1 Introduction

We consulted stakeholders and the public about proposed changes to bus services in the Hounslow, Ealing and Twickenham areas. The consultation was open during 9 November to 18 December 2015.

Demand for bus services continues to grow in these areas. With further development planned at Hounslow and town centres, additional services are required along the A315 Road. Changes to healthcare services have increased demand for direct links from Ealing to West University Hospital. services will start serving Ealing Broadway, West Ealing and Hanwell stations by 2019.

In summary the changes proposed were:

 Route E8 would be extended from Brentford High Street, to Hounslow Bell Corner, via West Middlesex University Hospital. Buses on the route would all be double deck (currently both single and double deck buses operate on this route). It would no longer serve Commerce Road.  Route 110 would no longer run between Hounslow bus station and West Middlesex University Hospital. It would be extended from Twickenham to West Middlesex University Hospital via Twickenham Road. It would no longer serve York Street and Arragon Road.  Route H28 would no longer serve Wood Lane, Amhurst Gardens and Twickenham Road. It would be rerouted between Jersey Road and Tesco via Syon Lane and extended to serve Brentford County Court.  School route 635 would no longer run between Hounslow bus station and Brentford County Court. It would continue to run between Hounslow bus station and St Paul’s School in Sunbury. The extension of route E8 would provide sufficient capacity.  Route 481 would have a frequency increase from a bus every 60 minutes to a bus every 30 minutes Monday to Saturday daytimes and a new hourly Sunday daytime service. This route runs between Kingston (Cromwell Road bus station) and West Middlesex University Hospital.

This report explains the background to the scheme and consultation and summarises the responses from the general public and stakeholders. This report has the consultation responses for the routes E8, 110, H28 and school route 635. The consultation responses for route 481 are contained in a separate report.

The results of this consultation will form part of the decision making process as to whether the scheme is implemented, modified or does not go ahead.

A further report will be published with our response to issues raised during this consultation process.

2 The consultation

The consultation was designed to enable us to understand the views of local residents, businesses and stakeholders about the proposals.

The potential outcomes of the consultation were:  We decide the consultation raises no issues that should prevent us from proceeding with the scheme as originally planned  We modify the scheme in response to issues raised in consultation  We abandon the scheme as a result of issues raised in the consultation.

2.1 Consultation objectives The objectives of the consultation were:  To give stakeholders and the public clear information about the proposals and allow them to respond  To understand the level of support or opposition for the change  To understand any issues that might affect the proposal of which we were not previously aware  To understand concerns and objections  To allow respondents to make suggestions.

2.2 Who we consulted The public consultation intended to seek the views of people who live near to the proposed route, current users of the service and other potential users. We also consulted stakeholders including the affected Councils, traffic police, London TravelWatch, Members of Parliament, Assembly Members and local interest groups. A list of the stakeholders we consulted is shown in Appendix C and a summary of their responses is given in Section 4.

2.3 Consultation material, distribution and publicity The consultation was available on our consultation website https://consultations.tfl.gov.uk/buses/e8-110-h28

We sent an email to stakeholders with a link to the online consultation page.

We produced a 12 page A5 booklet outlining the proposals (Appendix A). We sent this to all residents, businesses and organisations within a 400 metre distance of the current and proposed routes (Appendix B). In total 53,019 leaflets were distributed.

We sent a supply of leaflets to:

 Ealing and West Middlesex University Hospitals  Local GP surgeries  Libraries  St Francis of Assisi Church,

The proposals for the E8 would mean that a double-deck bus would operate along Amhurst Road instead of the single deck H28. The proposals also involve removing the existing westbound bus stops on Amhurst Gardens and making a new westbound stop outside the Rising Sun pub car park. Three trees would need to be removed and replacement trees

planted. We sent a letter and map of the proposals to all residents in Amhurst Gardens and Alton Close (Appendix D).

Posters highlighting the consultation were placed at bus stops along the routes (where space was available).

We sent an email link to the online consultation to registered users of the bus routes affected. We also sent this link to users of the 235, 237 and 267 since the proposals involve an increase in bus services along London Road and Twickenham Road. In total 17,711 emails were sent out.

The leaflet mentioned that copies were available in large print, audio or another language through a Freephone number 0343 222 1155.

