Dear KSEA members,

I trust that there were a lot of positive things that happened in your work and home in the last several months. I also hope that you reached a conclusion that 2005 had been a great year for you and your family and you opened the new year filled with fresh spirit and exciting hopes. It seems that KSEA also had a good time, observing signs of improvement in its image projected to the surrounding societies. To mention a few:

(1) Magnanimous gesture of former Deputy Prime Minister of Science & Technology of Korea, Dr. Myung Oh, toward KSEA

Shortly after UKC2005 held in August last year, we heard a delightful news that Dr. Myung Oh, then Deputy Prime Minister (DPM) of Science & Technology of Korea, might be able to meet some members of KSEA when he accompanies President Moo-Hyun Roh in NY City during September 13 - 14. So, we hurriedly made an arrangement and through the help of chapter presidents of the NY Metro Chapter, the New Jersey Chapter, the Philadelphia Chapter, the New England Chapter, and the Upstate NY Chapter, we recruited about 50 participants.

Most people agreed that it was an event of historical significance for KSEA. The visionary DPM Oh is viewed by many as the primary architect of the foundation and the movement which led Korea to be the current world-class IT powerhouse. He persuaded two other ministers to accompany him at this meeting. The two ministers were MOCIE (Commerce, Industry, and Energy) Minister, Dr. Hee-Beom Lee, and MIC (Information & Communication) Minister, Dr. Dae-Je Chin. Interestingly, all three ministers are graduates of the Electronic Engineering Dept of National University.

KSEA Letters, Vol. 34, No. 2 (March 2006) 3 All three ministers who are real heroes in Korea, showed great warmth toward KSEA. It is obvious that they understand the importance of US-Korea cooperation in science and technology and they see potential contributions of KSEA toward that end. Although all three ministers changed jobs early this year, I am certain that the attitudes they exhibited at the meeting will have long-lasting positive effects on the activities and stature of KSEA in the future. It seems safe to say that this is one significant sign showing the continuing improvement of the image of KSEA projected to surrounding societies.

(2) YGTLC (Young-Generation Technical & Leadership Conference) 2006 held in January, 2006 in Los Angeles

KSEA hosted YGTLC2006 (Young-Generation Technical & Leadership Conference) in Los Angeles during Jan. 6 – 8, 2006. In this newsletter, you can see that we refined the goals and nature of YGTLC. I think you will agree with the 34th EC that YGTLC is a very important program of KSEA. Another pleasant thing was that Dr. Wan-Kyu Cho, former Minister of Education of Korea who had also been the President of Seould National University and a stauchy supporter of KSEA, kindly donated $1,000 to KSEA and we used it as an award fund in this YGTLC event.

(3) Mini-Council Meeting

We felt that gathering councilors just once a year would not be a good thing for improving the vitality of KSEA. Yet a full council meeting is a very costly event. So, while YGTLC2006 was going on, 21 senior members including some Executive Committee members, other committee chairs, auditors, some technical group councilors, and representatives of chapter presidents gathered in another hotel in the LA Korea Town to hold a mini-council meeting.

The purpose was to discuss about the current status and the desirable future of KSEA. Some of the items discussed are as follows: - Implementation of the decision made at the last Council meeting for Redistribution of Technical Group Councilor positions - Future possible enhancement of Technical Group Councilor positions: Relationship to sister societies - How to obtain better nominations in the future ? - Membership status and Status of the e-Directory project - How to motivate and reward chapter presidents - Other sponsored projects

All participants felt that the meeting was quite useful and productive.

(4) Regional YGTLC to be held in Dallas, Texas

Since YGTLC 2005, I have thought that having regional YGTLCs would be a highly cost-effective action for KSEA. Some parents will be interested in showcasing their sons and daughters who are high-performance graduate students and young professionals. Some undergraduate students will be interested in learning from the graduate students and young professionals being showcased while networking among themselves. Their parents will be supportive of their children participating in such events. Since a regional YGTLC will not involve air-travel by participating students, the costs will be modest.

During the mini-council meeting of January, the Executive Committee approved the plan for providing the financial support of up to $5,000 to chapters organizing a regional YGTLC and supporting two such regional YGTLCs. Since then, I have been encouraging some chapters to organize a regional YGTLC. It turns out that the president of the North Texas chapter, Esther , has come forward to take the leadership in

4 KSEA Letters, Vol. 34, No. 2 (March 2006) organizing a regional YGTLC together with the president of the Southwest Chapter, Sam Ryu. You will hear more about this later.

(5) Projects supported by KOFST

We submitted a proposal to KOFST last Summer for conducting two tasks: (a) Development of an electronic membership directory (E-Directory) and (b) Assessment of R&D trends in IT areas. The proposal was accepted. As a result, powerful task teams were formed and both tasks were about to be concluded. You'll see more detaisl in this newsletter and hear more in the near future. This project will also help KSEA financially.

A particularly pleasant outcome is the E-Directory to be published before April. The last member directory of KSEA was published in 1994. So, after 12 years, each member will be able to see some basic information on other members. The basic information is about the same as what you may find in a typical business card. Chapter presidents will be able to see a lot more information in the new member management and e-directory system. Meanwhile, it is important that all members who have not updated their member profiles in the KSEA Web do so quickly.

