(26 pages) amcp.7.wp.081.ycr6.wpd AMCP/7-WP/81 Report on Agenda Item 6 6-1 Agenda Item 6: Development of relevant material for the ITU WRC-2000 (May 2000) 6.1 INTRODUCTION 6.1.1 The meeting reviewed under this agenda item the report from Working Group F which met from 21 to 24 March 2000 in Montreal, Canada. 6.1.2 It was recalled that, since AMCP/6, Working Group F had held three meetings: a) 5 - 14 May 1999 in Bangkok, Thailand; b) 19 - 26 October 1999 in Dakar, Senegal; and c) 21 - 24 March 2000 in Montreal, Canada. 6.1.3 The Rapporteur of Working Group F was Mr. S. Mitchell from the United Kingdom. 6.1.4 The results of the meetings held in Bangkok and Dakar were presented directly to the Air Navigation Commission and/or the Council as necessary. These meetings also provided valuable material for submission to the International Telecommunication Union (ITU) by ICAO (ITU-R Study Groups 4 and 8 and the Conference Preparatory Meeting (CPM) refer). 6.1.5 The organization of the meetings in the various ICAO regions was highly effective since it significantly improved the coordination with the various States in the region that participated in the meetings. The secretariat of the regional offices was particularly supportive to the activities undertaken in the regions to support the ICAO position through participation in the WRC-2000 preparation activities conducted by the Regional Telecommunication Organization. 6.2 DISCUSSION 6.2.1 Review of the ICAO position to the WRC-2000 6.2.1.1 The meeting noted that the ICAO position, as approved by the ICAO Council, was sent to ICAO Contracting States and relevant international organizations on 9 July 1999 (E3/5-99/74 and on 20 December 1999 (E 3/5-99/119). The ICAO position as contained in the letter from 9 July was already submitted to the ITU WRC-2000 in the form of an information paper. An addendum, containing the decision of the Council in December on this issue, is in preparation in the Secretariat. Additional information papers on specific items are expected to be submitted by ICAO. In this regard, it was noted in particular: a) the need for ICAO to oppose an allocation to the mobile service in the band 2 700 - 2 900 MHz until studies on this subject are completed and radars are adequately protected from harmful interference; AMCP/7-WP/81 6-2 Report on Agenda Item 6 b) the option for ICAO to support an extension of the band (1.5 - 1.6 GHz) in which aeronautical mobile-satellite (route) service (AMS(R)S) has priority in the frequency coordination process which will bring the available bandwidth in line with that available in some countries in Region 2; c) the need to secure that the minimum bandwidth for GNSS should be made available together with provisions to protect the current and future use of the 960 - 1 215 MHz band by the (terrestrial) aeronautical radionavigation service to which this band is already allocated. DME, together with VHF omnidirectional radio range (VOR), provides for the primary infrastructure of air navigation on a global basis. It was also recognized that in some highly congested areas DME stations could not be re-assigned to other frequencies in order to allow GNSS to operate without interference. RNSS systems operating in the DME band should neither cause harmful interference to nor claim protection from stations operating in the Aeronautical Radionavigation Service in the band 960 - 1 215 MHz. Since information available today is not sufficient to derive final conclusions, it was considered that further work is necessary; d) studies in the ITU-R should be undertaken in order to assess the compatibility between RNSS and radar through the determination of the appropriate power flux density (pfd) limit for the RNSS (s-E) transmissions; and e) it was considered necessary to ensure that the interference which could be accepted by the RNSS (space-space) does not impact aeronautical use of GNSS. 6.2.1.2 The meeting debated at considerable length the possibility for establishing a pfd limit for the RNSS, which would protect DME operations. The meeting agreed that a range for a pfd limit (aggregate for all RNSS systems operating in the same frequency band) between -115 to -120.1 dBW/m2/MHz should be brought forward to the ITU. Further studies are required on all the aspects of the compatibility analysis to develop a final value. Some members informed the meeting that they could only accept the upper value of the range (-115 dBW/m2/MHz). Note.— Further details on the discussion on this item are contained in the report of Working Group F/4. 6.2.2 GBAS issues 6.2.2.1 The meeting was advised that in the view of some members, the current allocation to the Aeronautical Radionavigation Service in the band 108 - 117.975 MHz would not allow for the transmission of ground-based augmentation system (GBAS) signals. One member informed the group that a domestic footnote had been adopted which allowed such national components. An appropriate amendment to the allocation, the introduction of a specific footnote or an amendment to the definition for the aeronautical radionavigation service in the Radio Regulations could solve this regulatory problem. The meeting noted that appropriate amendments to the Radio Regulations could be introduced in 2003. This was expected not to delay introduction of GBAS in the band 108 - 117.975 MHz prior to 2003. For an interim period, national regulations may be established to solve this regulatory problem. This matter is likely to be addressed at the WRC-2003. AMCP/7-WP/81 Report on Agenda Item 6 6-3 The meeting was informed that the GNSS Panel is developing criteria for FM-broadcasting immunity of GBAS receivers. It was now necessary to amend ITU-R Recommendation IS-1009 on the compatibility between the sound broadcasting service in the band of about 87 - 108 MHz and the aeronautical services in the band 108 - 137 MHz. This activity will be undertaken by AMCP and GNSSP. 