People were invited to respond to the consultation using a variety of methods. They could respond by accessing the online questionnaire; by using our freepost address at FREEPOST TFL CONSULTATIONS; or by emailing [email protected]

The questionnaire asked seven generic questions relating to name, email address, postcode, organisation name (if responding on behalf of a business/stakeholder/organisation), whether the respondent had a health problem or disability which limited their day to day activities, how they had heard about the consultation, and views on the quality of the consultation. A copy of the questionnaire is shown in Appendix G.

There were six questions specific to the consultation:

 How often do you use the bus routes? Respondents were given a choice of six answers: 5+ days a week, 3 to 4 days a week, 1 to 2 days a week, 1 to 3 times a month, less than once a month, I do not use this route  How will the proposed changes affect the length of your journey? Respondents were given a choice of five answers: my journey will be shorter, my journey will be longer, there will be no change to the length of my journey, I do not know what the impact will be, I do not use this route  If the proposed changes go ahead are there any routes you would start using? Respondents were given a choice of four options: yes I would start using this route, I already use this route, I do not use this route and would not in the future, I would no longer be able to use this route  If you answered yes to the above question you would start using a route, please let us know where you would travel to (for example postcode, the town centre, West Middlesex University Hospital)  Do you support our proposals for routes E8, 110, H28 and 635? 2.4 Meetings and site visits A route test was carried out for the proposed route for the E8. This tested whether a double deck bus was suitable for the roads and surrounding area. The proposals introduction of double deck buses would require the replacement of three trees in Amhurst Gardens. There were no other physical reasons identified why the route could not be operated by double deck buses.

A route test was also carried out for the proposed route for H28. There were no physical reasons identified why the route could be not be operated by single deck buses.

TfL and local council officers were in attendance on both route tests.

We presented the proposals at the Isleworth and Brentford Area Forum on 12 November 2015. This Forum is organised by Hounslow Council.

Cllr Louki, ward councillor for Osterley and Spring Grove, Hounslow organised a public meeting to discuss the proposals on 9 December 2015. We presented the proposals at this meeting which was attended by 30 residents. Notes from the meeting are attached (Appendix F).

3 Responses from members of the public

We received 748 responses from members of the public. Of these, 662 (89%) were submitted online, 59 (8%) were emails and 27 (4%) were letters or paper versions of the questionnaire (see chart below).

We received a petition from the residents of Amhurst Gardens (including Chase Court) and Alton Close opposing the proposals for the E8 and H28. This was signed by 90 people from 63 households. The petition is shown in Appendix E. A member of the consultation team acknowledged receipt of the petition with the petitioner and advised that the petition would be taken in to consideration as part of the decision making process.

The most frequently mentioned comments under “other” included: friends/relative/neighbour/colleague (28), consultation leaflet (16), local councillor (9), Resident Associations (9), word of mouth (6), Old Hanwell Resident Association (5), other websites (4), Bus Forums (4) and West Middlesex University Hospital bulletin/emails (4).

There were a number of general comments about the proposals. Some comments did not fall under a specific bus route, or could have related to more than one of the proposed route changes.

The highest number of these general comments related to concerns over the increased number of buses on Amhurst Gardens.

4 Responses from statutory bodies and other stakeholders

We received 10 responses from stakeholders and these are summarised below.

LB Ealing (officer response) The Council supports the extension of the E8 route to West Middlesex University Hospital and Hounslow town centre and conversion to double deck operation. This will give Ealing residents direct public transport access to the facilities at West Middlesex University Hospital, a service that they do not currently have. The enhanced E8 will also give a direct bus service between Ealing and Hounslow town centres.

The Council requests that these and future new vehicles have a low emission specification (preferably hybrid). The Council highlighted Haven Graven at Ealing Broadway as an area of poor air quality and considers that buses are one of the biggest contributors to this.

The Council also requests that this service has adequate capacity to meet the peak vehicle requirement plus robust timetabling to cope with peak period congestion.

LB Hounslow Hounslow Council will provide a response to the consultation after they have discussed the scheme with local stakeholders and councillors.

