SUMMARY This thesis examines the implementation of the universal coverage (UC) health care reforms in Thailand, introduced from 2001 onwards. It aims to investigate the interaction between top-down and bottom-up influences on policy implementation in the local health system, based on comparative case studies of three provinces. The study was conceived as a ‘policy ethnography’, an approach which uses mixed methods to investigate the perspectives of local policy actors. The Thai Ministry of Public Health (MoPH) did not specify all aspects of the UC policy ‘blueprint’ in detail, and allowed provinces to make important decisions in certain areas, such as the choice of financing model. The research found that it was generally actors at the higher levels of the provincial health administrations who had actual potential to influence the way the reforms were implemented. However, there were interesting examples where middle-level provincial actors gained influence at particular junctures of the implementation process, usually either when they were in a strategic position with regard to the roll-out of a particular policy, or if they could get support from powerful allies higher up the MoPH hierarchy. The degree of engagement and knowledge of lower- level actors were more limited, and many at this level saw the reforms as overly top-down. Over the period covered by the study, the relative influence of top-down and bottom-up influences ebbed and flowed. There was a cycle whereby local adaptations usually led to a reaction at the centre, and further policy statements and top-down directions. Many problems arose in implementing the UC reforms, including difficulties in achieving progress on the original objectives of reducing geographical inequalities of funding and workforce distribution, problems in allocating resources fairly within the local health system, lack of progress in developing primary care, and tension between curative and preventative approaches. The Network of Indigenous Peoples in Thailand2, in the International Working Group for Indigenous Affairs (IWGIA) yearbook on 2008, explained the background of indigenous peoples in Thailand. The indigenous people of Thailand are most commonly referred to as “hill tribes”, sometimes as “ethnic minorities”, and the ten officially recognised ethnic groups are usually called “chao khao” (meaning “hill/mountain people” or “highlanders”). These and other indigenous people live in the North and North-western parts of the country. A few other indigenous groups live in the North-east and indigenous fishing communities and a small population of hunter-gatherers inhabit the South of Thailand.

The Acts of Nationality of 1961, 1966, 1992/1, 1992/2, and 2008, and the Revolutionary Council Announcement of 1972 will be approached by discourse analysis. The language used in the five Acts and the Revolutionary Council Announcement of 1972 will be analyzed to detect how significance and identity are produced and reproduced. The sample is used Kalasin province local governmence district of 150 purposively selected. Tool in research was an interview of solid waste management in local governmence organization of Kalasin province. The data were analyzed by statistics ; percentage and mean. The results showed that the Kalasin province was divided into two municipalities, the rule of 79 and break a rule of area of tambon administrative organization of 71 of total 150. They had garbage collection of 99 and no garbage collection of 51. The floor was made of Kalasin waste quantities 402.97 tons / day, there were 47 waste disposal pond.

    Preserving Temple Murals in Isan: Wat Chaisi, Sawatthi Village, Khon Kaen, as a Sustainable Model1 Bonnie Pacala Brereton Abstract—Wat Chaisi in Sawatthi village, Sawatthi District, located about twenty kilometers from the bustling provincial capital of Khon Kaen, is a unique example of local cultural heritage preservation that was accomplished solely through local stakeholders. Its buildings, as well as the 100 year-old murals on the ordination hall, have been maintained and are used regularly for merit- making and teaching. The effort was initiated by the abbot and is maintained through the joint effort of the wat community, Khon Kaen Municipality, and various individuals and faculties at Khon Kaen University. This paper will examine the role of local leadership in promoting local cultural heritage. Introduction Of the more than 40,000 Buddhist wats in Thailand seventeen percent, or nearly 7,000, are abandoned.2 Of those still in use, many are becoming increasingly crammed with seemingly superfluous new structures, statues, and decorations, funded by people seeking fame or improvement in their karmic status. Still others are thriving because of the donations they attract through their association with what is sometimes called “popular Buddhism,” a hodgepodge of beliefs in magical monks, amulets, saints, and new rituals aimed at bringing luck and financial success (Pattana 2012). Yet countless others are in a moribund state, in some cases tended by one or two elderly, frail monks who lack the physical and financial resources to maintain them. This province has many natural attractions with interesting cultures and traditions as a popular tourism destination. The geological signification of this area is in the collision zone between Shan-Thai plate and Indochina plate. Resulting in many outstanding geological diversities. This research focuses on geological features or ge osites as natural tourist attractions. Sixteen geosites were selected in Phetchabun Province consisting of waterfalls, potholes, cliffs, caves, columnar jointing, fossils localities, and many scenic viewpoints arising from tectonic plate evolution, weathering and erosion. Guidelines for geotourism development were analyzed. This is the first geotourism research study in this area, and presents geological data, recommended travel routes, an overview of the current situation and possible problems of promoting geosites as tourist attractions.

Box 1346 Ann Arbor, Ml 48106- 1346 3 Abstract This study charts the evolution of government attitudes and policies towards gambling in Siam between the 1880s and 1945. Based on the assertion that gambling was a social evil that impoverished the population, encouraged crime, and retarded economic development, successive regimes sought to reduce and regulate the scope for legal gambling. This was expressed most concretely through a series of increasingly restrictive and punitive laws, which prohibited many popular forms of gambling and subjected others to strict licensing. Consequently, there was an increase in illegal gambling. In essence, gambling went from being a state acceptable activity to one that was criminal unless conducted within certain strict parameters.

    About the Assessment of Greater Mekong Subregion Economic Corridors The transformation of transport corridors into economic corridors has been at the center of the Greater Mekong Subregion (GMS) Economic Cooperation Program since 1998. The Asian Development Bank (ADB) conducted this Assessment to guide future investments and provide benchmarks for improving the GMS economic corridors. This Assessment reviews the state of the GMS economic corridors, focusing on transport infrastructure, particularly road transport, cross-border transport and trade, and economic potential. This assessment consists of six country reports and an integrative report initially presented in June 2018 at the GMS Subregional Transport Forum. About the Greater Mekong Subregion Economic Cooperation Program The GMS consists of Cambodia, the Lao People’s Democratic Republic, Myanmar, the People’s Republic of China (specifically Yunnan Province and Guangxi Zhuang Autonomous Region), Thailand, and Viet Nam. In 1992, with assistance from the Asian Development Bank and building on their shared histories and cultures, the six countries of the GMS launched the GMS Program, a program of subregional economic cooperation. The program’s nine priority sectors are agriculture, energy, environment, human resource development, investment, telecommunications, tourism, transport infrastructure, and transport and trade facilitation.
