GabrielAhlfeldt(AssociateProfessorofUrbanEconomicsandLandDevelopment, LondonSchoolofEconomics): Yes,Icanjustgiveyouanacademicoverviewoftheresearch thathasbeendoneinthatdirection.Youarespeakingaboutneighbourhoodregeneration,I thinkitisanimportantdistinction,becauseifyoulookintobroaderimpactsontheeconomyof acityasawholethenwhatyouusuallyseeintheliteratureiskindofdisappointing.Thereare typicallytheseexante-assessmentswhichmechanicallyproducerelativelystrongjoband economicimpacts.Thatisbecausetheyareassumingtherearesomemultipliereffects,you invest£1youget£1.80outofthat.Wefailempiricallytodetecttheseeffectsatthelevelofa cityoraregion.Thisdoesnothavetomeanthattherearenoeffects,butsimplythatthe statisticaltoolsthatwehaveavailablearenotpreciseenoughtogettotheserelativelysmall impacts. Onceyoumovetotheneighbourhoodyouseeaslightlydifferentpattern.Thatresearchis mainlyconstrainedbythedataavailability.Withthedatathatwehaveweseeanimpactusually intherangeoftwotothree,four,maximumfivekilometres.Whydoyouexpectthatimpactto sayitisusuallypositive?Iguessthereareacoupleofreasons.Firstofallitisamajor investment,usuallythelargestinvestmentinaneighbourhood,sothatsignalssomekindof commitment,peopletrustthattherewillbesomecommitmenttothearea,therewillbe improvementsinthepublicrealmusually,sometimestransport.Ideallysomekindof architecturalstructurethatilluminatestheneighbourhood.Thisisoneofthefewinstances whereyoucanputsomestructureintoaneighbourhoodandwhereyoucanattractverylarge numbersofpeoplecomingintotheneighbourhood.Theseguysarelikelytospendmoneyin theneighbourhood,theygotobarsandrestaurants.Evenifyou,asaresident,donotvaluethe stadiuminitsfunctionashostingasportsteamthereregularly,youmayvaluetheamenities thatthatstadiumbringsdirectlytotheneighbourhood. PeteBradshaw(HeadofInfrastructureandCSR,ManchesterCityFootballClub): The experienceofManchesterCityistwo-foldreally,oneisthatweareanedgeofthecitycentre stadiumreally.Wearenotamongstaretailcommercialestate.Thedanger,Isuppose,whenwe lookedatwhatweweredoingandwhatwewantedtoachieveoveraten-yearperiodwasthat wecouldsimplybeastadiumthatcomesandgoesfor24daysayear,peoplegetintheircars, disappearandithasverylittlepositiveimpactonthecommunity,doeseverythingnegativein termsofdisruption,litter,noiseandsoon.Thatiseasy,youcanbuildafencearoundyourself andpretendthatworldouttheredoesnotexistandyoudonotreallycareaboutthe neighbours,buthistoricallytheclubdidnotbehavelikethatanddidnotwanttobehavelike that.

Itwasreallyimportantthatwethoughtaboutwhatwedid.That24daysayearreallywasnota sustainablepieceofworkforusandwehadtolookathowwebestusedourresources,our name,thewholeimageoffootball,todosomethingwhichisverydifferent.Whatwethen lookedatwasparticularlyourworkinoutreachintothecommunity,whichwhenwemovedto thestadiumwasengagingwithabout300,000individualsayearandisnowathalfamillion youngpeople.Ratherthanjustdoingfootballonthestreetsandtheusualstuff,we investigatedandtriedtounderstandwhatthesocialissueswere,whatthetrendswere,whatthe problemsandconsiderationswereamongstlocalpeopleofallagesandtriedtomakesurethat welistenedanddidthingsthatwererelevantandimportanttolocalpeople,sotheoutreach workwasparticularlyimportant. Torunalongwiththattomakethestadiumitselfsuccessful,asapieceofconcretebasically,we decidedthateverythingwedidshouldbeaboutsustainableprocurement,andaboutlocal procurement.IfwewerespendingXamountofmoneyayearinservices,innewopportunities andsoon,andinbuildingwork,aminimumof85%ofthatwouldbespentwithintheM60 corridor,andmostofthatwithineastManchesterifpossible.Wealsosetourselveshightargets oflocalemployment,whichwas70%asaminimumandweareachievingyear-on-yearabout 72-74%.Thatincludesapprenticeships,trainingschemes,newtrainerschemes,workingwith schoolsandcollegestomakesurethatwearelookingatthefutureofwhatourskillsneedsare goingtobesothatactuallyweareworkingwiththefuturegenerationstogettheverybest youngpeople,bothinourclubandwithourpartners.Theycanbethebestgroundsmen,the bestaboriculturalists,thebesthotelkeepers,housekeepers,receptionistsandmanagersaswell ashopefullythebestfootballers. Inthelast12to18monthswehavespentthebestpartof£200millioninnewinfrastructure. Theimportanceofthatisthat85%ofthathasbeenspentineastManchester.Wehavecreated 68apprenticeshipswithlong-termjobsattachedtothem.Outofthoseapprenticeshipswe recognisethatoneofthebigchallengesisaliteracyprobleminManchesterwitharound17%of 19-year-oldshavingareadingageoflessthanaseven-year-old.Therefore,itisdifficultfor somepeopletoaccessapprenticeships.Whatwehavedoneiswehaveworkedtomakesure thatthosepeoplecouldreadandwriteandthattheycouldgetontheapprenticeships.Then