P O Box 26662, Abu Dhabi, United Arab Emirates (UAE) www.tra.gov.ae TRA Regulations- Maritime Radio Service, Version 1.0 Article (1) Definitions 1.1 In applying these Regulations, the following terms shall have the following meanings unless the context requires otherwise, whereas any term undefined in the following shall be defined in line with the Federal Law by Decree No. 3 of 2003 as amended its Executive Order and Radiocommunications Policy: 1.1.1 “Applicant” means any Person who has applied for a License or an Au- thorization in accordance with the Telecom Law or other Regulatory In- struments issued by the Authority. 1.1.2 “Application” means the request for issuance of a License or an Authorization, received at the Authority on prescribed forms as per the procedure in vogue. 1.1.3 “Assigned frequency” means the centre of the frequency band assigned to a station by the TRA. 1.1.4 “Authorization” means a frequency spectrum Authorization granted by the TRA. 1.1.5 “Authorized User” means a Person that has been granted an Authorization by the TRA. 1.1.6 “Baseline” means “normal baseline”, as defined in the UN Convention on the Law of the Sea (UNCLOS, 1982), including fringe islands. 1.1.7 “Base Station” means a land mobile radio which is fixed. 1.1.8 “Class Authorization” means the Authorization which permits the operation of Wireless Equipment by any Person within designated frequency bands subject to the terms and conditions stipulated by the TRA. 1.1.9 “Coast Station” A land station in the maritime mobile service. 1.1.10 “DSC” Digital Selective Call: is primarily intended to identify ship-to- ship, ship-to-shore and shore-to-ship radiotelephone and radio telex calls. DSC calls can also be made to individual stations, groups of stations, or “all stations” in ones reach. Each DSC-equipped ship, shore station and group is assigned a unique 9- digits Maritime Mobile Service Identity. 1.1.11 “Emergency Position- Indicating Radio Beacon (EPIRB)” means the Station in the maritime mobile service, the emission of which is intended to facilitate search and rescue operations. Page 2 of 16 TRA Regulations- Maritime Radio Service, Version 1.0 1.1.12 “GMDSS” means the Global Maritime Distress and Safety System. 1.1.13 “Maritime Mobile Service” A mobile Radiocommunication Service between coast stations and ship stations, or between ship stations, or between associated on-board communication stations: survival craft stations and emergency position-indicating radio beacon stations may also participating in this service. 1.1.14 “MMSI” Maritime Mobile Service Identity is a series of nine digits which are transmitted over the radio path in order to uniquely identified ship. 1.1.15 “Maritime Radio Navigation Service” A radio navigation service intended for the benefit and for safe operation of ships. 1.1.16 “On Board Communication Station” A low power station in the maritime mobile service intended for use for communication on board a ship, or between a ship and its life boats and life-rafts or operations, or for communications with a group of vessels being towed or pushed, as well as for line handling and mooring instructions. 1.1.17 “Person” will include ‘juridical entities’ as well as ‘natural persons’. 1.1.18 “Port Operation Service” A maritime mobile service in or near a port, between coast station and ship station , or between ship stations , in which messages are restricted to those relating to the operational handling the movement and safety of ships and, in emergency , to the safety of persons 1.1.19 “Port Station” A coast station in the Port Operation Service 1.1.20 “Radiocommunication Service” means the transmitting or receiving of Radio Frequency which may be used for the conveyance of data, or messages or voice or visual images, or for the operation or control of machinery or apparatus. 1.1.21 “Radio Regulations (RR)” means the publication issued by the International Telecommunication union and ratified by the States through the Final Acts of the World Radiocommunication Conference. RR consists of four volumes; volume 1 for articles, volume 2 for appendices; volume 3 for resolutions and volume 4 for recommendations. 1.1.22 “Regulatory Instruments” means any instrument issued by the Authority under its powers, and includes without limitation; Regulations, violation decisions, directives, instructions, guidance and recommendations and regulatory policies. 1.1.23 “Secondary Basis” means not to cause harmful interference to other radio stations and not to claim protection from other radio stations. Page 3 of 16 TRA Regulations- Maritime Radio Service, Version 1.0 1.1.24 “Ship Movement Service” A safety service in the maritime mobile service other than a port operating service, between coast stations an ship stations, or between ship stations in which messages are restricted to those relating to the movement of ships. 1.1.25 “Ship Station” A mobile Station in the Maritime Mobile Service located on board a vessel which is not permanently moored, other than a survival station. 1.1.26 “Ship Station License” means an Authorization issued by the TRA for Ship Station going to international waters. 1.1.27 “Station” means an installation operated by an Authorized User, for carrying on a Radiocommunication Service. 1.1.28 “Temporary Authorization” means an Authorization issued by the TRA which permits the use of assigned frequency for a period up to 90 days. 1.1.29 “UAE” means the United Arab Emirates including its territorial waters and the airspace above. 