REPORT OF SOCIETY MEETING TfL’s RAIL ACTIVITIES IN 2019 by Kim Rennie A report of the LURS meeting at All Souls Clubhouse on Tuesday 11 February 2020 As has become customary, Kim began the presentation starting in January 2019 and progressed through the year with subjects featured in chronological order. Waltham Forest had been designated the first “London Borough of Culture” – a new civic arts and performance festival – and dedicated platform roundels, affixed over certain standard name signs, marked this at TfL stations within the borough. These included Highams Park, Leyton and Leytonstone. The relative lack of overall significant events on LU during the year meant that speaker had drawn on a greater number of non-LU rail subjects than he would have liked, for which he apologised, but such is life. Among these were the new Class 717 units introduced by Great Northern from January, and whose link with LU is their use on the former Northern City Line between Drayton Park and Moorgate. Both external and internal views were shown. Associated with this was the gradual replacement of the existing Class 313 units, which were also depicted, some in truly appalling external condition and with a mixture of liveries from former operators. Also beginning in January was the short-term use of LO Class 378/2 units on the Gospel Oak – Barking Line due to delays in commissioning the new Class 710/2 trains. These 378s were reformed from 5- cars to 4-cars in order to fit the existing operational length of platforms. Finsbury Park gained new lifts to all areas the same month. -

The Treachery of Strategic Decisions
The treachery of strategic decisions. An Actor-Network Theory perspective on the strategic decisions that produce new trains in the UK. Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Michael John King. May 2021 Abstract The production of new passenger trains can be characterised as a strategic decision, followed by a manufacturing stage. Typically, competing proposals are developed and refined, often over several years, until one emerges as the winner. The winning proposition will be manufactured and delivered into service some years later to carry passengers for 30 years or more. However, there is a problem: evidence shows UK passenger trains getting heavier over time. Heavy trains increase fuel consumption and emissions, increase track damage and maintenance costs, and these impacts could last for the train’s life and beyond. To address global challenges, like climate change, strategic decisions that produce outcomes like this need to be understood and improved. To understand this phenomenon, I apply Actor-Network Theory (ANT) to Strategic Decision-Making. Using ANT, sometimes described as the sociology of translation, I theorise that different propositions of trains are articulated until one, typically, is selected as the winner to be translated and become a realised train. In this translation process I focus upon the development and articulation of propositions up to the point where a winner is selected. I propose that this occurs within a valuable ‘place’ that I describe as a ‘decision-laboratory’ – a site of active development where various actors can interact, experiment, model, measure, and speculate about the desired new trains. -

We are not affiliated to or supported by any political party, trade union or by private industry. We receive almost no funding from any source other than our members. We are convinced that in the current economic climate rail travel and rail freight represent wise investments for the future of this country. We are pro-rail but not anti-road. We believe that all transport modes have their place in a vibrant, modern, integrated, environmentally efficient market economy. We believe that investment can be made sensibly and cost-effectively to achieve: Britain’s Railways – Much More for Much Less. COSTS INDUSTRY COSTS – MYTH AND REALITY We need to emphasise that there is a significant difference between the gross and net costs of the rail industry after allowing for money paid to government from Corporation tax, Industrial Buildings tax, fuel tax, Community Infrastructure Levy, VAT, Uniform Business Rates and income tax from a combined workforce of about 150,000 people, together with premium payments and revenue sharing agreements paid by the train operating companies. Investment should be excluded from annual costs since rail projects have a very long payback period. -

Monterey Bay Area Network Integration Study Future Service Vision September 2020 Future Service Vision Summary Future Service Vision Monterey Bay Area Santa Cruz San Jose Building on long-standing efforts to re-establish regular passenger rail service to Integrated Network Monterey Bay and the Central Coast, the Monterey Bay Area Network Integration Capitola Study has developed a detailed Service Vision to guide the establishment and Aptos expansion of the future regional rail network. Aligned with the 2018 California State Watsonville Rail Plan, the Service Vision describes a network that connects regional communities to the San Francisco Bay Area and broader statewide rail network. The network has been designed through strategic analysis and operations Pajaro Gilroy modelling using clear guidelines and goals set by TAMC and regional stakeholders. The Service Vision seeks to maximize rider benefit, minimize capital and operations costs, shorten implementation timelines, minimize risk, and create Hollister a scalable service network. The design prioritizes service goals, customer experience, intuitive operations, direct connections, minimized travel time, and hub Monterey Service Highlights: Castroville stations to allow for pulsed-style scheduling and timed transfers. The network features fully integrated service with connecting hubs in Castroville and Pajaro. Der Triebzug der Class 442 „Wessex Electric” (oder 5WES) wurde 1988 auf der South Western Main Line zwischen London Waterloo und Weymouth eingeführt. Die Indienststellung verlief parallel zur Elektrifizierung der Strecke zwischen Bournemouth und Weymouth. Die Züge wurden ursprünglich nur auf der Weymouth Linie eingesetzt, in den 1990er Jahren fuhren die Züge dann auch auf der Strecke zwischen London Waterloo und Portsmouth. Nach der Privatisierung wurde die gesamte Flotte an South West Trains, und schließlich an Southern übergeben. 2008 führte Southern ein Modernisierungsprogramm durch und alle Class 442 wechselten in den Dienst als Gatwick Express zwischen London Victoria und Gatwick Airport, in Stoßzeiten mit Verlängerung nach Brighton. Bestimmungsgemäße Einsätze zwischen der Hauptstadt und dem zweitwichtigsten Flughafen des Landes fahren seit 1984, damals mit klimatisierten InterCity Mk3 Wagen von British Rail. 2008 war der Gatwick Express schließlich keine eigene Marke mehr, sondern vereinigte sich mit dem Southern Franchise. Trotz ihrer Beliebtheit im Gatwick Express Einsatz werden alle 24 Züge bis zum Jahr 2016 durch die Class 387 ersetzt, die Zukunft der 5WES‘s ist noch ungewiss. Die Class 442 hält den aktuellen Geschwindigkeitsweltrekord für elektrische Triebzüge, die mit Strom über eine Stromschiene versorgt werden. Dieser Rekord von 174km/h (108mph) wurde im April 1988 erreicht, die offizielle Höchstgeschwindigkeit dieser Züge liegt jedoch bei nur 161 km/h (100mph). Die BR Class 442 für den Train Simulator bildet den Gatwick Express so nach, wie er seit 2008 von Southern betrieben wird. -

Abstract Railway interchanges are key operational points on a railway. However, railways are changing due to rail networks being upgraded to include high speed lines. Therefore, to allow for the integration of high speed lines with current conventional railways there is a prevalent need for railway interchanges to be redesigned. The scope of this paper is to conduct a study to design a railway yard of the future, which will be able to facilitate an interchange between a high speed railway and a conventional railway.
