The congestion and the geographical condition of the Straits of Malacca have created concern to user states especially China that suggested a canal and ready to finance the construction of the canal which will be located somewhere across the southern part of Thailand. According to China, this canal is able to solve the congested situation in the Straits of Malacca and also poses a more rational option to reduce travelling time and costs. The plan to construct Kra Canal will pose several impacts to Malaysia’s ports, which have been analysed using PESTEL analysis. A sociopolitical study of the Thai government policy to the Muslim South Introduction Southern Thailand has a Muslim population with a 200 year history of separatism and evolving relations with the central government. This paper refers to Southern Thailand as the five provinces of Songkhala, Satun, Yala, Pattani, and Narathiwat which borders Malaysia. Approximately 80% of the Malay-Muslim or “Thai-Muslim” minority live in the southern provinces. Nationwide, there are nearly 4 million Muslims of the 62 million Thai pop- ulation. (Please note that the term “Malay-Muslim” and “Thai-Muslim” will be used interchangeably throughout the paper. Thai-Muslim is the term used officially by the Thai government to lessen ethnic differentiation.) Thai-Muslims have a strong, distinctive ethnic identity that is tied to their Malay ethnicity, Malay language, and Islamic faith. Language is a point of contention as it is a symbol and identification of religion. While an esti- mated 99% of Muslims speak Thai, Malay is the mother tongue for 75% of them (Yegar, 131; VIC, 2). Furthermore, in the 14th century, the five border provinces belonged to the Malay-Muslim Pattani Kingdom, which was con- sidered as the cradle of Islam in Southeast Asia (Bonura, 15). Most of the separatist tensions appear in Pattani, Narathiwat, Yala, and to a lesser extent, Satun. Songkhala has a lower concentration of Malay-Muslims, which then acts as a geographical buffer between Satun and the other three provinces. Another point of contention is socio-economic disparity, which is a charac- teristic of internally colonized states and tends to heighten regional tensions. -

1 ETHNIC SEPARATISM IN SOUTHERN THAILAND: KINGDOM FRAYING AT THE EDGE? Overview • Since January 2004 separatist violence in Thailand’s three Muslim-majority southern provinces has claimed the lives of nearly 1,900 people. • The root causes of this latest phase of separatist violence are a complex mix of history, ethnicity, and religion, fueled by socio-economic disparities, poor governance, and political grievances. Observers differ on the role of radical Islam in the south, though the general consensus is that transnational terrorist groups are not involved. • A clear picture of the insurgency is rendered difficult by the multiplicity of actors, and by the fact that none of the groups involved has articulated clear demands. What is apparent, however, is that the overall aim of the insurgents is the establishment of an independent Islamic state comprising the three provinces. • The heavy-handed and deeply flawed policies of the Thaksin government during 2004-2006 deepened the trust deficit between Malay-Muslims and the Thai authorities and fueled separatist sentiment. 2 • Post-coup, the Thai authorities have made resolving violence in the south a priority, and promised to improve governance and conduct a more effective counter-insurgency campaign. -

Contesting Law and Order: Legal and Judicial Reform in Southern Thailand in the Late Nineteenth to Early Twentieth Century Piyada Chonlaworn* This paper examines legal and judicial reform in Thailand (then Siam) imposed in the southern Malay provinces, once a sultanate kingdom of Pattani, in the 1890s and 1910s. Legal and judicial reform was one of the three main reforms Siam imposed countrywide at the end of the nineteenth century as an attempt to modernize the country and defend it against Western colonial powers. However, Siam’s rule and reform in the Malay region, especially during the reign of King Chulalongkorn, is viewed by recent studies as colonial modernity in itself. These measures included the appointment of a Siamese commissioner in the Malay region, the enforcement of Thai law, and Siam’s endeavor to preserve local practices such as Islamic family law and courts, which resembled those of the British and Dutch East Indies. While the notion of Siam’s inner colonialism is not entirely wrong, this paper argues that there is also another side of the coin that should be considered especially when looking from legal and judicial perspective. Right after a new reg- ulation was imposed in 1901, it was clear that local people were ready to make use of the new judicial system. This is partly because the new system, regardless of its shortcomings, gave local people, including Malay ruling elites, opportunities to file cases against their enemies or demand justice. On the basis of a review of available literature, original field observations and examination of museum collections, a preliminary list of 81 species (12 chelonians, 2 crocodiles, 23 lizards, and 44 snakes) is established, of which 52 (64 %) are reported from the province for the first time. The possible presence of additional species is discussed. Some biological data on the new specimens are provided including some range extensions and new size records. The herpetofauna of Phetchaburi shows strong Sundaic affinities, with about 88 % of the recorded species being also found south of the Isthmus of Kra. A biogeographic affinity analysis suggests that the Isthmus of Kra plays the role of a biogeographic filter, due both to the repeated changes in climate during the Quaternary and to the current increase of the dry season duration along the peninsula from south to north. -

