Introduction and general information about Ukraine 1.1. Geographic situation, state administration system Ukraine, located in south-eastern Europe, is the second largest European country after Russia. Its territory is 603,700 sqare km and its population 47.5 million (2004). The country is bordered by Belarus on the North, Russia on the East, the Black Sea on the South, and Hungary, Slovakia, Poland, Moldova and Romania on the West. The capital is Kyiv (also known as Kiev) with a population of 2.5 million Other cities with a population over 1 million are: Kharkiv, Odesa, Donetsk, Dnipropetrovsk. The ofifcial language is Ukrainian, Russian is at least as commonly spoken. Ukraine is a parliamentary-presidential republic with a one-chamber Parliament (Verchovna Rada). Viktor Yushchenko, elected in December 2004, is Ukraine’s third President, after Leonid Kravchuk (1991-1994) and Leonid Kuchma (two terms, 1994-2004). Administratively, Ukraine consists of 27 regions (24 Oblasts, the Autonomous Republic of Crimea, and two cities with regional status, Kyiv and Sevastopol). The autonomous Crimea has a Parliament and a Council of Ministers of its own, responsible for its internal policies.   • Globalisation, Democratisation and Nation-Building As Competing
    Nation-Building, Democratization and Globalization as Competing Priorities in Ukraine’s Education System Summary: This article examines how consecutive governments in Ukraine have reconciled the different demands that nation-building, democratization and globalization pose on the national education system. It argues that nation-building conflicts with democratization and with globalization and engages in a review of Ukraine‘s educational policies from Perestroika to the present to illustrate this argument. It shows that nation building in post-Soviet Ukraine was primarily a language project aimed at the ukrainianization of schools and institutes of higher education. It further observes that nation-building was given priority over democratization and globalization in shaping the education system in the first decade following independence. From 2000, however, globalization has become an increasingly important discourse in education removing nation-building from the top of the political agenda. 1. Introduction One of the greatest challenges currently facing the new states in Central and Eastern Europe is educational reform. After obtaining independence in the early 1990s, these states were confronted with the immense task of transforming an outdated centralized education system, which was aimed at delivering a loyal communist workforce, into a modern system that would be much more responsive to consumer demands and would recognize and further individual talent. The immensity of the undertaking lies in the fact that three prerequisites make simultaneous demands on the education system: nation-building, democratization and globalization. The need for nation-building is felt particularly strong in those new states which derive their legitimacy from former minority nations. The political elites of these states consider nation-building a vital tool for the resuscitation of languages and cultures that have 1 played a subordinate role under the past communist regime.

Status change explanation: Ukraine’s status improved from Not Free to Partly Free due to profound changes in the media environment after the fall of President Viktor Yanukovych’s government in February, despite a rise in attacks on journalists during the Euromaidan protests of early 2014 and the subsequent conflict in eastern Ukraine. The level of government hostility and legal pressure faced by journalists decreased, as did political pressure on state-owned outlets. The media also benefited from improvements to the law on access to information and the increased independence of the broadcasting regulator. Conditions for press freedom in Ukraine were affected by tumultuous political events in 2014. During the first two months of the year, a protest movement known as Euromaidan occupied central Kyiv and withstood waves of attacks by security forces loyal to President Viktor Yanukovych, who ultimately fled the country in late February. Russian forces then occupied Crimea and actively supported separatist militants in Ukraine’s two easternmost regions, Donetsk and Luhansk. Even as fighting escalated in the east, the country held democratic elections for the presidency and parliament in May and October, respectively. These events led to an overall improvement in the media environment, although concerns remain, especially regarding the government’s handling of pro-Russian propaganda, the concentration of ownership of private outlets in the hands of a small group of wealthy businessmen, and the high levels of violence against journalists in the country, especially in the east.

As many know, I have written a few articles and organized a few websites1. All of these are in connection to the places in Eastern Europe that my extend family comes from. A short while ago Professor Jerome Shapiro2,who had previously sent me material about his family for my Sveksna website wrote me an email and mentioned that he would like to have an article written about the place where his wife's family comes from: Simferopol, Crimea. Since I did not know anything about this place, I decided to take this upon myself as a challenge. This meant: 1. researching a place that I am not emotionally attached to 2. finding material about a place that is not well known 3. finding a website for placement of the article With the help of people I know by way of my previous researching3, people I met while looking for information, the internet (and the help of G-d), I felt that I had enough information to write an article.
