He visited Colombia as a Minister in 1998, and with JFC in 2007 and in 2013 when he visited the FARC and Government negotiators in Havana. John McCallister John McCallister is a member of the Northern Ireland Human Rights Commission, an official human rights body in Northern Ireland. He has served as an elected Member of the Legislative Assembly and is former Deputy Leader of the Ulster Unionist Party. He has visited Colombia twice with Justice for Colombia and met with the Government and FARC negotiators in Havana. Jo Stevens MP Jo Stevens MP was elected to the British Parliament in 2015 representing Cardiff Central for the Labour Party, after 27 years as a trade union lawyer. She has served as Shadow Solicitor General, shadow Justice Minister and Shadow Secretary of State for Wales. She is Chair of the Parliamentary Friends of Colombia group of over 60 MPs.     REPORT February 2018 Dag Nylander, Rita Sandberg and Idun Tvedt1 Designing peace: the Colombian peace process The peace talks between the Colombian government and the Revolutionary Armed Forces of Colombia-People’s Army (FARC-EP) have become a global reference for negotiated solutions to armed conflicts. The talks demonstrated how a well-prepared and robust process design can contrib- ute significantly to the outcome of a negotiated settlement. In several ways the pro- cess broke new ground. The parties developed frameworks and established mecha- nisms that laid the groundwork for building legitimacy for the process and increasing confidence in it. The direct participation of victims at the negotiating table and the effective inclusion of gender in the process are examples of this. Brittain Abstract The Revolutionary Armed Forces of Colombia-People’s Army (FARC-EP) has maintained its base among small-holders including coca farmers and expanded its struggle through a local interpretation of Marxism and Leninism. This chapter reviews current accounts of its history and contemporary presence. The author then provides his own analysis of their strategy, namely that they have successfully pursued a gradual expansion of a separate power base and economy from that of the state and its capitalist economy, a situation that Lenin described as ‘dual power’, or, as Gramsci elaborated, a challenge to the hegemony of the ruling bloc. His visits and interviews and two recent documentary films in the FARC-EP areas show that the economy under FARC leadership, while taxing and controlling the processing and selling of coca, is still one of private small-holders. Many farmers grow coca as their main crop but all to some extent diversify into subsistence crops. This is a successful preparation for eventual state power of a completely different kind under which the economy will be socialised. For a half century the Revolutionary Armed Forces of Colombia-People’s Army (Fuerzas Armadas Revolucionarias Colombianas-Ejército del Pueblo, FARC-EP) have played a key role in organising, sustaining, and leading revolutionary activity within the Latin American country of Colombia.

    MARAÑA Leishmaniasis and the Pharmaceuticalization of War in Colombia Lina Beatriz Pinto-García A dissertation submitted to the Faculty of Graduate Studies in partial fulfillment of the requirements for the degree of Doctor of Philosophy Graduate program in Science & Technology Studies York University Toronto, Ontario April 2020 © Lina Beatriz Pinto-García, 2020 Abstract This dissertation is an ethnography concerned with a skin disease called cutaneous leishmaniasis, transmitted through the bite of sandflies that belong to densely forested tropical environments. It is a non-contagious, non-deadly, and usually painless disease, which starts with a tiny sore that continues to grow into an ulcer. In Colombia, soldiers, guerrillas, and paramilitaries constitute the populations most affected by this disease, as a result of spending months immersed in the same landscapes where sandflies thrive. Among those who have heard about leishmaniasis, this illness is often stigmatized as “the guerrilla disease.” The misconception that leishmaniasis is a guerrilla illness solely has deeply infused certain imaginaries with gruesome consequences. This is reinforced by the state’s restriction on access to antileishmanial medicines, a measure that is commonly interpreted as a warfare strategy to affect insurgent groups. This work explores the ways in which leishmaniasis and the war are inextricably connected and mutually reinforcing. Situated at the intersection between STS and critical medical anthropology, it draws on fifteen months of multi-sited field research (October 2016 - December 2017), conducted during the peace implementation period after the agreement reached by the Colombian government and FARC, the oldest and largest guerrilla organization in Latin America. Research also involved more than 70 interviews with a diverse array of actors, including Army members, FARC guerrillas, scientists, medical professionals, peasants, representatives of multilateral health institutions, civil servants, and survivors of kidnapping.
