Executive Summary of the ICAO Position for ITU WRC-15 Radio frequency spectrum is a scarce natural resource with finite capacity for which demand is constantly increasing. The requirements of civil aviation as well as other spectrum users continue to grow at a fast pace, thus creating an ever-increasing pressure to an already stretched resource. International competition between radio services obliges all spectrum users, aeronautical and non- aeronautical alike, to continually defend and justify retention of existing or addition of new frequency bands. The ICAO Position aims at protecting aeronautical frequency spectrum for all radiocommunication and radionavigation systems used for ground facilities and on board aircraft. The ICAO Position addresses all radioregulatory aspects on aeronautical matters on the agenda for the WRC-15. The items of main concern to aviation include the following: identification of additional frequency bands for the International Mobile Telecommunications (IMT). Under this agenda item, the telecommunications industry is seeking up to 1200 MHz of additional spectrum in the 300 MHz to 6 GHz range for mobile and broadband applications. It is expected that a number of aeronautical frequency bands will come under pressure for potential repurposing, especially some of the Primary Surveillance Radar (PSR) bands. Existing frequency allocations which are vital for the operation of aeronautical very small aperture terminal (VSAT) ground-ground communication networks, especially in tropical regions, are also expected to come under pressure. Due to decisions made by a previous WRC, this has already become a problematic issue in Africa. WRC-15 agenda items 1.1 and 9.1.5 refer; potential radioregulatory means to facilitate the use of non-safety satellite service frequency bands for a very safety-critical application, the command and control link for remotely piloted aircraft systems (RPAS) in non-segregated airspace. -

Appendix A Glossary of Terms ABOVE GROUND LEVEL (AGL): An elevation datum given in feet above ground level. AIR CARRIER: A person who undertakes directly by lease, or other arrangement, to engage in air transportation. (FAR 1) (Also see Certificated Air Carrier) AIR CARRIERS: The commercial system of air transportation, consisting of the certificated air carriers, air taxis (including commuters), supplemental air carriers, commercial operators of large aircraft, and air travel clubs. (FAA Census) AIR ROUTE TRAFFIC CONTROL CENTER (ARTCC): A facility established to provide air traffic control service to aircraft operating on IFR flight plans within controlled airspace, principally during the en route phase of flight. When equipment capabilities and controller workload permit, certain advisory/assistance services may be provided to VFR aircraft. (AIM) AIR TAXI: A classification of air carriers which directly engage in the air transportation of persons, property, mail, or in any combination of such transportation and which do not directly or indirectly utilize large aircraft (over 30 seats or a maximum payload capacity of more than 7,500 pounds) and do not hold a Certificate of Public Convenience and Necessity or economic authority issued by the Department of Transportation. The pilots still consider the ILS as one of the most reliable means of guidance it continues to be used around the world. This paper examines what is an ILS its categories, components and the relevance of ILS in India. Since all Indian airports do not have ILS it causes disruption of flights, passenger discomfort and loss of business. The ILS has been compared with other advance systems of navigation in the market. Considering seamless movement of flights a necessity for business and development of India, the paper proposes ILS/GAGAN installation at all Indian airports. Key words - ILS, Localizer, Glide slope, Yagi antenna. BACKGROUND The development of an instrument landing system (ILS) began during World War I in the twenties but it was not until the thirties that some substantial research was carried out. The airports used to fire flares to guide the commercial airliners. There was a lot of research work carried out by USA and UK from 1930 to 1947 in developing a system in order to land aircrafts safely in low visibility conditions. This was a direct outcome of World War 2 since during the war the USAF bombers could not carry out bombing over Europe in foggy weather conditions. -

Introduction Rule 117 of Aircraft Rules, 1937 provides that every aeronautical station operator forming a part of flight information service shall operate in accordance with the requirements specified by the Director–General. This CAR lays down the requirements as specified in ICAO Annex-1, for issuing a certificate by air navigation service provider that authorizes an unlicensed individual to operate as an aeronautical station operator on the conditions that they meet all the requirements. This CAR is issued under provisions of Rule 117 and Rule 133A of the Aircraft Rules 1937. 2. Applicability and Scope This CAR is applicable to air navigation service provider for issuing the certificate for aeronautical station operator. 1 CIVIL AVIATION REQUIREMENTS SECTION 9 SERIES L PART VIII __ SEPTEMBER 2018 3.
