Open Society Foundation (OSF) ................................................................. 119 Fighting political corruption in postcommunist Europe The main story This book is about an anticorruption campaign that took place in Romania in 2004 and which prevented nearly one hundred controversial MPs from being reelected. While this campaign was considered original by many observers, the problems it addressed are widespread in the postcommunist world: political elites which at times look more like predatory elites, high state capture, constituencies with low civic competence and low interest in politics. This situation looks at times hopeless in the Balkans and former Soviet Union. But it is not. By and large, what we present here is a success story. On the occasion of the local elections in June 2004 and the legislative and presidential elections in November and December, Romanian civil society organized itself for the first time into a broad coalition for integrity in politics: the Coalition for a Clean Parliament (CCP). Frustrated by the governments lack of effectiveness in fighting large-scale corruption, civil society took matters into its own hands. The CCP first determined the criteria that would make a candidate unfit for a clean Parliament. These criteria were 1) having repeatedly shifted from one political party to another in search of personal profit; 2) having been accused of corruption on the basis of published and verifiable evidence; 3) having been exposed as an agent of the Securitate (Ceau[escus former secret service); 4) being the owner of a private firm with important tax

ARTICLES THE MEMORY OF THE COMMUNIST SECURITY APPARATUS AND ITS STUDY IN ROMANIA AFTER 1989 Abstract This article discusses the institutional attempts to deal with the archival legacy of the Romanian communist security police, Securitate (1945–1989), during the democratic transition in post-communist Romania. The first part draws a short outline of Securitate’s history and activities as one of the main power instruments of the communist dictatorship. The second part of the article shows the development of political attitudes towards institutional attempts to deal with the communist past in the post-communist Romania. This paper describes the reluctant attitude of the ruling circles in the 1990s towards the opening of the Securitate archives and the lustration attempts. The formation of the National Council for the Study of Securitate Archives (Consiliul Național pentru Studierea Arhivelor Securității, CNSAS, legally established 1999) hardly changed the general situation: the archives of the Securitate were transferred to CNSAS with significant delays, and the 2008 ruling of the constitutional court limited its lustration competences. The establishment of the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile (Institutul de Investigare a Crimelor Comunismului şi Memoria Exilului Românesc, IICCMER, established 2005) and formation in 2006 of the Presidential Commission for the Analysis of the Communist Dictatorship Institute of National Remembrance 2/2020 286 in Romania led by renowned political scientist Vladimir Tismăneanu together with the research and legal activities of CNSAS contributed to a broader evaluation of the communist regime (although its impact seems to be limited).

    THE EU GATE TO BLACK SEA REGIONAL COOPERATION A ROMANIAN-TURKISH COMMON GROUND Offering an overview of the various frameworks for cooperation in the wider Black Sea, the author explains that Romania aims to bring the EU and the regi- on closer together and argues that Turkey and Romania can play an important role in the future of the region.     Bucharest Central Area Integrated Urban Development Plan 1. Recovering the urban identity for the Central area. Today, for many inhabitants, the historic center means only the Lipscani area, which is a simplification of history. We are trying to revitalize and reconnect the different areas which constitute the center of Bucharest, from Victory Square to Carol Park, having the quality of urban life for city residents as a priority and trying to create a city brand for tourists and investors. 2. Recovering the central area located south of the Dambovita river. Almost a quarter of surveyed Bucharest residents had not heard of areas like Antim or Uranus, a result of the brutal urban interventions of the 1980s when, after intense demolitions, fragments of the old town have become enclaves hidden behind the high- rise communist buildings. Bridges over Dambovita disappeared, and whole areas south of the river are now lifeless. We want to reconnect the torn urban tissue and redefine the area located south of Dambovita. recover this part of town by building pedestrian bridges over the river and reconstituting the old ways of Rahovei and Uranus streets as a pedestrian and bicycle priority route. 3. Model of sustainable alternative transportation. Traffic is a major problem for the Bucharest city center. The center should not be a transit area through Bucharest and by encouraging the development of rings and the outside belt, car traffic in the downtown area can easily decrease. We should prioritize alternative forms of transportation - for decades used on a regular basis by most European cities: improve transportation connections and establish a network of streets with priority for cyclists and pedestrians to cross the Center.
