La agencia facilita el acceso gratis a sus servicios pa­ ra cualqu ier investigador interesado en sus contenidos y operacio­ nes, y aspira tarnbien a servir de canal para 1.1 difusion de resulta­ dos y puntos de vista de estudiosos de la comunicacion. En 1979, por ejernplo, IPS ofrecio el uso gratuito de media hora de transmi­ sian internacional de un boletin semanal sobre cuestiones de co­ rnunicacion a la Asociacion Latinoamericana de Investigadores de la Cornunicacion ALAIC. EI mismo tipo de oferta, que deja el control de los contenidos totalmente en manos de los investiqado­ res, fue hecha en la misma epoca de la Asociacion I nternacional de Investigaciones para la Paz, IPRA, pero hasta fines de 1982 ningu­ na de las agrupaciones de especialistas habia hecho uso de la oferta (10). Ambas la aceptaron y dejaron constancia de que [arnas una agencia habia tornado un paso semejante, pero no fueron capaces de organizarse para producir los articulos especiales requeridos pa­ ra boletines de ese tipo. La agencia torno entonces otro camino, y en lugar de dejar la orqanizacion de estos boletines en manos de las asociaciones de investigadores, torno contacto con especialistas in­ dividuales que entregan columnas regulares para inclusion en sus servicios especiales. Esta actitud abierta, unica en su genero, y que la diferencia tarnbien de las agendas occidentales y de parses socialistas, expli­ ca tambien el hecho que sus servicios periodrsticos hayan sido so­ metidos a varies analisis de contenido en los ultirnos alios: entre e­ 1105, un estudio f inlandes (Jokelin 1977) un estudio holandes (Van 160 Raquel Salinas Aernsbergen, Tonnaer y Van der Veen, 1979). dos estudios inde­ pendientes de autores chilenos (Salina's, 1978, y Ahues, 1980), y un ultimo estudio auspiciado por la Asoclacion Internacional de Investigaciones de la Cornunicacion (AIERI) y realizado por un au­ tor norteamericano, cuyos resultados se esperan para mediados de 1983 (11). Ninguno de estos estudios, sin embargo, proporciona una vi­ sion completa de los contenidos que circulan por la agenda: todos incluyen solamente muestras del servicio period (stico y todos, ex­ ceptuando el de Giffard, toman muestras de antes de 1980, fecha que coincide con la maxima expansion de los servicios especializa­ dos en la agencia. Los estudios tampoco incluyen los boletines do­ minicales existentes desde antes de esa fecha, y es muy temprano aun para tener estudios sobre los contenidos de las filiales autono­ mas que se estan crean do en paises industrializados. La agencia ha utilizado al maximo los resultados de estos es­ tudios en las discusiones internes y planificacion de sus activida­ des. Los anal isis de Salinas y Ahues, por ejemplo, fueron utiliza­ dos por tres editores de la central en Roma para preparar un infor­ me interno que fue dlstribuido a todas las corresponsal ias a princi­ pies de 1980, y que incluia crfticas y sugerencias surgidas del in­ tercambio de opiniones entre los autores y los editores (12). Las formulaciones cr iticas de los autores holandeses alimentaron los planes internes para una mayor expansion en el Tercer Mundo, en un momento en que America Latina estaba demasiado sobre-repre­ sentada en los contenidos del servicio; y coincidieron con la crea­ cion de una newsletter para corresponsales y amigos de IPS, en un momenta en que tales autores detectaron problemas de cornunica­ cion interna en la red. EI estudio de la autora, en 1978, estirnulo el interes de los editores en los analisis de contenido, ya partir de esa epoca ellos definieron independientemente un sistema propio de codificacion de contenidos, simple y efectivo, que les permite examinar regularmente

A Kuwaiti learns about political developments in Thailand from reports by a transnational' news agency based in New York. These are "information imbalances," the international media's latest cause for concern, a concept referring to the disequilibria in the structure of communication that result in the preponderance of Western, and specifically American, sources of information in the world today. Reconstruction of the media system – aimed at developing free, independent and pluralistic media – was an important part of reform processes. After 13 years of democratisation eff orts, no one can argue that a new media system has not been put in place. Th e system is pluralistic; the media are predominantly in private ownership; the legal framework includes European democratic standards; broadcasting is regulated by bodies separated from executive state power; public service broadcasters have evolved from the former state-run radio and tel- evision company which acted as a pillar of the fallen autocratic regime. However, there is no public consensus that the changes have produced more positive than negative results. Th e media sector is liberalized but this has not brought a better-in- formed public. Media freedom has been expanded but it has endangered the concept of socially responsible journalism. Among about 1200 media outlets many have neither po- litical nor economic independence. Th e only industrial segments on the rise are the enter- tainment press and cable channels featuring reality shows and entertainment. Th e level of professionalism and reputation of journalists have been drastically reduced. Th e current media system suff ers from many weaknesses. Media legislation is incom- plete, inconsistent and outdated. Privatisation of state-owned media, stipulated as mandato- ry 10 years ago, is uncompleted. Th e media market is very poorly regulated resulting in dras- tically unequal conditions for state-owned and private media.

Ae requested by the Committee for Programme and Co-ordinc.ilon at ite twenty-fifth session, the report of the Administrative Management Service on the evaluation of the News Service of the Department of Political and Security Council AffairA is annexed to the present note. Under normal circumstances, reports of the Administrative Manaqement Service are internal documents for Secretariat use only. Exceptionally, however, because of the epecial interest expressed by the members of the Committee for Proqramme and Co-ordination and Member States, this evaluation report ie beinq made public. The evaluation report is provided in its entirety, a8 prepared by the Administrative Management Service, but itR ennexes have been omitted to reduce caste. 2. The Secretary-General conaiders the conclusions and recommendations of the report to be, in qeneral, soundly based an.i has reservations only about the recommendation that the daily bulletins be reduced from four to two a day. The utility of these bulletins ts much enhanced by their timeliness. If they were reduced to two a day, Borne of this value would be lo&*.. The Secretary-General would therefore prefer that the present four daily bulletins be keduced by only one. This would aeem to coincide with the views expreesed by other end-users. 3.     Samachar1 Samachar (n.m.) is a relatively recent loanword from Sanskrit. R.S. McGregor’s Oxford Hindi-English dictionary defines the word as follows: “Proceeding, practice or behaviour; state, condition,” and lists its uses: “1. an occurrence. 2. (often pl.) news, information. E.g., kya samachar hai, what is the news?”(p. 986).2 Sanskrit words for news include vartta, under which the following entry can be found: (n.f.) an account of anything that has happened, tidings, report, rumour, news, intelligence, story of or about. Monier-Williams gives an example of the word’s usage, ka vartta, ‘what is the news?’3 Another word used in this sense is samdesa (meaning communication of intelligence, message, information, errand, direction, command). Vartta and to a lesser extent samdesa continue to be used in this sense. For instance, the Hindi arm of the news agency United News of India (UNI) is called Univarta; and Sandesh is the name of a newspaper in Gujarat. But if we take the example of Doordarshan, which probably has a wider reach than any other Indian news service, the word for ‘news’ is today signaled most often by samachar. The contemporary importance of the word samachar is shaped by the linguistic Sanskritisation that developed in Northern India during the nineteenth century, as part of a series of attempts to redefine Hindustani around its Sanskritic rather than its Persian roots, and to eliminate words presumed to be foreign. Colloquially in Northern India, a more commonly used equivalent is khabar (n.f.), a loanword borrowed from Arabic, denoting: 1.