(6) UKC2006

Under the excellent leadership of 35th president-elect, Sung-Kwon Kang, the preparation of UKC2006 (The 2006 US - Korea Conference on Science, Technology, & Entrepreneurship) is going very well. You will find some details in this newsletter. In terms of the budget involved, this is the biggest annual event managed by KSEA. Having seen how UKC2005 was, I trust that most members would not want to miss this.

Again, if something nice happens to you, your Korean-American colleagues at work or in town, or children of the members in your town, please kindly spare time informing us (especially, Publication Co-Directors Hee-Koo Moon and Young-Bai Choi) of the news. Doing so is as important as any other possible contribution that you can make.

2006 YG Technical and Leadership Conference: Report by Brian Park

One of the primary goals of the KSEA is to nourish opportunities for leadership development and networking to our young generation Korean-American students and professionals. To this end, KSEA has been continuously and successfully expanding YG related activities in the past. These include meetings, seminars and conferences at local student chapter and the national levels. Following an amazing success of the 1st Young Generation Technical and Leadership Conference (YGTLC) 2005 held in San Francisco, the 2nd YGTLC 2006 under the theme of “Leaders in Science and Engineering for 21st Century and Beyond” was held as follows:

The first goal of the YGTLC 2006 was to present role models of outstanding graduate students and young professionals in science and engineering so that Korean-American undergraduate student could learn them. The second goal was to provide opportunity to improve leadership skills by letting YG attendees to actively participate in workshop. The third goal was to promote careers in science and engineering by providing an opportunity for listening to inspiring stories from prominent Korea- American professionals in the areas of both academia and business. The fourth goal was to sustain the nation-wide YG movement by providing networking opportunities for potential leaders at the KSEA student chapters across the U.S.

The budget obtained from KUSCO was $20,000 which was 2/3 of that for YGTLC2005 but KSEA Hqs added a little to the budget from the general operating fund and the organizing committee managed the event extremely well. Another pleasant thing was that Dr. Wan-Kyu Cho, former Minister of Education of Korea who had been a staunch supporter of KSEA, kindly donated $1,000 to KSEA and we used it as an award fund in this YGTLC event. The YGTLC 2006 was attended by 44 students and young professionals. Among them, 38 students were from 17 different universities and 6 young professionals were from various industry and academia. During the conference, 14

6 KSEA Letters, Vol. 34, No. 2 (March 2006) papers (including 3 essays) were orally presented and 8 papers were presented in the poster session.

The president of KSEA, Prof. Kwang-Hae (Kane) Kim at UC Irvine, gave a welcoming remark along with an overview of KSEA activities. In addition to the presentations by YG participants, the YGTLC 2006 had plenary session presentations and talks on leadership fundamentals by the following distinguished individuals.

Participants in the banquet on Saturday evening consisted of not only the YGTLC attendees but also many leaders of KSEA who were holding a mini-Council meeting in another hotel and discussing the future directions for KSEA. During this banquet, an inspiring town hall meeting with the theme, "YG Members for the Future of KSEA", was held under the moderation of the former YG Committee Chair and the current Auditor, Prof. David Hosin Lee at Univ. of Iowa.

At the end of the conference, the following students and young professionals received the awards with special distinctions.

In summary, YGTLC 2006 was a great success. 11 outstanding graduate students and young professionals interacted in warm atmosphere with undergraduate attendees with good leadership potentials and presented themselves as good role models in science and engineering. The success of the YGTLC is evident from the following comments by the attendees:

Prof. Kwang Hae (Kane) Kim, President of KSEA, and Prof. Hosin David Lee, Auditor and YG Chair Emeritus, provided advices and encouragements throughout the preparation of the conference.

A plan for the YGTLC 2007 is underway. It is likely that the event will be held in east coast, possibly in New York, sometime in January 2007. Stay tuned on future announcement at www.kseayg.org.

The Korean-American Scientist and Engineers Association (KSEA, www.ksea.org) is pleased to announce that the National Mathematics Competition (NMC) will be held on April 22, 2006. The KSEA NMC is open to the 4th-11th grade students with Korean heritage. The goal of the NMC is to promote their interest in mathematics and careers in the fields of science and engineering. Students, parents and guardians who are interested in the NMC2006 should contact chapter representatives for registration in respective chapter areas.

The competition is in the form of a written examination. It will start at 2pm Eastern Standard Time (11 am Western Standard Time) and will last

60 minutes for the 4th, 5th, 6th, 7th, 8th grade; and 90 minutes for the 9th, 10th, 11th grade.

The location will be determined by each participating chapter. Each participating student may have to pay a small amount of fee determined by the local chapter which administers the exam in the relevant region. No calculators or rulers are allowed.

Some participating chapters will conduct information seminars for parents or guardians while students are taking the tests. Examples of the seminar topics are admission policies of universities, careers in science and engineering, financial plans for university education, introduction to KSEA, etc.

It is expected that each KSEA chapter will present the chapter awards following the exam on the same day. The nature of the chapter awards, which are different from national level awards, varies among chapters.

2. National-level awards

The KSEA HQ will announce recipients of the national level awards in approximately ten days after the competition. The KSEA HQ will present three awards for each grade. Each award will carry a cash prize of modest amount.

UKC2006 ANNOUNCEMENT

Announcement of On-line Abstract Submission System for UKC2006

The "Call for Papers" is announced for the UKC2006 to be held in the New York Metropolitan area on August 10-13, 2006. Fourteen technical Symposiums and four special Forums are organized for the Conference as described in its website (https://www.ksea.org/ukc2006).