LB Richmond upon Thames (Cllr Liz Jaeger and officer response) The Council consider there is a longstanding wish from Whitton residents for this route to serve Whitton High Street. There is no direct bus route to connect the Hanworth Road and Powder Mill Lane areas, and for people living to the west of Whitton which would provide a link to their local High Street and station. The Council highlight a petition with over a thousand signatures has been submitted requesting a change to the route to go down Percy Road.

The Council therefore requests that the 110 is re-routed to serve Whitton High Street, or an alternative is found to achieve an improved service between Whitton High Street and Heathfield.

NHS North West London Travel Advisory Group The Travel Advisory Group (TAG) is responsible for advising the NHS on all aspects of access to NHS hospital provision across North West London.

TAG submitted a list of suggested improvements to bus services at hospitals in North and West London in January 2015. These were drawn up as the result of the work done since 2013 to reconfigure certain NHS services as part of the Shaping a Healthier Future programme. They also reflected the existing needs of hospital users who had raised problems with public transport access. The list of suggested improvements was informed by:

• Feedback from patient and transport liaison groups • Input from the five acute hospital trusts serving North West London • The results of detailed surveys of travel patterns covering over 10,000 patients attending the nine hospital managed by these trusts

TAG welcomes the aim of the consultation to improve public transport access for Ealing and Hounslow residents to the West Middlesex University Hospital. The ongoing reconfiguration of hospital provision in West London makes improvements in public transport provision increasingly urgent and important.

TAG is pleased that some of the needs expressed in our January 2015 submission have been addressed in the proposals contained in the consultation.

Route E8 TAG suggests an extension of route E2 in preference to the E8 in order to provide a direct link between as much of the Ealing catchment area and West Middlesex University Hospital as possible. TAG considers the E8 will offer significantly fewer Ealing residents direct access to the hospital than if the E2 was extended. The E2 serves points such as South Greenford and Pitshanger Village and the higher residential density of Northfield Avenue and Windmill Road, compared to the significantly lower level of residential density, due to the open spaces along the , which adjoin the E8 route along Boston Road.

TAG consider a further reason for choosing the E2 route for extension in preference to the E8 is that the E2 already exclusively uses double deck buses, and minimal additional bus purchases would be required for the route extension.

TAG notes that the viability of either route would be reduced by terminating at the Hospital rather than extending to Hounslow, thereby strengthening the Brentford-Hounslow corridor. However they question the need for the western extension of route E8, or E2, to extend to Hounslow Bell Corner. Terminating at Hounslow Bus Garage would avoid the need for the buses to negotiate the potentially time consuming road configuration behind the Treaty Centre and around Bell Corner and provide a high quality interchange with a number of routes serving Hounslow from the North and West.

TAG stated that local residents in Isleworth have considerable concerns over the use of Amhurst Gardens for part of this route extension, by either the E2 or E8, and suggest that consideration is given to using the alternative linking roads of Worton Road and Bridge Road instead of Amhurst Gardens.

Route H28 TAG questions the proposal to delete the H28 service from Wood Lane and Amhurst Gardens and route it to Brentford County Court instead. They consider the H28 is the only route serving the residential neighbourhood of North Osterley and the link to West Middlesex University Hospital is important, particularly as it crosses the major radial routes of Piccadilly Line, Great West Road, Hounslow Loop Line and London Road.

They note the delays caused by the level crossing in Wood Lane, and the likelihood of worsening future impact if the number of trains on the Hounslow Loop line increases. However they consider the desirability of switching the existing H28 route direct to Osterley Tesco and onwards to Brentford should be weighed against the loss of the Hospital link. They suggest that the route continues down Syon Lane and Twickenham Road to terminate at West Middlesex University Hospital rather than at Brentford. They consider there are ample connections already between Busch Corner and Brentford, which will be augmented by the proposals for the E8 (or E2) extension. As well as providing access to the hospital for local residents, they suggest this would provide a new and useful direct link between Syon Lane station and the hospital.

Route 110 TAG welcomes the re-alignment of route 110 so that it serves West Middlesex University Hospital from the Twickenham direction instead of direct from Hounslow, adding capacity and frequency to that already provided by route 267.

General comments In the future TAG would like to see route 195 extended from its eastern terminus at St Pauls Brentford to West Middlesex University Hospital. This marginal extension would provide direct access for the residents of Southall to the hospital at which many now obtain their ante-natal scans and specialist provision following the closure of maternity facilities at Ealing Hospital.

