GabrielAhlfeldt(AssociateProfessorofUrbanEconomicsandLandDevelopment, LondonSchoolofEconomics): Yes,Icanjustgiveyouanacademicoverviewoftheresearch thathasbeendoneinthatdirection.Youarespeakingaboutneighbourhoodregeneration,I thinkitisanimportantdistinction,becauseifyoulookintobroaderimpactsontheeconomyof acityasawholethenwhatyouusuallyseeintheliteratureiskindofdisappointing.Thereare typicallytheseexante-assessmentswhichmechanicallyproducerelativelystrongjoband economicimpacts.Thatisbecausetheyareassumingtherearesomemultipliereffects,you invest£1youget£1.80outofthat.Wefailempiricallytodetecttheseeffectsatthelevelofa cityoraregion.Thisdoesnothavetomeanthattherearenoeffects,butsimplythatthe statisticaltoolsthatwehaveavailablearenotpreciseenoughtogettotheserelativelysmall impacts. Onceyoumovetotheneighbourhoodyouseeaslightlydifferentpattern.Thatresearchis mainlyconstrainedbythedataavailability.Withthedatathatwehaveweseeanimpactusually intherangeoftwotothree,four,maximumfivekilometres.Whydoyouexpectthatimpactto sayitisusuallypositive?Iguessthereareacoupleofreasons.Firstofallitisamajor investment,usuallythelargestinvestmentinaneighbourhood,sothatsignalssomekindof commitment,peopletrustthattherewillbesomecommitmenttothearea,therewillbe improvementsinthepublicrealmusually,sometimestransport.Ideallysomekindof architecturalstructurethatilluminatestheneighbourhood.Thisisoneofthefewinstances whereyoucanputsomestructureintoaneighbourhoodandwhereyoucanattractverylarge numbersofpeoplecomingintotheneighbourhood.Theseguysarelikelytospendmoneyin theneighbourhood,theygotobarsandrestaurants.Evenifyou,asaresident,donotvaluethe stadiuminitsfunctionashostingasportsteamthereregularly,youmayvaluetheamenities thatthatstadiumbringsdirectlytotheneighbourhood. PeteBradshaw(HeadofInfrastructureandCSR,ManchesterCityFootballClub): The experienceofManchesterCityistwo-foldreally,oneisthatweareanedgeofthecitycentre stadiumreally.Wearenotamongstaretailcommercialestate.Thedanger,Isuppose,whenwe lookedatwhatweweredoingandwhatwewantedtoachieveoveraten-yearperiodwasthat wecouldsimplybeastadiumthatcomesandgoesfor24daysayear,peoplegetintheircars, disappearandithasverylittlepositiveimpactonthecommunity,doeseverythingnegativein termsofdisruption,litter,noiseandsoon.Thatiseasy,youcanbuildafencearoundyourself andpretendthatworldouttheredoesnotexistandyoudonotreallycareaboutthe neighbours,buthistoricallytheclubdidnotbehavelikethatanddidnotwanttobehavelike that. Page 2 Itwasreallyimportantthatwethoughtaboutwhatwedid.That24daysayearreallywasnota sustainablepieceofworkforusandwehadtolookathowwebestusedourresources,our name,thewholeimageoffootball,todosomethingwhichisverydifferent.Whatwethen lookedatwasparticularlyourworkinoutreachintothecommunity,whichwhenwemovedto thestadiumwasengagingwithabout300,000individualsayearandisnowathalfamillion youngpeople.Ratherthanjustdoingfootballonthestreetsandtheusualstuff,we investigatedandtriedtounderstandwhatthesocialissueswere,whatthetrendswere,whatthe problemsandconsiderationswereamongstlocalpeopleofallagesandtriedtomakesurethat welistenedanddidthingsthatwererelevantandimportanttolocalpeople,sotheoutreach workwasparticularlyimportant. Torunalongwiththattomakethestadiumitselfsuccessful,asapieceofconcretebasically,we