An on-line abstract submission system is now operating. All KSEA members and colleagues from Korea and US are invited to submit their abstracts directly to the UKC website.

Young Generation Forum 2006 (YGF – 2006) Announcement

Location: Seoul, Korea (details TBA) Date: Tuesday, July 18th - Saturday, July 22nd, 20006 Organized by: The Korean Federation of Science and Technology societies (KOFST) Co-organized by: Korean-American Scientists and Engineers Association (KSEA) and Korean Scientists and Engineers Association in other countries

Goal: To provide a platform where young Korean scientists and engineers from all over the world and Korea could develop an international perspective on science and technology by sharing their knowledge on the state-of-the-art science and technology through a human networking. Additionally, the participants from other countries would not only become interested but also be assimilated to Korean culture.

Who: Total of 150 participants (100 overseas Koreans including 40 from USA) will be selected from various countries including USA, Japan, Germany, Canada, & more.

Eligibility: · Must be Korean-American under age of 34 (born in the year 1972 or after) whose major is related to science and engineering. · Must be Undergraduate (Junior, Senior), Graduate or Post-doc - at the time of the event and should be able to communicate in English. · Must be 1.5th (attended a high school in USA) or 2nd generations of Korean immigrants who are citizens or permanent resident of USA (Korean citizen students studying abroad are not allowed to attend the forum). · Must be a member of KSEA (Undergraduate: free, Graduate: $15, and Post-Doc: $35) at the time of application. Please join the membership on-line www.ksea.org · Students who participated in previous YGF will not be eligible.

Cost: Room and board will be provided during the duration of the forum. Airfare will be reimbursed based on lowest possible Economy Class price after you arrive in Korea.

Dear KSEA members who attended the dinner meeting of September 13,

I am grateful to all of you who kindly joined the dinner meeting and showed your warmth in welcoming Deputy Prime Minister of Korea, Dr. Myung Oh, MOCIE Minister, Dr. Hee-Beom Lee, and MIC Minister, Dr. Dae-Je Chin.

You will fully agree with me that it was indeed an event of historical significance. As I mentioned, the only way I could describe the whole event is to call it a special act of the God. You witnessed what a visionary DPM Oh was in representing and leading the science and technology community of Korea. You could feel that indeed he must have been the primary architect of the foundation and the movement which led Korea to be the current world-class IT powerhouse. His generosity directed toward KSEA this time will remain forever in the memories of many of us.

Minister Hee-Beom Lee has been in the center stage while MOCIE has been steering Korean industry in the past 32 years. Wasn′t it wonderful to learn that he had also been an engineering major in his undergraduate study ? Wasn′t it also exciting to learn that Minister Dae-Je Chin, a symbolic R&D star of Samsung Electronics for 18 years and the current overseer / guide of the IT industry of Korea, had also contributed to KSEA before leaving from IBM in early 1980′s ?

I am sure that all of you are as grateful to these three ministers for their kindness exhibited toward KSEA as I am. It is obvious that they understand the importance of US-Korea cooperation in science and technology and they see potential contributions of KSEA toward that end. To match with their expectations and well-wishes, KSEA should bounce back from the current weak state and get much stronger. In my opinion, one of the most important and difficult things to do is to induce outstand talents existing in 1.5-generation and 2nd-generation Korean-American communities into KSEA and let them convert KSEA into a society where lots of 1.5G and 2G scientists and engineers exploit synergies among themselves and with their contemporaries in Korea. This was the thinking behind our arrangement to have Professor Ken Yu, a model 1.5G scientist, and Professor Mimi Yunkyung Kim, a model 2G scientist, give wonderful speeches during the dinner meeting. I think you will agree that this arrangement produced 300% of the intended effect and their speeches were highly meaningful and inspiring.

We will appreciate receiving from some of you some photographs taken during the meeting. 1. President Kim • Approval of the meeting agenda and the EC Meeting #5 Minutes • UKC2005 Final report to KUSCO – Program booklet and Proceedings CD were submitted to KUSCO • R&D Proposal to KOFST KOFST increased the funding to support organizations such as KSEA this year under the leadership of Dr. Yung-Bog Chae, and requested new proposals. In response to the call, KSEA submitted a new proposal with two tasks. The first proposed task is a revised project for development of an electronic membership directory (E-Directory) of which an earlier version was submitted during the 33rd administration. The second proposed task is a project on R&D Trend Assessment in IT areas. Total funding of the proposal is $100,000. $40,000 will be allocated for the e-directory project, and the remaining $60,000 will be for the R&D Trend Assessment project. KOFST approved an overhead cut of 1/3 of the total funding for the HQ operation. • Dinner Meeting with Deputy Prime Minister of Korea, Myung Oh KSEA hosted the dinner meeting with Dr. Oh on September 13, 2005 in New York. The meeting was also attended by two ministers of Korea (Dr. Hee-Beom Lee, MOCIE Minister, and Dr. Dae-Je Chin, MIC Minister), and more than 50 KSEA members. Prof. Kenneth Yu and Dr. Mimi Kim made presentations representing 1.5G and 2G members of KSEA. • KUSCO/KSEA Meeting Brief President Kim, President-Elect Kang and Past president Sung-Won Lee had a meeting with KUSCO to discuss the ways to improve the working relationship with KUSCO. KUSCO’s annual support to KSEA has been $50,000 to $60,000 with additional supports upon special proposals (e.g. YGTLC). We fee that the level of KUSCO’s support for KSEA should be improved. KUSCO asked us to resubmit the women membership drive proposal on the basis of not meeting the deadline. For the YGTLC proposal of $40,000 we submitted right after the meeting with DPM Oh on September 13, KUSCO requested a revision. KUSCO provided $30,000 for YGTLC2005 held in San Francisco in January 2005. Revised proposal was submitted. If KUSCO does not respond by next Friday on this proposal, we may have to consider canceling the YGTLC.