Alternatively, if route H28 remains unaltered, TAG would welcome its extension from the western terminus at Bulls Bridge to Southall Station and eventually onwards to the redeveloped Southall Gas Works Site, as this would also provide Southall residents with direct access to West Middlesex University Hospital.

Ealing Passenger Transport Users Group Route E8 The Ealing Passenger Transport User Group (EPTUG) supports the proposals to serve West Middlesex Hospital, but has some reservations about the need to serve Central Hounslow.

EPTUG consider the route should continue in Lampton Road past Hounslow Central Underground station and terminate in the bay provided at the Civic Centre for route H20 but are unsure if this bay is large enough to accommodate two routes especially when one has a proposed service interval of eight minutes.

They are concerned about regularity and buses trying to keep to time, namely the section of Hanworth Road from the High Street to Douglas Road. They state this section only has one lane in each direction, the eastbound one is already carrying no less than 16 routes, and the westbound lane carries 9 routes. They feel this causes some severe congestion on this section of road. They consider adding further routes on to it should be avoided at all costs. Therefore they suggest that the extended E8 should terminate opposite Hounslow Bus Station, then lay over in the bus station leaving via Kingsley Road before picking up passengers at the stop in the High Street/London Road immediately east of the Bus Station.

Route 110 EPTUG support the proposals for route 110.

Route H28 EPTUG support the proposals for route H28.

They welcome the rearranged route at the as this will provide a service from the High Street to the Syon Lane branch of Tesco.

Osterley Bookshop Osterley Bookshop does not support the proposals for the H28, specifically that Wood Lane, Amhurst Gardens and West Middlesex Hospital would no longer be served. They are firstly concerned that many of their customers (especially the elderly) rely on this bus to take them to West Middlesex University Hospital. The parking costs (and limited availability) at the hospital make this bus a literal lifeline for them.

They are secondly concerned that the bookshop, along with other shops on a very small local shopping parade, rely on the H28 to bring customers from south of the Great West Road.

The bookshop also considers with the advent of the newly-approved Nisha school adjacent to Wood Lane and the proposed Wood Lane pedestrian entrance for the school, it would be unwise to remove the route from this safe drop-off point for pupils. The bookshop considers the proposed re-route could be a very congested area compared with the existing Wood Lane route. Congestion would arise from: the plans for car drop-offs for pupils for this school involve buses delivering pupils at the Wyevale Garden Centre (100 yards north of the Jersey Road/Syon Lane roundabout); normal heavy commuter load; regular 10 minute Sky buses; newly-generated traffic for the proposed Sky Academy east of Syon Lane on the new route. The bookshop considers that the new route will encounter a large amount of traffic (and that the existing Wood Lane route will suffer none of these problems).

Ealing Fields Residents’ Association Ealing Fields Residents’ Association represents over 2,000 households which surround Northfields Underground Station.

The Association welcome the aim of the proposals to improve public transport access for Ealing residents to the West Middlesex University Hospital. The ongoing reconfiguration of hospital provision in West London makes this increasingly important.

However, the Association is concerned at the proposal of extending the E8 route via West Middlesex Hospital as a means of achieving this. If adopted, the Association considers that far fewer Ealing residents will be provided with direct access to West Middlesex University Hospital than if the E2 was extended. They state that the E2 route has the additional benefit of serving an extensive hinterland which includes South Greenford and Pitshanger Village. They also highlight the higher residential density on both sides of the road which borders the E2 route when it follows Northfield Avenue and Windmill Road, compared to the significantly lower level of residential density which adjoins the E8 route when it follows Boston Road, with the open spaces of Elthorne Park and Playing Fields on its western side, and Boston Manor Road, with the open space of Boston Manor House and Park on its western side.

They request that if there are insufficient funds to extend both the E2 and E8 routes, then the route serving the greatest number of Ealing residents and therefore generating the greatest number of through passengers to West Middlesex University Hospital should be selected for extension, i.e. the E2, rather than the E8.

Long Mews Residents Association A representative of the Long Meads Residents Association supports the proposals for bus routes E8, 110 and H28.

