51 Chapter 4 The Report of Children Overboard: Dissemination and Early Doubts Introduction 4.1 As discussed in the previous chapter, the report that a child or children had been thrown overboard from SIEV 4 originated in the telephone conversation between Commander Banks and Brigadier Silverstone on the morning of Sunday 7 October 2001. 4.2 At about 11.15am (AEST) on the same day, that report was made public by Mr Philip Ruddock, Minister for Immigration and Multicultural Affairs, during the course of a press conference.1 As Ms Jennifer Bryant remarked in her report: In total, only around four hours elapsed between the commencement of boarding [of SIEV 04 by HMAS Adelaide] and reports [of children thrown overboard] being made public in the media.2 4.3 In this chapter, the Committee first discusses how an oral and uncorroborated report made in the midst of a complex tactical operation came to be disseminated so quickly and so widely. The Committee then outlines how doubts concerning the veracity of the report arose in the Defence chain of command, and the point at which different elements in that chain reached the conclusion that the incident had not occurred. Finally, the Committee discusses how photographs taken of the sinking of SIEV 4 on 8 October came to be publicly misrepresented as being photographs of the ‘children overboard’ event. 4.4 In the following chapter, the Committee will consider the role played by a range of agencies and individuals in relation to attempts to correct the original and mistaken report that children had been thrown overboard. -

The Integration of Swedish and Dutch Forces in EU Naval Force Operation Atalanta, 2015
In 2015, the Netherlands and Sweden provided a joint contri- bution to the EU’s counter-piracy military mission EUNAVFOR Operation Atalanta. During their three-month deployment to the area of operation, Swedish troops and enablers – including two Combat Boat 90 assault craft and two AW109 helicopters – were stationed on board the Dutch warship HNLMS Johan de Witt, which also hosted the Force Headquarters (FHQ) led by a Swedish Admiral. This kind of cooperation, in particular having a tactical headquarters led by one nation and the fl agship led by another, was quite unique. In general, the integration was considered to have been suc- cessful – to some extent surprisingly so. This report describes and analyses the planning and execution of the fusion of Dutch and Swedish forces, identifying key lessons that may be of value in similar future collaborations. National regulations and procedures, command and control structures, preparatory training and exercises, the chosen level of integration and per- sonal mindsets are among the issues discussed. BEL’s journey in the field of Sonars (Sound Navigation and Ranging) commenced in 1977 when in collaboration with DRDO lab NPOL, Kochi, it manufactured the first indigenous Sonar for the Indian Navy called APSOH. Till date, BEL has produced more than 60 Sonars covering the range of underwater applications for surface ships and submarines. Social S 86 per cent of Australians said they were proud of the ADF – the highest figure recorded over the past 20 years. 85 per cent believed the ADF is effective and 87 per cent considered the ADF is well trained. Unacceptable behaviour in the ADF continued to be the community’s largest single concern. High Commission of India Brunei Darussalam INDIA-BRUNEI BILATERAL RELATIONS Political Relations Diplomatic relations between India and Brunei were established on 10 May 1984. Prior to the establishment of the Resident Mission in Brunei on 18 May 1993, India's Mission in Kuala Lumpur was concurrently accredited to Brunei. Brunei set up its resident High Commission in India on 12 August 1992 headed by an Acting High Commissioner. Prior to that, Brunei's High Commissioner in Malaysia, was concurrently accredited to India. Brunei and India have shared close relations based on their strong traditional and cultural linkages and common membership of UN, NAM, Commonwealth, ASEAN etc. The Sultan and Yang di-Pertuan of Brunei has been amongst the strongest votary of close relations with India and has supported and ensured the welfare of the Indian community in Brunei. The Government has been supportive of India’s ‘Look East Policy’ and ‘Act East Policy’ for expansion and deepening of cooperation with ASEAN. Brunei, as Country Coordinator for India in ASEAN from July 2012 till June 2015 played an important role in bringing India closer to ASEAN during its tenure. Brunei has been generally supportive of India and its nominees for elections to various international organisations. Exchange of visits by Head of State/Government: From Brunei: 1. The Sultan of Brunei Haji Hassanal Bolkiah made his first State Visit to India on 15-18 September 1992. 2. The second State Visit of the Sultan was on 20-23 May 2008. During the visit, five important MoUs/Agreements were signed: (i) Agreement on Reciprocal Promotion and Protection of Investments; (ii) MoU on Cooperation in Information and Communication Technology; (iii) MoU on Cooperation in the fields of Culture, Arts and Sports; (iv) MoU on the Establishment of Joint Trade Committee; (v) Renewal of MoU on Cooperation in the Operation of the Telemetry Tracking and Command (TTC) Station for Satellite and Launch Vehicles and for Cooperation in the field of Space Research Science and Applications.