2. President-Elect Kang • UKC2006 Fund Raising. Visited past sponsors and big conglomerates in Korea. Tentative list for UKC2006 sponsors includes POSCO, Samsung Electronics, LG Electronics, LG Chemical, SK Telecom, Hyundai Motors, Se-Ah Group, and KT. Did not have time to visit research organizations in Taejon (such as ETRI, KITECH) at this time. Expects the total level of sponsorship similar to UKC2005. • Plans for UKC2006 Hotel contract has been signed. Organizing Committee is being formed. UKC2006 Webpage will be opened on November 1, 2005. On-line registration for the conference as well as on-line

26 KSEA Letters, Vol. 34, No. 2 (March 2006) management of the conference including paper submission will be implemented. New York Metro and New Jersey chapters will help the local arrangements for the conference.

3. Vice President Cho • AKPA support Since AKPA received full support of $5,000 from KUSCO for the Public Lecture Series, as well as additional support of $20,000 from KUSCO, we decided not to provide any funding support for their Public Lecture Series. We will cooperate with AKPA through local chapters providing logistics support upon their request. ED will notify AKPA about the EC decision. • Local Chapter Supports The following level of local chapter support was approved. For Southern California Chapter, the support level will be dependent on the YGTLC event, $1,000 if the YGTLC will be held; $500 if there will be no YGTLC. For Midwest, New Jersey, and San Diego Chapters, $500 each will be supported provided that each chapter will have more than 30 updated membership profiles. This condition should be met for the membership fee refund as well to any local chapters. • NMC 2006 NMC date was discussed. April 22, 2006 and 1st Saturday of April as long as it does not coincide with Easter, as discussed a few years ago was discussed. The date will be decided by the Contest Committee.

4. Executive Director Park • Prof. Byung Gyu Park of University of Virginia was elected as the Chair of YG Committee • Hurricane Katrina Relief Contribution $500 from the HQ fund was sent to Dr. Dong-Ho Park (President of Louisiana Chapter) immediately upon President Kim’s direction. Additional $1,500 was sent to Dr. Park from the KSEA members’ contribution, for food and other relief supplies. We still have about $3,000 remaining from the contribution. • Fund Management Committee membership needs to be filled. Prof. Sung Won Lee, the FMC Chair will work on it. • Dr. Moon Won Suh and Prof. HongTaik (Thomas) Han were elected as the Former President Councilors in addition to the immediate past president Prof. Sung Won Lee. • It was decided that the UKC2005 Proceedings CD will be sold at $50 to non-member organizations. • Creation of YG Chapter organization at Stevens Institute of Technology was discussed. $500 was supported in response to the proposal to create the chapter last year. This fund was sent to the New York Metro Chapter. NY Metro Chapter regarded it not desirable to create a separate KSEA student chapter when there is already a Korean Student Association at the university. This matter will be discussed further between the YG Committee Chair and NY Metro Chapter President. • Membership Due Return Policy In order to encourage the membership profile update effort at the local chapter level, a detailed local chapter subsidy policy through membership due return was established. Chapters with more than 30 active members with updated membership profiles will receive the full refund of the membership dues. Chapters with less than 30 but more than 10 active members with updated membership profiles will receive 50% of the collected membership dues. Chapters with less than 10 active members would not receive any refund. When any chapters satisfy these conditions for refund at a later date, they will receive the refund accordingly. This new policy will be formally distributed to the local chapters.

Purchasing new machines instead of renewing the lease ($5,300) would be far more economical. New copier and fax machine were purchased ($3,500 with $50 per month service contract for the copier and $660 for the fax machine). It would be desirable to buy a printer as well when the lease expires in 2007. • November Yearly Federal Tax Report is under preparation. • For UKC2005, the income was $252,000 and the expense to date is $134,000. There will be some more expense items to be cleared for the UKC2005. • KOFST support for the 2nd half of $83,000 was received. • FD will follow on the question of the Federal tax exempt status of KSEA.

6. MD Ryu • Bulk e-mail distribution system was set up. • UCI undergraduate student was hired to aid membership profile update. • There were several inquiries regarding the availability of the membership directory from the general membership of KSEA as well as several outside organizations. • E-mail server migration from Samsung will happen gradually. 7. Other Items • President Kim and ED Park plan to visit Korea to have meetings with KOFST, MOST, and KOSEF officials. • PB Moon is in charge of publishing KSEA Letters Vol.34 No.1. It will be published electronically by the end of November.