weworkwiththemandtheirfamiliesintheirneighbourhoodsandthesocialhousinglandlords tomakesurethattherearerealopportunities,theyhaveabankaccountandthereareplaces forpeopletostayandtrainandliveandsoon. Ithinktheinfrastructureworkwedoisnotjustaboutsteelandconcreteandmortarandsoon. Itisactuallyaboutthepeoplethatweworkwith,thepeopleweinteractwithandhowfootball, thestadium,sport,andalltheconcertsandthingswedoaswell,hastomakeaveryreal differenceinaplacethattraditionallywasnotacommercialheartland. stadium.FortyyearsagoIstartedworkinsportandleisureasanapprenticewithManchester Councilandwedreamtandtalkedaboutin1974,thewholestreettostadiumideaandI’vebeen talkingaboutitforthelast40years,andlotsofotherpeoplehaveaswell.Ratherthangoon toagreenfieldsiteoutofManchesterweworkedwiththeclubownersandthechairmantolook athowwecouldregenerateeastManchesterandtakeabrownfieldsite,whichbasicallywas Ciba-GeigychemicalworksineastManchesterthathadcloseddownsomeyearsago.We boughtthatandweturned80acresintoournewtrainingground,whichisliterallyacrossthe roadfromthestadium.Ononeendofthesitewehavebuiltthenewsixth-formcollege,anew swimmingpoolandleisurecentre,rugbypitchesandfootballpitchesforthecommunityand thatattachestoouracademy.Ouracademyattachestoourfirstteamtraininggroundandour firstteamtraininggroundattachestothestadium,soitreallyisthislineofsightofstreetto stadium.Thatiswhatwearespendingthemoneyonrightnow,ontopofthestadium expansionprojectandwestillhavealong-termaimofanother250acrestodevelopintermsof commercialleisureopportunity.Thatiswhatismakingabigimpactonthecommunity.It includesawildlifecorridorandallthethingsthatpeopleineastManchesterwantedtosee movefromchimneysandfactoriesandsmokeandgrime,tosomethingverypositivethatbrings innewinvestment. MichelleMoore(MooreDevelopmentConsultancy): Ithinkitisjustimportantto remember,justasPetewassayingaboutthephysicalenvironment,thatactuallythesocial regenerationaspectsaroundallofthisisjustascriticalbecauseitprovidesakindof springboard.Whenwelookatfootball,forexample,andthejourneythatithasbeenon,inthe 1980sithadareally,reallybadreputationwithhooliganism,thebondbetweensupportersand fansandtheclubswasveryshaken,andthatwasdowntothatwholekindofsocialdeprivation thatexistedatthattime.WhatthePremierLeaguedidandothersdidwasintroducelotsof socialinclusion,youthprogrammesandKickzprogrammes,lookingatcrimepreventionand PlayingforSuccess,educationprogrammesattachedtofootballclubs.Thiswasreallypivotal becausethefootballclubswereturningtothecommunityforsomekindofresolutioninaway, andyouhadthecharitablearmsoflotsofdifferentfootballclubsandcharitablefoundations startedtospringup. Ithinkthatisreallyimportanttoconsiderwhenwearetalkingaboutthestadiumintermsof catalystsforregeneration,becauseregenerationhastohappenwhenthereisabondbetween thecommunityandthatstadiumandthatfootballclub.Oftenwhatyouwillseeiswhenthe researchisdonewithfansandsupportersitisaroundthesocialrelationsofthefootballclub.It isnottodowiththecommercialortheeconomicvaluationofthatclub.Thatisimportant becausethatprovidesaspringboardforrealtransformationtohappenandthatreallysupports theeconomicregenerationthatcomesalongasapartofthat. Ifwearetobelievetherhetoricthatfootballclubsareattheheartoftheircommunitythenthe communityhastofeelthataswell.Theyhavetoreallybeapartofthatbondandunderstand whatthatmeans,becausetheytakecivicprideintheirfootballclubandwhatthatbrandis about,sothatisreallyimportanttoconsider.Alongsidethatobviouslywhatregeneration bringsintermsofthehealtheducationandcommunitysafetyandalloftheaspectsthatgo

withitifafootballclubisworkinginatruepartnershipwiththeirlocalauthorityandother partners. GarethBaconAM(Chairman): Ken,tellusaboutArsenal. KenFriarOBE(Director,ArsenalFootballClub): Wedecidedtomovestadiuminthe beginningof2000.Ourpreviousstadiumhadacapacityof65,000andthatgotreducedto 38,000whenwetheall-seaterstadiaregulationscamein.Wehadnoalternativeotherthanto considermovingsomewhereordyingonourfeet,becausewejustcouldnotcompetewithour peerswithinthegame. Fortunatelyforus,AntonySpencerfoundasiteandthatsitewaswithinliterally400-500yards fromwherewewerebefore.Westartedin2000withIslingtonCouncil.AtthattimeSarahhere wastheleadfortheCouncilandweembarkedonaprogrammeofbuildinganewstadium.That involvedbuyingupmorethan60acresoflandwithintheborough.Itwasclearlyabig challengeforasmallfootballclub.Sincethattimewehavebeenabletoachievewhatweset outtodo. Michelle’spointsIthinkareveryvalidwiththecommunityprogramme.Wehaveaverylarge communityprogramme,wespendmorethan£1millionayearonthatprogramme.Thatstarted in1985,soitisnotsomethingwehavejuststarted.Itisnowinits29thyearandisvery successful. Allinallweemploynowonamatchdayapproaching3,000people,sowearenotabig