The crisis is partially of the liberal democracy. Indeed, in Europe, the limits of toleration, the limits of freedom of speech, and the limits of religious freedom are being discussed especially regarding the new Muslim presence. Moreover, after the Madrid bombings on 11 March 2004, the murder of Theo van Gogh in Amsterdam on 2 November 2004, and the London bombings on 7 July 2005, many analysts, observers, intellectuals and opinion formers not only concluded that multiculturalism had failed but also accused it of being responsible for the bombings and the murder. Even those who do not directly blame multiculturalism tend to believe that multiculturalism needs to be reconsidered, and may be replaced by “integration,” which is very frequently used interchangeably with “assimilation.” The Dutch case is one of the best cases to study the above discourses. Although the Netherlands is still a liberal frontrunner when it comes to issues like homosexuality, soft-drugs, prostitution and euthanasia, it is also considered as one of iii the sharpest u-turns from hospitable and tolerant policies towards immigrants. With this u-turn, not only the entrance of new immigrants and refugees from non-Western countries is complicated, but also the focus turned towards the integration of the second and third generation immigrants, especially the Muslims. Not surprisingly, some positive and negative examples of integration have come into prominence, and some good and bad Muslim subjectivities have been formed. After analyzing primary and secondary sources on Muslim integration and 44 in-depth interviews conducted in the Netherlands in 2008, this dissertation has four major conclusions. First of all, the history of a negative portrayal of Muslims in the Netherlands is much older than the post-September 11th discourse of the “war on terror.” Secondly, while the religious people in general are found “irritating” as soon as they carry their religious reasoning into the public sphere, Muslim people, for their new demands, increasing populations and public appearances in the big cities, are found more irritating than the conservative Christians. Thirdly, the retreat from multicultural policies has simultaneously taken place with the increasing Muslim determination to make use of community level rights and the growing visibility of Muslims in the public spheres of major Dutch cities. And finally, the debates about everyday-life practices aimed at either forming some acceptable models of Muslim subjectivity that coexist with Western liberal democracy or denigrating some other models that are perceived (or presented) as threats to liberal democracy. iv ÖZET HOLLANDALI, YARI-HOLLANDALI VE HOLLANDALI OLMAYAN: HOLLANDA’DA ÇOKKÜLTÜRCÜLÜK VE MÜSLÜMAN AZINLIKLARA YÖNELİK POLİTİKALAR Bekaroğlu, Edip Asaf Doktora, Siyaset Bilimi Tez Yöneticisi: Yard. Gerçekten de son zamanlarda liberal demokrasilerde, farklılıklara tahammülün, ifade özgürlüğünün ve dini özgürlüğün sınırları Müslümanların Avrupa’daki varlıkları üzerinden tartışılmaktadır. Dahası, 11 Mart 2004’teki Madrid bombalamaları, Theo van Gogh’un 2 Kasım 2004’te Amsterdam’da öldürülmesi ve 7 Temmuz 2005 tarihli Londra bombalamalarının ardından birçok analist, gözlemci, entelektüel ve kamuoyu oluşturan kimseler tarafından sadece çokkültürcülüğün sonu ilan edilmemiş, ayrıca bombalamalardan ve cinayetten de kısmen çokkültürcülük sorumlu tutulmuştur. Çokkültürcülüğü direk olarak suçlamayanlar bile bir revizyon ihtiyacından söz etmişler ve terimin zaman zaman “asimilasyon” ile eş anlamlı olarak kullanılan “entegrasyon” ile yer değiştirmesi gerektiğini söylemişlerdir. Bu söylemleri incelemek için en iyi örneklerden biri de Hollanda’dır. Homoseksüellik, uyuşturucu, fuhuş ve ötenazi gibi konularda halen bir liberal öncü v olan Hollanda, çoğunluğunu Müslümanların oluşturduğu göçmenlere dönük toleranslı politikalardan en keskin u-dönüşünün yaşandığı ülkelerden biri olarak kabul edilir. Bu u-dönüşü ile birlikte sadece Batılı olmayan ülkelerden gelen göçmenlerin girişleri zorlaştırılmamış, aynı zamanda ikinci