Technical Groups Reorganization: Rules Committee Chair Kun Sup Hyun Rules Committee Chair Kun Sup Hyun proposed various ways of decreasing councilor positions, which was one of the action items from the previous council meeting. a. Updating membership profiles with Tech. Groups Reorganization b. Decreasing and Redistributing Councilor Positions i. After reviewing the membership distribution data and various options, the attendees agreed on a plan to reduce the total number of councilors from 26 to 14. ii. It was decided that the small technical groups (with less than 5% of total members) should be combined with other technical groups. Technical groups with more than 10% membership will have two councilors, and technical groups with less than 10% membership will get 1 councilor. iii. The recommended TG reorganization plan was as below, with 5 TGs combined with other TGs.

Status of KOFST R&D Trend Assessment Project: Professor Yong-Wook Kim of Lehigh University, Advisor to the KSEA president Kane Kim, presented an interim progress report on the KSEA study on the project. This year’s focus is U.S. R&D trends in information science and technology areas. 8. Status of local chapters: Vice President Yong M. Cho Vice President Yong M. Cho showed the chapter and branch support chart to the council members (a total of $5,500 was spent from July 2005 to December 2005). a. Chapter and Branch Support: The supported chapters are Central IL Chapter, SW State Chapter,New York Metro Chapter, NJ Chapter, KWISE, Southern CA Chapter. We also supported the KMSO 2005and the Louisiana Chapter for the Hurricane Katrina evacuee aid. b. NMC Preparation: President Kim suggested to pay honorarium for the NMC problem set committee members and the meeting attendees concurred with the suggestion. $3,000 was allocated for the NMC Problem Set Committee. c. NMC National Level Awards amount for every grade level for this year will be:

9. Scholarship Committee: Vice President Yong M. Cho Vice President Yong M. Cho explained the current KSEA scholarships and the KUSCO graduate student scholarship status. He suggested to recognize the KUSCO scholarship recipients at the UKC banquet by providing travel support in addition to the scholarship for the selected recipients. The majority of attendees have agreed that we could use $15,000 for scholarships and the rest for the recipients’ travel reimbursement. The councilors have decided to give a total of 7 KSEA named scholarships this year.- VP Yong M Cho’s action needed

10. YGTLC and other YG Activities: MD3 John C. Lee John C. Lee presented the YG Student Chapter status: YG Activities, New emphasis in YGTLC 2006, Scholarships, Student chapters, Success factors of student chapters, Future of KSEA a. Leads the conference-Leadership training purpose i. Suggested resurrection of the summer Internship program managed by the scholarship committee or by the KSEA HQs ii. We should work on the generation gap between undergraduate students and graduate students iii. Need some funds to sustain the regional/nationwide YG student network b. Problem of YG Membership Drive i. Many of these students don’t want to pursue the PhD program. Even if they joined the YG Student Chapter as undergraduates, many of them don’t stay as KSEA members after they start the professional jobs. So we have to find ways for them to feel comfortable being KSEA members without Masters or PhD degrees. ii. President Kim mentioned that we should balance our efforts between promotion of scientific excellence and mutually supportive networking of industry professionals. c. Annual YGTLC this year – Being held on January 6-8, 2006 in Los Angeles, CA d. Annual YGF in Korea: July 18-22, 2006 in Seoul e. Individual student chapters i. 11. KSEA Newsletters: Publications Board Member Hee-Koo Moon PBM Hee-Koo Moon explained about the current web version of the newsletters, Vol. 34 No. 1. The council recommended replacing the current picture of Prof. Hwang’s keynote presentation from the News Letters cover. The plan for issuing a total of three News Letters as Vol. 34 was discussed. PBM Moon suggested the followings in order to collect news materials more effectively:

–HQ news (Executive Director) –Chapter news (Chapter President Chair) –Member news (Chapter President, Group Councilors) –Papers (Group Councilors)

PBM Moon expressed a difficult learning curve of being an editor without prior knowledge and experience and suggested having a system of editor and associate editor for a smooth transition from year to year. The associate editor assumes the position of the editor for the next term. He also recommended a more clearly defined review process of the News Letters. He said the current review process took a long time.

President Kwang-Hae (Kane) Kim suggested to establish a web bulletin board in order to brainstorm and to improve communications among the EC and Councilors.

President Kim stressed the sensitive nature of the annual election and stated that all the matters related to the election should be handled with care and accuracy. Election Committee chair, ED, and MD are working together to carry out the tasks. • FD Song and the headquarters staff should interact with the KOFST staff to ensure timely arrival of the the first half-year support of 2006 from KOFST soon.

2. Report by PE Kang UKC2006 • The program committee had the 3rd teleconference yesterday. • So far, we received about 150 abstracts, 50 of them from Korea. • On-line paper submission system is working well. • Abstract due date has been extended to March 31. Expects to have 250-300 papers for the conference. • On-line registration for UKC2006 has been set up and being tested. It will be launched by April 15. ITD Shim is working on it. • Fund raising is over the level of last year. The pledged amount is about $250,000, but so far only 10% of it was collected. Second invoices are being sent out. • PE Kang attended KUSCO meeting a couple weeks ago. There is possibility that KUSCO may provide more support to KSEA above last year’s level, due to its on-going IRS audit. It may be feasible to get travel support for up to 50 graduate students for UKC 2006. • Local arrangement committee is active for UKC2006 preparation. 2006 KOFST Business Proposal • For R&D Trend Study, Aerospace Science and Technology and Advanced Materials Technology have been identified for two areas for next year’s proposal. Five members for each field were identified as the primary researchers for the study. • For E-Directory, the goal of the next year’s proposal is to increase the number of resume-level membership profiles. We have already established about 150 resume-level profiles under current year’s e-directory work. • The proposal will be submitted by March 24.