company,butarelativelygood-sizedemployer.Wedohavebigcommunityprogrammes running.Wehaveanewsportshallbeingbuilt,whichwillbereadyattheendofthisyear.All inallIthinkthatourcommitmenttothecommunitywouldbetwo-foldreally.One,wehave stayedthere.WemovedtoIslingtonin1913andwedidnotwanttomovefromIslington, howeverwedidseriouslyconsiderit,becausethechallengesthatwefacedingettingplanning consenttobuildanewstadiumwerequiteimmenseandwewerealmostonthevergeof relocatingoutsidetheborough.Fortunatelywearewhereweare;itissuccessful.Wehavea 60,000averagecapacity.Wehavedecidedthatwewouldtrytolivewithinourmeans,wedo nothavebenefactors,wedonothaveanybodyoutsideputtingmoneyinotherthanordinary commercialactivitiesandallinallitworksverywell. SarahEbanja(Chair,NewlonGroup,andindependentconsultant): AsImentioned earlier,myroleiswithIslingtonCouncil.IwentasaDeputyChiefExecutiveandtherewas nothingonthejobdescriptionatthetimethatmentionedArsenaloranewfootballstadiumin theborough.Itookontherolebecauseatthattime,andasKenhasmentioned,Arsenalwas seekingtoputinaplanningapplicationtogetanewstadium.Whatwasveryimportantforthe CouncilwasthatifitwasgoingtogiveseriousconsiderationtoArsenalforaplanning applicationthatweasaCouncilneededtobevery,veryclearwhatthepublicbenefitswere, whattheoverallnetpositivepublicbenefitswerethatwouldcomefromapprovingalarger stadiumwithinverycloseproximityofthepreviousstadium.Thatconsiderationwaswithinthe

context,asKenhasalreadymentioned,thatArsenalwerealreadypartoftheIslington communityandwereabrandthatwasknowntothem,somethingveryimportantwithin Islington. FromtheCouncil’sperspectiveoneofthefirstthingsthatwedidwastoseeiftherehadbeen anystudiesdoneoranyresearchdonetoshowtheregenerativebenefitsofstadia.Particularly wewantedUK-basedevidence,therewasnotanyUK-basedevidenceotherthansomeresearch doneatJohnMooresUniversityinLiverpool.MostoftheevidencecamefromtheUnited StatesandtheevidencethatwasintheUKwaspredominantlyrelatedtothenewMillennium StadiuminCardiff.TheimpetusforthatreallywastopromoteWalesandactasanattractorfor Walesasacapitalcityanditwasobviouslyanationalstadium,notaclub-basedstadium.What cameupfromthatevidencewasthattosecurethesocialandeconomicregenerativebenefitsin particular,asopposedtothephysicalregenerativebenefits,itneededtobeworkedatandit neededtobeworkedatbyallthekeystakeholders.Theywouldnotjustnaturallyflow,you neededtoworkonitifyoureallywantedtoensurethatitbenefitedexistingresidentsand communitiesandthatitwasgoodtoattractnewresidentsandcommunitiesintothearea. FromtheCouncil’sperspective,theCouncilwereverymindfulthatwhatArsenaldesiredwasto haveabrandnewworld-classstadiumfortheirambitions.Inthatcontextaswellasaclub- basedstadiumtheywantedittobelocatedinanareathatwhenpeoplecametheyhada pleasantexperienceanyway.Fromourperspectivewhatweneededtodowasminimisethe disbenefitsofafurther22,000peoplecomingtothestadium,albeitupuntilIthinkitwas probablythelate1980s,early1990s,thestadiumhadbeenmuchbiggertaking70,000people andtherehadnotnecessarilybeenthesametransportinfrastructurebecausetheVictorialine hadnotbeendone. FromaCouncil’sperspective,wewantedtobringbackintousebrownfieldlandthathadbeen emptyfor20or30years.Inessenceitwasanareaofopportunitythatwehadsoughtinvestors anddevelopersforthatwecouldnotachieve.Atthattimeourfocuswasonnewhomesinthe borough.Theschemehasgeneratedover3,000newhomesandnearly1,500ofthoseare affordablehomesintheborough.Theotheraspectwastocreatenewcommercial/business space.Itisonly14yearsagowearetalkingabout,inthosedayswedidnotspecificallycite thatwewantedXthousandsofjobs,butwhatwedidcitewasthatweneededtoreplacethe businessspacethatwasbeinglostthroughthenewstadium’srelocation,sowesoughttohave 35,000squaremetresofbusinessspace,anddependingonthenatureofbusinessesthatyou haveinthatspacethatcouldrangefrom3,000jobsdownto1,000jobs.Itdependshowyou usethatparticularspace. Thatwasveryimportantforus.Theotherkeythingthatwasveryimportantwasintermsof accessibilitytotheareaandonmatchdaysitnotbeingtotallycloggedupwith60,000people comingintotheareaandcausingdisruptiontoeverythingelsethatwenton,soagainlookingat howdowemitigatethoseaspects. FromtheoverallperspectivefromtheCouncilintermsofpublicbenefitsthatweresecured, relativetotheamountofinvestmentoverallfortheschemeitwasthebiggestsection106 agreementthathadbeennegotiated.TheotheraspectIthinkthatisreallyimportantinterms

