    Rochdale Summary GMTS2040 Implementation Plan 15.10.20 1. Introduction This Implementation Plan sets out how we will work towards our priorities including economic growth, improving the environment and social inclusion by building on Rochdale’s planned and current transport projects, many of which are set out in the Greater Manchester Transport Strategy 2040 5-Year Delivery Plan (2020-2025). While the 5-year Delivery Plan tends to consider large, medium and long-term transport schemes, this Implementation Plan is mainly focussed on local, neighbourhood level priorities and interventions to 2025. A summary of strategic schemes within the 5-Year Delivery Plan are included on Map 1. Rochdale Council in its Corporate Plan 2019-2022 “Prosperous People and Places” outlines a vision of “Making our Borough a great place to grow up, get on and live well”. It places an emphasis on prosperity for people who are healthy, safe, happy and available to participate fully in life, in places that grow and change to provide strong local economies providing opportunities and enhance quality of life. We hope to raise awareness of ongoing and upcoming plans for the villages we live in and how the LCT intends to fight alongside residents for a say over the direction of local developments. To begin it is worth mentioning the local greenbelt group “Smithy Bridge & Littleborough: Save the Greenbelt” have made significant leaps in raising awareness and engagement with residents and have noted significant appetite to fight the Greater Manchester Spatial Framework Plan. So, we hope this article is met with similar support. It is also worth note this article takes information from numerous sources to provide you with the most up-to-date and accurate statistics available, which will be cited if you so wish to read further.     Report to Pennines Township Committee Date of Meeting 12th June 2019 Portfolio Cabinet Member for Environment Report Author Andrew Cowell Public/Private Document Public Objections to Traffic Regulation Order - Hollingworth Road and Canal Street, Littleborough Executive Summary 1.1 A request was received from Pennines Township for the Council to investigate the introduction of parking restrictions along Hollingworth Road. Members of the public reported issues of obstructive parking along the route. The parking activity is associated with members of the public visiting the lake and it is reported that during busy periods parking occurs on both sides of the Hollingworth Road. This affects both traffic and pedestrians. 1.2 A scheme detailing new parking restrictions was drafted and approved by ward members. The restrictions were formally promoted and during the consultation period the Council received two letters of objection to the proposal. 1.3 In general, the objectors report that the restrictions will unnecessarily reduce the number of available on-street parking spaces for visitors accessing the lake and request that the Council first look to increase the number of off- street spaces available for visitors. 1.4 The report outlines the reason for the proposal, the objections received and a response to the objections. Recommendation 2. The Committee should consider whether the proposed Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No.71) Order be implemented as advertised, be amended, or be abandoned in light of the representations received, which are outlined in Appendix B of this report. It is the recommendation of Officers that the objections be dismissed and the proposal introduced as advertised.