3. Report from VP Cho Local Chapter proposals

36 KSEA Letters, Vol. 34, No. 2 (March 2006) o HQ received proposals from SW Chapter, Oregon Chapter, and Northwestern University student chapter. o During the telecom, EC approved $500 for SW membership drive proposal. o Since EC already approved Northwestern University student chapter proposal earlier through e-mail voting, EC directed the YG Committee Chair Byungkyu Park to execute the fund of $500 after contacting Northwestern student chapter president. o As for the request of $1,000 from newly formed Oregon Chapter, since the chapter was not formally approved by the Council, EC decided to provide $500 as a support fund for establishment of the new chapter after the chapter files the official chapter application documents and its founding members fill out the resume-level member profiles. NMC o On-line registration support from HQ for local chapters not capable of setting up their own on-line systems will be provided. MD Ryu will work on this. o Problem set development is progressing well with the fund of $3,000 approved by EC previously. Scholarship o 27 applicants for 10 graduate scholarships. o 24 applicants for undergraduate scholarships. EC decided to provide 12 undergraduate scholarships this year even though the interest income generated from the scholarship fund over the last year could support only 4 scholarships. This means that about $8,000 from the general operating budget will be used to support 8 scholarships. o Evaluation of the applicants will start after NMC, and the results will be announced in early May. Graduate scholarship recipients will be acknowledged at UKC2006.

4. Report from ED Park • The Council approved the change of Technical Group Councilor structure to reduce the total number of TG councilors from 26 to 18. • Nomination Committee finalized candidates for TG Councilors positions reflecting the TG structure change. • The Council approved the list of candidates for the general election, and the Election Committee is preparing the election package. • The Council should approve nominees of the KSEA awards. Nomination Committee Chair, President Kim, and ED Park will prepare a request for Council vote on this matter.

5. Report from FD Song • Checking account balance for 34th administration is about $230,000. Checking account balance for 35th administration is about $30,000. • Mutual fund portfolio balance as of 12/31/2005 is $287,493.42, with interest income in 2005 of $6,718.18. • The expected resignation of Ms. Junghwa Oh from her job due to her family situation was discussed. Plans to interview two applicants for the position of the Finance Associate at the HQ.

6. Report by YG Committee Chair Park • 58 applications were received for YGF participation next July in Korea. 40 of them were selected by YG Committee. EC approved the selection, and the list will be sent to KOFST.

7. Report by MD Ryu • Election mailing list (based on paid membership in last two years) is being confirmed by each chapter president, to be completed by March 15.

Membership profile entries have three levels: detailed resume-level profile, business card level, and telephone directory level. Minor improvements are being implemented upon receiving feedbacks from the tester. There should not be a problem integrating this new system with the existing system at the HQ website. • Various levels of access authority have been established. For example, HQ administrators will have full access, and the local chapter presidents will have access to their members’ database. President and President-Elect should also have full access. General members will have access to their own profiles for updating, and they will have telephone directory level access to all the members. • President Kim proposed and EC agreed to have the new system as the official member management system at the HQ as of March 15, keeping the old system as a back-up. • MD Ryu will announce the capability of the new system to the KSEA membership. • NMC national on-line registration system will be implemented upon discussion between MD Ryu, ITD Shim, and VP Cho. • If any local chapters want the HQ to provide the Web space for them under the HQ website, these requests will be favorably reviewed.

8. Ad-hoc Committee on Women Membership Drive (CoWMeD) • President Kim asked Prof. Kang-Won Wayne Lee to chair this ad-hoc committee. The members of the committee are; Prof. Hyeong-Ah Choi (George Washington U.), Prof. Kyung A. Kang (U. of Louisville), Dr. Sooja Kim (NIH), Prof. Heakyung Lee (Winthrop Univ.), Prof. K. W. Lee (URI, Chair), Dr. Woonsup Park (KSEA Executive Director), Prof. Tae-Won Ryu (KSEA Membership Director), and Dr. Esther Yang (Abbott Laboratories). President Kim is an honorary member, and MD2 and KWISE President Gye Won Han is a consulting member. • The committee was chartered to execute the remainder ($7,000 after providing $5,200 to KWISE) from the KUSCO funding of $13,200 by June 2006, to increase KSEA membership among women scientists and engineers. • The committee had two telecons and issued a request for proposal to local chapters for activity plans and strategies to increase the KSEA women membership from KSEA Chapters and Branches. Any KSEA affiliated organization can work with the appropriate chapters and branches. This RFP is also uploaded to KSEA home page. • The committee is considering the plan for inviting a prominent woman scientist, engineer or administrator as a seminar speaker at possibly two different east coast cities. • MD2 Gye Won Han mentioned that KWISE is planning a meeting on March 17 at NIH. Dr. Sooja Kim of NIH is arranging the event. • After some discussions, EC approved a proposal to give some break on membership dues to the new women members. For new members joining KSEA under these women’s membership drive, the membership due for the remainder of the 34th term (which ends in June 2006) will be waived, and the 35th term dues will be paid from the KUSCO fund. * After the EC meeting, President Kim consulted with President-Elect Kang and CoWMeD Chair Lee to establish implementation guidelines for this issue. They agreed that this special arrangement would be effective until May 31, 2006 for the first 60 applicants who provide resume-level information to be put into the member profiles in the KSEA E-directory. CoWMeD will give a proper notice of this guideline to all potential applicants.