oftheclub-basedstadiumisthataclubisbuildingforittobeitshome.Itisnotbuildingto thensellthedevelopmentsorthepropertiesoffforotherpeopletocomeandoccupy.What thatmeansisthattheyactuallyhaveastakeintheneighbourhoodaswell.Thatisvery importantandIthinkthathasmoreofanimpactonmaybeanationalstadium,whereyouhave differentpeopleusingitallthetime. IntermsofhastheCouncilachievedthesocio-economicoutcomesthattheyanticipatedatthe time,everythingwasdeliveredthatwasanticipatedatthetimeandwhatweintentionallydid notdoasthelocalauthoritywasstatethatacertainpercentageofjobshadtogotolocal people,acertainamountofbusinesshadtogotolocalpeople.WhatwediddowithArsenal andwiththelocalChamberofCommerceandcolleges,weworkedverycloselywiththelocal communitysothattheycouldbuilduptheirpotentialtowinopportunitiesthatcamefromthe newstadium.Ithinkbeforethestadiumactuallyopenedtherewasalotofprocurement involvinglocalbusinessessothattheycouldapplyforopportunitieswithinthat,andfromthe employmentsideworkingwithcollegesandschoolssothatpeoplecouldbetrainedforthe opportunitiesthatwouldarisewithinthescheme. IwasactuallyworkingwithagentlemanwhoisnolongerwithuscalledJohnSienkiewiczandhe wasattheGovernmentOfficeforLondon.InfactIwasworkingonaschemeinGreenwich, whichwastheGreenwichHotel,nextdoortothestationwithwhichyouwereinvolved.WhenI waswithJohnhewastalkingtomeaboutWembleyStadiumandaboutwhatcouldbedone aroundWembleyStadium.WestartedtalkingaboutthisandIcameupwiththeidea,inmy opinionatthetime,thatpotentiallyitwassexytolivearoundafootballstadium,andthatyou couldactuallybuildacommunityaroundit.IcameupwithanideawhichIsharedwithJohn. AtthetimeIwenttotheFootballAssociation(FA)andtherewasnotractionatall,theywere notinterested.Theywerefocussedjustdirectlyonstadia.WetookthatideaandthenJohn saidtome,“Wellwhatfootballclubdoyousupport?”andIsaid,“Arsenal”.Atthatpointhelet ontomethatArsenalpotentiallywerelookingatbuildingafootballstadiuminPark. Hewasnotinterestedatall.AsacommittedArsenalsupporterIalsodidnotwantArsenaltogo outsideIslingtonandsothehuntwasontopotentiallyfindthemasite. FromthatpointofviewIthenfoundthesite,butIfoundthesitebylookingforabrownfield siteandlocateditvery,veryclosetothefootballclub.IsharedthiswithJohn,thisisbeforewe actuallywenttoArsenal.JohnSienkiewiczsaidtome,“ThereisnowayIamgoingtoletyou take750,000squarefeet,thelargestindustrialdevelopmentspaceinIslingtonandturnitintoa

Ihavetheoriginaldocument,becauseessentiallythiswaswhatwastherebefore.Thiswas deprivation,therewerethreewastetransferstations,therewasalsoanothersitethathadnot beendevelopedformany,manyyears,whichwascalledLoughRoad.Thedealthatessentially wascutwasnothingtodowiththefootballstadium,itwasactuallythejobs,becauseashe madecleartometheywouldnotsupportputtingafootballstadiumthere,itwasthe regeneration.Thisdocumentheresays,“It’smorethanaworld-classstadium;howArsenal’s newstadiumwillbethecatalystforregenerationinIslington”.Attheendofthedaythe originalschemethatwecameupwithwasactuallydelivered.Itisovertwomilesinlength.In fact,theclubwhenIwenttotheminitiallywereinterestedindeliveringafootballstadiumvery, verysimilartothepositionthattheFAwerein,butintheendtheyembracedthevision,they understoodthattheonlywaythatweweregoingtogetthatfootballclub,gettheplanning permissionandgetthepartnershipwitheverybodywastoembracetheregeneration. PeteBradshaw(HeadofInfrastructureandCSR,ManchesterCityFootballClub): AsI saidearlier,wehavebought80acres,abrownfieldsite,achemicalworks,andthatisduefor completionthisOctober,sowewillmovefromthreesitesontoonesiteinOctober.Alsothe communityfacilitiesarelocalatthatpointintimeaswell,asIalludedtoearlier.Whatwehave basicallyisanindustrialareaofthecityreally,thatcertainlyinmylifetime,about20or30years ago,wasknownastheworkshopinManchester.Itwascoalmines,powerstations,chemical worksandsteelindustry,andsoon.Attheendofthe1970sandearly1980sitliterallydieda death.Sofromapointwhere1,000peoplewereemployedinheavyindustryineast Manchester,withinaspaceofjustafewyearsitwasgone.Withthatcamehousing deteriorationandalackofinvestment;andtheeastsideofthecitysufferedcomparedtoother partsofthecityanditneededabigregenerativeboost.IwaspartoftheOlympicand CommonwealthGamesbids,whichishowIendedupatCity.TheCommonwealthGameswas obviouslyrunbythecityandthefocusonhowitwouldregenerateeastManchester.The

