Our first ICSSS successfully attracted participants from all over the country and abroad. The second International conference on Sciences and Social Sciences was organized in 2012 under the theme “Innovation for Regional Development" in response to the urgent needs, policies and development strategies of the ASEAN countries to officially become one ASEAN Economic Community in the year 2015. With kind cooperation from our partner universities in the US, Europe and Asia, the ICSSS 2012 could attract more professionals, academics, scholars, researchers and graduate students from all over the country and abroad, especially our colleagues from other ASEAN countries, The ICSSS 2013 under the theme "Research and Development for Sustainable Life Quality" is no less remarkable. This year’s ICSSS2014 under the theme “Integrated Creative Research for Local Development toward the ASEAN Economic Community” has attracted academics, scholars, and researchers from home and abroad to present and share their works and establish networks of academic cooperation in a variety of disciplines of Sciences and Social Sciences. It is expected that this year's event will lead to further cooperation among colleagues from ASEAN institutions as well as closer ties with our partners and fellow academics and researchers from other regions of the world to improve our works and share our research findings and experiences in sciences and social sciences. The ultimate goal of this year’s conference is to motivate one another as we join hands to work in various disciplines of sciences and social sciences to improve the benefit of our integration of creative research for local regional development. The purposes of this research were to study the situation and waste management of the Kalasin local governance organizations and to project feasibility study of the construction waste management in order to produce a fuel. The sample is used Kalasin province local governmence district of 150 purposively selected. Tool in research was an interview of solid waste management in local governmence organization of Kalasin province. The data were analyzed by statistics ; percentage and mean. The results showed that the Kalasin province was divided into two municipalities, the rule of 79 and break a rule of area of tambon administrative organization of 71 of total 150. They had garbage collection of 99 and no garbage collection of 51. The floor was made of Kalasin waste quantities 402.97 tons / day, there were 47 waste disposal pond.

Natural hazards are inevitable, and they ruin properties and cause changes to natural features. Two ways that the Thai government acts to mitigate their impact is to create or implement both structural and non-structural plans, but it heavily focuses on the first. The structural measures do not always relieve water-related problems. However, the non-structural measures can at least mitigate the effects posed on water resources. Land use and water resources are interconnected. One cannot separate one from another. Thus, this thesis also proposes an integrated water and land use plan that regulates the patterns of land use and prohibit certain uses at the national and local level. Abstract The behavior using of chemicals in rice fields farmers of Ban Nongtokpan, Nongtokpan sub-district, Yang Talat district, Kalasin province, was investigated to develop a manual for organic farming for Ban Nongtokpan farmers, and compared knowledge, attitude and skill of doing organic farming for farmers of Ban Nongtokpan. The sample used as the chemical use behavior of farmers were 55 peoples from 25% farmers of Ban Nongtokpan, and the sample used in organic farming training were 35 farmers of Ban Nongtokpan, Nongtokpan sub-district, Yang Talat district, Kalasin province by volunteery. The research found that farmers had understood and knew how to apply agricultural inputsin rice fields at low level / 81.85. The farmers who use the training manual had advanced to learn for 63.86%. The farmers attending training gained knowledge and attitude after training rather than pre- training, then the farmers got a good skill in organic farming.