KWISE 5th Meeting -KWISE-KSEA Joint Seminar with Dr. Esther Yang “Critical Success Factors in Industry”

The 5th KWISE meeting took place on Feb. 25, 2006 in the Immunology West Conference Room (IMM-1W) at The Scripps Research Institute (TSRI). The invited speaker for the KWISE-KSEA Joint Seminar, Dr. Esther K. Yang, R&D Director of Clinical Chemistry at Abbott Laboratories (Dallas, TX), gave a presentation entitled “Critical Success Factors in Industry” as the fourth talk of the Career Development Series. Dr. Esther Yang is also serving as the president of the North Texas Chapter of KSEA.

Members gathered on this typically clear, crisp San Diego morning to greet each other and helped themselves to coffee and donuts. Due to Dr. Yang’s flight delay, the seminar started half an hour behind schedule. Yet Dr. Yang’s inspirational, thought-provoking talk was met by an eager audience.

She first shared her personal story of the 37 years she spent in the United States and of how she achieved her present position. She defined success in terms of having a positive influence to others and declared her personal vision as a desire to make a difference in the world. This translated to helping others through improving health care, which fits right in with the clinical diagnostics automation system she spearheaded at Abbott Labs.

One by one, Dr. Yang explained the critical success factors, broadly categorized as the Basics, Influence Management, and Leadership. She emphasized that many scientists can easily become “stuck” at the independent stage of their careers and that it was important for them to develop the soft skills that allow them to move on to the interdependent stage, where they can truly develop into leaders. One of the take home messages was that the perception of success generally amounts to the ratio of reality to expectations, and therefore, put simply, the key to success is to under promise and over deliver. KWISE is deeply indebted to Dr. Yang for great insights that can only come from years of experience.

Toward the end of her talk, Dr. Yang surprised one person in the audience with the gift of a book entitled “Good to Great” by Jim Collins, which served in part as the basis of her talk. The seminar was just a little over an hour. Dr. Han, Gye Won presented Dr. Yang with a small token of appreciation from KWISE. A simple, delightful lunch followed, along with a casual Q&A session in a more relaxed atmosphere.

CHAPTER NEWS

The following email on the picnic and the seminar report were submitted by Dr. Sam Ryu (SW State Chapter president):

Dear KSEA SW Families,

I am so excited to report to you that we had a great fun this Saturday having a 2006 KSEA SW Picnic at Bear Creek Park.

There are a couple things I would like to share with you on this event:

(1) We were so glad to have very special members (Dr. Seh Man Ryu and Mrs. Yumi Ryu, Mr. Jaeyoung Lee and his wife) who were former presidents of SW State Chapter. There are strong and steady supporters and members of our chapter and Dr. Seh Man Ryu is the founder of our long history mathematics competition in Houston which has become the national level competition.

(2) There were about 40+ attendees from College Station, Houston, and Galveston areas.

(3) Even if a weather man forecasted 60% rain, the weather was perfect for a picnic.

(4) Our picnic proposal was accepted by KSEA HQs, and they sponsored this picnic.

(5) All participants were thankful to volunteers who prepared the food, grill, kids ' toys, and good prizes, too.

(6) Please find the attached photos and we are planning to upload all other photos soon so that members can download them.

There are two up-coming events: (1) NMC 2006, on April 22nd at Houston Korean Catholic Church, and (2) 2006 KSEA Regional Young Generation Leadership Forum in Dallas co-hosted by SW State Chapter and North Texas Chapter.

KSEA-SW SEMINAR REPORT

“2006 KSEA Global Leadership Seminar at Texas A&M University”

1. OBJECTIVE

The project objective is to inspire young engineers/scientists to join KSEA and possibly to establish a KSEA Student Chapter at Texas A&M (TAMU) by giving a well organized leadership seminar with a renowned industry leader and current KSEA active member.

Currently Texas A&M University (TAMU) has approximately 700 Korean students (including Korean-American) and KSEA-SW State Chapter (President, Dr. Sam Ryu) sees the potential of establishment of a KSEA Student Chapter. KSEA-SW State Chapter has a strong tie with TAMU in terms of Aggie alumni and geographical proximity. As a pilot study, SW State Chapter organized a local organizing committee of a seminar with a theme entitled “2006 KSEA Global Leadership Seminar for Young Engineers and Scientists” supporting KSEA HQs’ one of the visions which is to encourage young members and to draw new young generation members.

6. SOME THOUGHTS

TAMU has a strong potential for a new Student Chapter planting. Based on feedback from participants and organizing committee, the following comments can be made:

1) Start-up number of interested students and faculty members is believed to be achieved through this seminar.

2) If a KSEA Student Chapter at TAMU is established, a continuous strong relationship with local chapters (SW possibly) is demanded.

3) Early annual financial support from KSEA HQs for a Student Chapter can be beneficial to expedite an important meeting among KSEA members at TAMU inviting more students/faculty/visiting scholar to pursue required procedure to register a recognized organization at TAMU.