stadium,alongwithacoupleofotherfacilities,allhadtohaveanafterlifebecausetherewas nothingbuiltthatdidnothaveafutureplanforit. Thatiswhereitallstartedandithastakentenyearstogettowherewearetoday,ithasnot beenaslowprocess.Thenextphasewillprobablybeafive-yearprocess.Wehavethestadium, wehavejuststartedtheexpansionofthestadiumtomovefrom48,000seatsto60,000seats. AsIsaid,wearedoingthetraininggroundandthecommunityworkandtheacademyandso on. Whatisleftonthesitethenisanother250acresofavailableland.About140acresofthathas alreadybeenremediatedandisreadyforbuildingon.Theotherbitisalittlebitmore challengingbutwewillgetthataddressedintime.Theplanforthatisthatwehavetotrytodo somethingthatactuallychangesthewholefaceofthearea,becausealongwithwhatwehave donethere,hasbeenamassivehousingregenerationprogramme.Therearepeoplemovinginto eastManchesterandwantingtomovethereforthefirsttimeingenerations.Weworkedto buildahighschoolineastManchester,thatisnotonlyfullbutisactuallyincrediblysuccessful. Itisthefirsttimetheneighbourhoodhaseverhadasixth-formcollege. Thenextphasehastobehowdowedosomethingthatactuallyattractspeople356daysayear intoeastManchestertocreatethefootfall,tocreatetheviabilityofspendandcontinuous spend,andmakeitaday-in,day-outdestinationvenueinitsownright.Itisamilefromthe citycentre,sowecannotcompetewiththecitycentre,wehavetodosomethingdifferent.The workthatisgoingonatthemomentistolookatwhatthatnextphaseis,probablyfromthe endofthisyearonwardsreally,tolookathoweastManchesterbecomesthisvisitordestination ofexcellence.IdeallysomethingthatdoesnotexistintheUK,butcertainlysomethingthat wouldnotexistintheregion.Itishigh-levelvisitordestinationworkthatwearelookingat,at themoment;fromhotelstoattractionstoentertainmentandsoonandsoon.Theareathatwe aretalkingaboutbuildingonisthefailedregionalcasinobidthatGordonBrown(formerPrime MinisteroftheUK)crushedafewyearsago.Thatinaway,arguably,couldhavebeena blessing,becausewecanlookatthatfromaverydifferentperspectivenowandactuallythink abouttheopportunityandgenerationofveryrealjobsthathaslongevitybehindit.Thatis whatwearelookingat. Ithinkwhatisimportantisthatthefootballclubhasgrownandchangedsignificantlyinthat tenyearsandIthinkthatisafairlyobviousthingtosay.Wenowhavetwootherfootballclubs, oneinNewYorkandoneinMelbourne.TherelationshipwearecreatingwithbothMelbourne andNewYorkisreallyimportanttous.WearealsoworkinginManchesterwiththetwo universitiesinthecity.WearealsoworkingwithLaTrobeUniversityinMelbourneandState UniversityinNewYork,tomakesurethatactuallywhatwelearnandworkatanddevelop,is morethanjustaboutplayingthegameXnumberofdayshere.Itisabouthowweregenerate cities,howwedosomethingverydifferent,howwesharethatlearninganddevelopmentand wedothatwithAbuDhabiandotherplacestoo. Forme,Ithinkthelegacythatlastsishowyouinspiremanydifferentgroupswithinthat community.Thereareloadsofdifferentstakeholders,fromtheresidentstothelocal businesses,tothepeoplethatspectatedmore.Wedidcreateanationofmoresports spectators.IthinkthatisreallypowerfulandIthinkthatyoucannotgetthatbyjust regeneratinganareawiththephysicalenvironmentandeverythingthatgoeswiththe infrastructure.Thathastocomewiththatsenseofprideandbelongingtosomething;andthat isreallypowerfulwhenyouhavethebiggestsportingextravaganzaintheworldonyour doorstep,sowecannotnotoverlookthat. MostofthethingsthatIhaveheardhere,whichformpartofstadiumimpactmoregenerally, seemtohaveanindependentimpactontheneighbourhood.Ifyouthinkaboutvisual enhancements,ifyouthinkaboutgreenspaceaspublicspace,ifyouthinkaboutnewpolicies thattrytoengagewiththeyouth;Ithinkthereissomeevidencethatallthesepolicies individuallytendtoimpactonaneighbourhood.Thereissomeresearchthattellsyouwhatthe

IntermsofmeasuringtheimpactIthinkitisquitedifficultintermsofthecausalrelationship.I thinkwhatweknowisthatanecdotally,andasyoucanseeyourself,somepeoplewanttobe aroundthatspace-obviouslytherearepeoplewhodonotlikefootballatall-butitisan attractoranditisviewedassexy.Peoplewantedtomovethere.Wehaveseenitintermsof wearingmyNewlonHousingAssociationhat,wehavesharedownershiphomesinthatarea.It isahighpriceareaanyway,Islington,relativetosomeoftheotherareaswherestadiumhave beendeveloped.Tomakethehomesaffordablewe,asaHousingAssociation,havehadto changeourapproachtoensurethatpeopleintheareacouldbuyin.Weletthembuyasmaller sharefirstofall,ifitissharedownership,andchargeamuchlowerrateofinterestontheequity thattheHousingAssociationowns.Intermsofwhenweadvertisethehomesthere,whichare currentlybeingsold,Ithinkwehadsomethinglike20timestheamountofinterestforthe propertiesthatwerethere;whichwasgreaterthaninotherareasthatwehavehad. Intermsofoverallthehomes,IwentbackandhadalookatareportthatIwrotein2006for theCouncilthatsetoutallthesection106benefitsthatwereexpectedfromtheplanning application,whethertheyhadbeenachieved,whethertheywereinprogresstobeachieved,or whethertherehadbeenvariationscomingthrough;andbecauseitwasintermsof implementation,theplanningpermissionwasawarded,Ithink,in2002.Ithinkitisstillgoing