6.2.3 Amendments to Annex 10 6.2.3.1 The meeting agreed to a proposal for amending Annex 10 (all volumes) with a view to aligning the references in Annex 10 to the ITU Radio Regulations to correspond with the current numbering scheme of these Regulations. The agreed material is contained in the appendix to the report on this agenda item. 6.2.3.2 Accordingly, the meeting developed the following recommendation: RSPP Recommendation 6/1 — Amendments to Annex 10 That Annex 10 be amended as shown in the appendix to the report on this agenda item with a view to updating references to the ITU Radio Regulations. 6.2.4 ITU Recommendation 402 6.2.4.1 The working group reviewed proposals from the ITU relating to the difficulties with Recommendation 402 on the coordination of WW frequencies in Appendix S27 to the Radio Regulations (Allotment plan for the HF service). This matter was reviewed in detail by Working Group E. It was noted that one state is considering upgrading of this recommendation to a resolution. This might, through a mandatory coordination with ICAO, introduce an extra layer of bureaucracy. 6.2.5 AMS(R)S spectrum (1.5/1.6 GHz bands) 6.2.5.1 The meeting was informed about problems encountered in the process of frequency coordination for AMS(R)S spectrum under the new provision of the Radio Regulations (1997). It was noted that these provisions do not guarantee access to AMS(R)S spectrum for MSS systems providing AMS(R)S services. The situation in the near future is expected to worsen, since the band is almost fully occupied by existing and future MSS systems. 6.2.5.2 The APG2000-4 held in February 2000 agreed on following APT common proposal to WRC-2000: a) Footnotes S5.353A and S5.357A shall be modified to ensure priority access and immediate availability of spectrum for AMS(R)S and GMDSS communications in 1.5/1.6 GHz band; and b) Resolution 218 shall be re-defined to clarify and to strengthen footnotes and new Resolution is proposed that prompt and equitable allocation of required spectrum for AMCP/7-WP/81 6-4 Report on Agenda Item 6 safety communications shall be ensured in the frequency coordination process, and that techniques for prioritization, pre-emption and interoperability for safety communications shall be determined, and implemented when necessary and where feasible, in order to achieve the most flexible and practical use of the generic allocations. 6.2.5.3 The meeting agreed that the measures agreed in APT should be considered favourably at WRC-2000. 6.3 It was agreed that the material in section 6.2 of the report on this agenda item would be used by ICAO when developing additional information papers for submission to ITU WRC-2000. — — — — — — — — AMCP/7-WP/81 Appendix APPENDIX PROPOSED AMENDMENTS TO ANNEX 10 INTRODUCTION OF THE NEW NUMBERING SCHEME OF THE ITU RADIO REGULATIONS IN ANNEX 10 March 2000 Preliminary Notes 1.     Executive Summary of the ICAO Position for ITU WRC-15 Radio frequency spectrum is a scarce natural resource with finite capacity for which demand is constantly increasing. The requirements of civil aviation as well as other spectrum users continue to grow at a fast pace, thus creating an ever-increasing pressure to an already stretched resource. International competition between radio services obliges all spectrum users, aeronautical and non- aeronautical alike, to continually defend and justify retention of existing or addition of new frequency bands. The ICAO Position aims at protecting aeronautical frequency spectrum for all radiocommunication and radionavigation systems used for ground facilities and on board aircraft. The ICAO Position addresses all radioregulatory aspects on aeronautical matters on the agenda for the WRC-15. The items of main concern to aviation include the following: identification of additional frequency bands for the International Mobile Telecommunications (IMT). Under this agenda item, the telecommunications industry is seeking up to 1200 MHz of additional spectrum in the 300 MHz to 6 GHz range for mobile and broadband applications. It is expected that a number of aeronautical frequency bands will come under pressure for potential repurposing, especially some of the Primary Surveillance Radar (PSR) bands. Existing frequency allocations which are vital for the operation of aeronautical very small aperture terminal (VSAT) ground-ground communication networks, especially in tropical regions, are also expected to come under pressure. Due to decisions made by a previous WRC, this has already become a problematic issue in Africa. WRC-15 agenda items 1.1 and 9.1.5 refer; potential radioregulatory means to facilitate the use of non-safety satellite service frequency bands for a very safety-critical application, the command and control link for remotely piloted aircraft systems (RPAS) in non-segregated airspace.

BACKGROUND The development of an instrument landing system (ILS) began during World War I in the twenties but it was not until the thirties that some substantial research was carried out. The airports used to fire flares to guide the commercial airliners. There was a lot of research work carried out by USA and UK from 1930 to 1947 in developing a system in order to land aircrafts safely in low visibility conditions. This was a direct outcome of World War 2 since during the war the USAF bombers could not carry out bombing over Europe in foggy weather conditions.
