But now because of State policies and waves of modernisation we are struggling to preserve and maintain our traditional ways of life” Mr. Joni Odochao, Intellectual, Karen ethnic, Opening Speech at the Indigenous Peoples Day Festival in Chiangmai, Northern Thailand 2007 Introduction on Indigenous peoples and ethnic groups in Thailand 1 The coalition was established as a loose network at the Workshop Programme on 5th July 2012 on the Shadow Report on the International Convention on the Elimination of All Forms of Racial Discrimination (CERD) organised by the Ethnic Studies and Development Center, Sociology Faculty, Chiangmai University in cooperation with Cross Cultural Foundation and the Highland Peoples Taskforce 1 2. The Network of Indigenous Peoples in Thailand2, in the International Working Group for Indigenous Affairs (IWGIA) yearbook on 2008, explained the background of indigenous peoples in Thailand. The indigenous people of Thailand are most commonly referred to as “hill tribes”, sometimes as “ethnic minorities”, and the ten officially recognised ethnic groups are usually called “chao khao” (meaning “hill/mountain people” or “highlanders”). These and other indigenous people live in the North and North-western parts of the country. A few other indigenous groups live in the North-east and indigenous fishing communities and a small population of hunter-gatherers inhabit the South of Thailand. -

The congestion and the geographical condition of the Straits of Malacca have created concern to user states especially China that suggested a canal and ready to finance the construction of the canal which will be located somewhere across the southern part of Thailand. According to China, this canal is able to solve the congested situation in the Straits of Malacca and also poses a more rational option to reduce travelling time and costs. The plan to construct Kra Canal will pose several impacts to Malaysia’s ports, which have been analysed using PESTEL analysis. Transnational Peoples in the Thai-Lao Border of Ubon Ratchathani Province*

The Acts of Nationality of 1961, 1966, 1992/1, 1992/2, and 2008, and the Revolutionary Council Announcement of 1972 will be approached by discourse analysis. The language used in the five Acts and the Revolutionary Council Announcement of 1972 will be analyzed to detect how significance and identity are produced and reproduced. By reviewing literature, this article further examines the ways in which the nationality discourse constitutes the lives of transnational peoples in the Thai-Lao border of Ubon Ratchathani province. On the basis of a review of available literature, original field observations and examination of museum collections, a preliminary list of 81 species (12 chelonians, 2 crocodiles, 23 lizards, and 44 snakes) is established, of which 52 (64 %) are reported from the province for the first time. The possible presence of additional species is discussed. Some biological data on the new specimens are provided including some range extensions and new size records. The herpetofauna of Phetchaburi shows strong Sundaic affinities, with about 88 % of the recorded species being also found south of the Isthmus of Kra. A biogeographic affinity analysis suggests that the Isthmus of Kra plays the role of a biogeographic filter, due both to the repeated changes in climate during the Quaternary and to the current increase of the dry season duration along the peninsula from south to north. -

Thailand: Background and U.S. Relations Emma Chanlett-Avery Specialist in Asian Affairs February 8, 2011 Congressional Research Service 7-5700 www.crs.gov RL32593 CRS Report for Congress Prepared for Members and Committees of Congress Thailand: Background and U.S. Relations Summary U.S.-Thailand relations are of interest to Congress because of Thailand’s status as a long-time military ally and a significant trade and economic partner. However, ties have been complicated by deep political and economic instability in the wake of the September 2006 coup that displaced Prime Minister Thaksin Shinawatra. After December 2007 parliamentary elections returned many of Thaksin’s supporters to power, the U.S. government lifted the restrictions on aid imposed after the coup and worked to restore bilateral ties. Meanwhile, street demonstrations rocked Bangkok and two prime ministers from Thaksin-aligned parties were forced to step down because of court decisions. A coalition of anti-Thaksin politicians headed by Prime Minister Abhisit Vejjajiva assumed power in December 2008. Bangkok temporarily stabilized, but again erupted into open conflict between the security forces and anti-government protestors in March 2010. By May, the conflict escalated into the worst violence in Bangkok and other cities in decades. Although the government has remained in place, parliamentary elections are required by the end of 2011 and threaten to again spark conflict within a deeply divided society. With this uncertainty, many questions remain on how U.S. relations will fare as Bangkok seeks some degree of political stability. Despite differences on Burma policy and human rights issues, shared economic and security interests have long provided the basis for U.S.-Thai cooperation. -