IntermsofhowtheCouncilatthetimesoughttodevelopthearea,itwasverymuchabout whatwoulditfeellike.In2000wewerethinkingaboutwhatdidwewantthisplacetofeellike in2007whenitwascompleted,whatwoulditbelikeonamatchday,whatwoulditbelikeona non-matchday,wouldpeoplebewalkingaroundtheareaandiftheywere,whatwerethey doing.Atthetimetheexpectationin2000wasthattherewouldbeatramsystemcominginto centralLondonandthattherewouldbeaspurofthattramsystemfromCamdenthatwasgoing uptowardFinsburyPark.AtthesametimeastheArsenalregenerationschemewasinplay King’sCrosswasinplayaswell,sothewholeideaatthattime,thethinkingwasthatpeople wouldcomeandspendadayinIslington.TheycouldgettoKing’sCross,getonatramthat wouldtakethemuptowardsFinsburyPark,orgetoffatArsenalTubeStation.Thisisonanon- matchday,becausetherewouldbeotheractivitiesgoingonandtherewouldbecommercial spacethere.WanderdownHollowayRoad,whichwasbeingrefurbishedaswell,towardsthe AngelIslington,becausetheideawasaswellwouldbetoacomprehensiveapproachinIslington thatthateveningeconomyandthatdaytimeeconomywouldspreadallthewayalongfromthe AngelIslingtonthroughtoCorneranduptotheNagsHead.Thatwasthevisionand itwasalsobasedonparticularlyengagingyoungpeople,13and14-year-oldsatthetime.One ofourfears,becauseyouthfacilitieswerereducing,wasyoumightgetyoungkidshanging aroundwithnothingtodo,sohowcouldyoubuildinthingsforthemtomakethemhavea stakeinthewholedesignofthestadium,andhowtheplacegetsused. IfyougodowntherenowcomparedtowhentheclubwasatHighbury,thereisalotmore peoplemovementaroundthatarea,therearealotmorehomesinthatareaandthosethings havebeenachieved.Fromtheaccommodationside,alotofthepropertieswereboughtby localpeopleandpeopleelsewhere,sointermsofthecommunityalotofthepropertiesare rentedinsomeareasofthescheme.Withhindsightthepreferencewouldprobablybetohave morehomeownerslivinginthoseproperties,butIthinkthatisthenatureofwhenyouare developingflatdwellings.Thatiswhyitisquiteimportantinthemhavingamajorsocial landlordthere,becausepeoplethatliveinsocialhomesarelivingthereinessenceforlife,rather thanmovingaround.Thereareagreaternumberofjobsthanwehadoriginallyanticipatedin termsofahighlevelofconcentration. Whenyouactuallylookatit,andyouaskedaquestionabouthouseprices,inthefirstinstance peoplesay,“Ohyoudon’twanttolivenexttoafootballstadium”.Theinterestingthingisthe evidenceisavailablethatactuallyhousepricesaresoaringaroundgrounds.Toacertainextent whenyougobacktothepastandyousay,“OK,youhavearenasinRome,youhavearenasin RealMadridthatarerightinthemiddle[ofthecity]”.Actually,comingbacktoArsenal,whenI waswatchingFeverPitchandoneofthepartieswantedtolivenexttothefootballclub,andI wenttherewhenIwas11yearsold,andIhadthesameimpressionthatyouhadthatyouwould notwanttolivearoundthefootballclub.Thenitstartedtodawnonmethat,“Waitasecond, thepeoplethatwerethereactuallydecidedtobuy”.Chelseabecameanareaandtheareaof Chelseabecamefamous,becauseofChelseaandthelocationandintermsofthehouseprices thatwerearoundit. KenFriarwouldsaytome,“Whoisgoingtobuythehouses?Whydopeoplewanttolive aroundafootballstadium?”ToacertainextentIhadtoprovetohimbygoingtohouse buildersandactuallysaying,“Look,thishousebuilderwantstobuythissite”;andwestarted withasitefarawayfromthefootballstadiuminLoughRoadtoprovethepoint. IunderstandwhatyouaresayingbutwhatIwouldsaytoyouisonthebasisofwhatwehave donewithArsenal;andthemostinterestingthingisthattheactualflatsthatarebeingbuilt rightnow,areclosesttothefootballstadiumandaresellingoutatpremiumprices.Thatis actuallyhappeningnow. Youonlyhavetolookatthefactthatwehavesomeofourmostvulnerablepeopleinthe countrywhoarenotabletoaccessandgoandenjoyfootball,intermsofdisabledpeople.Over halfofourpremiershipfootballclubsdonotmeettheDisabilityDiscriminationAct(DDA) requirementsanddonot,therefore,providetheaccessfordisabledpeople.Thattomeisnot onlyillegal,itisunfair.Overafifthofourpopulationarenotabletoenjoythegame.When youlookatvulnerablepeople,whenyoulookatyourcommunitygroups,whenyoulookat whatthefootballclubistryingtodointermsofproperengagementpoliciesthatlookat workingwiththecommunity,ithastobereflectiveaboutthatcommunity.OftenayoungAsian womanwouldnotnecessarilygointoafootballgroundtowatchafootballmatch,becauseshe wouldnotlookaroundandseepeoplethatlookedlikeher.Itwouldnotnecessarilybeasafe space.Iamquitehard,IamfromSouthLondon,butIfinditquiteintimidating.Thefactis thosefootballclubsarenotreflectiveeveninthebusinesssideofthatfootballclub.Yougo intothefootballclub,youwillseeblack,Asianandminorityethnicpeopleinpositionsofretail, asstewards,assecurity,butyouwillnotactuallyseetheminanylargenumbersinthestructure, intermsoftheadministrationofthatfootballclub.Youwillnotseethemonthegovernance boardofthosefootballclubs.Untilwereallylookattheleadershipthatexistswithintheboards andreallythinkcarefullyaboutthediversitywithinthoseboards,someoftheseissuesarenever reallygoingtobetackled.Thosecommunitygroupsareonthedoorstep,ifyoulike,ofsomeof thosefootballclubs. Justinrelationtothatlastquestion,IworkedatCharltonAthleticFootballClubwhenitwasnot