1.1.30 “Wireless Equipment” means a category of Telecommunication Apparatus used for Radiocommunication Service. Article (2) Permitted Usage 2.1 Usage of Maritime Radio Service is allowed for the following, subject to terms and conditions as given on the TRA Authorization and applicable Regulatory Instruments. 2.1.1 Shore-to-ship (port operations) 2.1.2 Shore-to-ship (coast station public correspondence). 2.1.3 Shore-to-ship (private agencies) 2.1.4 Inter ship communications. 2.1.5 On board communications. 2.1.6 Distress, safety and calling channels. 2.1.7 Search and rescue 2.1.8 Automatic Identification System(AIS) 2.1.9 Buoys Page 4 of 16 TRA Regulations- Maritime Radio Service, Version 1.0 Article (3) Maritime Authorization Types 3.1 The usage of any Maritime Radio Service in the UAE shall require a valid Au- thorization issued by the TRA. The Application shall be submitted to offices of the TRA through the TRA online system or other paper or electronic means as accepted by the TRA. The Application processing fees and annual spectrum fees as given in the Spectrum Fees Policy or Regulations shall apply. 3.2 The TRA categorizes the vessels into three types; small boat, coastal ship and international ship. This categorization is based on the navigation license, area of operation, call sign and MMSI requirement, gross tonnage, etc. Article (4) Contents of the Authorization 4.1 The small boat Authorization shall contain the Authorization number, owner’s name and address, name of the boat as given on the registration, equipment details, frequency channels and the dates of issue and expiry. 4.2 The coastal ship and Ship Station (international) Authorization shall be issued on the same format. These Authorizations shall contain the Autho- rization number, owner’s name and address, name of the vessel as given on the registration, equipment details with corresponding frequency bands and the dates of issue and expiry. Other details as applicable shall be call sign, MMSI, DSC, AAIC and class of ship.     Executive Summary of the ICAO Position for ITU WRC-15 Radio frequency spectrum is a scarce natural resource with finite capacity for which demand is constantly increasing. The requirements of civil aviation as well as other spectrum users continue to grow at a fast pace, thus creating an ever-increasing pressure to an already stretched resource. International competition between radio services obliges all spectrum users, aeronautical and non- aeronautical alike, to continually defend and justify retention of existing or addition of new frequency bands. The ICAO Position aims at protecting aeronautical frequency spectrum for all radiocommunication and radionavigation systems used for ground facilities and on board aircraft. The ICAO Position addresses all radioregulatory aspects on aeronautical matters on the agenda for the WRC-15. The items of main concern to aviation include the following: identification of additional frequency bands for the International Mobile Telecommunications (IMT). Under this agenda item, the telecommunications industry is seeking up to 1200 MHz of additional spectrum in the 300 MHz to 6 GHz range for mobile and broadband applications. It is expected that a number of aeronautical frequency bands will come under pressure for potential repurposing, especially some of the Primary Surveillance Radar (PSR) bands. Existing frequency allocations which are vital for the operation of aeronautical very small aperture terminal (VSAT) ground-ground communication networks, especially in tropical regions, are also expected to come under pressure. Due to decisions made by a previous WRC, this has already become a problematic issue in Africa. WRC-15 agenda items 1.1 and 9.1.5 refer; potential radioregulatory means to facilitate the use of non-safety satellite service frequency bands for a very safety-critical application, the command and control link for remotely piloted aircraft systems (RPAS) in non-segregated airspace.

Consequently, the ITU has adopted in its Radio Regulations the assignment and use of maritime mobile service identities (MMSIs). Mandate Section 5(c) of the Department of Industry Act states that the Minister shall exercise the powers and perform the duties and functions in a manner that will increase the international competitiveness of Canadian industry, goods and services and assist in the adjustment to changing domestic and international conditions.

(26 pages) amcp.7.wp.081.ycr6.wpd AMCP/7-WP/81 Report on Agenda Item 6 6-1 Agenda Item 6: Development of relevant material for the ITU WRC-2000 (May 2000) 6.1 INTRODUCTION 6.1.1 The meeting reviewed under this agenda item the report from Working Group F which met from 21 to 24 March 2000 in Montreal, Canada. 6.1.2 It was recalled that, since AMCP/6, Working Group F had held three meetings: a) 5 - 14 May 1999 in Bangkok, Thailand; b) 19 - 26 October 1999 in Dakar, Senegal; and c) 21 - 24 March 2000 in Montreal, Canada. 6.1.3 The Rapporteur of Working Group F was Mr. S. Mitchell from the United Kingdom. 6.1.4 The results of the meetings held in Bangkok and Dakar were presented directly to the Air Navigation Commission and/or the Council as necessary. These meetings also provided valuable material for submission to the International Telecommunication Union (ITU) by ICAO (ITU-R Study Groups 4 and 8 and the Conference Preparatory Meeting (CPM) refer). 6.1.5 The organization of the meetings in the various ICAO regions was highly effective since it significantly improved the coordination with the various States in the region that participated in the meetings.