(Photo: Chanlee Thirasupa, AFP). * Termsak Chalermpalanupap is Visiting Fellow in the Thailand Studies Programme, ISEAS – Yusof Ishak Institute. 1 ISSUE: 2021 No. 4 ISSN 2335-6677 EXECUTIVE SUMMARY • The idea of a canal across the Isthmus of Kra in Southern Thailand, or the Kra Canal, prevalent in the eighteenth and nineteenth centuries, resurfaced in the late 1990s as the Khlong Thai or “Thai Canal” idea. • However, the high investment costs, massive and unpredictable adverse environmental impacts, and security implications have all weighed against its realisation. • A mega project proposal that envisions building a “Land Bridge” between Chumphon Province on the Gulf of Thailand and an enlarged deep-sea port in Ranong Province on the Andaman Sea has now been touted. • The proposed project has the support of Prime Minister Prayut Chanocha’s Transport Minister Saksiam Chidchob, who sees it as being in line with other proposals to develop Southern Thailand including the Eastern Economic Corridor. • The Land Bridge can be supplemented by yet another proposed mega project called the “Thai Bridge” — a new freight route of expressways and undersea tunnels beneath the Gulf of Thailand, linking Chonburi Province to the proposed Land Bridge. • It is now up to Prime Minister Prayut to decide on Southern Thailand’s future development. 2 ISSUE: 2021 No. -
Piracy and Political Economy in Malaya, 1824- 1874
ABSTRACT A COVERT WAR AT SEA: PIRACY AND POLITICAL ECONOMY IN MALAYA, 1824- 1874 Scott C. Abel, PhD Department of History Northern Illinois University, 2016 Eric A. Jones, Director Piracy around the Malay Peninsula during the 19th century was extraordinarily prevalent and resulted in the death and loss of liberty for an untold number of people. This dissertation examines the connections between the piracy of this era and the political economies of the Straits Settlements and the Malay states in the region. Malays pirates often had the support of local rulers who required the goods and slaves brought back by pirates to reinforce their own political and socio-economic positions. The piratical system supported by the rulers was a component of the overall Malay economic system known as kerajaan economics, which helped maintain the status quo for Malay states. This system came under threat once Great Britain and the Netherlands worked to suppress piracy in the region and helped persuade the Malay elite to phase out state-sanctioned piracy. Some people living in Malaya took advantage of the characteristics of British and Malay political economies to engage in acts of piracy regardless of the policies of the British and Malay governments. This study of piracy enables us to understand better the experiences of people of various backgrounds living in 19th-century Malaya, along with how piracy influenced their worldviews. SITUATION OF RIGHTS TO LIFE AND PROHIBITION OF TORTURE AND OTHER CRUEL, INHUMANE OR DEGRADING TREATMENT OR PUNISHMENT Arts 2 (3), 6 and 7 of the Convention of Civil and Political Rights to Human Rights Committee 119th session 6-29 March 2017 Submitted on 6 Feb 2017 This information is translated by Cross Cultural Foundation (CrCF) Based on the Joint NGO Submission by Cross Cultural Foundation (CrCF) Hearty Support Group (Duayjai), and Patani Human Rights Network (HAP) Summary 1) Since 2012, CrCF together with Duayjai and the Patani Human Rights Organization (HAP) have been documenting torture and ill treatment in Thailand by using the Istanbul Protocol proxy questionnaire. From 2004 until now, we have documented 167 allegations of torture and/or ill treatment. Previously, CrCF has taken the lead in submitting shadow reports to various UN human rights bodies (UPR 2011, CRC 2011 CERD 2012, as well as the Committee for Convention against Torture (CAT-for 2013/2014), and submitted complaints to the UN Special Rapporteur on Torture and the UN Working Group on Enforced or Involuntary Disappearances. Furthermore, CrCF has cooperated on various occasions with the Office of the United Nations High Commissioner for Human Rights (OHCHR) in organizing and conducting trainings and workshops for Thai human rights organizations. 2) Until date, CrCF continues to receive reports of cases of violation of the right to life and prohibition of torture and ill treatment; deaths in custody, arbitrary detention and enforced disappearances. Thailand has yet to ratify OP-CAT. Currently, there is no mechanism to monitor human rights violations, to support victims in submitting complaints or to investigate these complaints.