aPremiershipfootballclub.WhenwegotintothePremiership,partofmyjobwastoengage withthecommunityandIrememberknockingonthedoorsonthestreetthatweremostlocal tothefootballclubandworkingwiththecommunity.Then,whathappenedwhenwegotinto thePremiership,thatwasanareaofrealdeprivationandthosehousepriceswentupbecauseof thefactthatwewereaPremiershipfootballclub.Whatitdidforthoseyoungpeoplewashuge intermsofsomeoftheworkthatweweredoingaroundbuildingthatcivicpride. Gettingbacktomyearlierpoint,ifwearenotabletoreallythinkcriticallyaboutthediversity angleandthegovernanceissueoffootballclubs,thenwearenotabletomovesomeofthose issuesforward.Itisabigproblemforsportgenerally.SportEnglandhaslookedatthisissue andhassettargetsforthenationalgoverningbodiesofsporttohave25%oftheirboardswith womenonthemby2017.Woefully,wearenotgoingtomeetthattarget.Itwillnotbemet. However,wewillhavetoseewhetherthesanctionsaroundlossoffundingtothosegoverning boardswillactuallytakeeffectandthatisoneofthethingsthatexistswithinfootballclubs. Intermsofgroupsaccessingfootballclubsandfootballclubs’understandingofhowtoaccess groups,Ithinkithasalongwaytogo.Thereissomereallygoodworkouttherethatexistsin pockets,butthereisalsosomeclumsyworkoutthere.Iknowofonefootballclubthatactually decided,“Wearegoingtolookatourpricingstructure.Wearegoingtolookataffordability

issues.Wearegoingtogiveawayawholesetoffreeticketstothisparticularcommunity group”.Actually,thiscommunitygroupneededprayerspaceandtheyendeduphavingtopray onconcourse.Itwasallwell-meaninginthefirstinstance,butactuallyclumsilyimplemented. Therearelotsofissuesonlotsofdifferentlevelsanditisnotreallygoingtomoveoninareal andmeaningfulwayuntilwereallytacklesomeoftheleadershipissuesthatexistwithinthe governancewithinfootball. WeareinthesecondyearofaprojectcalledProjectFatthefootballclub,whichisabout involvingwomeninfootballNotjustcomingandwatching,butactuallygettingworkinfootball andbeingontheboardandactuallymakingfootballpartoftheirlivesateverysinglelevel. ThatrangesfromthedevelopmentoftheredevelopedManchesterCitywomen’sfootballteam, tocareersforwomenateverysinglelevel,basically.Thereisahugeamountgoingon,butthe answeristhatitishardworkandyouhavetoworkwithorganisationstomakethosethings happen. Underneathallofthisisapointthathasbeenmadeseveraltimes.Footballclubshavetobe commerciallysuccessful.Otherwise,theywouldnotexist.Theviabilityisreallyimportantand wehavetomakesurethatweallowfootballclubstosurviveanddevelopandhavetheabilityto operatecommerciallyandsuccessfully.Otherwise,noneofthathappensbecausestaying solventiswhereallthefocuswillendupbeing.Thetwothingshavetoworkhand-in-hand.

FromtheCouncil’sperspective,asavision,ifplanningpermissionwasawardedbytheCouncil andawardedbytheSecretaryoftheStateandtheGreaterLondonAuthorityaswell,the Councilknewthenthatitwouldbesecuringsignificantnetpublicsectorbenefitsoverall.Italso fullyrecognisedthatitwouldonlygiveplanningpermissionifitbelievedthatitwasdeliverable andithadthefinancestodotheentirescheme,notjusttheirstadium,andthatthe programme’sfinancescouldbeaccommodatedwithintheprogramme.Itwasreallyimportant weunderstoodthatandwehadspecialistadviserswhowereabletoscrutinisethebusiness plansofArsenalinthatrespect.Thatviabilityissuewascrucial. Often,whatyouwillfindisalotoftheexecutivesinthebusinessintermsofthefootballclub donotactuallyunderstandwhatthecharitabletrustisdoing.Theycouldbereaching-like someofouramazingcommunityschemesarereaching-thousandsandthousandsofyoung peopleeachweek.Theyareinvolvedinhugeamountsofcrimepreventionandwellbeing programmesupanddownthecountry.Actually,thefootballclubdoesnotknowaboutthat andtheordinaryfandoesnotknowaboutthat.Thereisabitofculturalsharingthatneedsto takeplacethere. Thenthereportingofallofthatisreallyimportant,sotheoutcomesofthat-thatarereally hardtoevaluatebutcanbeevaluatedandareevaluatedthroughdifferentwaysintermsof attitudinalquestionnairesandallsortsofdifferentthings-havetobereportedbackwithinthe corebusinessofthatboardandthatgovernance.Oftentheyarenotbecausetheyarenotseen asimportantastherestofthecorebusinessofthatclub. Also,thereistheimportanceofinvolvingthesupportersandthefansinthedecision-making processesoftheclub.Ifthatfootballclubisatruecommunityfootballclub,whatitwouldbe doingiswhatPete[Bradshaw]talksabout.Reallygoodconsultation,andtheywillbelookingat howtheycaninvolvethosesupportersandthosefansintherunningofthatclubinsomeway. Whathashappenedwiththesubsequenttakeoveristhattheownership,thechairmanand everybody,hasrecognisedhowimportantthatisandthatithastoremainacornerstoneofthe club.Nothingisgoingtomovethechairmanandtheboardawayfromthatwayofthinking.It hastoremainacommunity-focusedfootballclub.Whatisimportantisthattheworkweare doinginManchesterhasnowbeenliftedandisalreadyhappeninginNewYork.Sowehavea