The old shop houses testify in the uniqueness and diversity of the nation’s architectural gems, which were shaped by the Malay, Chinese and British entities. The current study attempts to understand the influence of varying entities towards the architectural identities that the old shop houses’ facade bear. Purposive sampling of 16 towns in the state of Perak was made to gauge information on the earliest row of shop houses at each of the towns. Both secondary and primary data were then leveraged based on documents analysis, interviews and measured drawings to explore the relationship link between the entities and identities through the old shop houses’ facade design. The findings suggest that there is a relationship between the entities and identities, in the sense that the early entities were influential in determining the identities of the old shop houses’ facade design. Interestingly, the Malay style was found to be the most dominant identity depicted by the facade design of the old shophouses from the 16 towns of Perak. (Photo: Chanlee Thirasupa, AFP). * Termsak Chalermpalanupap is Visiting Fellow in the Thailand Studies Programme, ISEAS – Yusof Ishak Institute. 1 ISSUE: 2021 No. 4 ISSN 2335-6677 EXECUTIVE SUMMARY • The idea of a canal across the Isthmus of Kra in Southern Thailand, or the Kra Canal, prevalent in the eighteenth and nineteenth centuries, resurfaced in the late 1990s as the Khlong Thai or “Thai Canal” idea. • However, the high investment costs, massive and unpredictable adverse environmental impacts, and security implications have all weighed against its realisation. • A mega project proposal that envisions building a “Land Bridge” between Chumphon Province on the Gulf of Thailand and an enlarged deep-sea port in Ranong Province on the Andaman Sea has now been touted. • The proposed project has the support of Prime Minister Prayut Chanocha’s Transport Minister Saksiam Chidchob, who sees it as being in line with other proposals to develop Southern Thailand including the Eastern Economic Corridor. • The Land Bridge can be supplemented by yet another proposed mega project called the “Thai Bridge” — a new freight route of expressways and undersea tunnels beneath the Gulf of Thailand, linking Chonburi Province to the proposed Land Bridge. • It is now up to Prime Minister Prayut to decide on Southern Thailand’s future development. 2 ISSUE: 2021 No. -
Piracy and Political Economy in Malaya, 1824- 1874
ABSTRACT A COVERT WAR AT SEA: PIRACY AND POLITICAL ECONOMY IN MALAYA, 1824- 1874 Scott C. Abel, PhD Department of History Northern Illinois University, 2016 Eric A. Jones, Director Piracy around the Malay Peninsula during the 19th century was extraordinarily prevalent and resulted in the death and loss of liberty for an untold number of people. This dissertation examines the connections between the piracy of this era and the political economies of the Straits Settlements and the Malay states in the region. Malays pirates often had the support of local rulers who required the goods and slaves brought back by pirates to reinforce their own political and socio-economic positions. The piratical system supported by the rulers was a component of the overall Malay economic system known as kerajaan economics, which helped maintain the status quo for Malay states. This system came under threat once Great Britain and the Netherlands worked to suppress piracy in the region and helped persuade the Malay elite to phase out state-sanctioned piracy. Some people living in Malaya took advantage of the characteristics of British and Malay political economies to engage in acts of piracy regardless of the policies of the British and Malay governments. This study of piracy enables us to understand better the experiences of people of various backgrounds living in 19th-century Malaya, along with how piracy influenced their worldviews. Civil Unrest in Southern Thailand: Roles and Challenges of Malaysia By Rear Admiral Syed Zahrul Putra Royal Malaysian Navy Student of the National Defence College The National Defence Course: Class 60 Academic Year 2017 - 2018 i Abstract Title: Civil Unrest in Southern Thailand: Roles and Challenges of Malaysia Field: Strategy Name: Radm Syed Zahrul Putra RMN Course: NDC Class 60 Series of violence in Southern Thailand resurgence in late 2001 and eventually escalated dramatically in 2004. Many scholars regarded this conflict entailed from the manifestation of deep resentment of the people in the southern provinces towards the central government especially with regards to the historical factor, culture, leadership style and economic deprivation. Being an immediate neighbour, Malaysia in an absolute sense, is affected physically in this situations. The Southern Thailand is experiencing a situation where there is neither total nor civil war. But the “tone” of having some kind of conflict and unrest in these provinces is clearly evident. Malaysia has significantly played several roles in assisting to restore peace and stability in Southern Thailand provinces. One of the examples is the establishment of General Border Committee (GBC) between Thailand and Malaysia with the primary objective of GBC is to enhance the security and stability in the border areas. It has helped bridging differences, building contacts and facilitating communication between the two countries. Additionally, leaders from both sides maintain close ties through regular official and non-official visits in various forums. The Malaysian government has viewed the conflict in the Southern Thailand seriously. The geographical proximity between the two countries placed Malaysia within the parameters of what is essentially as Thai internal problem. -

CSS | ARTICLE THE KRA OF ISTHMUS Sagar N1* INTRODUCTION The Kra Canal is over three hundred years old, proposed to be approximately a hundred and twenty-kilometer canal, with an idea of connecting the Gulf of Thailand with the Andaman Sea by bypassing the Strait of Malacca. The canal would eventually connect the Pacific and Indian Oceans by reducing the travel distance of nearly 1200km and a time of two to three days. Ever since its inception the project has been revived and reassessed multiple times only to be either postponed or to conduct further feasibility studies. The project has resurfaced again in recent times, largely due to the increased Chinese influence in the region and the Communist regime is keen on completing the project to solve their “Malacca Dilemma”. The canal would create a cheaper route between the Indian Ocean and the South China Sea by surpassing the overcrowded and ‘pirate-infested’ Strait of Malacca1, but China’s Belt and Road initiative (BRI) and its attempt to encircle India with the ‘String of Pearls’ strategy has the regional powers vexed despite the canal’s economic advantage. Out of all the Beijing’s infrastructural projects under the BRI, the Kra project is considered to be the most ambitious because it allows China’s People’s Liberation Army Navy (PLAN) to travel from the militarized South China Sea to the Indian Ocean without having to travel through the Malacca strait, thus making the canal not just economical asset but a strategic asset as well. The proposed Canal route is known as The Line 9A, which is 30-metre deep and 400-metre wide connecting Songkhla on the Gulf of Thailand and Krabi in Andaman sea and passing through the southern provinces Trang, Phatthalung and Nakonsi Thammarat.
