SPEECHES AND STATEMENTS 113 4 NOTICE TO READERS This recapitulatory index to the 1970 numbers of the Bulletin of the European Communities will assist all who wish to keep abreast of th.e Communities' work. The many current activities of the various Community institutions are assessed each month in the numerous sections of the Bulletin, so that the fullest possible list is called for. A digest of Community action also appears in the annual General Report on the Activities of the European Communities. The Index to the 1970 Bulletin has separate sections for the main chapters: I. General (chapters on the major live issues of 1970) Il. Establishment and functioning of the common market Ill. Towards economic union IV. External relations V. Activities of the Institutions VI. Speeches and statements The Index covers the first two "parts" - "Features and Documents" and "Community Activities" - of the three into which the 1970 Bulletins were divided. For the sake of a clear layout and easy reference, the first part is designated as "A" and the second as "B". The reference system varies, depending on whether or not items have a section number. Before addressing Stikker as NATO Secretary General the paper discusses the IO BIO Project, including the entries available on the project’s website, the related Database, the writing of an IO BIO entry and the need for the IO BIO effort. The paper then highlights a few aspects related to an assessment of Stikker’s career as Secretary General drawn from his IO BIO entry, which is provided following this analysis and also serves to illustrate the format of an IO BIO entry. The IO BIO Project Secretaries-General, or other executive heads with different titles, of international organizations are the chief executives and representatives of international bureaucracies that vary in size and structure. The biographical literature on Secretaries-General is limited, giving an incomplete picture of the variety of people who have held these positions and the interactions between them. Thus, there is a gap in our understanding of the people in these posts, both individually and collectively, in terms of who they are and how they affect the performance of international organizations, both as organizations and in international relations.

Figure 1: The CE Mark1 Its contours are widely recognizable, but the “CE Mark” appears with such ubiquity and is so deeply embedded within our collective visual memories that we think little about its significance. By indicating conformité européenne to regional standards for health and safety, the symbol serves several important functions: equally a source of consumer confidence in a product’s regulatory compliance and a mechanism for a kind of regional “nation branding,” a logo “in the promotion of [the EC’s] interests in the global marketplace” and a visual reminder of the far reaching influence of Brussels and its rule makers.2 Most importantly, marks of conformity like the CE dually function as vectors for the circulation of goods within and among markets on the one hand and as non-tariff barriers restricting market access on the other. In the case of European markets, the small emblem of the CE effectively determines what products in key categories like electronics and machinery can legally be sold within the European Economic Area (EEA) – the trading bloc formed between the European Union (EU) and European Free Trade Association (EFTA) in 1994.
