Mr C Hanagan – Service Director of Democratic Services & Communication Mr .C.Bradshaw (Chief Executive), Mr.A Wilkins (Director, Legal Services), </TRAILER_SECTION> Agenda Item 3 RHONDDA CYNON TAF COUNCIL COMMUNITY LIAISON COMMITTEE Minutes of the meeting of the Community Liaison Committee meeting held on Monday, 27 July 2020 at 10.00 am virtually County Borough Councillors - Community Liaison Committee Members in attendance:- Councillor M Webber Councillor R Bevan Officers in attendance Mr C Hanagan, Service Director of Democratic Services & Communication Sarah Daniel, Senior Democratic Services Officer Claire Chick, Senior Community Safety Officer Nia Doherty, Research and Consultations Officer Scott Thomas, Eisteddfod Project Officer Town and Community Councils in attendance Alison Jenkins – Llantrisant Community Council Cllr Brian James – Llantwit Fadre Community Council Stephen Powell – Tonyrefail Community Council 13 WELCOME AND APOLOGIES Apologies were received from Tony Graham and Cllr Simon Pritchard – Pontypridd Town Council 14 DECLARATIONS OF INTEREST None received 15 MINUTES It was RESOLVED to approve the minutes of the 27th May 2020 as a true and accurate record of the meeting 16 UPDATE REPORT - SERVICE DIRECTOR OF DEMOCRATIC SERVICES AND COMMUNICATIONS The Service Director of Democratic Services and Communications provided the Community Liaison Committee with a verbal update on the following areas: As lockdown restrictions were easing, community recycling centres were beginning to reopen to the public Libraries were also beginning to reopen with services reduced It was recently announced that schools would be reopening in September with further details being communicated to parents once individual schools plans for reopening were put in place Pest control and animal rescue services had been resumed Marriages were able to take place from the 15th July Face to face registrations of death would resume in august and mourners at funerals would also increase in august Page 3 A new library at Llys Cadwyn was planned to open on 1st September 2020 Playgrounds reopened on 20 July 2020 after some minor maintenance issues had been resolved to make them safe to reopen Community centres and leisure facilities were going through a phased reopening The Councils AGM was scheduled for the 16th September and the service director reported that there was an improvement in attendance at remote meetings. The Deputy Leader added that she was pleased to finally see the safe reopening of the playgrounds for the children and young people to utilise again and advised that community centres had also prepared activity packs for children to use during lockdown. She further added that the democratic process was continuing with virtual meetings of the Council taking place and working very well. A member raised a question over the requirement for community centres to reopen to provide a childcare service. The Deputy Leader stated that clarification would be sought and feedback to the Community Council 17 CONSULTATIONS UPDATE The Senior Research and Consultations Officer updated the Committee on the current consultation that was underway in relation to the proposed extension to dog controls in RCT. She advised members that there were many ways in which the public could contribute to the consultation as they had held a number of virtual events in addition to face to face events and the opportunity to provide feedback online. She advised the committee that the consultation ends on Monday and if anyone had any feedback to contact her before then. The senior community Safety Officer stated that the feedback received so far had been positive and some of the issues such as improved signage were already being addressed. She addressed the issue of enforcement and sated that there would be more social media presence around the public reporting areas of concern so enforcement could be deployed to key areas. The Deputy Leader advised members of the Committee that a final report on the findings would be reported to cabinet in September 18 EISTEDDFOD PROJECT OFFICER INTRODUCTION The Eisteddfod Project Officer, Scott Thomas introduced himself to the Committee who advised that the planning of the Eisteddfod for when it returns to RCT in 2023 was already underway. He advised that if the Community Councils would like to get involved in the Eisteddfod, or have any questions in relation to it, that they could get in touch with him at [email protected] and that he is happy to communicate with members in English or Welsh. He advised that he would be meeting with the Eisteddfod CEX to discuss an action plan in late September, early October time. He added that they would also be formalising a fundraising Committee later in the year as Page 4 they had to raise in the region of £350k towards the Eisteddfod events but that it was a fantastic opportunity to boost the local economy. 19 URGENT ITEMS None Meeting closed at 10.35am Cllr M Webber Chair Page 5 This page is intentionally left blank Agenda Item 4 RHONDDA CYNON TAF COUNTY BOROUGH COUNCIL 6TH NOVEMBER 2020 COMMUNITY LIAISON COMMITTEE REPORT OF THE SERVICE DIRECTOR, COMMUNICATIONS & DEMOCRATIC SERVICES INDEPENDENT REMUNERATION PANEL FOR WALES 1. PURPOSE OF THE REPORT 1.1 The purpose of this report is to inform members of the provision of financial support available for members with care responsibilities following a report published from the Independent Remuneration Panel for Wales which is attached at Appendix A and; 1.2 To inform members that under the requirements of the Local Government Measure 2011, the Independent Remuneration Panel for Wales has published its draft annual report 2021-2022 for consultation as attached at Appendix B 2. RECOMMENDATION 2.1 That member’s note the information provided in the supplementary report from the Independent Remuneration Panel for Wales as attached at Appendix A 2.2 That member’s note that the consultation on the draft annual report 2021-22 is open for members to respond to until 23rd November 2020. Members are able to respond to the consultation by emailing [email protected] 3. REASONS FOR RECOMMENDATIONS 3.1 To ensure members are aware of the provision of financial support available for the set out the approved duties for which Remuneration for Cost of Care can Page 7 be claimed to enable all members and co-opted members to carry out their roles effectively 3.2 To ensure all members are provided with the opportunity to submit their representations on the draft annual report 2021-22, specifically in relation to section 13 of the report which relates to Town and Community Councils. 4. EQUALITY AND DIVERSITY IMPLICATIONS 4.1 The proposal set out within the report is based on the principle of all elected Members being treated equally and consistently. As a result, no Equality Impact Assessment is deemed required for the purposes of this report. 5. LINKS TO CORPORATE AND NATIONAL PRIORITIES AND THE WELL- BEING OF FUTURE GENERATIONS ACT. 5.1 The provision of appropriate support and resources to elected Members is critical in ensuring the interests of local people are represented, governance of local communities is undertaken and value-for-money public services are secured for local tax-payers through effective scrutiny. The continued ability to effectively fulfil these duties will make a positive contribution to the Council’s Corporate Plan priorities and the Well-being of Future Generations Act. These include: Remuneration 1.3 The Framework provides for payment to members of relevant authorities who carry a responsibility for serving their communities.