They consider local people, especially elderly people would be pleased for the extension of the E8 to Hounslow via West Middlesex University Hospital.

Osterley and Wyke Residents Association A representative for the Association supports the proposals for the E8, and feel this is long overdue. They consider a loop (at the Hospital) rather than using Amhurst Gardens would be a better option. They consider that the Brentford bound bus stops at Ealing Broadway are causing problems and need reviewing.

The representative does not support the proposals for the 110 and H28. They consider the current route of the H28 provides a useful link.

Osterley Albions Residents Association A representative from the Osterley and Wyke Residents Association does not support the proposals for the H28.

Isleworth Voluntary Care Network Isleworth Voluntary Care Network give lifts to elderly or infirm people who need to get to Hospital and doctors appointments.

The representative of the Network stated that Amhurst Gardens is a through route to West Middlesex University Hospital. Ambulances taking patients to Accident and Emergency Department need free use of the available road; as do police cars and patient transport mini buses, these vehicles are using the road 24 hours a day.

The Network stated that residents of the immediate area were pleased when Tesco contributed to the cost and a single deck bus (H28) was introduced. This made it possible for local residents, many elderly, to get to Tesco to do shopping which can be heavy and not easily carried. They disgree with removing the H28 service.

They consider that replacing a single deck that runs at 20 minute intervals during the day and replacing it with a double decker E8 at eight minute intervals in both directions would cause major congestion resulting in delays for ambulances.

They consider it is not feasible for a double decker turn left into Amhurst Gardens without using the whole road which they consider is rarely empty. Conversely when turning from Amhurst Gardens into the London Road there is a pedestrian crossing immediately at the corner with schools at both ends of the road.

The Network does not agree with the proposed location of the bus stop at the Rising Sun Public House, and consider this will cause congestion. They state that when the H28 was introduced it proved to be the wrong site so it was set back about 30 yards to enable traffic to pass and negotiate the end of the turning.

They consider a priority for change should be to increase the frequency of bus 110 and 117 into West Middlesex University Hospital. They feel this would increase the number of people using public transport to get to the hospital and therefore reduce the volume of traffic on the roads and the number of cars needing to park at the hospital too.

5 Summary and conclusions

Overall there was general support for the proposed changes to the E8, 110, H28 and school route 635. The most popular positive comments for the E8 were that double-decking the route would alleviate congestion, reduce cost, journey time and provide new direct links between Ealing and Hounslow/West Middlesex University Hospital/Gumley School. The positive comments for route 110 included support for an additional service between Twickenham and West Middlesex University Hospital to relieve congestion on route 267. New links to Twickenham station were also mentioned. The positive comments for route H28 included the extension to Brentford is needed, and the proposals would improve access to Osterley and on Syon Lane.

The most frequent negative comments concerned routes E8 and H28 particularly around the Amhurst Gardens (a petition was received from residents) and Wood Lane area. For route E8 these included Amhurst Gardens not being wide enough to accommodate bus services and general health and safety concerns (double-deck buses were successfully route tested with only tree pruning identified as required). Concerns were also raised about impacts on reliability, and that double-deck buses and an additional service to Hounslow are not required. For route H28 the most frequent negative comments were that the route needs to continue serving West Middlesex University Hospital and Wood Lane. Other negative comments included the loss of links to Osterley Tesco, impacts on the elderly, increase in journey times and loss of links from Amhurst Gardens to Hounslow East station.

For route 110 concerns were raised regarding an increase in journey times, the need to stop at Whitton High Street and loss of links at Isleworth. Concerns for route 635 were raised regarding the loss of capacity between Brentford and Hounslow, and longer journey times.

We worked closely with London Borough (LB) of Hounslow to develop the schemes. All the proposed changes to bus stops require their assistance as they are the highway authority. Hounslow will provide a response after they have discussed the consultation results with local stakeholders and councillors. LB of Ealing supports the extension of route E8 to West Middlesex University Hospital and Hounslow town centre, and the conversion to double- deck buses. LB Richmond reaffirmed their longstanding request to reroute 110 to Whitton High Street (this has been investigated recently. It is not possible for route 110 to serve Whitton High Street without removing the route from either Powder Mill Lane or Twickenham town centre).