ve üçüncü nesil göçmenlerin– özellikle de Müslümanların– entegrasyonuna dönük politikalara ağırlık verilmiştir. Bu süreçte, entegrasyonun olumlu ve olumsuz bazı örnekleri öne çıkmış ve “iyi” ve “kötü” Müslüman olmaya dair prototipler belirmiştir. Birinci ve ikinci el kaynaklar ve 2008 yılında Hollanda’da yapılan 43 derinlemesine mülakat incelendikten sonra bu çalışmada dört ana sonuca ulaşıldı. Birinci olarak, Müslümanların olumsuz bir şekilde tasvirinin tarihi 11 Eylül sonrasındaki “teröre karşı savaş” söyleminden daha eskiye dayanıyor. İkinci olarak, (mensubu oldukları din ne olursa olsun) dindar insanlar dini argümanlarını kamusal alana taşıdıkları anda genel olarak “rahatsız edici” bulunuyorlar. Müslümanlar ise yeni talepleri, çoğalan nüfusları ve büyük şehirlerde gün geçtikçe artan görünürlükleri ile muhafazakâr Hıristiyanlara göre daha rahatsız edici bulunuyorlar. Üçüncü olarak, çokkültürcü politikalardan el çekmek hemen hemen Müslümanların cemaat bazında hakları talep etmeleri ile aynı zamanlara denk düşüyor. Ve son olarak, gündelik hayata dair bazı pratiklere dönük söylemler Batılı liberal demokrasilerde var olmaya uygun Müslüman öznellikleri oluşturmak ve liberal demokrasiye tehdit olarak algılanan diğer bazı modelleri de kötülemeyi amaçlamaktadır. vi ACKNOWLEDGMENTS Perhaps, the hardest part of dissertation writing is the necessity of answering “when will you finish it?” question very frequently. Throughout this period the Dutch government was Chairpersons of COSAC responsible for efficiently guiding the Council negotiations. But the Dutch Presidency also had a 'parliamentary dimension' to it. This entailed that the Dutch House of Representatives and the Senate organised six conferences for fellow parliamentarians from EU member states.     v Politics of Identity What Next after Multiculturalism May 2015 Summary Vít Novotný1 The failure of multiculturalism has been declared by many. Yet few have come up with alternatives to how Europe’s ethnic and religious groups can co-exist in our liberal democracies. This InFocus argues that Europe can benefit from the genuine desire that many immigrants have, to identify with the constitutions of their new home countries while maintaining elements of their own culture. European and national policymakers should elaborate on the existing concept of interculturalism, and they could learn from the US and Canadian approaches to integration. Europe’s centre-right political parties have a particular role not only in opening politics to immigrants and their descendants but also in forging strong national and European allegiances that are compatible with group belonging.1 Introduction The jihadist terror attacks in Paris and Copenhagen in early 2015 starkly reminded us that not all is well with the integration of Muslims into European societies. Paradoxically, the public demonstrations in France that followed the attacks injected a degree of optimism into European public life. These moving and encouraging public displays demonstrated beyond doubt that France continues to be a country of liberty. The 3.7 million people who were on the streets also proved, in their support for tolerance and freedom of speech, that liberal democracy is not dead. 1 I am grateful to Roland Freudenstein for his extensive comments that significantly improved the argument of this paper. Wim Kuiper bestuursvoorzitter Besturenraad Woord vooraf Het jaar 2009 was een belangrijk jaar voor de Besturenraad. Een jaar waarin de vereniging belangrijke keuzes maakte. De centrale vraag die beantwoord werd, was de vraag hoe we de Besturenraad klaar voor de toekomst moesten maken. Een toekomst, waarin we als christelijk onderwijs een belangrijke en relevante rol kunnen spelen in de maatschappij. Om dat te realiseren, hebben we verder gebouwd aan een krachtige vereni- ging met een duidelijke toegevoegde waarde voor de leden en een herkenbaar eigen geluid. In dit jaarverslag schetsen wij u hoe de Besturenraad in 2009 heeft geïnvesteerd in het toekomstbestendig maken van vereniging en bureau. We staan stil bij het fundament van onze vereniging, de totstandkoming van de herpositionering, de investering in de ledenorgani- satie en de belangrijke stappen die zijn gezet om te komen tot de nieuwe bestuurlijke inrichting van de vereniging. Dat hebben we gedaan terwijl we zijn door- gegaan met werken aan het stem geven aan het christe- lijk onderwijs, ondersteund door een professioneel bureau met de grote inzet van betrokken professionals.     