The Vicksburg campaign opened March 29, 1863, with General Grant's order for the advance of General Osterhaus' division from Millikens Bend, and closed July 4^, 1863, with the surrender of Pem- berton's army and the city of Vicksburg. Its course was determined by General Grant's plan of campaign. This plan contemplated the march of his active army from Millikens Bend, La. , to a point on the river below Vicksburg, the running of the batteries at Vicksburg by a sufficient number of gunboats and transports, and the transfer of his army to the Mississippi side. These points were successfully accomplished and, May 1, the first battle of the campaign was fought near Port Gibson. Up to this time General Grant had contemplated the probability of uniting the army of General Banks with his. He then decided not to await the arrival of Banks, but to make the cam paign with his own army. May 12, at Raymond, Logan's division of Grant's army, with Crocker's division in reserve, was engaged with Gregg's brigade of Pemberton's army. Gregg was largely outnum bered and, after a stout fight, fell back to Jackson. The same day the left of Grant's army, under McClernand, skirmished at Fourteen- mile Creek with the cavalry and mounted infantry of Pemberton's army, supported by Bowen's division and two brigades of Loring's division.

Altogether, it is a very interesting specimen. NOTABLE DEATHS. EX-GOVERNOR WILLIAM M. STONE died at his home in Okla- homa on the 18th day of July last, at. the age of 66. He was- a native of Ohio, and came to Iowa in 1854, settling at Knox- ville, where he entered upon the practice of the law. In Oc- tobei-, 1855, he established the Knoxv'úls Joîtrnal, and became its editor. He was a delegate from Marion county to the convention which assembled at Iowa City (then the capital of the State), on the 22d of February, j856, and organized the Republican party in Iowa. He was nominated by that con- vention for Presidential Elector, and was elected in November following. In 1857 he was chosen District Judge, and under the new constitution which took effect the next year was elected Judge of the new Sixth District. When the R.ebellion broke out in 1861, he raised a company which went into the Third Iowa Infantry, of which regiment Captain Stone was. appointed Major. He was taken prisoner by the Confederates, at the battle of Shiloh, and was held at Richmond several months.

He was born on March 31, 1817 in Baltimore, Maryland; attended schools in Philadelphia; and moved to Rock Island, Illinois in 1839. Vandever was a surveyor for public lands in Illinois, Wisconsin, and Iowa and became editor of the Rock Island Advertiser in 1846. He married Jane H. Williams on January 7, 1847 and, in 1851, they moved to Dubuque, Iowa where he was employed by the Surveyor-General. Incidentally, Special Collections contains a magnificent book, David Dale Owen [United States Geologist], Report of a Geological Survey of Wisconsin, Iowa, and Minnesota; and Incidentally of a Portion of Nebraska Territory. Made Under Instructions from the United States Treasury Department (Philadelphia: Lippincott, Grambo & Co., 1852), bearing the signature, "Wm. Vandever," on the title page. Vandever read law and, during the early 1850s, joined the law firm of Benjamin M. Samuels (Democrat). While practicing law, Vandever quickly became interested in politics.     The Annals of Volume 76 Number 2 Iowa Spring 2017 A QUARTERLY JOURNAL OF HISTORY In This Issue ANDERS BO RASMUSSEN, assistant professor of American Studies at the University of Southern Denmark, investigates the actions of Civil War quartermaster Ferdinand Winslow. Using circumstantial evidence from a military “court of inquiry,” supplemented by evidence from Winslow’s career before and after the Civil War, Rasmussen concludes that despite Winslow’s commanding officer’s policies and his own antislavery prin- ciples, he appears to have profited from his position at the expense of the African Americans under the Union army’s care and perhaps at the risk of soldiers’ lives. EDWARD A. GOEDEKEN, Collections Coordinator and Professor of Library and Information Science at the Iowa State University Library, re- counts the efforts of Benjamin Gue, Peter Melendy, and Adonijah Welch after the Civil War to shape the Iowa Agricultural College and Model Farm into a functioning educational institution. Since Iowa was the first state to agree to the conditions of the Morrill Land-Grant Act in 1862, it is appro- priate that Goedeken sets his story in the context of debates at that time over what a land-grant college should be.
