Porcari announced in late October that the department’s Maritime Administration (MARAD) would begin to clean and recycle Search This Site obsolete vessels in a reserve fleet in California, few would have thought the news would reverberate thousands of miles from the coast in East Central Indiana. Except that one of the ships consigned to the scrap heap is the S.S. Earlham Victory, a World War II era cargo ship named for Earlham College. Colleges That Change Lives From Liberty to Victory S.S. (Image: Earlham Archives) In 1943, the U.S. Maritime Commission began a program to design a fast cargo ship to replace the slower Liberty ship. Based on the design of the Liberty ship and produced using the same assembly line methods, 531 Victory ships, with steam turbine engines which cruised at approximately 15 – 17 knots —dramatically faster than the Liberties — were produced in 1944 and 1945. The first Victory ship, the S.S. United Victory, was launched at the Oregon Shipbuilding Corporation in February 1944. After the United Victory, the next 34 vessels were named for allied countries, then 218 were named for U.S.

It is the second volume of a three volume set and is to be used in conjunction with the Operational Law Handbook (JA422) and the Documentary Supplement (JA424). The Operational Law Handbook covers the myriad of non-Law of War issues a deployed Judge Advocate may face and the Documentary Supplement reproduces many of the primary source documents referred to in either of the other two volumes. The Law of War Handbook is not a substitute for official references. Like operational law itself, the Handbook is a focused collection of diverse legal and practical information. The handbook is not intended to provide "the school solution" to a particular problem, but to help Judge Advocates recognize, analyze, and resolve the problems they will encounter when dealing with the Law of War. The Handbook was designed and written for the Judge Advocates practicing the Law of War. This body of law is known by several names including the Law of War, the Law of Armed Conflict and International Humanitarian Law.