UNIVERSITATEA DIN BUCUREȘTI Doctor Honoris Causa Jeroen Dijsselbloem JEROEN DIJSSELBLOEM Doctor Honoris Causa dominoLaudatio Jeroen Dijsselbloem Jeroen René Victor Anton Dijsselbloem (născut la 26 martie 1966 la Eindhoven) este o personalitate europeană de prim rang, care și-a câștigat prestigiul internațional prin modul în care a condus zona euro în cei mai dificili ani ai săi – anii de după criza financiară globală. Jeroen Dijsselbloem a fost Președintele Eurogrupului – organismul care reunește JEROEN DIJSSELBLOEM miniștrii de finanțe ai statelor membre din zona euro timp de cinci ani, între ianuarie 2013 și ianuarie 2018. A fost ales în această funcție de două ori (fiecare Doctor Honoris Causa mandat fiind de doi ani și jumătate). În această calitate, a fost și Președintele Boardului Guvernatorilor Mecanismului European de Stabilitate (ESM), instituția financiară internațională creată de statele membre ale zonei euro pentru a adresa problemele țărilor membre aflate în dificultăți financiare. Sub președinția sa, Irlanda, Spania și Portugalia au implementat agenda de reforme stabilită de Eurogrup și au recâștigat accesul pe piețele internaționale. De asemenea, ESM a încheiat noi acorduri de asistență financiară pentru Cipru în 2013 și Grecia în 2015, ajutând aceste țări să depășească gravele dificultăți economice cu care se confruntau. Cipru a finalizat acordul în 2016, iar Grecia anul acesta. Se poate spune că Jeroen Dijsselbloem a contribuit la salvarea zonei euro, pentru că, sub conducerea sa, a fost evitată intrarea în incapacitate de plată a unor țări membre ale zonei euro care aveau datorii excesive, acumulate în anii dinaintea crizei. În aceste vremuri tulburi, Jeroen s-a dovedit nu doar un economist strălucit, care a readus pe linia de plutire zona euro, atunci când puțini îi dădeau șanse.

    Lijst van gevallen en tussentijds vertrokken wethouders Over de periode 2002-2006, 2006-2010, 2010-2014, 2014-2018 Inleiding De lijst van gevallen en tussentijds vertrokken wethouders verschijnt op de website van De Collegetafel als bijlage bij het boek Valkuilen voor wethouders, uitgegeven door Boombestuurskunde Den Haag. De lijst geeft een overzicht van alle gevallen en tussentijds vertrokken wethouders in de periode 2002 tot en met 2018. Deze lijst van gevallen en tussentijds vertrokken wethouders betreft de wethouders die vanwege een politieke vertrouwensbreuk tijdelijk en/of definitief ten val kwamen tijdens de collegeperiode (vanaf het aantreden van de wethouders na de collegevorming tot het einde van de collegeperiode) en van wethouders die om andere redenen tussentijds vertrokken of voor wie het wethouderschap eindigde voor het einde van de reguliere collegeperiode. De valpartijen van wethouders zijn in deze lijst benoemd als gevolg van een tijdelijke of definitieve politieke vertrouwensbreuk, uitgaande van het vertrekpunt dat een wethouder na zijn benoeming of wethouders na hun benoeming als lid van een college het vertrouwen heeft/hebben om volwaardig als wethouder te functioneren totdat hij/zij dat vertrouwen verliest dan wel het vertrouwen verliezen van de hen ondersteunende coalitiepartij(en). Of wethouders al dan niet gebruik hebben gemaakt van wachtgeld is geen criterium voor het opnemen van ten val gekomen wethouders in de onderhavige lijst. Patronen De cijfermatige conclusies en de geanalyseerde patronen in Valkuilen voor wethouders zijn gebaseerd op deze lijst van politiek (tijdelijk of definitief) gevallen en tussentijds vertrokken wethouders. De reden van het ten val komen of vertrek is in de lijst toegevoegd zodat te zien is welke bijvoorbeeld politieke valpartijen zijn.