4) SW State Chapter will support the Student Chapter’s local events by connecting Student Chapter members with industry/academia KSEA active members to help the Student Chapter to better grow.

5) In mid-February some of the key members at TAMU will have a kick-off (or brain-storming) meeting regarding an establishment of a Student Chapter.

6) Once a Student Chapter at TAMU is established, the co-operation with Rice Univ., U. of Houston, and U. of Texas might be expedited by organizing a Regional YGTLC which might be funded by the HQs.

7) To better recruit more new KSEA members, follow-up emails will be sent out with more detailed info on how to join KSEA and a short summary version of the exit survey results.

2006 년 2 월 19 일 KSEA SW 주관으로 Texas A&M 대학에서 개최된 글로벌 리더쉽 세미나에서 실시한 설문에 대한 결과를 정리하였다. 본 설문은 KSEA 의 인지도 평가, 리더쉽 세미나에 대한 평가, 그리고 KSEA 향후 활동에 대한 의견을 수렴하기 위해 실시되었다. 연사 및 진행자를 포함한 참석자 130 명 중에서 99 명이 설문지를 제출하였다.

Comment: Texas A&M 대학 학생들 중 본 행사 이전에 KSEA 를 들어본 적이 없다고 응답한 사람이 절반을 넘었다. 하지만 들어 본적이 있다고 응답한 사람도 상당수 있는 것으로 나타났다. 아마도 행사 준비를 위해 몇 번 보낸 안내문을 통해 알게 되지 않았나 추측된다. 그리고 본 행사를 통해서 52%의 사람이 KSEA 를 자세히 알게 되었다고 응답했고 47%는 조금 알게 되었다고 응답했다. 따라서 본 행사를 통해 참석자의 99%가 KSEA 를 알게 된 것으로 나타났다.

Comment: KSEA 향후 활동에 대한 질문에 대해서 참석자의 99%는 KSEA 가 이러한 행사를 정기적으로 개최해주기를 희망하고 있다 응답했다. 그리고 세미나 주제에 대해서는 리더쉽, 네트웍킹, 인터뷰 관련 등으로 조사되었다. 한편 참석자의 62%가 KSEA 에 가입하려는 의사가 있는 것으로 응답하였으며, 가입 의사가 없다고 응답한 사람들의 이유로 ‘KSEA 를 잘 몰라서’가 42%를 차지하였다. 아마도 KSEA 의 활동이 많이 알려지지 않은 탓인 것 같다.

전체적으로 볼 때, 본 행사를 통하여 KSEA 에 대한 인지도가 많이 높아진 것으로 나타났으며, 참석자들이 글로벌 리더쉽에 대하여 상당히 만족한 것으로 조사되었다. 한편 많은 사람들이 KSEA 회원에 가입 의사가 있는 것으로 응답했다. 향후 이러한 분위기를 잘 이끌어 갈 수 있는 노력이 필요하다고 생각된다. 앞으로는 한인 과학/공학도에 대한 KSEA 의 기여와 KSEA 회원에 대한 철저한 이점을 제공해서 KSEA 의 사회기여와 회원확보에 노력해야 할 것으로 판단된다.

KSEA at NU History In January 2005, KSEA at NU was founded by Eun-Jin Jeanny Yoon (President and Founder) and began an initiative to recruit 1.5 and 2 generation Korean Americans for: The Purpose of encouraging civic participation and developing the next generation of Scientists and Engineers. There is a large student body who are Korean and Korean American at NU. KSEA-NU is the 1st Asian group in Science and Engineering at Northwestern University.

The New England Chapter hosted a seminar regarding H1-B and Permanent Visa for the Korean students and professionals at February 11, 2006. The seminar was held at MIT campus in help of the MIT Korean Student Association, and over 70 people participated. People were mostly from Boston metro area, but the attendees included people all the way from Brown University. Because of the American policy changes after 9/11, the seminar lasted much longer the schedule due to a large numbers of questions from the attendees. It was definitely a successful seminar with a right topic at the right time.

Announcement for KSEA Annual Award

Background At the 28th Councilor’s Meeting, the KSEA Annual Award has been established to recognize: (1) member(s) who have made outstanding contributions to advances in science and engineering or applications of technology for the general welfare of society, (2) member(s) who have made outstanding contributions in fostering international cooperation especially between the US and Korea, and (3) person(s) who have made outstanding services to the betterment of the KSEA.

The 2006 Award Annual Award will be limited to the following two areas: (1) "Entrepreneur of the Year Award" to an individual(s) who has made stellar performance in the area of entrepreneurship, and (2) "Outstanding Contribution to KSEA Award" to an individual(s) who has made an exceptional contribution for the advancement of the KSEA.

Nomination We are hereby soliciting nominations, and nominations are welcomed from any KSEA member. Each nomination must be accompanied with a letter of nomination, along with the candidate's curriculum vitae, and three supporting letters. The nomination package should be sent to the Honors and Awards Committee, KSEA, 1952 Gallows Rd., Suite 300, Vienna, VA 22182 or email to [email protected].

Deadline and Selection Process Deadline for Nominations is March 1, 2006. The Honors and Awards Committee of KSEA will review the applicant’s suitability, make selection, and recommend to the President. The final recommendation will be presented to the KSEA Council for approval by March 31, 2006. The winners will be announced by April 28, 2006 upon the approval of the Council, and the Awards will be presented at the UKC-2006.