decidedthateverythingwedidshouldbeaboutsustainableprocurement,andaboutlocal procurement.IfwewerespendingXamountofmoneyayearinservices,innewopportunities andsoon,andinbuildingwork,aminimumof85%ofthatwouldbespentwithintheM60 corridor,andmostofthatwithineastManchesterifpossible.Wealsosetourselveshightargets oflocalemployment,whichwas70%asaminimumandweareachievingyear-on-yearabout 72-74%.Thatincludesapprenticeships,trainingschemes,newtrainerschemes,workingwith schoolsandcollegestomakesurethatwearelookingatthefutureofwhatourskillsneedsare goingtobesothatactuallyweareworkingwiththefuturegenerationstogettheverybest youngpeople,bothinourclubandwithourpartners.Theycanbethebestgroundsmen,the bestaboriculturalists,thebesthotelkeepers,housekeepers,receptionistsandmanagersaswell ashopefullythebestfootballers. Inthelast12to18monthswehavespentthebestpartof£200millioninnewinfrastructure. Theimportanceofthatisthat85%ofthathasbeenspentineastManchester.Wehavecreated 68apprenticeshipswithlong-termjobsattachedtothem.Outofthoseapprenticeshipswe recognisethatoneofthebigchallengesisaliteracyprobleminManchesterwitharound17%of 19-year-oldshavingareadingageoflessthanaseven-year-old.Therefore,itisdifficultfor somepeopletoaccessapprenticeships.Whatwehavedoneiswehaveworkedtomakesure thatthosepeoplecouldreadandwriteandthattheycouldgetontheapprenticeships.Then weworkwiththemandtheirfamiliesintheirneighbourhoodsandthesocialhousinglandlords tomakesurethattherearerealopportunities,theyhaveabankaccountandthereareplaces forpeopletostayandtrainandliveandsoon. Ithinktheinfrastructureworkwedoisnotjustaboutsteelandconcreteandmortarandsoon. Itisactuallyaboutthepeoplethatweworkwith,thepeopleweinteractwithandhowfootball, thestadium,sport,andalltheconcertsandthingswedoaswell,hastomakeaveryreal differenceinaplacethattraditionallywasnotacommercialheartland. PeteBradshaw(HeadofInfrastructureandCSR,ManchesterCityFootballClub): Itis acurrentpieceofwork.Wearebuildinganewtraininggroundandacademyadjacenttothe Page 3 stadium.FortyyearsagoIstartedworkinsportandleisureasanapprenticewithManchester Councilandwedreamtandtalkedaboutin1974,thewholestreettostadiumideaandI’vebeen talkingaboutitforthelast40years,andlotsofotherpeoplehaveaswell.Ratherthangoon toagreenfieldsiteoutofManchesterweworkedwiththeclubownersandthechairmantolook athowwecouldregenerateeastManchesterandtakeabrownfieldsite,whichbasicallywas Ciba-GeigychemicalworksineastManchesterthathadcloseddownsomeyearsago.We boughtthatandweturned80acresintoournewtrainingground,whichisliterallyacrossthe roadfromthestadium.Ononeendofthesitewehavebuiltthenewsixth-formcollege,anew swimmingpoolandleisurecentre,rugbypitchesandfootballpitchesforthecommunityand thatattachestoouracademy.Ouracademyattachestoourfirstteamtraininggroundandour firstteamtraininggroundattachestothestadium,soitreallyisthislineofsightofstreetto stadium.Thatiswhatwearespendingthemoneyonrightnow,ontopofthestadium expansionprojectandwestillhavealong-termaimofanother250acrestodevelopintermsof commercialleisureopportunity.Thatiswhatismakingabigimpactonthecommunity.It includesawildlifecorridorandallthethingsthatpeopleineastManchesterwantedtosee movefromchimneysandfactoriesandsmokeandgrime,tosomethingverypositivethatbrings innewinvestment.