Idonotthinkthechangeinownershiphasmadeourcommunityworkanydifferentinwhatwe do.Itisjustpartandparcelofwherewethinkitisgoing.Itisoutreachingmore.Itisdoing differentthings.WeareabletoundertakethatworkinotherplacesaswellasManchester,so thatisthedifference,really. Itwasanunbelievablycomplexarrangement.Infairness,itwasnotdoingagreatdealofgood tothecitycouncilandcertainlynottothefootballclub,either. Roughlyspeaking,whathappenedwasthepreviousgroundatMainRoadhadacapacityof 32,000.Sotheagreementthatwasputinplacein1998andwhichcameintoeffectin2003was that,foreverythingabovethe32,000threshold,a50%shareoftheincomeofthatseating, 32,000upwards,wouldbepaidtotheCouncil.Whenwehit40,000,therewasapremiumthat wasnegotiable.Itaveragedat57.5%,so,foreverythingat40,000andabove,57.5%waspaid totheCouncil. Whatalsohappened-andthis57.5%numberkeepsappearing-isthatthecar-parking revenue,concertrevenueandeventsrevenuewasallsharedat57.5%withthecity.Therewasa to-be-determinedagreementonanannualbasisthatanynamingrightswouldhavetohavea

sharewiththecityaswell.Subsequently,therewereneveranynamingrightsbecauseitwas notworthwhile,basically. Whathappenedisthattherewereanumberofyearswhenwedidnothaveanyconcertsand thereforetheCouncil’sshareoftheincomewentdown.ThatgavetheCouncilproblemsin termsoftheWaterfallFundbecausethereweretoomanyvariablesandtherewasnotthis regularincome.Itdidnotknowhowmuchitwasgoingtogeteveryyearandthereforeitcould neverreallyplanmorethantheperioditwasin,basically.Intermsofinvestinginsportand communityfacilitiesandthecommunitychest,itwasverydifficult.Therefore,theCouncilwas keentorenegotiate,butsowerewebecausenamingrightswerethebigprize,ifyoulike,forus. In2009wedidrenegotiateadeal.Basically,whereweareatthemomentisthatwepayabase renttotheCouncilforthestadiumof£4.3million.Thereisasmallsharethenoftherental agreementforeverynamingrightsdealwedo,butitisacceptable.Thenthereisashareofup toamaximumof£200,000agameforalltheEuropeangamesthattakeplace,soitisa differentamountwhetheritisEuropaLeagueorChampionsLeague,buttheCouncilwillgeta paymentoutofthat.Whathashappenedsince2009istheCouncilhasbeenguaranteeda minimumof£4.3millionayear,whereaspreviouslytheywereluckytoget£1million.Itwas bouncingaroundfrom£900,000to£1.2million,sotheCouncilisdoingverywelloutofit,but ithasthisguaranteedincome. Comingbacktoyourquestion,oneofthekeythingsisleadership,leadershipfromtheCouncil andleadershipfromtheGreaterLondonAuthority,andactuallymakingthingshappen.Itisthe peoplewhomakethingshappen,whetheritisNetworkRail,whetheritisTfL.Itistheprivate andpublicsectorscomingtogetherandGovernmentaswell.Youneedtohaveavisionandyou needtohavepeoplewhoyouhaveapartnershipwithtomakeithappen.Therehastobea driver.Also,therehastobetotaltransparencyintermsoftheeconomicmodelsothat everybodyunderstandswhatexactlyeverybodywantsoutofit;andthenputtingaplan togethertoactuallymakeithappen.Toacertainextent,thepublicsectoriskeyintermsof compulsorypurchaseorderpowersandtheregenerationitactuallyneeds,butitalsohasto havethecourageandconvictiontofollowthrough.Sometimestofollowthroughearlyonthese thingsbecausetheyaredrivers. OneofthebigissueswithArsenalwasthedelaywascostingapproximately£20millionper annum.Ifthestadiumwasnotbuiltbyacertaintime,thecostswererisingandyetthe revenueswerenot. Whatisquiteclearfromtodayisthatthereisahugeamountofeffortthatgoesinfromall partiesinvolved,toseektotrytomaximisethebenefitsthataregoingtobeachievedand minimisethedisbenefits.However,actually,thereneedstobeatthesametimethosestudies thatlooktoseewhetherweareachievingwhatweexpectedtoachieveand,ifwenot,howwe needtochangeorvarythat. Itisrecognisingfromthepublicsectorside.Eventhoughitwasincrediblycomplicatedfrom IslingtonCouncil’sperspective,theCouncilitselfheldtheringasthepublicservice,somyrole wastoensurethatIworkedcloselywithalltheotherpublicservicebodies,understoodwhat theirrequirementswereandmadeitverycleartoArsenalwhattheirrequirementswere.They wouldalsobenegotiatingwiththoseotherpublicsectorbodies.Itisreallyimportantasa publicsectorthatweareveryclearonwhatweexpectfromanyprivatedevelopers.Themore differentdepartmentsofthepublicsectorthatareinvolved,themoreitgetscomplicatedand

However,theslowmachineoflocalgovernmentwassomethingthatbecamequitedifficultto dealwith,becausewewerepayingoutmoneyeverysingledaywithnothingcominginand peopleweresaying,“Wehaveanurgencycommittee.TheywillmeetnextSeptember”.That wasalwaystheproblem.WeneededsomeonelikeSarah-andIwillsayitinfrontofher-to driveitforward.Shewastoughbutshedidgetthingsdone.Withoutthat,wewouldnotbein thestadium,Iamsure.
