The BAAP has been prepared in advance of the Core Strategy, which is primarily as a result of the continuing pressure for development within the area. The production of the BAAP in parallel with an Employment Development Plan Document has enabled consistency between the documents and conformity of the BAAP with the new employment policies rather than the saved UDP employment policies. 2.3 Until Hounslow’s Core Strategy is adopted, the Brentford Area Action Plan must be considered within the context of the Council’s saved policies contained within the existing Unitary Development Plan as amended (September 2007) and the Employment Development Plan Document. 2.4 All policies in the saved UDP continue to be applicable to the Brentford area unless they have been specifically replaced by an adopted DPD. 2.5 The policies, proposals and designations being modified or replaced by the Brentford Area Action Plan are listed in Appendix 1. 2.6 The Plan is considered to be in general conformity with the London Plan and national planning policy guidance (see Policy Context) and will not repeat policies contained within them. 6 STRUCTURE AND DEVELOPMENT OF THE DOCUMENT 3.1 The purpose of the Area Action Plan is to set out a spatial strategy for the continued regeneration of the Brentford Area. It sets out a vision for the future of the area. The vision for the Area Action Plan reflects the vision and objectives of the current Community Plan and is implemented through the objectives, development policies and site specific policies that follow. 3.2 The objectives are derived