From 28 May 2016, we will introduce the following service improvements:

 Route E8 will be extended from Brentford High Street, to Hounslow Bell Corner via the A315 London Road through Isleworth. The route will no longer serve Commerce Road. Buses will all be double deck (currently both single and double deck buses operate on this route).  Route 110 will no longer run between Hounslow bus station and West Middlesex University Hospital. It will be extended from Twickenham to West Middlesex University Hospital via Twickenham Road. It will no longer serve York Street and Arragon Road.  School route 635 will no longer run between Hounslow bus station and Brentford County Court. It will continue to run between Hounslow bus station and St Paul’s School in Sunbury. The extension of route E8 will provide sufficient capacity between Hounslow and Brentford.

We have deferred making a decision on the proposed changes to route H28 as well as the part of route E8 which was proposed to serve Twickenham Road, West Middlesex University Hospital and Amhurst Gardens. We will have further discussions with the London Borough of Hounslow about these proposed changes.

Action 1. Introduction

Cllr Louki opened the meeting which was to discuss the proposed changes to the H28 bus route. TfL outlined the main proposed changes to bus services in the area and the background to the consultation.

2. Main issues raised by residents

 The residents present were overwhelmingly against the proposed changes to the H28 route  Residents on Wood Lane and surrounding roads would lose direct access to Osterley Tesco and West Middlesex University Hospital (WMH), these are essential links for local people and difficult for elderly people to walk to  Osterley Library, Hounslow High Street and Civic Centre are also important links served by the H28  The H28 also connects with other bus routes and its removal from this leg would further reduce access  Residents disputed that there are alternative bus stops within 5-7 minute walk of Wood Lane for elderly people  Walk back from the Hospital and London Road is uphill and difficult for people  Residents found it very difficult when the H28 was recently withdrawn for a period of time due to cabling works  The changes will mean more people using cars and resorting to costly mini cabs rather than public transport  The changes to other routes may improve links overall for people to WMH but not for residents on Wood Lane  Not just elderly people but also young mums with prams and schoolchildren who would be impacted by the loss of the H28 service  Residents are prepared to put up with delays from the level crossing rather than lose the service. Residents felt most delays were caused by congestion in Hounslow and at other locations (including Amhurst Gardens) rather than the level crossing.  Residents were concerned about the feasibility of introducing E8 double deck buses on Amhurst Gardens due to no expected change in congestion, loss of parking and trees needing to be 81

replaced  Residents were concerned at the proposed changes in routeing for route 110 which would also remove the link for local people to WMH  The H28 route was originally designed to offer access from very poorly served neighbourhoods in Osterley and North Isleworth.  Residents considered TfL should respond to users and not be influenced by the operator.  Residents felt that removing the H28 from part of the route would defeat the object of maximising bus access to the hospital.

3. Suggestions made by residents

 Extend the E2 to provide a link from Brentford to Osterley Tesco  Continue the H28 to WMH and make the terminus there  Better co-ordination of the H28 timetable with the timetable for trains and the level crossing  The consultation booklet should have referred to the loss of trees on Amhurst Gardens if the proposed double deck service for the E8 is introduced  E8 could be extended to Busch Corner and then to WMH and return, rather than being routed to via Amhurst Gardens  Alternative route for H28 on Parkwood Road leading to Syon Lane proposed (not supported by other residents) The bus could serve Northumberland Avenue running to Syon Lane and then to Tesco.  Alternative route to avoid level crossing, Wood Lane, Musgrave Road, College Road, London Road to Syon Lane to Tesco.  Request to have a real-time countdown display for the bus stop outside the Treaty Centre  TfL to have a flexible performance relationship with the bus operator because of delays not controllable by the operator (eg level crossing), reflecting the needs of local people  Split the H28 into two routes to make more reliable (split at central Hounslow)

4. Further information requested TfL  PTAL ratings (a measure which rates locations by distance from frequent public transport services) - link can be found here At present the Wood Lane rating is 1b (0 is worst, 6b best), a resident requested what this will be after the proposed changes  Request to know the number of daily passengers using the service, in particular from Wood Street to WMH

5. Cllr Louki thanked residents and TfL officers for attending the meeting. Copies of the consultation questionnaire were available for residents to complete. The consultation closes on 18 December 2015.
